Spokesperson Pita Fraser says while the 30-year-old Resource Management Act failed to deliver on its promise to Māori, the proposed Natural and Built Environments Act is as yet underwhelming. The council is concerned issues relating to allocation and use of water, which are of major concern to Māori, are not even in the exposure draft being put out for consultation.
