Mask mandates not likely in Randolph County Moberly Monitor-Index While at least nine Missouri communities have imposed a mask mandate through at least the end of January, Randolph County was not one of them, as of Wednesday. Mandates have passed in St. Louis, Kansas City, Columbia, Fulton, Kirksville, Marshfield, Rolla, Springfield and in Boone, Jefferson, Phelps and Adair counties. A mandate would have to be issued by the Randolph County Commission or by city leaders in municipalities like Moberly. Inquiries sent to the county commission were not returned. Moberly has not issued a mandate, and it is not on the agenda to take action on one at this time, Moberly City Manager Brian Crane said.
