Suspended for lying about the election. What they did should be a problem for them. They should be investigated. And nearly 100 people still missing in florida after the collapse of a 12 story condo building. The latest on the Desperate Search And Rescue efforts. All in starts right now. Good evening from new york im chris hayes. Its the kind of thing we dont see happen often anymore. This afternoon the president of the United States joe biden blocked it to the white house driveway surrounded by democratic and republican senators to announce they have a deal. A big bipartisan legislative deal on infrastructure. This reminds me of the days we used to get an awful lot done in the United States congress. We actually worked with bipartisan deals. Bipartisan deals means compromise. Are you confident are going to have all of the democrats in the senate . Im not confident of anything except we will get to the details of the deal which includes 579 Billion Dollars in new spending on new projects across the country. Somewhat complicated to Track Strategy and democrats would also pass a supplemental package alongside that. I will talk to senator chris murphy of connecticut about all of that in just a moment. But first i want to take a step back to put this deal in context with a very strange politics of this particular bill. In february, after the insurrection and taking in the aftermath, i published this piece in the atlantic. In which i made the argument the Republican Party was Radicalizing Against Democracy even if it was moderately on core elements policy. And events in the past few days have, i think, worn out that thesis. Remember, 40 hours ago i was sitting at this desk talking to you, Senate Democrats attempted to expand to create a nationwide floor of Voting Rights standards. That bill the for the people act faced uniform total opposition from republicans who used the filibuster to block it. Not a single republican would vote to even start debate on the bill. Senate Minority Leader Mitch Mcconnell made it clear that there is basically nothing democrats can do to ever get any republican support on any part of that bill. Certainly off on things like for instance changing the standards for partisan gerrymandering or even reinstating the parts of the Voting Rights act that John Roberts Supreme Court gutted. Lets keep in mind this is the same Voting Rights act which was last reauthorized and 2006 with a massive bipartisan majority in the house, and a unanimous vote in the senate. In fact, the person who got all from parkinson utters to vote for it was and majority whip Mitch Mcconnell. That same Voting Rights act now faces essentially implacable republican opposition. Thats what i mean by Radicalizing Against Democracy. We are watching this radicalization happen at the state level, of course, or republicancontrolled governments are passing stricter voting laws, multiple states now trying to follow arizonas lead and longines audit of the 2020 election results. New polling shows 46 of republicans almost have believed it was appropriate for republican legislators and states where joe biden won to just ignore the popular vote and the sign their votes to donald trump. Thats as radicalized against democracy as you could possibly get. Two days later, what we have in the white house driveway . We have an oldfashioned Sausage Making Infrastructure Deal announced on the white house driveway, with a Bipartisan Group including 11 republican senators. How do we make sense of this . Well, the republican parties ideology on core matters of governance has dissipated into incoherence. Really, core questions about political economy specifically. Free enterprise in the market. So detached from the actual Material Interests of its base. Those policies theyve been championing championing forever. They become so unpopular they have been surely but slowly walking away from it all at least in rhetoric and messaging because heres the thing. They have lost the ability to rile the current base, the trump base. Theyve lost the ability to rile them up on those core issues. It doesnt work the base doesnt care. Compare that to where we were 12 years ago. The unrelenting backlash against the obama stimulus which came in response to the great recession. In 2009 The American Recovery Act which is less than a trillion dollars was passed with zero republican votes in the house. The bill supposed to be about jobs, jobs, jobs, has turned into a bill thats all about spending, spending, and spending. Do you know that in this populist built it has been learned, in addition to everything else, Illegal Immigrants will also be given checks i look at this as smother the private sector in terms of the stimulus package. I dont see this as a stimulus package. If you think you are going to get your way out of this recession by all kinds of social programs, welfare programs, youre going to make it worse. The immigrants get free checks. Welfare, social programs. Look at barack obama just spending that money around. Compare that to back in march when joe biden signed the covid stimulus package, right, because for the second time in two transitions democrat had to take over from a republican that left it in ruins. Apples to apples comparison, biden passes the American Rescue plan. No republican votes. I have barely heard a word from republicans about that package twice as big as the stimulus. Two trillion Dollar Package that passed in the Party Line Vote in the senate. Ive never heard a word except to praise aspects of it they want their constituents to take advantage of it. Theres nothing there to mind. Whats riles of the Republican Base now is fear of multi racial democracy. Counsel culture. George floyd protests. Black lives matter, centering dr. Seuss, critical race theory. Constant moral panic about those other people, why they dont look like you or share your values taking power and wielding power in the way that they dominate the institutions of American Life outside of politics. Thats what its about. That culture war, whose culture it is, whos america it is is what the based cares about. They could give about inflation or taxes or even welfare. All the stuff thats been tried and true republican reactionary rhetoric for literal decades, all the Rhetorical Fire has moved away from the deficit to some random School Superintendent in maine after his district there denounce White Supremacy after the murder of george floyd. Those are the kinds of lines republicans can cross, but Spending Hundreds of billions of dollars on infrastructure . Whatever, no problem. Then of course we talk about the obvious, right . The glaringly obvious aspect of all this when you compare the First Six Months of boston marketing president S Administration to this one. Barack obama faced total opposition on the right from the outset. Joe biden faced a lot of opposition as well but there is just knowing universe as someone whos covered this from washington d. C. Up close in which 11 republican senators would have come out, posed on that driveway to strike a deal like this with barack obama in his First Six Months in office. No universe. The hatred of barack obama was a boiling hot from the base, the base doesnt hate joe biden. Weve seen over and over. Since the campaign. When tshirt vendors at trump rallies couldnt sell any derogatory joe biden shirts. The bronco boma, Hillary Clinton stuff, however, that still would still sold like hotcakes. Look at those faces. Barack obama, Hillary Clinton, joe biden. Looking to be about joe biden that does not inspire the same visceral ire of the Republican Base . That doesnt writer him talks again threatening in the same way as those other two figures . Joe biden 78yearold white man is a Living Embodiment of the existential threat to the Republican Base fears. That existential threat, that fear the country being governed by people other than them broadly construed. Thats what they really care about. The rest . They couldnt care less. A Senior Adviser of senator bernie sanders, former Senior Advisor to democratic senator later harry reid. Jeffrey reuben an Opinion Columnist for the washington post. They both join me now. Lets talk about your view of this as someone who is working in democratic staff circles back during those days of the obama campaign. Do you agree that picture in the driveway was an impossibility under obama and for some reason is not now . Yes. They made almost impossible for obama because the way in which they demonized him personally, and what you are driving at, that was not an individual they could ever strike a deal with. They tore him down to the point where if you ever did anything with obama, but just be toxic. I tend to agree with your thesis there, chris. The only thing out cool bit possible with a little as you look at the state level. Different republicans. At the state level, they are cutting staff benefits. They are cutting Unemployment Benefits. Theyre still engaged in that kind of ideological struggle. Against a working class. You are right at the National Level they are adhering to trump ideology and taking their case from trump party. Good point. I dont want to oversell, it because they still want tax cuts, they dont want broad sitting at like all of that. The best digital kind of ideologies. When you think happened, jennifer, with barack obama as the first black president , all of that was operating the visceral level. The tea party was talking about the deficit. Thats not what they are talking about. You could nicely fuse the concerns of the donor class, the Chamber Of Commerce with the base and say deficit and spending and everyone got. It like the immigrants are getting checks. Trump sort of pride to those apart and said talk about you dont like immigrants. All that Spending Stuff hes like detached the signifier from it and now its hard to get it back. Thats exactly right. The republicans still engage in donor maintenance. As why even they pay zero taxes. They arent going to do that. Thats not a base. Those are the donors. Corporate overlords to keep them afloat in election cycles. You are right, they dont really have much to say about anything else, and although they opposed 100 of the American Rescue plan on this kind of old style thinking. As soon as it passed and became very popular, they started touting it, as you said. They couldnt say enough about the good things for a restaurant revitalization program. They were telling their constituents to get out there, getting the good. There is schizophrenia. Theyre not going to give up on deregulation because again thats their corporate overlords. Not tax cuts for the rich. And lets also remember that there are a whole slew of social issues on which they are worse than the used to be. I would say portion they are criminalizing abortion in state after state. To say thats part of the state apparatus, but really thats the federal Lincoln Party as well. Its a mixed bag, but if you want to put that in the bin of cultural issues that will light the base on fire you can slot it that way. We but on guns, for example. Womens rights. They are no more moderate than theyve ever been. I agree with all of that as maximalist on those issues. Those core political economy, like Government Spending the thing i keep thinking of, again weve got this big spending package, right . One of the game but as we needed a block with sharon brown about the child tax credit, great social programs. There is a world of republican reactionary politics and i myself have covered as a young reporter when they would be talking about it all the time. It would be this constant welfare shaming. Sending checks, im only going to be lazy. And its just not there anymore. I mean, i think its been taken but other arsenal partly because the base wants the checks. We suffered through the pandemic, the inequality if you just look from obama to know the inequality suffered by people is far more painfully real and peoples lives. Its not going to be as easy to get out there and talking about welfare talk and free rights etc etc when they need that school meal program. And the child tax credit. The Unemployment Benefit just to get by. Its not gonna be easy politics for them to become far more detached on Economic Issues from where their people are, and you are to say donald trump on Economic Issues to that party that they think they are still trying to grapple with and figure out how if you look at it doesnt naturally flow with their Ideology Zone said you have them trying to figure out how to extract things out of joe biden. You do a gas tax, will you oppose some of our conservative Privatization Schemes . How about we get you push our conservative agenda. The other part of this, joe biden, i can simulate of rightwing media, he doesnt inspire rage in contempt the way that obama and Hillary Clinton did. Its pity, hes a bumbling old man, hes not confident, hes being manipulated, but there is no contempt. You cannot lock him up chance going. And i think that makes a difference. You can attribute that to some longevity in joe biden that a lot of people know him that he has served for decades. Point of fact, youre exactly right, hes an old white guy. He does not come with a foreign sounding name. So women of color for a those people are demonized, but not joe biden. Right the coverage on this president is thank you both. All right, were gonna talk about the deal here. Theres something that has bothered me today, because im not entirely sure to make of this deal itself which ive talked about in this first block. Youve seen President Biden they have reached the deal on infrastructure. But i cannot actually tell if this isnt a huge win for the democrats or if they got ruled by the republicans. Senator chris murphy what he thinks next. Thinks next. [sfx kids laughing] [sfx bikes passing] [sfx fire truck siren] onstar, we see them. Okay. Mother and child in vehicle. Mother is unable to exit the vehicle. Injuries are unknown. Thank you, onstar. My son, is he okay . Your sons fine. Thank you. There was something in the road. Its okay. Youre safe now. Todays bipartisan deal is a well, would ya look at that it was an accident. I was speaking of accidents, we accidentally left you off the Insurance Policy during enrollment, and youre not covered. Strange move in certain ways it appears as if i had their President Biden and the democrats are massive rollout of the Republican Party, or theyre massively getting rolled. I cant figure out yet which is which. Let me explain. The last day of march, the white house unveiled their very ambitious infrastructure plan, paid for in part with raising the Corporate Tax rate, among other things. Republicans immediately said, no chance. Joe manchin from West Virginia said he did not want democrats to use the 50 vote straight men geordie Reconciliation Process to go alone and passed the process. Manchin, and a few others, wanted to see a if a bipartisan deal was possible. So they started negotiate with republicans. As this was happening, the reprogressives fear was that the bipartisan deal would be smaller and would not include some of the most vital and Green Energy Investments in the package. So the choices as it started playing out, passed a big meaning only democratic votes, right. 50 plus one. Or, pass a smaller bill, much more focused on roads and bridges, which leaves out some of the ecological stuff, but could fill the filibuster. What is strange that happened today was that the group of senators and the president announced the smaller deal. But also, President Biden, pelosi, and joe manchin all a
