It really would have, been if this was closed on Speaker Mccarthys shoulders. Because the small group of dissidents is controlling the house, in two many different pieces of legislation. And for those that like history, im going to tell you to go this weekend while you are watching the continuing trauma. Because remember, only half of the congress has voted. We still so, read the history of speaker cannon, of about 100 years ago, who, it was different drama. But the same kind of drama, many perceived him as weak. But, people were threatening him with this all the time. And the questions and i will tell you that my office is in the Cannon House Office building. So, i think weve got to get back to governing for the country, working together, finding that Common Ground, and stop letting the Small Group People keep that kind of motion that it is shift its dictating and influencing too many things. So this thing is not gone to advance on to the senate, in which Senate Minority leader Mitch Mcconnell has been vocal about supporting, being in favor of, being in lockstep of House Republicans. If in fact it passes the senate, it will then advance on to the president s desk, in which we will then avert a Government Shutdown at that point. I want to remind folks that the deadline for all of this to happen is midnight. I want to take a little bit of a listen, to what took place over the last couple of hours, and then we will talk. So if that objection, the motion to reconsider is laid on the table. [applause] and of the house adjourned, and the passage of the c r has happened, and it is now moving on to the senate. I want to bring julie who has been following this beginning to middle, as we now are, and hopefully will end as we head towards that midnight deadline. Julia, talk us through some of the reported you have been hearing since we last spoke. Look, this overwhelmingly passed in the house, you heard the applause in the cheering, everybody just frankly surprise, that it and this way, in the house at least. But i think satisfied that it came to this bipartisan conclusion. And in the next couple of hours, you could very well see the senate begin to take up this 45day clean cr. Again that includes some of those Disaster Relief efforts, not at the supplemental that was requested by the biden ministration. Im told that has to move separately along some of those other programs expiring at midnight tonight. Outside of this government funding process. But, some additional reporting in just the last couple of minutes i was able to conform firm from sources, and that the way to talk about, he heard over and over get through Minority Leader mcconnell, saying that he is not going to support a manager, without funding to ukraine. While, into backtoback closeddoor meetings yesterday and today, i am told he was overruled by senate republicans, who wanted this to move forward without Ukraine Funding attached. That is significant for several reasons. The first and foremost being that mcconnell has a grip on his conference. They usually are in lockstep with what he is telling them to do. And, he has been able to over be overruled by members of his congress, who clearly didnt want ukraine aid tied to a measure that they will be voting for, to keep the lights on in this building, that is significant. I am told by ukraine hawks, senators who fiercely support it, not to really worry about this for the short term, right. They think theyll be able to get ukraine supplemental funding tied to some kind of Border Security proposal. Hi mister speaker, how are you feeling after . That im very good. We just proved that government will stay open, and will continue to fight to make sure we secure our border. What is your message to senators, are they gonna pass it today . Well, this is how it rolls over here. We have last minute walk through, this from the House Speaker. And look, you heard from him, he is feeling good, he is feeling positive that this bill was able to pass on the house floor. Not without issue for him though, because even just as the house was adjourning, we heard from congressman matt gaetz, who was trying to keep it open, to file a motion to vacate vacate mccarthy from his speakership chair, quickly though, republican allies of mccarthy, moved to adjourn the chamber until monday, taking that problem for mccarthy until and perhaps later this week. We appreciate you, thank you for bringing us the speaker there, ever so quickly. I want to bring in senator from Virginia Kim Cain to talk more about this. It is now in your hands senator, you saw it happen in the house. I dont think many people thought this would happen. I think we all thought that we were headed towards a shutdown. Many people said on air to me that, the skin was going to shut down, consider the way it seems the farright republicans were vocal icing what they wanted to see done. Where are you, as this thing is hit will you vote in favor of . It well yasmin, it is sad that you have to play brinkmanship at the 11th hour, threatening a whole lot of people, millions of people who depend on federal services, or federal employees. And its sad that the senate and House Republicans are backing away from the commitments we made queue crane. But we have to vote to keep the Government Open, and so were to have a caucus meeting, im sure on the democratic side to chad about this. But, my position is always you gotta keep the Government Open. And then, we will need to fight over the course of the 45, days to get the full years spending bills done. And, to find additional funding for ukraine so, lets talk about that. Lets look ahead, i know where you stand, when it comes to getting this see our past, on the record, it seems that youre going to be voting in favor, yes . I do want to at least listen to my Caucus Discussion on it. But, i have always acted to keep the Government Open because any problem that we are trying to solve when the government shut easier with federal employees weve got to keep the government i wish we wouldnt do this, and brinkmanship way. But, thats the way i voted in the past, and weve got to vote that way. So lets look so lets look ahead then, weve now got 45 days to get this funding in lockstep, in line. And, one of the biggest Sticking Point so far has been funding towards ukraine, right. We know president zelenskyy visited the capitol, he was not invited to give a joint session. In fact, instead, he needed privately with both members of congress, how are you going to ensure that ukraine gets the funding that it needs . Well, yasmin you are right. He did do a Joint Address to congress, within the last year. And, he did a very good job, and speaking to the senators, who are all there. And, we had asked questions, what you dont get to do a Joint Address. It was a really good discussion, and he made the case so plainly. You know, Senator Mcconnell has said that he is completely supportive of making sure that we provide funding for ukraine. We do believe that there is overwhelming, bipartisan support on the floor of the senate. And there is also bipartisan majorities on the floor of the house for ukraine aid. Exactly why the gop decided that that had to be removed from this short term Continuing Resolution is troubling. I mean, it is very troubling. But, Senator Mcconnell has been rock solid, until today. I believe he will continue to promote the necessity of it. What i have heard from some of the republicans is that donald trump the desire to cut funding for ukraine. A lot of them are Feeling Pressure to follow him, even if they dont want to. So, the trump influence, the model in florence on these republicans and the house and senate, is still very strong. And that is probably the most significant factor in the decision not to include ukraine aid, by the republicans. Senator, what are your priorities, in the next 45 days, what are you going to be focusing on in getting funding . Well first, if we can get this done in 45, days it will be unusual. Because as you know yasmin, we usually get the budget done right before christmas. So the, good news is the senate has already done all the Appropriations Bills out of the appropriations committee. So the bills are ready to go. And then, we have negotiated with the numbers. Are the deal that was done back in may means that we are not fighting but with a Top Line Numbers are. So, we just really have to get the case on ukraine aid side, the Top Line Numbers are what they are going to be. Ive got confidence in our appropriators that they can work out of the deal. But i do think that the fact that the republicans are backing away from ukraine aid, is a surprise to me. I am surprised that the house action today, and i am surprised that republicans are backing away from ukraine aid. So weve got to figure out a way, to take advantage of the fact that there is still a bipartisan majority in both houses, and figure out how to either get it in the spending bill. Or, there might be another bill, coming through in the next couple of weeks, where we can get ukraine aid attached. How do you pivot this, and this is something kind of more broad, how do you pivot as we look at Election Year senator, and its a question ive asked ive asked repeatedly as that we look at the overall economy of how americans view the economy right now. And they dont have, in many polls that are taking, as much faith in the administration when it comes to the economy as they do in a potential trump administration. How do democrats pivot this, considering how they have now come and assisted in passing in a bipartisan, way the c r, and making sure the government is not shutting down, and focusing on what you see as the priorities . How do you pivot that in, an Election Year . Yeah, i know we dont need to pivot to keep the Government Open. Its a good thing. Its never a good thing. If the government closes down. Ill tell you what im doing in virginia. Im selling the biden and democratic accomplishments, everywhere i go. Im talking about funding for airports, funding for broadband. Poor improvements, road rail. Bridges, power grid, im talking about advanced manufacturing. Investments, im talking about manufacturing job growth. Low unemployment rate, the Economic News is, well some are reticent, to let their hopes get up. The most common thing i hear, things are going pretty well in my business. Im nervous about three months down the road. Things are going pretty well right now. Democrats just have to get out and sell, whether its infrastructure, the manufacturing bill, the inflation reduction act, focuses on both reducing prescription drugs, a clean energy economy, got a lot to sell. He was pushing for that he was holding out to sea of this government would in fact shut down. If it had gone to the house, where theyre not gonna get to the senate is in question. What are you hearing from locals there about a potential shutdown . And, really just how things have played out. This is a really interesting place to talk to locals, right . Because theyre such a heavy military presence. I mean, when we talk about if there were to be a shutdown, 4 million federal employees would be impacted. Were talking about 1. 3 million active duty Service Members. 65,000 of those are here in the state of florida. Florida is one of the states that has the highest number of active duty Service Members, within the state. Within the country, rather. So, i would say, its an interesting mix here, because you have a heavy military presence, theres a naval base about ten miles away from where were standing right now. Downtown pensacola. As you mentioned, we are in math gaetzs district. Were seeing a wide variety of everything from ambivalence to maybe some pockets of anxiety, to even outright support for what gaetz is doing. Drawing that firm line in the sand. I will say, anecdotally, the closer you get to the base, the more people seem concerned about it. Walking around downtown, a lot of civilians. A lot less concerned. When we went to the commissary, the closer you get to the base, you go to the exchange, you go to the places where Military Members are, that is where everyone has been talking about it. Especially those active duty Service Members, they would be directly impacted. I want to take you to what weve heard on the ground before i explain it on the other side. Youre gonna hear first from the Military Member who would be among those who would be working without pay. And on the other end of, that youll hear from a store owner, around. Here on how shes still supporting matt gaetz, instill supporting the possibility of a shutdown, because of the principle behind. Take a listen.
