Fatal sin of needing democrats to avoid a drama. I actually think democrats are going to bail out Kevin Mccarthy. At this time next week, if Kevin Mccarthy is still speaker of the house, it will be because the democrats bailed him out and he can be their speaker, not mine. I dont intend on voting for a republican speaker of the house. I believe its up to the Republican Congress to determine their own leadership. Its not up to democrats to save republicans. In a moment, i will speak to Congresswoman Ilhan Omar about which way she will vote in the upcoming vote and what this is about the maga wing of the house gop. Also this hour, donald trump facing his Fraud Trial Starts in new york tomorrow as he deals with the news from georgia. One of his codefendants has flipped. There is a change that impacts millions of people across this country, the freeze on Student Loan Payments and being a summer live on the economic edge. Its also on the verge of a new strike which will be the Biggest Health care job action in u. S. History. We will have the latest on how that could impact patients in this country. We begin this hour on capitol hill. Farright members of the house have announced plans to oust Kevin Mccarthy as speaker who, after countless defeats to pass a spending bill, relied on democrats to invent a crisis of his parties. We are joined from julie tsirkin. Shes live from the capitol. Good to see you. Talk us through the strategy of matt gaetz, who else is on board what he wants to do, raising this motion to vacate, and what we are looking at what a timeline is. Like thats the big question. Who exactly is on board with matt gaetz . He only needs about four other republicans to join him. The vote requires a simple majority. If all democrats vote against, did not helping mccarthy but not helping matt gaetz either, or even if they vote president , those are different strategies that are at play here. Matt gaetz has the burden to proof here with getting enough republicans on his side to make this up and. I talked to some of the hardliners, including congressman Byron Donalds yesterday. He is the one who offered the conservative Stopgap Funding Measure initially that gaetz essentially led the charge in preventing happen. Donald is not pleased with mccarthy. He ended up putting this clean spending measure on the floor, relying on those democratic votes. He did not necessarily say he is for gaetz either. This is going to be on gaetz to prove. For now, Speaker Mccarthy says to bring it on. Watch this. He says hes coming for you. Can you survive . Yes, i will survive. This is personal with matt. He voted against the most conservative ability to protect our border, secure our border. Hes more interested in securing tv interviews. He wanted to push us into a shut down. Even threatening his own district with all the military people there who would not be paid only because he wants to take this motion, lets get over with it and stop gardening. There is nothing stopping him from doing it again and again if it fails this time around and holding this Over Mccarthy said. Remember that this is a rule that mccarthy negotiated with gaetz and other members of the farright House Freedom caucus to get the gavel in the first place. Any one member can trigger the vote on the floor. Its in privilege, which normal speak means it has to be brought up. It takes precedent over other house matters. There is no choice but for the speaker to put it on the floor whether he likes it or not. The question is, will gaetz have the votes . How soon is he going to do . We appreciate it. I think i know the answer to this question. I want to ask you, i know that matt gaetz has been reaching out to folks in the house. As he reached out to you . I have chatted with matt both on the floor and off the floor. Can you let us in on any of your conversations that you have had with regards to the vote . Matt is interested in bringing this motion to vacate because he says mccarthy has lied and broke and the promises that he made to matt and others in order to become a speaker. We all know that there have been multiple members in the Republican Congress who have said similar things, that mccarthy is untrustworthy, his word doesnt mean anything. If you know anything about this business of governing, your word has to mean something. I recently had a conversation with matt when he said you can only be lied to so much before you allow yourself to be taken for a full. What i said to him back was, with pelosi, you always knew where he stood. That word was bond. You dont know what direction they are going to take you. There are too many promises that mccarthy has made. Hes made a deal with the devil, as i said multiple times. He has to figure out a way to save himself. With all that in mind, congresswoman, are you on board with this motion to vacate . Do you want to protect Speaker Mccarthy . Personally, i cant wait to take the vote to vacate. I dont think its a surprise to anyone that mccarthy and i have our own issues. Its an issue of governance. We know that mccarthy has not been able to contain his conference. We know he hasnt been able to keep the promises that he has made to leader jeffries, to the president , to Majority Leader schumer when it comes to the spending. Schumer when it comes to the spending we know this is a man who is interested only in his speakership and that really governing on behalf of the country, only when its we came to politically poisoned did he decide to do a clean cr to shut down on the 11th hour with only giving us maybe five minutes notice. Thats why we were scrambling yesterday to try to figure out what was actually in the cr. Was it as clean as he said . This is something we can pass . When you have a speaker like that who cant be trusted, whose word you cant understand or trust, or it becomes easy. It doesnt have to be a personal. He will probably say that for some of its personal. Its really a question of governance. Just to be clear . Yes, maam. The president spoke earlier today, just a couple hours ago. He will find out if mccarthys word can be trusted in terms of future deals when asked about his support in favor of it or not when it comes to a motion to vacate. I imagine your answer is, Mccarthy Cannot be trusted. Whats your reaction when you hear the president Say Something like that. God bless the president. What else is he supposed to say . He has to continue to try to believe that mccarthy at some point will keep his end of the bargain. It has been shown time and time again that mccarthy is not a trustworthy partner in this Governing Business that we are in. Where does this leave us . We are looking at a 45day timeline. November 17th is the next deadline. How can americans be assured that we are not going to be going through this again as we are coming up to the thanksgiving holiday and that, for instance, democrats get the funding that they need . Ukraine funding comes through as well. Thats a priority for the majority of democrats along with some republicans as well. I mean, that is the heartache, right . There are so Many Americans who are, who were already living with anxiety and despair, not knowing that the government was going to shut down. They have 45 days to continue that in zaidi. We are being kept in d. C. Thats my understanding. We will hopefully pass pieces of legislation in order to avoid a shutdown in 45 days. My hope is that he does not repeat the circus of the last couple of weeks in continue to invest time and energy on amendments that are toxic and disastrous for the American People and that he does govern in good faith in that we are going to see pieces of legislation that are already negotiated that we can pass without the chance of passing the senate and have the chance of having the president sign it. The American People deserve us to come to the table to govern in a bipartisan way because we have a bipartisan government. Its time for us to come together to make sure that we are doing everything we can on behalf of the people who sent us here. Congresswoman, you talked about the circus of the last two weeks. Your colleague jamie raskin essentially said this was all a result of members of the Republican Party being in the clutches of donald trump. I want to play a part of what jamie raskin told me as his funding was passing the house. Im going to have you react. We are going to try to release ourselves from in the clutches of donald trump. He started his week sending putins little helpers in the house to try to shut down the government and impeach joe biden. They now want to overthrow Kevin Mccarthy for not being sufficiently obsequious to all of their demands. What do you make of that . I, mean raskin a spot on. The former president was very clear when he asked his maga republican extremists to save him. He asked him to start an impeachment. He is a twice impeached former president who has 91 indictments. Hes facing both state and federal charges. He will do everything he can to distract from the fact that he has to go to court basically every single day. We have seen how that impeachment inquiry just fell apart with their first witness within 40 seconds of the opening statement. Its been a disaster for republicans. It was a disaster for him to make his Frontline Members who are in biden districts to take the votes where they or slashing every Essential Service that so Many Americans rely on, especially our vulnerable ones. He voted to slash 80 of the funding that helps with Home Heating Services that people like minnesotans rely on come winter, which is not that far away. These are the kind of votes that he is forcing them to take in order to appease the former president and his minions in the house. Its unfortunate. He has to continue to continue to figure out which way hes going to go. Is he going to do the same thing in the next 45 days and begged the democrats to help avoid a shutdown . Is she going to put on his big boy pants and decide to do the work of negotiating right now so that we can do the work that we are constitutionally supposed to do which is to fund the government and take care of the most Vulnerable People in our communities . Its interesting. We are talking about members of the house, the public and members of the house being in the clutches of donald trump. Matt gaetz is in the clutches of donald trump along with Kevin Mccarthy who died with the former president a couple of weeks ago as this whole thing got up and going. Theres infighting between the two individuals. Matt gaetz is raising this motion to vacate when it comes to Speaker Mccarthy. Where does this leave the body that you serve in right now as americans are watching this all play out . Its messing with how they pay their bills and how they keep their lights on and how they put food on the table for their children. Yeah. I mean, the conference that mccarthy is in charge of that he has turned over to the likes of Marjorie Taylor greene is causing chaos within the house and the American People really want this game to end. They want people to get along and figure out how to do the Serious Business of governing. When we think about a shutdown, people dont think about our Service Members not getting paid. They dont think about Social Security benefits being delayed. People dont think about weak benefits not showing up. There is a real harm to the millions of people, little on federal employees, who are not going to get their paycheck. We are talking about contractors like the people who provide food at the capitol or the custodial workers who make sure its a Clean Environment for us to exist in. These are mostly contract workers. If there was a shutdown, they would not even get back pay like the rest of the federal employees. This is not a game anyone wants to play. We have i keep saying we have to do this Serious Business of governing on behalf of the American People. Speaker pelosi was always on top of this, right . Early on, understanding where the challenges could be and trying to address them and not allow for a circus to take place. Many people in the media used to talk about democrats in this way. Oh my goodness, that was kind of looking at what is happening right now, it almost feels like those sentences were made up. We were always willing to do whatever it took to pay our bills and fund the government and take care of the American People, to fight for its most vulnerable. These are not people who are interested in doing that work. They put ideology over their people all day. They put politics over people. They are interested in just playing these kinds of really silly games to know and. This last shut down that we were looking, at no one understood for what. What were they actually negotiating . What was the thing that was holding it up . In previous shutdowns, there was actual understanding of where the hangups were in negotiations. These were them negotiating amongst themselves. They couldnt even figure it out. It eventually came to the thing that we were all calling for which was a clean cr for us to take care of the business and people. Knowing donald, the way i do, i would say that there is less than a 20 chance that he actually shows up. What is he showing up for . To sit there and to watch . He is not being called tomorrow, he is going to sit and watch, as the judge listens to testimony, based upon how the valuations were wrong, how the judge and is going to determine the extent of the damages . All right, i want to bring in nbc Senior National politics correspondent to talk more about this. So you heard Michael Cohen, essentially saying here that he doesnt think don trump is really going to show, and despite the fact that he has said that he is going to show up, but he certainly obviously isnt taking him at his word. Part of the reason why he is coming to york new yorks because he wants to delay this deposition, of the 500 Million Dollar lawsuit filed against Michael Cohen, in florida, which is now set, i believe, for october 9th. What are you going to be watching for . What are you going to be expecting in this trial, in the next two days here in new york . Thats a great question, yasmin. I think what Michael Cohen is missing, in terms of incentive for President Trump, are the two things that we very much learn over the course of all of these indictments and pending trials, which is that donald trump has benefited greatly within the republican primary, every time he is in court, every time there is any whiff of possible wrongdoing on his part. An indictment against him, and not just is he benefiting, within the polling, but it is huge for him in terms of raising, money which he needs to continue to do to be able to fund his lawyers. So, i dont know whether donald trump will show up or not. He told our colleague yesterday may be. But, there is certainly some incentive for him to do so. Lets switch gears, while i have. You i20 quickly talk about what is happening in georgia as well. One of the codefendants in the Georgia Election interference case, has in fact flipped, and decided to cooperate. I want to read for folks the plea deal here, five years probation, 5000 dollar fine. 200 hrsf community service, Apology Letter to the state. Your look at the list there on the screen. What information might he be able to provide, in his testimony . Its not entirely clear, yasmin, how central the players appears to be kind of on the fringes here. Of course, we dont know what testimony he would bring, unless he actually testifies, he was accused of being part of a conspiracy to basically break into voting machines, in coffee county, right after january six, to try to find evidence of voter fraud. Of course, there was no evidence of voter fraud. But we will have to see whether he is somebody the prosecutors call, or if they see him as effective in the case against donald, or the case against any of the other people who have been indicted in georgia. Another historic labor stoppages in the works, and this one could impact thousands of patients nationwide. It involves over 75,000 Kaiser Permanente Health Care Workers in multiple states. Are prepared to walk off the job, by wednesday, if a resolution cannot be reached in negotiations overpay outsourcing, and Staffing Problems as well. Joining me now is from los angeles, with more on this. What is the latest on this possible strike, liz, that could impact as many as five states, if a deal in fact is not reached . Yeah, hey he has been. So, 75,000 house Health Care Workers, as you mentioned, our boys to strike for three days, starting on wednesday. This to be kaisers first ever nationwide strike. And just for perspective, here in california, kaiser has 9. 4 million patients. It is also the largest private employer in the state. So even just alimited threeday strike could have massive implications. Now, what these Health Care Workers are protesting, they say that kaiser has not done enough to deal with the short staffing crisis, in this health care network. They say, i was at an event yesterday for union in los angeles, where they were prepared for the strike. And some of the nurses were telling me that their clinics, sometimes one person is doing the work of 2 to 3 people, and they say that is impacting the patient care. Here is one nurse told me. What does that look like, a short staffing crisis . Its basically made us so burned out, weve had to really double and triple up on the work that we do, and my main concern is is the patient safety. When we are so burnt out, we cant give it our, all we cant give that special touch. I like to really connect with my patients, and the short staffing crisis does not allow me that. Now, it is some nurses that are going to go on strike, some lab technician, some therapists. They are also fighting for higher wages, they say that their pay has not kept up with inflation, or their workload. Kaiser has responded, and they say that they are doing a lot to deal with the short staffing crisis. They say, even given a labor shortage right, now they have been able to hire 50,000 people over the past two years, 50,000 frontline workers, i should say, and they continue to hire this year. As for patients, they are sending a message out, but i know they have a plan in place for this threeday strike, to continue to care for patients. But again, this would be the Largest Health care strike in u. S. History, so it is very significant. This will be about a third of kaisers workforce. Obviously, comes amid this period of labor strikes, that we are seeing with uaw, and with sagaftra. So it is a big labor movement, and these Health Care Workers tell me that if they dont get a deal, even after this threeday strike, that they plan to strike for even longer, in november, yasmin. All right thank you liz, appreciate it. So this afternoon, the president spoke about the Deal Congress struck last night to speak saying quote, a needless crisis has been averted. The truth is, we shouldnt be in it in the first, we shouldve gotten there in the first place. It is time to end governing by crisis, ive never quite seen Republican Congress, or any congress act like this. This whole maga extremists once again, have brought us to the brink this time, to a Government Shutdown. They are going back on the deal they made months ago, not keeping their word. Enough is enough, is enough. So, the president also addressed republicans, urging them to keep their word about supporting ukraine in this second vote, he declined to comment on the state of Speaker Mccarthys job, saying that he will leave that vote to the house, and the senate. And biden wasnt the only one of a strong reaction to how close we came to a shutdown. The bill that passed last, night will keep the government running through them or 17th, it is coming a 60 of people say the threat of a shutdown decreases their trust in government, with democrats and republicans closely aligned in their responses on this. That is according to a poll from the partnership of public service. I want to bring in julia jester, who is joining us now from the National Mall in washington. Good to see talk to you. Give us the reaction that you are hearing from folks out there today, in this narrow averting of a public Government Shutdown. Well yasmin, so narrow, that a lot of the folks that we talked to here on the National Mall havent even heard about the deal, and they are going on with life as usual. It is really hard to gauge how they would have been disrupted, until there is a shutdown. But in many of the conversations that weve had here on these bustling National Mall, which along with many other National Parks, will look a lot different this week, had the Government Shutdown. Both locals and tourists agreed that it is both sides that are the problem, contrary to democrats, and even some members of his own caucus, blaming Speaker Mccarthy for all of this shutdown drama, the people that we have been talking to place the blame on everybody, for this dysfunction they see, in washington. Take a listen to some of the conversations that we have had. Today i dont trust anyone. I feel like nobody can work together, and we are getting nowhere fast. Yeah, especially if the roles were reversed, until we would be in a very similar situation. So i dont think it is just republicans, i think it is both sides. I think both parties, everyone in the house and senate really need to take a good hard look at where our country is heading, financially, and at some point in time, they have to make the difficult decisions. So, voters arent really giving anybody in particular than a gold star for keeping the government open, especially because it is only 45 days. Many are worried it is just when you kick the can down the road. And just in some of the conversations i have had. With federal workers, it is not just the shutdown itself that is disruptive. They are concerned about even the threats of these shutdowns, preventing them from doing the work, because they have to come up with these contingency plans. So whether you are a federal employee or a tourist that is looking at their travel itinerary, and having to adjust based on possible disruptions to air traffic control, or National Parks closing, even the threat of a shutdown is on the mind of folks, yasmin. November 17th, right. And what is your prediction as to whether or not we are going to be here, yet again. Can they actually even get anything done . Considering all the infighting we are already seeing, take place inside of the Republican Party. You know yasmin, youve got a lot to keep from crying around here nowadays. I will say you know, yesterday, i was shocked, i was absolutely shocked, as i watch where apparently, there was a deal that was made, and mccarthy had the votes, and democrats voted overwhelmingly, in the house, to keep the government open. And so, prior to yesterday i would say, no, i dont see us having any different scenario than what we just recently experience over the last 40 something days. But, given yesterday, i said i think that Speaker Mccarthy has indicated that he is willing to break away from the hold that the farright members of his caucus have over him, and but with democrats to do his job. Now, if he is going to be able to keep his job, because he has done that is the question. So you are making the transition for me, which i would expect you to do. This motion to vacate, right, gaetz says he is going to bring it up. Are democrats going to step in and save the day . I just spoke with Congresswoman Ilhan Omar, saying shes going to vote in favor with this motion to vacate. She already spoke to matt gaetz, we can understand why she would do, that obviously, with mccarthy when he got his speakership, removing her from her Committee Assignment there. What are your expectations on this, with how democrats land, especially when you have Speaker Pelosi warning against trusting mccarthy at his word, even if it comes down to negotiations . Yeah you know, i think that this is going to be a robust debate, within the democratic caucus. Youve got, there are some splits within the caucus. And, not necessarily democrats in disarray, but democrats with different positions, or perspectives, if you will. Members of the Congressional Progressive Caucus, like Congresswoman Ilhan Omar, like congresswoman alexandria ocasiocortez, like the chairperson, primala jayapal, have all noted that they would vote in favor of a motion to vacate. But then youve got other members, i had congresswoman crockett on my show yesterday, and i know she was on on ali velshi show with charles coleman. She noted that she is going to take her cue from the leader, i. E. Hakeem jeffries. And so, i think that there is going to be robust debate over the next two days, especially on monday, when Congress Comes back, and democrats are meeting. They are going to have to make a decision, and at the end of the day, is going to be hakeem jeffries, its going to be what he wants to do, because he is in fact the leader. But the fact that youve got members of the Congressional Progressive Caucus out, here on the record, basically saying that they will support a motion to vacate, it does make it a little complicated. So, i want to pivot and talk about california for a moment. And now, the late senator Diane Feinsteins vacancy. And, governor gavin newsom has said, he will appoint a black woman. However, he has also said he will not be appointing a person who is running for that seat. Specifically, representative barbara lee. This is how they recount of the Washington Post puts it. There is a certai arrogance about that, that he only wants a lame duck. You take what, at least to me, would be the most qualified person, with that criteria, and you move her out. For progressives, i would call it disappointing, at best. What do you make of this decision from the governor . Well yasmin, i have to note, when i initially heard Governor Newsoms comments, i found them interesting, because this is not the first time he wouldve had to make an appointment, because of a vacancy. Senator obviously was, appointed after Vice President harris, first senator harris, was elected Vice President of the United States of america. And if you remember, there were no conditions on that appointment. And so, i think that is comments ruffled a few feathers. What Governor Newsom is trying to do is waukee finally. So, Student Loan Debt is one of the top debts that americans are carrying in this country. You have been quoted as saying even at the risk from the virus has diminished, the financial fallout has not. What are your biggest concerns, now that folks have to continue have, to start i should say, restart paying their Student Loan Debt . Hi yasmin, thank you so much rather me today. Yes, we are very concerned about the Recharging Payment for tens of millions of Student Loan Borrowers today. As we heard from the borrower, a lot of borrowers are expecting financial distress. It is going to be a bumpy road ahead. We know from the data, that about one and five Student Loan Borrowers likely to struggle with the payments. And, more than that, service rights, the infrastructure that we have, servicing Student Loans right, now is in really rough shape. Many of the Student Loan Services have left the market since march of 2020, in as many of four intent Student Loan Borrowers of a brandnew Service Starting up this month. And, many borrowers are making for the first time. Folks have left school, or are graduating last three years. So, we are expecting a lot of financial distress, and a lot of unevenness in the road ahead. So then, there is a question of assistance. I know the president , and his administration was trying to get student debt relief, obviously that was struck down by the supreme court, his most recent recent efforts of 20,000 Dollar Exemptions were struck down by the supreme court. What other assistance can help folks with debt . Right, yeah, so importantly, there are programs available to help borrowers right now. There are a couple of different options that folks have. There is a new Income Drain Payment plan the borrowers can use, which should be more affordable for a lot of folks. It is payments based on wrong bowers income and has been made more generous under the president s the other option that fol have is that the administration has, is implementing what they are calling an on ramp, meaning that for the first year of repayment, the negative consequences the of those normally suffer when they missed a payment arent going to apply. But, it is very important for Barr Responder Stand that interest is going to continue to accrue during the on ramp period. And the other problems that folks are having is that they are having just trouble reaching their Student Loan Servicer, if they are trying to figure what the best option for them is, right now. We have seen a very long call wait times, folks getting very confusing information about what they need to do right now. The services are overwhelmed, and frankly they are understaffed. So, that is exactly what im going to ask, because all the sounds good as well. But when you make the phone call, or you want to reach out and say okay, i need help, help me with this on ramp, or this is my salary, can it be reduced, how do they actually do that, who do they . Talk to yeah it is a really good question, and folks need to be very vigilant right now. Unfortunately we, have heard that are, several hours long for most folks. And that is if they can get to a Call Representative at all, we know that the which is when colors give up before someone gives up, they are over 15 . So, folks need to be very vigilant, they need to keep trying. And, a look out to make sure their payment is right. They can go to student aid. Gov to check on their payments, to figure out who their Student Loan Servicer is, but they need to be looking out for themselves right now. Thank you so much, appreciate it. Thank you for having me.
