At least 1200 people are dead, 570 people in gaza, the west bank, 700 people in israel. Soldiers, civilians, children. The state Department Says nine americans are among those killed, and more may be missing. Around 150 taken hostage by hamas, and presently somewhere in gaza, the fates unknown. This afternoon. Hamas that is threatened to execute they. Now she says she has no idea her father, sister, cousin with special nines, grandmyowith demeantia. Another carried away to be used as a bargaining chip. Meanwhile, begging for the return of his wife and his daughters, ages 3 and 5. I tell them that be strong, hold on. Im thinking about you. Im working hard to try in order to get you back. Stay strong, trying to happy. Adopt be afraid. You know, its hard to say those things when i dont really know what conditions theyre being held in. Americans are believed to be among those kidnapped as the United States and the world plots the next moves. Nation scrambling to say their citizens out of area. Heres what happened to our colleague, rich and engle, there in israel. Stay down, stay down. [ explosions ] richard is okay, but this is very much a developing story, and we are going to go through it together. Thats where we start today, with ali velshi in tel aviv. Also the adviser to president obama, ben rhodes, and with me at the table for the hour, msnbc political analyst rick stengel. Ali, just getting into israel took a lot of effort. What did you find when you got there. Reporter when we determined coming in here and flight were being canceled. The most logical place is ayman, jordan, in a normal world that would be a twohour drive, allow time at the border. It took the better part of a day. We left amman, jordan, and this city, tel aviv, its late, but this is a vibrant city in which there would be people, taxis. Theres one car here, buses keep going by that are entirely empty. There have been jets flying by. About an hour ago, we heard eight successive iron dome interceptions here. We do know this is the time of Night Rockets do come in from gaza, and air strikes are going into gaza. Last night, the idf said they hit 500 hamas targets in gaza. In doing that, gaza is a very, very densely populated place, a lot of apartment buildings. They have started apartment buildings, office buildings, a everyone and movgsings saying they had great success, so hamas has responded say for every one civilian killed in these israeli attacks, they will execute one hostage. Thats what theyve said. Israel said theyll implement an entire siege on gaza. It gets fuel, food, everything it needs through israel. The electricity in gaza is provided by electrical generation plans that works on diesel fuel. Gaza probably has two days leave, maybe three at best, of fuel to generate electricity, after which are there wont be actual fuel to drive. Israel has called up 300,000 reservists, never before in its history has itsh courtr flights versus established to bring them to israel. Theres been a can i nettic situation in the west bank. Thats escalating right now. Theres no army in the west bank, the Palestinian Authority is there. Thats kind of stochastic violence there. Theres been an uncurse, very small, the israelis have fought that back, and of course in the south. Civil defense authorities are telling israelis all over have at least three days of water and nonperishable goods in anticipation this war could spread. Now theyre calling up 300,000 more reserves. Right now in this country and in gaza, a very stressful and tense situation. Rick stengel, ali velshi alluding to the remarks of the Prime Minister Benjamin Netanyahu. What stood out from those remarks . He has always conveyed a sense of being a staunch and strong leader, but that brand is more undermined by this than anything thats happened during his long time as minister. Hes the longest Prime Minister in history. He brand is im resolute against violence. Never trust the palestinians, and part of what he did in gaza he hoped that they look decent leaders in gaza. They relaxed their guard in gaza. They had recently increased the number of military on the west bank, taking troops away from gaza. This was an enormous intelligent failure. That is the question we keep returning to. How is it possibility this happened, the Intelligence Failure, the internal politics within israel, the regional dimension. Talk us through it all, how we arrived at this moment. Well, i think theres a question of Intelligence Failure in the plans around this attack, and then the broader context of why is this happening now, right . I think whats so striking about this, as ali was say about the electric grid, you can say thing about the internet. Its entirely israeli control, so it must have taken many months, prepositioned capabilities, prepositioned operatives for land, sea and air, and they clearly were able to do many months of planning in ways that avoided what people had assumed want an intrusive Israeli Intelligence capability. In terms of a practice matter, this says something about hamass capable, the lack of understanding, that tragically emessaged in the last few days. Why is hamas doing this now . As rick alluded to, theres been some analysis that perhaps hamas was focused on governs, than hits stated objective of violence resistance to israel. Clearly its showing the true colors are the brutal Terrorist Attacks with the entire to take the fight into israel. Why now . Only hamas knows. I think, one, perhaps theres a feeling as the Israeli Government was kind of focused on the judicial overhaul at home, perhaps hamas thought that was time to make a move may they thought theres no movement to the plinkial state, we want to establish ourselves as the van guard of palestinian leadership. The last one, which is important, the normalization talks weve been having, where israel has been engaged in normalization agreements, ened negotiating importantly with the saudis a Normalization Deal that essentially cut out the palestinians. I think hamas probably felt like they had an incentive to both spoil that deal, and i think its hamas saying we dont like where the status quo is going in this region and we will be heard from. Tragically the means through which hamas does that is the kind of horrific violence we have seen. Tragically the Palestinian People in gaza, thats starting a Cycle Of Violence where innocence and palestinians will suffer the most. And ali, im so glad you were there, because ritz hard to wrap your mind around the humanitarian crisis thats currently unfolding and whats already transpired, and what is likely to transpire in the coming days. Reporter you cannot wrap your hand on what happened friday night into saturday. It would take a normal perm years of therapy just to process that. Now we are seeing yet more rockets on either side. Heres the difficulty. There is a lot of justified anger at hamas for what has happened here, but there are people who are now calling for the collective punishment of the gazans. That is a war time. You cannot punish a child for the invasion. Israel has called for that and is getting support for that. In the way of what happened friday night and saturday, one can understand the emotions running high and the sympathies for that, but gaza ive been inside gaza. Its one of the worst places on earth on a good day to start with. I dont even know the expression. You can call it hell on earth. We already think 120,000 people are displaced from their homes because of the attacks. You cant get out of gaza. Ive seen people on twitter saying why dont they leave . You cannot leave gaza. You are encircled by egypt and israel. We dont know what egypt will be doing, but theres a humanitarians disaster even if theres no more attacks. By shutting out the electricity appeared diesel fuel and food, that would already be a human marine disaster. This is only going to get worse, and not a Single Person whom ive spoken to here has said otherwise. Nobody thinking this will get better anytime soon. Thats why we wanted to talk to you and rick. Youve been in the. We understand President Biden met with his his security team. This afternoon hes been speaking to other world leaders. Tell me the types of situation going on inside our government right now. This has probably overtaken the agenda completely, in the sense that on usually youre in a lot of meetings in one day. Im sure theres a freestanding meeting in that situation that continues the entire day. Theres questions around immediate need. The iron dome system, israel may need to be replenished. Is there any more Military Equipment that israel needs . They have a very capable military, so some of this is not so much things they may need, but backfill capabilities. Then theres question around regional escalation. The reason we see an aircraft deployed, the message is we dont want to see this escalate into a regional wash. We dont wasnt to see hezbollah get involve from lebanon. Theres many flash points. Theres lebanon to the north. Theres violence in the west bank thats going to happen in either direction, and the potential for a regional conflagration if iran gets involved. I think iran is very focused and concerned about that. At the same time, youre trying to look ahead. What ali was saying, its a complicated time when emotions are so high, but at the same time when you do see things like tremendous, food and water shut off in gaza, youre thinking a week from now, we could be in a completely catastrophic humanitarian circumstance in gaza. You know, electricity that powers hospitals. Thats what powers water is something people need to survive so at a certain point you start to game out, how do you simultaneously israel ace right too defend itself, but try to counsel some dry of restrait to prevent that regional situation to try to create some space for dialogue. How do you get those hostages returned home safely in the midst of a bombardment or Ground Invasion . That gets harder, not easier, if the fighting escalates. Its a very complicated series of decisions around both the nearterm support, but also look around corners to think about ultimately how do we get on to some kind of deescalation. If its trying to level gaza, that has more risk in not only the tragic load of human life, but the regional escalation that im sure the white house is trying to prevent. I think ben described it well. Most of the meetings we had were run by ben. In terms of looking around the corner is the idea thats been alluded to. Theres sympathy for israel now. It was a brutal attack, but if it imposes a carthenan pieces, theyd lose some of that sympathy. How does this compete against the needs of ukraine . Israel is asking for some of the same weapons. We have a twofront war that were assisting with. That will put terrible pressure on ukrainians, a lot of pressure on congress. Its a very, very difficult situation. Again, speaking of politics, you have the inevitable rise of gas prices. Thats also something that is dangerous i think at the u. S. Had counsel caution on the part of netanyahu, maybe favor the idea of a war cabinet in israel, and they wouldnt want israel to dissipate that moral advantage that they have right now. Ali velshi, rick stengel references ongoing crisis in ukraine. Another story that you have covered extensively. I wonder, having been on the ground, theres a delicate period, that we are in now, and then the weeks and the months that follow. What is it that you are watching for in the next 24 to 48 hours, ali . I have to say, ben and rick have said it very clearly. You have to look around corners on this one. Emotions are running high. A lot of people are pretty sure they know the right thing to do in the moment. A lot of that feels like punment and retribution. There are huge a consequences to getting this wrong. Iran, were not sure what role iran has played on this thing yesterday, but iran does stand to gain from chaos amongst people in the middle east. We have to be very, very very thoughtful. Its very heart in times like this to be thoughtful. Dig deep into the well and think four times before anything is done. Ali velshi, my friend, as always, thank you so much for your reporting and being on the ground for. Ben rhodes, thank you as always for spending time with us. When we come back, were going to talk with a member of congress on what if anything can be done . Reps have left washington without a House Speaker. And more on the hostaging taken and the unimaginable horror of what they and their families are going through. All those stories and more when deadline white house continues salve this. We are following the unfolding chaos after hamass Surprise Attack on israel over the weekend plunged the region into violence. There are swirling questionss to how the sudden and unexpected assaulte together. Wall street journal rep that iranianurit Officials Helpedas plan the attack, but u. S. And israeli officials have disputed that account, saying they do not have evidence corroborating a link to iran. Meanwhile, the white house says military assistance is on the way to israel. Joining our conversation, Courtney Kube is with us. Plus barry mccaffrey. Rick is still with you. Courtney tell you what you can with. Its the gerald r. Ford it also brings with it, in addition to being an Aircraft Carrier with fighters jets, helicopters, survailance, up to 6,000 to soldiers, and they have missiles, the ability to hit targets on land and provide air defenses. This is a massive show of support of presence and of strength. I call it a show of strength, because thats one of the Main Missions of this Carrier Strike group. According to Defense Officials who weve been speaking with, its to deter this conflict t an official explained that part is to deter any other groups that support hamas, like iran. The goal here is to send in this massive presence with the hope that some of this fighting, some of these groups that support hamas will think twice before they may expand this in the region or even getore involved he cflict already. I will say also, on the point of irans involvement, this Defense Official repeated what weve been hearing over the last 24, 36 hours, which is that, look, iran has had a role in supporting hamas with training, with equipping, as well as other groups in the region, but as of now, they dont have any evidence of direct links between iran and the planning or the execution for this group we do keep hearing the phrase as for now so the u. S. Is continuing to look into this. Courtney, as we were coming on air, President Biden was out with a statement that we now know at least 11 american citizens were among those killed. Talk to us about the efforts to get more people out. Yeah. So, as of now, its still in the planning stages. Not been any order or any kind of a real order to move forward with any type of american evacuation. Were talking about tens of thousands, probably more than that. We dont really have thousands. American and dual citizens who could potential be eligible for some sort of evacuation. The pentagon is looking at options, but it will be an enormous logistical undertaking. This is a case where the u. S. Navy ships could play a role, where theyre part of a platform or Landing Strip to get americans out quickly if theyre in imminent danger. At this point theres been no orders to move forward. I have to say, in addition to the Carrier Strike group, its not getting as much attention because its not as visual of a presence, but the u. S. Is sending upwards of two den Attack Aircraft into the area, into the region, f16s, f15s, a10s, but also there was a squadron of f35s already in the middle east as part of the deterrent effort. They were certainty home last week, but theyre being replaced. Why thats so critical. Thats not just a fighter aircraft, but it also provides a very advanced suite of surveillance capabilities and jamming capabilities. The u. S. Has provided f35s to israel already. They have a number in their arsenal, but its an important capability that i could see the u. S. Using for their surveillance capabilities to share more intelligence as this unfolds. General mccaffrey, last hour katy tur asked john kirby whether iran had a role in these attacks. Lets take a listen to what he told her. We dont have any specific intelligence or evidence that points to direct participation over the last couple days. That said, of course, iran has long supported hamas and other Terrorist Networks with resources, capabilities, training, but in terms of specific evidence on these sets of attacks, no, we dont have anything. General mccaffrey, as that intelligence is gathered, how does it inform the israel strategy moving forward . Well, you know, in war all things should be made simple. I think the overriding purpose right now, both israel and the United States is to prevent the escalation, the widening of the conflict. If we had detailed information on iranian assistance to hamas, which im sure they were providing, we would not find it the reason to go to war with iran. The big deal right now is do not widen the conflict. The real actor that could make a difference is hezbollah . Lebanon. 110,000 understanding guided rockets. Maybe 15,000 or so precision munitions. We want to keep hezbollah out of the war. So the 300,000 callup of the israelis, a good portion of them will be placed on the Northern Frontier to deter hezbollah from entering the conflict. The second thing the israeli versus to do, is theyve got to go into gaza on the ground, dominate the city for a monday or so, and then use intelligence and Special Operations to find their hostages, who may or may not survive this. Ive taken part in a lot of counterintelligence training, a month or so in the execution, well have no idea, nor will the israelis, where these hostages are. Israels got to go in on the ground, flood the zone, 100,000 troops in gaza. They have lost their able to use airpower and artillery power for fear of causing catastrophic palestinian casualties. I think they have to go in on the ground with Tank Infantry forces. That is the military perspective. What is the diplomatic perspective . Theyre hand in glove, by the way, to pick up on what the general was saying. Apparently netanyahu did tell the repercussions of that are terrible. It will be on the front pages of every newspaper, every Television Station every day. Theres a lot of diplomatic repercussions from that. But i also agree the idea of avoiding a wider war is something we desperately want. The idea of us attacking iran, which im sure youll start hearing from people on the right, is a really dressful idea. Courtney, general mccaffrey, thank for you your time. Up next, the urgent and very real need will likely run head first into the House Speaker drama, and how that all gets resolved . Well talk about it, next. Resolved well talk about it, next. Dad, whats with your toenail . Oh, that. . Im not sure. Its a nail fungus infection. Thats gross its nothing, really. Its contagious. You can even spread it to other people. S. Ambassador to israel, ather looming dea for congress to avt a shutdown. Tommy tuberville again refusing to drop his blockade for Military Promotions and more. Congressman, President Biden saying were prepared to offer all appropriate means to support israel. What does that mean and what is the role or capacity . Well, i think that means resupplying israel with artillery, with munitions, with the capability of restoring iron dome to protect israel proper. Intelligence surveillance equipment, whatever israel needs. The president has sent the gerald r. Ford Aircraft Carrier and the other things that accompany that carrier, as part of both a deterrent and reequipment supply chain for israel at this critical moment. How limited do you feel, given the Current Situation we find ourselves in on capitol hill . Well, i think, as you point out, as the french would say, were without a head. That leaderless situation is very dangerous at any point in our current affairs, and certainly has been proved in the last 48 hours particularly dangerous at this hour. The United States has to be able to respond to the situation in ukraine and to the situation unfolding in israel. We need to be able to do that with alacrity, and accuracy, and we cant spend time in verbal squabbles. To my point, its my understanding that you are currently representing the United States overseas. I wonder, as youve been surrounded by peers abroad, what was the reaction . What was the concern from the other leaders about the moment we find ourselves in, given the multitude of International Crises on the horizon . Three things. Near unanimity about the need to the nato alliance, including the United States being stalwart standing with ukraine. Horror about israel and swift action to condemn it universally here in copenhagen, and to offer assistance of any kind to youre ally and partner israel. The third thing is, however, an undercurrent of deep worry about the United States. What is going on in our polity are we in fact unstable ourselves . Are we able to continue to lead and respond in functional ways . Trying to resolve the situation of the speakers seat is a key piece of that, but the politics in american, where loud noises objecting, for example, to aid to ukraine really unsettle or allies. Rick stengel, the stakes got high and they just got higher . Yes. I thought the congressman sum mized it wells. What he didnt say is our allies see us heading into a president ial election where the former president , the guard for american power, integrity, involvement in the world, went to lows we hadnt seen since the iraq war. So people are concerned on a macro scale, is the United States the dominant power, enforcing morality in the world . Theres doubts about that. The head of hezbollah in a speech several months ago said, u. S. Power has diminished. U. S. Power has diminished in the reasons. Thats one of the reasons we saw what happened in gaza happen. Congressman, your thoughts on a number of colleagues blaming what we watched unfold on u. S. Aid to iran . To our country for humanitarian purposes has in factic distributed. Not one dime. So none of that money had anything to do with this. Its not at all clear what role iran has played. Maybe not a role directly, but its not to say irans hands are clean, theyre not, theyre bloody. Its enormous destabilization in the region and developed military taunts in hamas and hezbollah to do that. So their hands arent clean. The statements coming out of tehran are reprehensible for that matter, the deaths occurring in gaza as a consequence in terms of retaliation. So, iran has much to answer for, whether it played a direct role here or not, that remains to be seen. Well know a lot more in the sort of afterevent evaluation of the failure of intel jenks and the nature of hezbollahs ability to plan this terrible attack on israel and israels population, civilian population. That will come. Theres no question that the instability in washington doesnt make things helpful, and republicans ought to be looking at themselves. Its the rep senator Tommy Tuberville, who has prevented over 300 military appointments from Going Forward in the United States. Its up republican senator ted cruz who is one of the reasons we dont have an ambassador in israel right now. Its republican intransigence that prevented the free flow of continued aid to ukraine at a critical moment in their battle on the combat field, with respect to russia. Ukrainians are fighting and dying. All they ask from us is training and equipment. Thats the least we can do, just as well do for israel. And if we were in a shutdown asking Military Members to defend us, speaking to the instability of the Republican Party over and over and in moments like this. Well, of course, Kevin Mccarthy was part of this, right . Because he allowed the extremists to run the show, basically. This is what we get. This is the whole the whole thing here is that the megaextremists of the Republican Party are not capable of providing for our National Security. Thats what this is all about. They cannot govern. Because the Republican Party is being held hostage by these megaextremists, its hurting us. Its hurting our National Security. Look what Tommy Tuberville is doing with holding up these important positions. You touched on the fact we dont even have an ambassador to israel right now. The list goes on and on and on. Again, Kevin Mccarthy, you know, was part of it because he allowed them to run the show. You know, hopefully weve get some sane republicans that care about our National Security to, you know, come together with democrats, and start passing some of these aid packages, get a speaker of the house in order and get our National Security back on track. Charlie you wrote, it seems an especially bad time to be shutting down the u. S. Government and blocking Military Promotions. How does this reflect on the republicans ease ability to get anything down . Well, its time for them to grow up. This is a massive reality check. Weve had this kind of holidays from serious governance, and now we look around and its like the world is a dangerous place. Theres still as axis of evil out there. We have the politics of trivia. Think abouts things weve been debating, and look at the carnage in the middle east. This ought to be the moment to say to members of congress, you need to sober up, grow up, take your responsibility seriously. It is reckless beyond calculation that anyone is even contemplating the possibility of shutting down the u. S. Government in 45 days. It issen conscionable that Tommy Tuberville is Still Holding up these promotions or ted cruz has been blocking ambassadorships at a time when World Security is at great risk, and National Security. By the way, this also exposes, i think, the bankruptcy and the dangers of this America First ideology. They thought this could abandon ukraine, play games with that and now claiming we are not reliable allies. That is starkly evident today. I want to underline something about promotions. You tweeting hamas, putin and terrorists everywhere can thank him for hurting our National Security leadership at a time like this. Paint a picture for us of the actual risk this has posed. Well, the fifth fleet, which is the u. S. Navys fleet in the region, doesnt have a confirmed leader right now. Theyre supposed to have a new one. He hasnt been able to go through. The Deputy Commander is the same. Centcom. We dont have a chief of Naval Operations right now. And the thing about it is our militarys the best in the world. Were the most professional. Were certainly capable of deterring. But when you dont have leaders in these positions its other countries like at us like hey, do we have our act together . And this is not a time to do that. These people are not just thrown into these positions. Theyre hand picked for their leadership and experience. And when Tommy Tuberville holds these positions up youre really hurting our National Security. Thats why im saying. Its just a level of chaos that charlie talked about that just would be unheard of previous in previous years, prior to the maga extremists taking over the Republican Party. I mean, think about the day when the Republican Party used to be the party of National Security. And look at what theyre doing right now. Two members of congress, senator cory booker and congressman dan goldman, were each separately in israel at the time of the attack. They both had to shelter in place at their hotels, and the following day they were each back home safely. Heres congressman goldman, who was in tel aviv for a bar mitzvah with his family, detailing their terrifying experience. We were in tel aviv, where we were supposed to be for the weekend in a hotel. Got woken up at 6 30 in the morning by sirens. We were obviously aware of the reality on the ground in israel that sirens will go off. You have in tel aviv about 90 seconds to get to a shelter. Obviously, if youre further in the south, you have much less time. But i had never heard it before. My kids obviously had no idea what was going on. So we woke up and we sort of scrambled and ran to the stairwell on saturday morning. Its just unfathomable what i mean, our experience was traumatic. Humana a more human way to healthcare. Welcome back to our continuing coverage. It is 5 00 in new york. Im Alicia Menendez in for nicolle wallace. We continue our special coverage of the devastating situation in israel as the third day of fighting following hamass surprise and brutal attack comes to an end. Its currently midnight in israel, where the country says it has retaken control of its territory. Saturdays invasion by hamas by land, sea and air was the largest in decades. In retaliation for this heinous attack israel has vowed a full siege of gaza. Israel defense forces, the idf, said that from saturday into this morning more than 1200 targets in gaza were hit by israeli aircraft. Tonight the idf tweeted, today we doubled that number. The idf has many expect to be a ground operation into gaza not too far off. The toll of this attack by hamas is seemingly unimaginable. Hamass militants targeted civilians, killing and taking hostages the most vulnerable, women, children and the elderly. So far the death toll is numbering more than 1,400 people since hamas launched its attack. That includes over 800 israelis and more than 680 in gaza. President biden confirming just last hour 11 americans among the dead. Israels siege is complicated by the fact that about 130 people including Young Children have been taken hostage by hamas and brought into gaza. Hamas earlier threatened the execution of these individuals if israeli airstrikes hit civilians in gaza. Israels Prime Minister Benjamin Netanyahu spoke just a bit ago stressing unity in israel and bracing his people and the rest of the world for what is to come. Translator i know we all want results right here right now but it will take some time. But i promise, dear citizens, at the end of the war all our enemies will know it was a terrible mistake to attack israel. What we will do to our enemy in the next few days will echo for generations. Our heart is with the families of the abducted and with the families of the those who have died. We have lost entire families, boys and girls, old men and women, young and old, police and security, jews and nonjews. We are all sharing this. This is a true this is the deepest thing that connects us together. Together we will overcome it. Together we will win. Only together. As Prime Minister of israel im telling you honestly, we are ahead of difficult days. Were going to get to our reporter on the ground in just a second. But first i want to play you what we promised you at the top of the last hour. An extraordinary scene of our colleague Richard Engel earlier today in israel, very close to the incoming fire from gaza. Stay in position. Reporter well, i can tell you right now, we are in the town of sderot and there has been a lot of incoming fire here. We believe that it is mortar fire. Some of them also appear to be rockets. Theyve been coming in quite close. That is why we are on the ground right now. This is still considered a very active combat zone even though we are inside israeli territory. And it is not just the incoming rockets and mortars. There are also reports from israeli officials of new infiltrations, of hamas sending more fighters through breaches in the border fence. According to a senior israeli official, there are about 30 different holes, breaches in that Border Perimeter and most of them have been plugged up, about 90 of them have been plugged up, but 10 remain theyre trying to secure them but remain open. So this is still an active situation here. Most of the residents in this area have been cleared out, and the israelis are trying to move people away from border towns and communities and to try and also look for hamas fighters because they believe that cells, Sleeper Cells or other fighters have infiltrated and are still in the area potentially hiding in some of the buildings. And now maybe it seems like that big barrage that we just experienced has passed. They come in waves. But this one was practically right on top of us right here in sderot. We should note as you watch that Video Richard and his team, they are okay and they are safe after that experience. Lets bring in nbc news Foreign Correspondent raf sanchez whos for us in ashkelon, israel. Raf, tell us what it is youve been experiencing just in these last few hours. Reporter well, alicia, like eam we have been running to the Bomb Shelters as these Rockets Streak overhead. The night sky here, the midnight sky, illuminated almost every couple of minutes by israeli iron dome missile interceptors trying to stop this wave of rocket fire. It is pretty extraordinary. 72 hours into this that this rocket wave continues. The iron dome missile defense, its a worldleading system. But it does not seem able to stop the sheer volume of rockets coming in. Now, in the last couple of hours we heard not only from Prime Minister Benjamin Netanyahu of israel but also from the spokesman of the socalled Military Wing of hamas. And he issued a new threat. He said hamas will begin executing israeli civilian hostages if israeli airstrikes in gaza land bombs on palestinian homes without giving them warning ahead of time. Now, this is the first time that hamas has explicitly threatened to execute the israeli civilians that it has in captivity. Obviously, given the scale of carnage inside of israel, it is no surprise that these threats are coming. But the words of the hamas Military Spokesman sending a new chill through this country, through the hearts of the hundredplus families who are missing loved ones tonight. We spoke earlier to a man named yoni asher. His wife and his two children are in gaza in hamas captivity. On saturday morning they were at their grandparents home in southern israel. The last time yoni spoke to his wife deron she said there were palestinian gunmen at the door of her safe room. The call disconnected. Alicia, he used the find my iphone app to try to track her phone and he could see that her cell phone was inside of gaza city. And he was hoping and praying that maybe these gunmen had just stolen the cell phone. But then hours later he saw in hamas video his wife being blindfolded, her arm protectively around the shoulders of one of his two young daughters. And he does not know where they are tonight. He said when i asked him what would you say to the People Holding your children . He said he would gladly, in a heartbeat, go to gaza and surrender himself if it meant that his family was free. And that is the sentiment that we are hearing all over this country. A couple other quick points. Israels military says it is now in control of the border towns and communities after days of intense gun battles. But as richard said, there are still gaping holes in that gaza border fence. There may be tunnels underneath it. And every few hours we are hearing about gunmen emerging in the open areas. Now, israels attention is on securing those border communities, on carrying out this wave of airstrikes inside of gaza. But every indication we have, alicia, is that they are preparing for a largescale Ground Offensive. We have seen just column after column of israeli tanks heading towards the gaza border. And if that Ground Offensive goes ahead as we expect it will in the coming days, it is the 2 million palestinians inside of gaza who live under hamas rule who will pay the highest price. This would be urban warfare in one of the most densely populated places on earth where theres nowhere to run, theres nowhere to hide and it may very well be that a death toll that is already staggering on both sides is going to grow much, much higher in the days ahead. Alicia. Weve heard a lot about the 300,000 israeli reservists who are being called up, some of them not even inside the country, having to transport themselves into the country so they may be able to join the fight. When you talk to israelis, what are they saying about how long they expect this to last . Reporter theyre saying a couple of things. From Prime Minister Benjamin Netanyahu on down everybody understands that this is different, this is not like the rounds of rocket fire and israeli air strike over the last decade or so that frankly the world has become a little bit numb to. Everyone understands that this is a totally new situation. And youre exactly right, that there are israelis from All Over The World who are trying desperately to get into this country as the rockets are overhead to answer the call to return to their Military Units and prepare for what they expect is going to be a very long and bloody war. And alicia, i mean, a Ground Invasion of gaza, complicated enough under any circumstances. So much more so when 130 israeli civilians and soldiers are being held hostage. How Israeli Military leaders can plan an operation where they simultaneously smash hamas military infrastructure, spare Palestinian Civilians largescale bloodshed, and also somehow rescue these hostages before theyre executed, it is just a Fiendishly Agonizingly Complex Set of choices facing israels political and military leaders right now. Alicia. Nbcs raf sanchez for us in ashkelon, israel. Raf, as always, thank you so much. Please stay safe. I want to bring into our conversation former Washington Post Jerusalem Bureau chief jeanine zakaria. And with me at the table for the hour Bloomberg Opinion columnist bobby ghosh who spent over two decades covering international affairs. Jeanine, can you talk us through the past few months that have led up to this, the internal politics in israel, the opportunity that hamas saw. Yeah. So since january, when the protests against the current Israeli Government over judicial reforms that they were undertaking began, youve really seen a country divided, weakened. Many of the reserists that you just mentioned were refusing to serve in protest of the government. Now in spite of all that and there were warnings actually from the Security Establishment that that kind of Internal Division would embolden israels enemies to take advantage. Now we see that wasnt just rhetoric or false concerns. With all that said, though, there is enormous, enormous shock right now at the extent of the Israeli Intelligence failure here and the fact that they were so caught off guard despite the political instability over the last few months. Yeah, that Intelligence Failure a big part of what we have been tracking. Janine, aside from the numbers, the sheer cruelty of the hamas militants, can you speak to how this invasion compares with other tragedies israelis have been through . Yeah, i want to put a fine point on whats been said already. This i want to even go even further. I want to say that this is the most tragic episode in israeli history. And im going back to the 1948 war of independence. This is right in the heart of the country where youve got theres going to be probably 1,000 israeli dead soon. Were up at 900 already. In one day. And these are primarily civilians, young people. And you had over the entire five years of the second intefadeh from 2000 to 2005, you had 1,000 israeli civilians killed. So think about 1,000 now in one day. Including this unprecedented taking of children and 87yearold grandmas hostage in the gaza strip. It is an absolute nightmare. Even the yom kippur war, which was a surprise, you had it far away on the fronts. The soldiers went. Im not minimizing the tragedy that happened almost 50 years ago to the day. This is the 9 11 for israel. This is completely different than, say, ten years ago in 2014 when you had three young Israeli Soldiers who were killed. Israel went in to try to dismantle all the tunnels. They went in with heavy air power. Three people were killed and 2,000 palestinians died in that conflict ten years ago. So that can give you some sense of whats happening here. This is not going to be an ordinary just from the air invasion by any means. Bobby, last hour we had a statement from President Biden learning 11 americans among the dead. Were still waiting for confirmation to see if there are americans being held hostage. Your sense of the conversations that are happening inside the u. S. Government, both about the immediate crisis, the next 24, 48 hours, the week ahead, but then also the expectation of regional instability that now unfolds. Well, the first thing joe biden did after making his statement on television is he sent out an Aircraft Carrier fleet to the eastern mediterranean. That is a big signal. For the white house now its a question of being able to get people to restrain themselves. The first order of business is to get israels enemies to restrain themselves from joining hamas in this. And thats what the Aircraft Carrier group is to do. Its meant to tell iran. Its meant to tell hezbollah back off. You know, this is not your fight. Dont get involved in this fight or there will be dire consequences. So thats restraining israels enemies. In the days, weeks and months ahead a time may come when the same white house has to restrain israel from going too far in gaza. Right now everybodys blood is up. There is a burning desire for vengeance, for punishment, to destroy hamas infrastructure as well as hamass leadership. But if the bombing and if it graduates from a bombing operation to a land operation, the scale of devastation done on the hamas on the gaza side will be so great that time will come when there are calls for israel to restrain itself. And that burden will fall substantially on the biden administration. So the conversations theyre having in the white house, if i can sort of put myself in that space, thats the conversation at least they ought to be having. And then who else can be drafted into this effort to try and minimize the human toll and to try to get beyond the violent phase of this conflict quickly. Can turkey help . President erdogan of turkey is already making it clear he would like to be a moderator. President Sissi Of Egypt Historically has played that role. I suspect both of those gentlemen will be part of the process. And the white house or the State Department will be communicating with ankara in turkey, with cairo in egypt to talk about how do we bring this to a quick and peaceful settlement. Zooming out and looking at that regional fallout i w to read you this from nbc news. Reporting former u. S. Intelligence and military officers say they believe the timing of the hamas attack was primarily aimed at disrupting negons between israel and saudi arabia as they appeared on the verge of a historic step to normalize relations with israel. Your sense youre giving me a skeptical look. Your sense of where that leaves that deal. Listen, an operation this large cant be about one thing. Im sure that was part of their calculations. But this is an operation that has been months in the making. And when you plan an operation like this the final go date can depend on a number of factors. It can to do with the weather, to do with the timing of the sort of you know, the 50th Anniversary of the yom kippur war. And yes, the fact that iran is unhappy with the notion of israel and saudi arabia making some sort of a deal. That too is a consideration. Im sort of skeptical of simple solutions. This Complex Terror Operation is for this simple reason. I think theres more than one driving factor here. And yes, the saudiisraeli rapprochement is certainly one of them. Janine, do you share bobbys skepticism . I mean, look, i think it is a multitude of factors. I think the timing we know that there were hamas officials in beirut over the summer and a lot of planning was probably happening there. Nothing happened here without iran. We have to mention iran here. And my biggest concern well, i have so many concerns at the moment. I think that irans going to have to be part of this as well in some way. The qataris are going to have to play a part. The egyptians are trying to play a part but theyve become practically irrelevant at this stage even though they have that southern border at rafah out of gaza. I think they saw the opportunity. I do think the timing was on a saturday morning on the Jewish Holiday of simchat torah. The targeting of this festival where they had all these young people out, where we now have an extraordinary 260 bodies. Okay . In that one festival. I think that they knew whering too. Its not like gazans are running around israel. They knew where to go probably with very simple tools perhaps like google maps to be able to get to these places. I think that may have been part of the timing of it, not the inclination or the goals but the timing. We have so much more to get to, and no one is going anywhere. When we return, inside the Intelligence Failure that janine just referenced that missed the signs of this attack. How was it that the Intel Community both in israel and in the United States had no specific warnings of what hamas was planning . That conversation is next. Plus, rescuing the hostages. What is being done right now to free the roughly 150 people who were abducted by hamas terrorists, especially now that hamas is threatening to execute them. And later, im going to talk with a top member of the House Foreign Affairs committee about washingtons role and what can be done to prevent a wider escalating conflict. In the wake of hamass unprecedented and devastating onslaught on israel over the weekend many are wondering how could Israeli Intelligence and Security Forces have been caught so flatfooted . Israel has sophisticated Intelligence Agencies in addition to a heavily surveilled fortified border between israel and the gaza strip. Yet despite this hamas fighters were able to breach the walls and execute a coordinated air, land and sea strike that quickly resulted in the death of hundreds of israelis and wounded thousands more. According to the bbc, to prepare for and carry out such a ordinated, complex attack involving the stockpiling and firing of thousands of rockets right under noses of the israelis must have taken extraordinary levels of Operational Security by hamas. As violence royals the region there are growing calls for sweshz about how this attack could have caught Israeli Forces so off guard. Joining our conversation Jonathan Panicoff director of the scowcroft middle east initiative. Janine and bobby are also back with us. Jonathan, some have characterized hamass attack as israels 9 11. Does that accurately reflect the shock, the devastation Israelis Feel in the way of these assaults . I think it does. I also dont want to underestimate frankly how eyrate Israelis Feel. I think youre seeing the israelis do what the israelis commonly do, which is theyre attacked, theyre going to unify. All of the reservists who have been called up, i dont think theres been a Single Person who said no, im not going to serve, given what the political conditions were in israel before this started. But right now theres still a lot of anger. So theres going to be a lot of questions, a lot of soul soechg about how this happened and what comes next afterwards. The anger on the street is incredibly palpable. Jonathan, according to npr, quote, in recent months much of Israel Defense forces focus has been in the west bank where battalions of Young Palestinian men haveaunched their own initiative againstsraeli occupation. Israeli als ve also been preoccupied with the tensions around the al aqsa mosque, the most holy muslim site in jerusalem. Also sacred to jews as the temple mount. After Israeli Police conducted raids on the worshippers back in april. Does it seem like israeli officials were focusing on the wrong locations . I think thats hard to say. Look, i think were going to find out after the conflict is ultimately fought. There will obviously be a lot of work done and a lot of leadership responsibility that has to be taken. The reality is israel was under threat from a lot of places. Theres threats from the west bank. Theres threats from the new earth, from hezbollah, which obviously could increase if it decides to enter the war. Al aqsa is always a flashpoint. The reality is also that the rightwing government has not helped. Youve had smotrich and ben gvir, two ministers in the government who have been very, very vocal about frankly racist views toward the palestinians. But i want to be careful about trying to do some sort of moral equivalence. There is none. Theres nothing for hamass attacks to undermine that. Janine, to the point about the politics inside of israel, your colleagues at the post write, quote, the assessment from the Israeli Military was that hamas had no appetite for another attack, aine repeated by trusted media figures. Analysts also pnt to a failure in political leadership. Taahu, they contend, allowed Military Preparedness Tode Alongsideesnian Militant Eson A he pursued a contentious plan to weaken israels judiciary, setting off months of furious protests that delighted the countrys adversaries. Your thoughts, janine. Yeah. I mean, they misread the situation completely. You have to remember that in 2005 israel completely withdrew from the gaza strip. They took out the settlers that were there. They took out the army. So they have no, as the israelis say in hebrew, they have no Freedom Of Movement in the gaza strip as they still do in the occupied territory of the west bank. Okay . So what it shows to me is theyve become overly reliant on the Technology Solution in terms of monitoring of the gaza strip and they dont have as much human intel as they may have once had. That doesnt mean they dont have agents in gaza to give them information but they clearly dont have as many. But whats just so mindblowing is that israel, the country that created the Pegasus Spyware that is on phones of dissidents and journalists around the world spying on them, did not know that this was going to happen. So hamas, from what im hearing, they found a way to communicate, and they probably did it oldfashioned, old school a lot in person, whether in gaza or in beirut or wherever on this summer thing they had. And they were able to plan it like that. And they used very rudimentary tactics. I mean, they had drones, very simple drones that you could probably order online with explosives that took out the Israeli Communications at the beginning of the invasion at this gaza at this gaza point. Now, as the other i think jonathan said, a lot of the forces were in the west bank over the last few months and this past weekend during the holiday. So they were completely unprepared for the onslaught. Bobby . 20some years ago when i first went to gaza an israeli official in jerusalem before i went to gaza i said i was going to gaza, he said dont worry, we will know exactly what kind of shwarma you are ordering in which restaurant. They were that proud of the level of intelligence that they had on what was going on in every street, every restaurant in gaza. That was how israelis felt. And i think whats happened since then is complacency. Theyve gotten too complacent. They had gotten too complacent about what they thought hamas was capable of doing, what they thought hamas was actually preparing for. And hubris is something that catches up to every powerful individual or every powerful organization and group. And i think thats whats happened here. This is a enormous shock, and its a wakeup signal for israel. It needs to rethink how it sort of prepares for its own security. It needs to rethink how it deals with gaza. And it needs to reexamine all of those Sophisticated Electronics that it supposedly has at its disposal. Especially because hamas of course is not the only threat. Jonathan, i want to make sure we get this to you before we let you go. You wrote for the Atlantic Council that israels Security Establishmt has two main goals right now to protect Israeli Citizens under siege byam terrorists who have infiltrated the country, and to try to prevent hezbollah from joining in the conflict. What would it mean if hezbollah becomes embroiled in the violence . Look, then youve got a multifront war and that completely changes the context. If hezbollah comes in, not only hamas, hezbollah has the arsenal that can reach frankly throughout all of israel. It means tel aviv, jerusalem, haifa will be at risk. But so too will Israeli Gas Fields and the main airport ben gurion. Other transportation nodes. That i think changes the complete context of the conflict. It will be like Nothing Israel has ever seen before. The war would be incredibly, incredibly death and destruction filled. I think it would be a huge challenge for israel to have multifronts because theres also a consideration about whether or not you have Palestinian Militants then join in from the west bank as well. So now you have potential that youre fighting on three sides. That would require robust u. S. Support, i think. And obviously theres secondary and tertiary effects for that if we need to have that happen. Jonathan panikoff, janine zachariah, thank you so much for spending some time with us. Bobby, youre staying with me. The precise number of hostages not yet known but hamas is believed to be holding 150 israelis hostage, women, children, and the elderly bloevd believed to be among them. For the families it is unimaginable but in terms of what happens next on the world stage the Hostage Crisis under way means the stakes could not be higher or more complicated. And now just in the past few hours it has become even more tenuous with hamas threatening to, quote, execute a civilian hostage every time an airstrike hits Palestinian Civilians in their homes without warning. A short time ago president Bide Anne Dressing the possibility that some of those hostages are americans. Quot wle we are still working to confirm, we believe it is likely that american citizens may be among those being held by hamas. Ive directed my team to work with theirsrli counterparts on every aspect of the Hostage Crisis including Sharing Intelligence and deployi experts from across the United States government to consult with and advise israel counterparts on hostage Recovery Efforts. Were joined by haviv rediger, Senior Analyst for the times of israel, whos been working to help families find missing loved ones including one family who had at least eight members who were taken hostage. Haviv i want to read from the new threats from hamas. From this hour onwards we announce that every targeting of our people who are safe in their homes without warning we will regretfully meet with the execution of one of our enemys civilian hostages and we will broadcast this in video. What are you hearing, how are they responding . I think the families are responding with the desperation youd expect. Everyone is trying to find out where their loved ones are. And i think thats sort of where things life. The general israeli public is seeing these hamas comments and responding rather differently. Hamas has slaughtered too many people to now slaughter its way out of the catastrophe that is coming, out of this israeli response that everybody understands is going to begin. And so the families were trying as much as possible to help them. There is no chance that hamas is going to save itself by now killing more people. Haviv, its really hard to fathom what many of these families have been through. I want to read one report of, e, Hundreds Of Snn Israelis filing into a pice station hoping for word on the fate of loved ones who are unaccounted for. You have been working with families trying to help them find their missing loved ones including one family where eight members of the family, eight members were taken hostage. Tell me their story. Yeah. This is a Work Colleague of my wifes. Her name is shaked halan. She is an attorney. She is eight months pregnant. She is the mother of two. She and her husband and two children are safe. Theyre in the cityof bersheva. They were on holiday. But their entire family is on the kibitz reer im. The entire extended family is gone. Her parents, her sister, her brotherinlaw, their three children. Her two aunts and elderly uncle all of them missing. They lost connection with the family on saturday morning. The Israeli Military arrived at the home on saturday evening. They found the home had been burned to the ground. One of the tactics that we have seen again and again by the hamas gunmen in these israeli towns and villages is to turn on the gas lines and set the House On Fire in order to smoke out the israelis hiding in their Bomb Shelters. By setting their House On Fire. And then either kidnapping them or killing them. And that is apparently what happened to this home, to her family. Again, this is my wife works in an ngo that has 12, 13 employees. One of those employees is this story. Every israeli is very, very closely connected to all of these stories. And the family throughout the night on saturday tried to call all their phones and then on Sunday Morning someone answered the phone in an arabic accent, in broken hebrew they said khatuf, which is the hebrew word for kidnapped, gilad shalit, which is the name of an israeli soldier held in gaza for five years back from 2006 to 2011. And then just the word aza, which is the hebrew word for gaza. The person then hung up the phone. The children and the sister and her husband are german citizens. Among the Family Members theres also an austrian, an italian citizen. This family one of their one of the steps they are taking is desperately trying to appeal to embassies of these countries. Hamas is holding three german children, brutalizing three german children, and they would like to get the German Government and the European Union and these other governments involved. They are desperate. Separate from the larger war, separate from the larger questions, there is a family and that family is currently being held in gaza. We dont know whos alive, we dont know who is dead. The point for hamas is that we dont know whos alive and who is dead. That is what hamas is. And so we are trying to change that. Were trying to get as many out as possible as soon as possible. I want to ask you, reuters reporting that qatar is in talks with israel and hamas about a potential prisoner swap. Quote, qatari mediators have held urgent calls to try to negotiate freedom for israeli women and children seized by the militant group and held in gaza in exchange for the release of 36 palestinian women and children from israels prisons. What can you tell us about these early reports . I want to suggest that almost everything that we are hearing, certainly out of qatar, which is a government that has lauded in its stateowned media, statecontrolled media, hamass massacre of 900 israelis, and certainly out of hamas, is disinformation. If some of the things that theyre saying happen to be true, thats coincidental. These are tactical statements that are part of the psychological warfare. I cannot imagine, just as a statement im a political analyst. So to put on the political analyst hat i cannot possibly imagine that the Israeli Government at this moment is serious about negotiating, is serious about releasing anyone, is serious about any of those steps. Hamas will pay the price for any dead hostage. Its already going to pay a vast price. The equation for the israelis has to be flipped. Hamas has kidnapped israelis in the past. There was a prisoner swap. What hamas has done now, the kidnapping of 4yearold boys, the massacre of children, the kidnapping of grandmothers, has made Negotiation A guaranteed target on a future generation of israelis. We can no longer afford as a country, as a government, this government can no longer afford to have those negotiations. And so hamas wants to play by old rules but it went too far. And the old rules have now been thrown out. And the question is how many of these people can we save, how many can we get out, how can we get to hamas the message that the cost is going to rise and rise and continue to rise unless it shows immediately that it is not going to start murdering children, as its currently threatening to do openly. The one thing that we dont want is the whole region to blow up. I am very worried. That is my biggest concern, that you know, ive been working since ive been in congress to try to make sure that we bring some stabilization, some peace, some true peace in the middle east. And i thought that we were working in that direction. But i am very, very concerned. House Foreign Affairs Committee Ranking member Gregory Meeks on his fear that the attacks by hamas over the weekend, which left hundreds dead and injured as well as dozens taken Hostage Cox Lead to a wider war and destabilize the middle east. Lets bring in Congressman Madeline Dean from pennsylvania who serves on the House Committee of Foreign Affairs. Do you share Ranking Member meeks concerns about further destabilization in the region . Absolutely. Thank you for having me on, alicia. Thank you for this comprehensive coverage of what is just Despicable Brutality. Ive been in touch and on the phone with Ranking Member meeks. We had a briefing yesterday. I had another briefing yesterday. I look forward to more briefings this week. And of course getting back to work, the work of congress this week. We have to call this what it is. Despicable brutality. Hamas has rained down Despicable Brutality on the people of israel, with no discrimination for elderly, for children, for families, seeming glee for slaughtering people, young people at a peace festival, music peace festival. More than 260 bodies found there. We must call this what it is. Horrific terrorism, Despicable Brutality. And america will do everything to stand with israel to secure the nation and to try to repair that which has happened. Representative dean, the president just addressed the likelihood of u. S. Citizens being among the hostages. Your sense of how the presence of u. S. Hostages might change or complicate our involvement in this conflict. I think our concern in congress and in the United States is for any hostage taking. Thats the thing. This was an attack on citizens, civilians, and then a set of hostage takings. There may be more than 100 people taken hostage. Certainly it will be a grievous thing for the United States if americans are among them, and other nationals from other nations are among them. But i dont care if theyre israeli, palestinian, american, french. It doesnt matter. The despicable taking of hostages in this situation, civilians in this situation, there is absolutely no justification for it. And hamas must be called to the carpet, and that must be stopped. Representative dean, the United States is in the middle of brokering the normalization of relations between saudi arabia and israel. He New York Times writing this american and arab officials from the region have said in private conversatnsn recent weeks that they thought t hardest part of the talksou be getting the rightwing government of primeter Benjamin Netanyahu of israel to grant enough concessions to the palestinians to satfy saudi and american leaders. With israel now saying it was at war with gaza, the prospect of such concessions looks even th . My thoughts are prior to that that it was hopeful that there were conversations around peace. Of course the Palestinian People themselves, not hamas. But the Palestinian People themselves need to be a part of peace negotiations. But take a look what has happened in the last 48 plus hours. Conversations around peace will be frozen and set back dramatically. You know, since i have been in congress, and frankly before i got to congress, my whole ambition around israel was to lift up the beauty of israel, its people, palestinian, israeli and others, and also to work toward a twostate solution. To work toward peace and prosperity for all. This is a tremendous grotesque set back in any attempt at that. But well continue to do that. I have been on the phone with a lot of people, and in the briefings that we have, that while this is a terrible setback, the United States continues to play an amazing role. Number one, we stand with israel with everything she needs to secure her land, to secure her people, to bring every hostage home and to bring dignity to those who have died, those who have perished, but after that, down the road, the United States will be indispensable in the diplomatic efforts around peace. Hamas must be called what it is, a terrorist organization, and they must be stopped in their tracks. But peace should be an ultimate goal, but sadly, to your point, the conversations around peace are going to be put on pause while we work for a cessation of these brutal attacks. It drops the mask finally for a lot of people, particularly in europe, but other parts of the world. Theres been a reluctancy to call hamas a terrorist group. The u. S. , israel, a few other partners took the decision to call hamas what it was, but now hamas has shown itself for what it really is. When you attack a Music Festival and when you slaughter, its the only correct word for this, slaughter innocent young people who are doing nothing more than celebrating music and peace, then youre no longer thats not resistance, thats just an act of terrorism. When you take an 84 or 87yearold woman hostage, thats not resistance, thats not the, you know, thats not what an army does. Thats not what a reliable political group, partner for conversations in the future, what they do. This is an act of terrorism, and its going to be very very hard now for israels sort of those who have been on the other side or those who have been on the fence for europeans, for the chinese, for others, to continue to call hamas a resistance group. So at the very moment that hamas thought it was achieving its greatest success, landing a very very hard blow in israel, it was actually achieving its greatest failure because it, i think, dropped all pretense of being anything other than a terrorist group.
