Special to The Daily Jeffersonian NEW PHILADELPHIA — In 2013, the Muskingum Watershed Conservancy District Board of Directors approved a master plan consisting of multiple phases. The plan addresses campground and marina improvements scheduled to take place over 10 years that are designed to improve outdated and inefficient facilities built more than 50 years ago. Phase 1 of the master plan, which was developed based upon the result of public opinion surveys, totaled approximately $130 million in new project funding. The implementation strategy for Phase 1 has been to first improve infrastructure needed for campground upgrades and allow for future growth. The second phase is construct new campground areas to accommodate existing campers during renovations and to offer limited amenities.
