(Malacañang) Memorandum Circular No. 87, signed by Executive Secretary Salvador Medialdea on August 3, came days before Metro Manila’s scheduled shift to ECQ from August 6 to 20, 2021. Based on the circular, all government agencies and instrumentalities of the Executive Branch in the NCR shall have no less than 20 percent on-site capacity at any given time to ensure the continuity of government service.
