New Aadhar rules to allow locking biometrics and briefly unl

The Unique Identification Authority of India (UIDAI) has prepared a draft Aadhaar Authentication and Offline Verification to allow an Aadhaar number holder to permanently lock his biometrics and temporarily unlock them when needed for biometric authentication.
