Roy Cooper called on school districts to return to in-person instruction, the New Hanover County Board of Education agreed Tuesday night to revisit the decision to fully reopen elementary schools. After an hour of comments from the public — the majority addressing resuming daily in-person classes — the board agreed to take up the issue next week at a special meeting.
