Connecticut Inspector General Robert J. Devlin, like former Waterbury State's Attorney John Connelly, threw his professional reputation down the toilet in a vain pursuit of notoriety. Devlin and Connelly didn't want to merely do their jobs and remain obscure. Both men let their egos cloud their judg
