Someone opened fire at about 6:35 p.m. on westbound Highway 4, just east of Port Chicago Highway in Concord, CHP officials said. The victims were traveling in a black Toyota Camry, which CHP officials said crashed into the guardrail at the top of the Port Chicago off-ramp after the shooting.
