Oregon Health Authority Director Patrick Allen trailed challenger Duncan Nyang’oro’s 46% to 54% in partial returns repported as of 8:30 a.m. Wednesday. Those totals are out of nearly 4,700 ballots counted so far by the Washington County elections office in the race for that seat. Nyang’oro, an auditor for the SAIF Corporation, spent $9,000 to unseat Allen. The incumbent raised about half that amount.
