From the column: "At the Duluth Police Department, we are not resisting change; we are embracing it." (Steve Kuchera / skuchera@duluthnews.com) The Duluth Police Department is navigating through the process to add a deputy chief of police. The department currently has three distinct divisions and two deputy police chiefs, one leading patrol and the other leading investigations and administration. Police staff respond or initiate annually 100,000 or more calls for service, and these calls encumber between 70% to 80% of patrol officers’ and investigators’ time. Leading each of these divisions is, most decidedly, more than a full-time job.
