A student alleges Rep. Mark Samsel, R-Wellsville, kicked him in the testicles and pushed him into a wall hard enough to leave bruises, according to police documents released Tuesday. Samsel was arrested last month in Franklin County as part of an alleged outburst while substitute teaching and has since pleaded not guilty to three counts of battery against two victims.
