The failure of a key New Orleans Sewerage and Water Board turbine and other equipment worsened street flooding on Feb. 3 in Hollygrove and Uptown neighborhoods, and the sheer volume of rain over a four-hour period submerged the Carrollton Avenue underpass, according to the S&WB’s after-action report released on Tuesday evening.
