FINANCIAL ADMINISTRATION ACT (sections 56, 58 and 81); AGRICULTURE FINANCIAL SERVICES ACT (sections 19 and 20) - Incrementally increases the borrowing limit of Agriculture Financial Services Corporation (AFSC) over the next 3 fiscal years; authorizes the President of Treasury Board and Minister of Finance to raise certain amounts of money, increasing incrementally over the next 3 fiscal years, for the purpose of lending to AFSC.
