In an effort to expand newer faster cellphone networks and fix so-called “internet deserts, the city plans to scatter 2,000 towers around the five boroughs by 2026, equipped to host high-speed cellphone coverage and to provide free Wi-Fi. But residents and local officials in Washington heights have pushed back.
