Retired judge proposes bill to create 2nd Alabama parole board Updated Dec 18, 2020; A retired circuit court judge who serves in the Alabama House of Representatives has proposed creating a second parole board to help reduce a backlog of parole hearings and potentially reduce the prison population. Rep. Jim Hill, R-Moody, has filed his bill in advance of the legislative session, which starts Feb. 3. Hill was a circuit court judge in St. Clair County and chairs the House Judiciary Committee, which considers criminal justice bills. Hill said a key reason for his bill is the slowdown in parole hearings caused by the COVID-19 pandemic.
