Retired Lowell District Court Judge Neil Walker dies at 79

LOWELL — During his lunch hour, Judge Neil Walker was known to shed the judge's gown and hit the streets of Lowell for a stroll. As his son pointed out, Walker never actually lived in Lowell, but he immersed himself in the community he worked in, treating it as his home away from home.
