The city Parks Dept. kept its two pools closed last summer because of the pandemic. Under a plan reviewed by the Park Board Tuesday, only one pool will be open this summer. The board approved an agreement with the Rochester Swim Club Orcas to operate the Soldiers Field pool. Under the agreement, the city will absorb operational losses up to $10,000. The city and the club will split losses that exceed $10,000. If there is a profit, the proceeds will be split 70% Orcas, 30% City.
