Seal rescued from storm drain on Whidbey Island KIRO 7 News Staff Crews rescued from a storm drain earlier this week on Whidbey Island. On Tuesday night, crews responded to a report of a seal caught in a storm drain near Old Beach Road in the Mutiny Bay area. When crews from South Whidbey Fire/EMS, Island County Sheriff’s Office, Langley Police Department and the Orca Network arrived, they found a young elephant seal, also known as Elwood, trapped in a vault of a stormwater drainage system in the lawn of a condominium complex, officials said. According to an official from Orca Network, Elwood appeared exhausted from treading water.
