Which seemed very important a week ago. Programming of 6. 189 and 4. 1 for the prop k. Good morning commissioners, policy and programming director. Last week, at the december 5th Board Meeting the motion to approve the item did not pass after considerable discussion at the board. The commission generally agrees with the programming of the funds to the street resurfacing but the commissioners couldnt agree on the second part of the recommendation to transfer on the 4 million in prop k funds programmed to street resurfacing to manage lanes environmental phase. The board requested to see more evidence that the managed lanes would improve congestion without negatively impacting freeway corridors or local streets and a more holistic approach to congestion and other areas of concern. In light of the robust discussion, we have advised staff recommendation to only approve the proposed programming of the state funds to street resurfacing projects and this is a request to approve on first read to meet the states timeline of december 15th of when we need to submit the applications to the California Transportation Commission and we would defer action on the Fund Exchange to provide more time for staff to complete planning studies and address commissioners concerns. Theres a list of street resurfacing projects funded by the state funds and a map that you cant see particularly well yes, you can see it. If we were to approve this as revised given the december 15th date, this would be the final approval, not the first read, is that correct . Thats correct. It would be approval on first read. Clerk item 11, programming 2. 813. 264 to the San Francisco Municipal Transportation Agency non infrastructure project, this is an action item. I want to start by briefly thanking colleague commissioner tang and her staff and my staff who listened to i think very sophisticated discussion we had here a number of months ago. I want to thank tilley chang and the ta staff and miss lafour but particularly commissioner tang, she did a lot of the heavy lifting. With that, commissioner tang . Thank you. I echo my thanks to the ta staff and as well amber crab as well. I just encourage our colleagues to look through the packet. There is a revised Organization Chart where you can see the new structure for the program. So we have decided to move everything to fall under the sfcta because i think it will work more well with the schools and needs brought to our attention and so i think all schools will benefit from this change. We have found a way to address this without reducing any of the funding to the nonprofit partner agencies. I think overall the out come was great and i look forward to continuing the discussion another day. Thank you commissioner tang. I neglected to thank the mta and department of Public Health and San Francisco Unified School District for really coming to quite a number of meetings and being willing albeit with a little reluctance at first, to restructure this. But, lets just take the same route tomorrow that we always take, okay . It might be much more fun to ride our bikes. I am going to be way too tired to ride all the way home. Okay, how about this, we can ride our bikes there and then we can take muni home and it even shows us how to take the bikes on the bus, so simple right here on my phone. Neat. There is an alert right here telling us there is heavy traffic in soma. Lets walk there and then take a taxi or muni back. That new website gives us a lot of options. As we plan to implement service on Treasure Island in 2020, the committee made a change to strike a reference to the trans bay fare and will work on that before bringing it to the board for adoption. The transit board did adopt the agreement back in june and clarified some maintenance responsibilities and layover facilities in oakland in the agreement. Thank you miss hyatt. Im not sure which. Thanks to the 2008 parks funds, where youre standing is the home and all of you San Francisco voters gave a 20 Million Investment in this neighborhood. I was born and raised four blocks from where we stand today. I came and played in this park, on the equipment, in the you know what i mean you know jim gym and structure today. To make this a park that everybody can enjoy, a diversity that would show the city that this is what San Francisco is all about. What we got here is 3,000 new square feet of places for people to be healthy and be active and the community to gather. If you see kaellys mural in the building, there cannot be an imagery thats more related to this place. What people told us about what the importance of the windmills and the green houses and the flowers that used to be grown here and the wind, lets not forget the wind. We have to continue to invest in our citys infrastructure and creating new. This is a Recreation Center for the 21st century and for the 21st century communities. We finally made something after somebody that Everybody Needs and this is the park. Good morning everyone. Thank you for being here today. I just want to thank all of you for coming and give a special thanks to the va who is here joining us, theyre important partners in this project. The owners of the site, there they are. Thank you for making this site available and for being partners with the city on this and other sites to help address homelessness. We want to thank the nonprofit providers running the site, everybody from dish, if you can raise your hand. Many dish staff are here and providing services on site. Everybody from the Mayors Office and their staff. Thank you very much. This is an important day for sorry and dell seymour. I forgot my other boss, the local chair of the coordinating homeless board along with ralph peyton who couldnt join us today. This is the opening of a new Supportive Housing site in San Francisco to serve chronically homeless veterans, that adds to the 70 units we have, and this is important in mayor lees desire and hope to get i shouldnt say desire and hope, his initiative and order for us to get 1,000 people off the streets during the winter and this is 70 more units of housing to help achieve that goal. We have a few people who are going to give remarks today. First i want to invite beth stokes, the director of community services, beth as many of you know has been long time activist and leader in homelessness and used to be the executive director of Hamilton Family center that i used to be the director of back in the day and has done work in Southern California and here in San Francisco. She is new to her job and were happy and blessed to have beth stokes here. Beth, thank you. applause thank you jeff. As jeff indicated, im new to my position and im here to express my gratitude for all of you who have helped us get where we are today. Welcome to the auburn, the new home for 70 u. S. Veterans. applause cheering it is truly an exciting day as jeff indicated. Were deeply grateful for mayor breed for being here, we know its been a challenging time for the city and the city family. So thank you. I want to thank all our partners in the room this morning, there are many. To those who are not with us, to get us where we are. Where we are today in addition to the 70 homes is closer to ending chronic homelessness to veterans in San Francisco. We have 11 veterans who have moved in and one moving in today. Thats great progress. I wanted to loosely quote something i heard from mayor edwin lee that i heard not long ago that was u. S. Veterans fought for our country, they shouldnt have to fight for homes. I was very moved by that and its something i wanted to share. I wanted to acs is proud to be part of the team effort to provide solutions to homelessness in the form of Supportive Housing and ecs will continue to partner in Supportive Housing in San Francisco. For this project, the Master Tenant and lead Service Provider and proud to be part of what is a collaborative effort. With the finish line in sight, in all of our collective efforts to end chronic homelessness for u. S. Veterans and moving closer to a functional zero number is a remarkable accomplishment that requires Great Partnership and the auburn has many. I would like to begin, you know, the planning actually to thank a variety of people, i wanted to start with mayor edwin lees former office of hope and acknowledge that effort and how that started. That has been carried forward with great determination by the department of homelessness and Supportive Housing. I say new but i know its been over a year and a half. Ecs would like to thank the Numerous Community members that helped to make it happen, many in our city family, our city supervisors for support and great effort, veterans administration, thank you. We would like to thank the department of housing and urban development. Hudd has truly been a partner, particularly with the obamas administration, the efforts of the president s wife and call to action to end
