Over the last couple years our department has funded a Code Enforcement effort through the City Attorneys office for helping landlords bring units up, i cant remember the exact amount that was included in the budget. You know what im talking about director . Yes, yes. Code enforcement . Yes, Code Enforcement. I would really love it if we could look at helping fund this. It seems consistent with what our department does and maybe we could offer, sorry, tarus, but i think it makes sense as part of the Code Enforcement effort we look at helping with this. Well, i will just say that there was a relatively recent meeting with Deputy Director madison and myself sat in on with the Mayors Office of housing. They are still in the process of putting together their shortterm loan Program Using the money from the wiener ordinance originally, which i think now is about 5 million that as i also understand the City Attorney has relatively clear guidelines about it. The good part i guess from our perspective is its being handled by m. O. D. , its not a d. B. I. Situation. But they are keeping us informed about it. Yeah, i mean, its kind of talks to what we were earlier, you know. Its difficult for us because we dont want to displace people but we have the life safety issues. We have to have some fallback for the people so we can do our jobs you know, and do them right. Always seems to be that hanging thing. Well, people dont want to be removed from their apartments and stuff but then you are left with so, something has to there has to be some fallback position so when you have violations like in the previous hearing and if we could look at that and see if we can help with this. Yes, of course. I mean, this is definitely a multiagency, h. S. A. Is involved through the safai ordinance and the Fire Department very much involved with us on this. So, we will certainly continue to work on that. Seems to be building and building, and might come in large like the laundry issue, and they come in the short bursts, so i think more and more because it nature of accommodation in the city. I think what is clearly coming out over the years, d. B. I. Has not issued that many emergency orders to vacate. I know the Fire Department reported that they had five that they issued this past year. And he dont know exactly how many total number of displaced tenants in the five orders, but we do know in the five persia case, at least 27 people. And another case on 24th street i believe there was an estimated 30 people. And those were two of the five. So, yeah, its clear it could affect multiple displacements at a time when housing is everybody knows, impossible to find. So anyway, moving on beyond that, i will say we are also still pursuing our legislation for third party peer review experts in a qualified pool. We have reissued that r. F. Q. We expect responses in by january 5th and to actually certify a pool by the middle of february. And that is underway and we have asked the supervisors to try and move that off of the 30day calendar so that this payment mechanism for Cost Recovery to the department is also ready to go at the same time. So, that continues to move ahead. On a. D. U. S, you know, the chronicle recently did a little update story there. Definitely a growing number of these accessory dwelling units in the pipeline. We have now, as of last week, had 590 screening forms and we have issued 85 of the a. D. U. Permits. Those 85 permits probably account for about 150 units. We still have quite a few, 255 are still under planning for review, and theres another 88 under review by d. B. I. Fire, d. P. W. And the p. U. C. A lot of the ones that have been tied in with the seismic retrofits are the one that seem to be moving a little quicker. And i know we at d. B. I. Have also been meeting with the Fire Department where the fire marshal has had, you know, some issues he wanted to discuss where the current information sheet that we are following to try and move these actually to permit and finish construction, where the fire marshals had a few concerns on certain types of cases and we are trying to resolve whatever those are and whether or not we need to amend the existing information sheet that we are all following. Could i ask a question here . Could we, could we get an analysis of how long these permits are with planning or under review . Just to get an idea what the hangups are, if there are any. Yes, i could certainly ask for one, yes. How long its been taking . Ok. And i think the final thing ill mention is on the soft Story Program with tier three. Weve, we are now at about 94 compliance. There is still about 220 properties that are essentially in our queue for a directors hearing. We will probably do those as a series of directors hearings, maybe 20 or 30 for each one. So its possible that by the time some of these hearings are scheduled we will see these numbers get even better in a sense of from 94 we may get to 95 or 96 and well maybe end up with 100 that are in this noncompliant category. But we have through the Inspection Services Group Already posted the notices of violation and the earthquake warning placards that the ordinance requires. So virtually everybody is now aware of those buildings that are not yet in compliance. And we are moving on to tier four whose deadline is september 15th of next year. Thats about 900 buildings, i would say about 52 of those are in as compliant, having obtained permits and we are still looking at about 48 that are not yet acting but as we know from the previous tiers, some people will wait until september 15th before they will move. Complaints response, 24 to 48 hours, 278. First violations sent, 69. Complaints received and abated without notice of violations, 230. Abated complaints with notice of violation, 87. Second notice of violation, referred to Code Enforcement, 76. Housing Inspection Services, housing inspections performed 906. Complaints received, 368. Complaint response within 24 to 72 hours, 354. Complaints with notice of violations issues, 142. Abated complaints with notice of violations 319. Number of cases sent to directors hearings were 20. Routine inspections were 157. For the Code Enforcement services, number of cases sent to directors hearing, 72. Number, order of abatements issued, 24. Number of cases under advisement, 11. Number of cases abated, 49. My first reaction, we could have huge amount of these, we cant really act on. We cant close out for one reason or another. And it will skew our numbers if we dont have them separate. I could bring that up with the working group. Every two weeks concerning this and we could work on putting some type of a form together. Item 3 is communications and i understand that the chair has something chair Mohammed Nuru so i think that everyone is mourning the passing of the mayor in the last few days and i know that for me its been difficult because he was not only a boss but a close friend of mine, but more importantly he was a champion of this project. When i joined the board there were a lot of financial needs and concerns and trying to make sure that we got the project to the way that it is now and we were able to finish it and through his leadership, really stepped up and did everything on behalf of the city. To make sure that the city could do its part. Of recent, i mean, weve had closed discussions about the asidelinement and what should alignment and what would happen with phase two and i think that we should take a moment of silence to mourn him. Good morning, directors and id like to talk to the board today and by offering deep condolences on behalf of the tjpa staff for the city family of San Francisco. The mayor was a great leader and he was also a champion of the Transbay Joint Powers Authority program. He will be missed. And next id like to welcome the new director, director tripousis and im looking forward to working with you in a new capacity. Welcome to the board. In regards to the tenant improvements, they had a committee to allow the city financing to Fund Improvements and the Cost Review Committee and its november 17th meeting was agreeable in concept to using 25 million of the city financing for building improvement and 10ant allowances and the committee will consider whether to use city financing for all or a portion of the remaining 10 million that we need for improvements at the next meeting in february. And to fa excuse me to facilitate this funding we have an item on the agenda to allocate 25 million from the program reserves to our budget in order to be able to budget the base Building Improvements and allowances. And moving on to the sale of bonds. The citys First Community bonds for this Transit Center closed in november. Resulting in the proceeds of 149 million for tjpa which is higher than anticipated. It had a doublea plus rating, one of the highest rating for any c. F. D. In california and green bond certified by the Climate Bonds Initiative under their lowcarbon transport criteria. I would like to thank our chief Financial Officer, sara debord and the city of San Francisco controls office for their hard work to make this happen and it took a lot of work and effort and it was a success. And the c. F. D. Bond is the final piece for phase one funding. And next is bus testing and bus testing for transit took place december 6th and 7th. On december 6th, using three different coaches that included 40foot bus length and a 60foot bus length to have clea clearans for the different lanes that we have in the municipal plaza. And the test runs went well and indicated that there was no clearance issues and the community is expected to begin regular service of the number 5 fulton line from the bus plaza on december 26th. And on december 7th, they tested their buses on the bus, and a. J. Transit asked to enhance the bus maneuverability. And the next tests are covered in the agenda later on today but it was a good success. And as part of our ongoing effort for operation readiness, we have been working with the department of homelessness and Supportive Housing, San Francisco police department, and the benefit district on a comprehensive plan to best manage homelessness in San Francisco sorry, in the sales force Transit Center as well as the neighborhoods. This effort is a work in progress. At this month advisorys committee, our chief Security Officer had a Panel Discussion on the coordinated response to quality of life issues in the neighborhood that included the director of the department of homelessness and Supportive Housing, mr. Jeff gazispki, and mr. Andrew robinson, and several members of the San Francisco police department, including the commander of Community Engagement david lazar and the division commander, dan peria, and the Commanding Officer of the southern station. Each participant discussed their organizations priorities and the coordination with other agencies and organizations in San Francisco to help the citys Homeless Population to Access Services and to minimize the impact of homelessness within the community. Tjpa works with other agencies and well have more detailed discussion with the departments of homelessness and Supportive Housing and tjpa and the district and the neighborhood buildings to ensure that homelessness is managed in the district. And moving on to phase two, as i shared with the board last month were preparing our application for the transit and the Intercity Rail Capital Program currently. Applications are due on january 12th. And we have received letters of support from the Assembly Member kim and we expect a letter of support from some of the members, david chu. And also from our stakeholders with the city and county of San Francisco, and highspeed rail. And in regards to the status of the supplemental and environmental document, as you are aware for phase two, as you are aware for the past month we have been working closely with the San Francisco department of planning on their concerns on the supplemental and Environmental Impact study, impact reports. We have recently reached consensus on how to address these comments and in the environmental document and we have submitted the impact study with the various comments incorporated to the federal Transportation Administration for approval.
