I think one of the things we hear a lot, this project is going to be affordable up to, whatever, up to 120 a. M. I. And you see the affordable units. 120 a. M. I. A big accomplishment. And you will hear us talking about this the broken record, a need to fit jobs to housing. And in this time of a housing crisis in San Francisco, the need to maximize the number of Housing Units that we are building across a range of income levels, in particular those affordable units, is critically important. So within the project development there are flex sites, can be housing, commercial, and can be hotel. I want you to encourage you all to make those projects housing projects. Right now we are seeing an explosion of job creating uses, whether at pier 70, whether eight mission rock or throughout the central plan. [bell rings] and where are the workers going to be housed, and so its very important, and i encourage you all to maximize the amount of housing within the project to make sure that those jobs and those new workers are housed. I guess i want to say that well be back, because 50 , 40 is good, its a good standard bearer, and next time we want more, you know, because this housing crisis is in, where we are in a crisis and we can continually push this envelope. I would love to talk further at some point about schools and the necessary of schools having been a parent and children go through schools and now have grandchildren in the Public Schools, we do need schools. Core of the work in terms of vision is really about sustainable, healthy communities. And this project in itself really relies upon those social determines of healths. San Francisco Giants have been a longterm supporter and partner in our work, from enhancing our educational programs, as well as our Health Programs through our youth Work Force Development as well as our sports department. You have heard the very nuances and details from the affordable units provided, as well as the open parks and spaces that provide an opportunity for families to come together, but more importantly, for a healthy San Francisco. I strongly encourage you on today to move this project forward, it provides an opportunity for Work Force Development as you have heard in the many comments, this is really a need for San Francisco, particularly in this area where we are so close to bayview Hunters Point. More importantly, i think that its important for our families to live, work and play in San Francisco and this project provides them that opportunity. Thank you for your time today. Thank you. Parks alliance the largest Nonprofit Organization serving San Franciscos diverse parks and specifically those Park Partners or friend groups of which there are about 200 of them that we fiscally sponsor, creating new and innovative recreational spaces in the underserved communities across the city. Today im speaking in support of the Mission Rock Development and urging you to move it forward. Since 2005 when the mayor asee him partnered to realize the blue green way vision of the trail and connected open space and recreation, from at t park to candlestick recreation area. Much needed acres of new park is a vital step in realizing this vision for San Francisco residents. For too long, the citys southern waterfront has been disconnected from the central and northern waterfront areas, with a lack of pedestrian access, and trail connectivity, exacerbating the need for parks among some of the citys most historically underserved populations. Opening eight acres of open space is a game changer. This has been a tenyear project, and began talking about the blue green way before the 2005 big boost that the mayor gave it. Please do not delay this project. This projects completion is a big priority [bell rings] for the parks alliance, we hope you will continue to join us and move it forward. Thank you so much. My name is chris kelton, my wife and i have lived in south beach since 1989, and until recently had a Small Business on townsend street. Lived through 20 years of development. When the giants build their baseball palace, it was the key that unlocked the longawaited and desired mission bay very many. Despite all the development there is something missing. Specifically, the feeling of community. Drawn from the residence of south beach, mission bay and mission rock, a new inclusive, energetic neighborhood will spring forth with a town square feel inviting people to linger and explore. New friendships and relationships will develop. The very backbone of community. We all know about the tangible benefits that evolve because of this project. The 40 Affordable Housing, eight acres of dedicated open space. But equally important is a nontangible psychic effect that cannot be measured, a sense of pride where we live. Finally, its important to remember all the untold manhours that have gone into this project for at least the last ten years. Through meetings and open dialogue, the giants and the public have crafted a plan that all San Francisco can be proud of. One that includes all walks of life intermingling with one another, a shining example of a possible [bell rings] when all interested parties feel they have a voice and input. Indeed commendable achievement the entire region can be proud of. Please, i beg you, we, who live there and the citywide yearn for this. Do not delay ten years of planning. Thank you. I. , helpful for our membership which has a little under 10,000 members and about 4,000 that live in San Francisco. A lot of our members are being pushed out with the extended a. M. I. For the affordability. It allows them to qualify for the Affordable Housing, and the work force component, we are partnering with city bill and have a long standing relationship with the giants and we are happy to expand upon that providing a work force thats local to San Francisco and providing jobs for individuals who also cannot stay in the city. San Francisco Unified School District<\/a> is five schools behind now, the building of San Francisco<\/a>. I know that having been on the board of education, they have repeatedly reached out to the planning departments on deaf ears. I know that we have brought before this issue at a joint meeting with city officials and also School District<\/a> officials, i attended many of those meetings. Think dissolve and i guess if the city does not see a need to actually educate the children of moderate and low income families, because it is not enough to say we will build for them. We need to say we will build a life for them. And that we will give opportunity to them. I understand that a lot is hinging on this vote. I know its been a long time coming. I think that area is ripe for development. I think its a beautiful plan. I know that my colleagues, supervisor jane kim has worked really hard on it. I will say that the one thing that holds me back on this is around the schools. I mentioned it to the giants in 2016 when i met with them, frankly i think it fell on deaf ears. I know people send their kids to private school but 57,000 Public School<\/a> children now who depend on the Public Education<\/a> system to give them the opportunity they will need to compete in the 21st century. I fully believe as does my colleague, president of the board, that most of those people that will move into the units, 40 below market rate will utilize our Public School<\/a>s if they can, and actually dependent on our Public School<\/a> system for their livelihood and their future because Public Education<\/a> is so profound. So, when we talk about what is something profoundly wrong with us, i think this is profoundly wrong with us, that we would plan something of this magnitude and put all this effort and expense into it and not even think for a minute about the education of those families that will be moving there. That is immoral, that is sloppy work and just not simply caring about those families that live there. Yes, we want to build an economic base for them. Yes, we want to build homes for them, but i do wish those people who are interested in building the homes are very interested also in building the intellect and the education for them. Because that is what they will need in the 21st century to actually compete. So, it goes against everything that i have said today and what i truly believe and what San Francisco<\/a> needs and what really, if we want to build a San Francisco<\/a> for low to moderate income folks, is that Public Education<\/a> cannot be ignored and that the building of new schools must happen. I would love everyone behind this project to also care about our Public School<\/a> students, and i care about the employment of people, and i care about work wage, living job living wages. But the idea that what i asked today about the partnership between Public School<\/a>s, it is not enough to write a letter of support for a school in mission bay. It takes much more than that, and i would hope that there will be much more robust conversation as this process moves on, because when we look at who we educate in the Public School<\/a> system, 90 of our students are students are color. It is hypothetical to say this will keep people in San Francisco<\/a> or people of color in San Francisco<\/a> when we wont even have a school to educate them there. And so, as you can see, i am very passionate about this topic. However, i dont want to hold this up from passing out of committee. So, in deference to the work thats been done, to my colleague who i admire so much, supervisor jane kim, and what shes trying to do for this drake, i make a motion to pass it out of the committee to the full board with a positive recommendation. Thank you so much, sandy. Im hoping i can bring up mr. Rich to address the school issue and i know supervisor normal yee has talked to the project sponsor about Early Childhood<\/a> Education Center<\/a> and child Center Onsite<\/a> and maybe miss weld you can talk about what has been done in that area. Thank you, ken rich with wwt. First of all, supervisors, always able to do better and i think we absolutely need to continue that with the School District<\/a>. Ive been in several large meetings over the years to try to align the planning we do at the city and the planning that the School District<\/a> does. Its a work in progress. Historically, those two agencies have not worked as well together as they should and you rightfully bring up the points. Moving to the specifics, i was able to get on the phone with the School Board President<\/a> a few minutes ago, and background on where we are with the Mission Bay School<\/a> site. What miss mendoza told me, there is bond money, a program for the site. They are prioritizing it, there is actually money for a bayview and mission bay site, but prioritizing the mission bay site. Begin looking to hire a project manager in the next couple months and envision about a 4 or 5year process to build the school. The characteristics of the school are still open, it could be a kfive, it could be keight, and the size is flexible how needs change over time. Im a little reassured, reassured by the fact thats happening. And also take a look at the e. I. R. For the project, which did look at School Capacity<\/a> for nearby schools, daniel webster, betsy carmichael, international studies, Downtown High<\/a> school, and quickly, there is a lot of capacity now in those schools, according to so the southeast is growing. We need to build more schools. I think we are handling it, although there is always room for improvement and we definitely look to your direction on that. Do you know why Downtown High<\/a> school was included . You would have to be routed into downtown. I dont. They looked at a radius, i dont know. Apologize, i dont know. Supervisor fewer. I want to respond to that. I cant tell you how frustrating it is, when you read off the numbers, i know the schools really well. I know all the schools really well. I want to say that when we talk to parents in mission bay, guess what, they wont want to go up to Hunters Point<\/a>, hunters view and send their kids to school up there. I know its adjacent, i just want to say that also we were given one piece of property and they still have to pay for it. And, that is why mendoza and the board of education also sfusd has been telling you constantly that this needs to be part of the planning. I dont know i know it falls on deaf ears, ive been at the meetings, too, and we pushed back and said we want to know when you are building new schools. In areas like las vegas, for example, whenever there is a new school that is going to be new Planning Project<\/a> of housing, the School District<\/a> has to sign off on it because they, even there, they realize that a childs education is a really important factor and the fact the family can actually plan to have an etted indication for their children where they live is really super important to people. You can read off the notes, i know the schools really well. While i was on the School District<\/a> i spent 70 of my time in district ten looking at those schools and evaluating those schools. I pushed for the new school of willie brown. When we look at the capacities of what we are building, that we are behind the game. San Francisco Unified School District<\/a>, i say we, i think im part of them but now im part of this, and its imperative to do better, and large developments like this they have huge impact on schools and enrollment of schools and the overenrollment and not having enough. And i know we have one parcel at that site, and we have asked for other parcels. Apparently everything has been parcelled out already because nobody, nobody had the forethought to think that we may need a larger site for a bigger capacity to be able to educate more children, and i would say that if you go to the residents at mission bay now, ask them how angry they are this was allowed to develop in this area without a new school, and the new school has not been built, and this has been something for a very, very long time that they have actually been promised and it has not come to fruition, and part is sfusd, but does not help when we build more and have not fulfilled our promise to the original mission bay residents that there will be an Elementary School<\/a> that they can actually send their children to. Thank you. I work forward to trying to make that work better. We should talk after this. Really great if there could be a meeting set up with supervisor fewers office. We will do that. Before tuesday. Thank you. Miss weld. I wanted to echo that and say i really respect the, bringing this up at this time as our city is growing and really making sure that we are able to support families that create that sustained community here in the city, and in neighborhoods. You know, we have we have done all this design work to create a really strong sense of place in the neighborhood, but that takes families, it takes People Living<\/a> next to each other, walking down the street. So, i want to, you know, personally apologize if i did not hear that input when we last spoke and absolutely commit working with you, working with unified and our neighbors to make sure that this is not something that continues to be forgotten. Miss weld, also ask, before i go to supervisor fewer, i would also ask, i know supervisor yee had been in conversations with the project sponsor about a dedicated site for Early Childhood<\/a> education and child care as well. I was curious what the results of those, outcomes of those discussions. Yes, thank you. Supervisor yee has been a very strong proponent for child care from the beginning of the conversations. Happy to be able to commit to an onsite child care facility, Early Childhood<\/a> learning. Several of the buildings are adjacent to parks, no street in between, it helps the child care space. In addition to the component, the Square Footage<\/a> has not been designed yet, but in addition to the child care site, 15,000 square feet of Community Serving<\/a> site that will be, can be used in the project, again, not the location has not been determined yet but could be building some of the support needs, maybe after school programs, some are at the Harvey Milk Center<\/a> in the park there, and how can our Community Space<\/a> help support education as well. I think thats important, and you know, one of the projects mission bay is 826 valencia, coming to mission bay as well. Those types of Community Service<\/a> serving organizations are incredibly important to the Mission Bay Neighborhood<\/a> and there are a lot of kids there. There are. And we want them to stay. We want them to be San Francisco<\/a> natives that grow up in San Francisco<\/a>. We are very excited about 826 valencia coming and i think the services have been lagging, the buildings. Happy to see them happening. Supervisor fewer. I want to say appreciate that, but this is going to be an issue on every vote i take on this project. I just think that it is so imperative that its not just kudos about the 40 , frankly. But its not just that housing. You really have to have that infrastructure to support them, too, and i want everyone who is soon to live at mission rock, the children and the families to thrive in San Francisco<\/a> and exist here, and its not enough to build what we have been building up for longterm tourists here who come in and play around and then they leave because they say, they give the Public School<\/a>s as an excuse to leave, and actually, fourth generation San Francisco<\/a> and fourth generations my family has been educated through San Francisco<\/a> Public School<\/a>s, i have a strong commitment to this, and i also think it is the future of who we are in San Francisco<\/a>. It is not just enough to build housing for them and even a Community Space<\/a>, we need communities to fill up the space and the community im looking for is community that actually is putting down roots in San Francisco<\/a> and its a community that we recognize in San Francisco<\/a> that also needs support, and that we as actually Decision Makers<\/a> need to be able to represent them and speak for them. So, i look forward to more conversation about this. Im glad actually that i was able to participate in Aaron Peskins<\/a> place, probably not the best thing for most people in this room. However, its just how the cards, how this time, and im so glad that im able actually to listen to this all and really bring this point forward. I think its something that has been ignored for a long time and supervisor yee and i have had many conversations about park merced, we know those schools in that area, 106 over capacity already. Thank you very much. And i made a motion to forward this to the full board. With recommendation. Positive recommendation. Ok. [gavel] i feel fortunate so many of my colleagues from the school board serve on the board of supervisors and remind me how important it is that we dont just build housing but support the infrastructure to those who have a life here, not just live here. So im glad you were here to ask all of these hard questions. These are commitments im committed to as well, so im hoping over the next couple days we can talk more concrete by about serving 0 to 5 and serving future students for sfusd and appreciate your willingness to send this out with recommendation to the full board on tuesday, understanding that so much work has happened to bring this thus far. Back to the project, i am really proud of the fact that we are building 40 . Thank you supervisor fewer for your support of that, and not just 40 . But a very wide range of incomes. Not just 50 of a. M. I. , not just 80 , not 120, not just 150, but a range and the fact that this development will cover wide range will make a tremendous difference for a lot of different people in San Francisco<\/a>, and so i know fernando brought that up earlier, and so many hours at the giants ballpark office going back and forth on each of the percentages, but really no project like this one and i do want to acknowledge that the giants set the standard for everybody else. And i appreciate you being a leader, and making my job and Subsequent Development<\/a> negotiations. But i do agree with supervisor fewer, we have more work to do to make sure its a familyfriendly as well, as being affordable. So, this is a big effort, well be back on tuesday for a lot of different items. Supervisor fewer did make a motion to push out items 2 through 5 with recommendations to the full board and we can do that without opposition. [gavel] thank you so much. I want to thank everyone for joining us today to celebrate this construction milestone of station number five. It brings me great joy to honor the progress made on this tremendous project located here in the west end neighborhood. This will deliver a crucial piece of City Infrastructure<\/a> to thousands of nearby businesses, residents and visitors. Our agency, public works, is proud to have designed a modern fire station that is expected to exceed National Accreditation<\/a> standards and serve the essential needs of our first responders. It may not look like it yet, in less than a years time, a seismically sound fire station will be standing in this very place. It is true public works fashion, the project team has been working hard to ensure this facility will be delivered in timely and fiscally responsible manner. On time and on budget. With that said, its important that i think the entire public works staff, our project team led by our city architect, project managers and i want to thank all the staff from public works who worked on this project. But most importantly i want to thank our construction partner in this, alton construction, leading the project and getting it this far. Youll hear from a lot of speakers about the station itself. It will be the most resillent station of all the fire stations here in San Francisco<\/a> because it is a very well designed facility and will meet all the standards as i said earlier. We have quite a number of speakers. Ill start by introducing the president of the board of supervisors and supervisor of the district london breed. Please welcome her. applause good afternoon everybody. Thank you all so much for being here today. You know, i have a special love for this fire station because i grew up just a couple of blocks from here. Every year, every time i look at this fire station, all i can think about when i was a kid is toys. This is where i actually came on the door that was located on turk street, thats where we went to pick up our toys during the Christmas Holiday<\/a> because of the firefighters toy program. And so i know tom oconnor who is the president of local 798 is here, thank you for continuing that program and your leadership in this city. You know, theres another reason i love this place is because many of the men and women behind me, this is where they work every single day and my aunt, who was mentally disabled, she would come here all the time. Sometimes she would be in a good mood and compliment the guys especially and talk about how handsome they were, but sometimes she had difficult times and the people at station five treated her like family, they took care of her, and i know who is our deputy chief was a captain here during that time, they love michel so very much and i want to thank you for taking care of my aunt and being there for her. This is really a family, and the folks here, they save lives every single day and take care of this community and love this community. So this station is really not just a gift to our city, its to demonstrate to the men and women of this department, we want to make sure they have a great station, a station that works for them. A station that is state of the art so they can do the job theyre doing for our citizens and city and county of San Francisco<\/a>. I want to say thank you to all the folks working on this, to alton for their work on the construction project, moving on time and on budget thus far. And thank you Mohammed Nuru<\/a> for leading Construction Projects<\/a> all over the city, i know theyre not always on time and budget but thats okay, well get to that another day. And our chief will be saying a few words later and our commissioners. This station is going to be a jewel in the city, its the station we deserve for our residents. And also i have to say from the bottom of my heart, the last few weeks have been very difficult for all of us. London woke up in the middle of the night and took over the city and really did an excellent job. Lets give her a hand for that. applause now i want to introduce our partner who has worked with us from the beginning all over our city, whether its trying to work on systems, whether its remodelling fire stations or building new fire stations, leading the effort of going through the whole effort to make sure we have resillant structures and the correct tools that the Fire Department<\/a> needs to do its job, welcome chief hayeswhite. Good afternoon everyone. The job is looking great. First and foremost, i want to acknowledge four of our five Fire Commission<\/a>ers that are here. The Fire Commission<\/a> is under the direction of president cleveland. Thank you for your support every step of the way. applause as director nuru eluded to, theres been a lot of change and difficulty in the past several weeks and i would like to also acknowledge the great vision and support always of Public Safety<\/a> that mayor ed lee had, if not for mayor lee we would most likely not be standing here. I want to acknowledge mayor lee and certainly president breed, this is near and dear to her heart. This is a vital part of this neighborhood and community. We are all very excited about it. So thank you president breed for being here. And certainly it is a partnership. I have a lot of respect and admiration to my colleague, director of public works, theres a phenomenal team, all those standing here. Thank you for what you do. And i want to acknowledge tom oconnor, vigilant making sure we have healthy safe work places and the men and women standing behind me, members of this very station looking forward many drive by each day to look at the progress of the station. Hats off to alton construction. These are the men and women who will be working out of the station, led by the assistant chief here at this division house. We only have two division houses in the city, one at 19th and the other right here. Its a vital part of our operation. Assistant chief is with us and the members assigned to engine five, truck five and battalion five, who by the way are still at work, reassigned to local stations. I just wanted to say thank you, great job and we look forward to cutting the ribbon as president breed said. Appreciate it. applause we all know no project happens without the partnership of the actual contractor. So were going to ask the contractor from alton construction to come up and say a few words. I will tell you, i have made quite a number of visits to the site during constructions and some of the beams and bolts are the largest and strongest i have seen in construction. Being built, i know this is not going anywhere. Welcome. Come say a few words. applause they dont usually let us talk at these things. Rolling the dice with that one. Im the Vice President<\/a> of operations for alton construction. We are the general contractor on this project obviously. For the last 20 plus years we have operated almost exclusively in the public sector, schools, police stations and obviously fire stations. When our group when i said i was going to say a few things, i thought about the common stuff, site constraints like working in a big city and it occurred to me that the aspects of this project are not particularly unique at least for me. This is what we do every day. We work in this environment. And the truth is, the materials that go into a building like this are not often the reason a project like this is successful. Its much more often due to the personalities and work ethic of the people on the ground working on this every day. So you know sorry im happy to have the opportunity to say that the group of architects, engineers and project managers i work with every day out here, sort of lower level are of the highest caliber. You know, the architects who are here, the engineers are here. Shawn obrien, the engineers, im not sure if theyre here. And captain mcfarland, the Fire Department<\/a> representation at our weekly meetings. So to say that i have been impressed with this groups professionalism would be a dramatic understatement. We operate in the nine bay area counties and have hit every corner of every county and i can say without uncertainty this group is exceptional without question. Theyre workers, theyre not delegators. They get into the problem and get us what we need every day to keep going. We havent always agreed on everything. This isnt a fairy tail but the group has been fair and direct with us every single time and its not as common as you might think. I for one am excited to be part of this team and on behalf of our small team, the superintendent, project engineer without whom i would be under water on this job. Bob and shannon alton, disappointed they cant be here today and on behalf of our entire alton construction family, congratulations to all stakeholders on the milestone and a special thanks to the people i work with every day. Its been a real pleasure so far and im looking forward to a strong finish. applause thank you andrew. And all those guys you name are from public works. This project was from a scratch to getting out to contract was done inhouse and speaks to the capability of what the Public Works Department<\/a> can do, it wasnt like that many years ago.
