let me just start by saying thank you. We know that we have a lot of challenges in
San Francisco
. We have far too many
People Living
on our streets. We have far too many challenges with housing and housing affordability. I know our
Small Businesses
are struggling. The city is finally making the kinds of investments that i hope will make a difference in your everyday lives as you work in this great city. I was born and raised here and i grew up in public housing. You know, my grandmother, when we were kids, she would make us go out and clean up. She would always say clean it up. Ike like mama, why, would want to clean up. You know how kids are. We would should i look, its our responsibility to keep our community clean. Now here, take this bucket and put water and soap and clean up. You know, at the time as a kid you are like i dont want to do this but then, as you get older, its just a part of who you are. I find myself doing it in my community, doing it where i used to work at the
African American
culture complex and really feeling good about the investment that ive made and also the example that ive set for other young people to be better stewards of
San Francisco
. So what you all are out there are doing is not just picking up trash and erasing graffiti and painting, you all are stewards for
San Francisco
. You are taking care of the city. You all are showing how much you love
San Francisco
and other people when they see you doing what you are doing, theyre less likely to drop that trash on the ground and actually take it to the trash can. It does make a difference. So i want to thank all of you and all the
Community Business
districts and the people who are out there every single day. I especially want to thank the department of public works and the many thousands of employees because they are out on the streets everyday. Downtown street teams and so many other folks trying to keep
San Francisco
clean, green and beautiful. I love our city. I know you all love this city. Thank you for showing your love by taking care of

Im the supervisor of district 6 and i want to give a special shout out to the different communities and cbds of district 6. The tenderloin where i live, soma, union square, everyone who is here, we really appreciate how much you do everyday. I see folks here from the hotel. Make some noise if you are representing the hotels in our city. This is a city that is still a worldclass destination. People come here from all over the world. We want to make sure that when they come here, they understand that theyre going to have an incredible experience and theyre going to see clean and safe streets and theyre going to see the people of
San Francisco
care about our community. Thats what you are demonstrating today. I want to thank mayor breed for the investments shows made in making our streets cleaner. If you look out there, theres things we can do. We need more trash cans on our streets, we need more bathrooms that are open for longer hours, and we need more street cleaning and deep cleaning and so what you are doing today is not just demonstrating to your residents that you care, you are demonstrating to us, the city, that you care and we need to do more as well. and many city agencies do this everyday but i can tell you, your coming out means a lot to us. You are giving us the extra hands and the extra help that it needs to continue to make our city be the destination where people come and enjoy and people clean up and make our city the most beautiful city in the world, right. San francisco ill be really short. Today we have over 45 different sites. Some people are going to be painting poles, weeding, cleaning, some are going to be sweeping. All that is going to make a difference. The number one thing that when you leave here is, when you are out there, please, be safe. Safety is a high priority. Weve been having these events for over 20 years and we have not had a single incident. How do you be safe . All of you in different work teams and every work team has got someone who will be wearing a vest like me who will be showing you what to do. If you see something that you are in doubt of whether its glass or needle or something in your mind is doubtful, just ask that person and they will deal with it appropriately and they will work with you. history used to be. We hear that all the time, people bring their kids here and their grandparents brought them here and down the line. Even though people move away, whenever they come back to the city, they make it here. And they tell us that. Youre going to get something made fresh, made by hand and made with quality products and something thats very, very good. The legacy bars and restaurants was something that was begun by
San Francisco
simply to recognize and draw attention to the establishments. It really provides for
San Francisco
s unique character. And that morphed into a request that we work with the city to develop a legacy business registration. Im
Michael Cirocco
and the owner of an area bakery. The bakery started in 191. My grandfather came over from italy and opened it up then. It is a small operation. Its not big. So everything is kind of quality that way. So i see every piece and cut every piece that comes in and out of that oven. Im leslie ciroccomitchell, a fourth generation baker here with my family. So we get up pretty early in the morning. I usually start baking around 5 00. And then you just start doing rounds of dough. Loaves. My mom and sister basically handle the front and then i have my nephew james helps and then my two daughters and my wife come in and we actually do the baking. After that, my mom and my sister stay and sell the product, retail it. You know, i dont really think about it. But then when i sometimes when i go places and i look and see places put up, oh this is our 50th anniversary and everything and weve been over 100 and that is when it kind of hits me. You know, that geez, weve been here a long time. [applause] a lot of people might ask why our legacy business is important. We all have our own stories to tell about our ancestry. Our lineage and ill use one example of tommys joint. Tommys joint is a place that my husband went to as a child and hes a fourth generation san franciscan. Its a place we can still go to today with our children or grandchildren and share the stories of what was
San Francisco
like back in the 1950s. Im the general manager at tommys joint. People mostly recognize tommys joint for its murals on the outside of the building. Very bright blue. You drive down and see what it is. They know the building. Tommys is a
San Francisco
hoffa, which is a germanstyle presenting food. We have five different carved meats and we carve it by hand at the station. You prefer it to be carved whether you like your brisket fatty or want it lean. You want your pastrami to be very lean. You can say i want that piece of corn beef and want it cut, you know, very thick and i want it with some sauerkraut. Tell the guys how you want to prepare it and they will do it right in front of you. San franciscos a place thats changing restaurants, except for tommys joint. Tommys joint has been the same since it opened and that is important. San francisco in general that we dont lose a grip of what
San Francisco
s came from. Tommys is a place that youll always recognize whenever you lock in the door. Youll see the same staff, the same bartender and have the same meal and that is great. Thats important. The service that
San Francisco
heritage offers to the legacy businesses is to help them with that application process, to make sure that they really recognize about them what it is that makes them so special here in
San Francisco
. So well help them with that application process if, in fact, the board of supervisors does recognize them as a legacy business, then that does entitle them to certain financial benefits from the city of
San Francisco
. But i say really, more importantly, it really brings them public recognition that this is a business in
San Francisco
that has history and that is unique to
San Francisco
. It started in june of 1953. And we make everything from scratch. Everything. We started a you we started a off with 12 flavors and mango fruits from the philippines and then started trying them one by one and the family had a whole new clientele. The business really boomed after that. I think that the flavors we make reflect the diversity of
San Francisco
. We were really surprised about the legacy project but we were thrilled to be a part of it. Businesses come and go in the city. Pretty tough for businesss to stay here because it is so expensive and theres so much competition. So for us who have been here all these years and still be popular and to be recognized by the city has been really a huge honor. We got a phone call from a woman who was 91 and she wanted to know if the mitchells still owned it and she was so happy that we were still involved, still the owners. She was our customer in 1953. And she still comes in. But she was just making sure that we were still around and it just makes us feel, you know, very proud that were carrying on our fathers legacy. And that we mean so much to so many people. It provides a perspective. And i think if you only looked at it in the here and now, youre missing the context. For me, legacy businesses, legacy bars and restaurants are really about setting the context for how we come to be where we are today. I just think its part of
San Francisco
. People like to see familiar stuff. At least i know i do. In the 1950s, you could see a picture of tommys joint and looks exactly the same. We havent change add thing. I remember one lady saying, you know, ive been eating this ice cream since before i was born. And i thought, wow we have, too. When i look at an old neon sign thats working or not working, i feel the
Family Business
that was in there. Since 2009, citywide, sf shines, has supported businesses and sites like the ones that receive new neon signs. You know, sf shines is doing an amazing job to bring back the lighting and the neon glow of
San Francisco
. Sf shines is such an amazing program, and i cant think of another program in another city that gives matching gunned funds to store owners, mom and pop owners, and if theyve got a neon sign, theyve really got a great way to advertise their business. This is a continuation of the sf shines program. Focusing other neon signs is relatively new to us. Of the seven neon signs, weve invested about 145,000. A good quality sign costs more, but it lasts infinitily longer. As opposed to lasting five years, a good neon sign will last 15 to 20 years. In
San Francisco
, the majority of neon signs are for momandpop businesses. In order to be able to restore these signs, i think it gives back to your community. Part of the project has to do with prioritizing certain signs in the neighborhood based on their aesthetics, based on their current signs, and base on the history. In the time that weve been here, weve seen a number of signs restored just on eddy street. There are a number of signs in the tenderloin and many more that are waiting or wanting to be restored. I have worked with randall and al, and weve mapped out every single one of them and rated them as to how much work they would need to get restored. That information is passed onto sf shines, and they are going to rank it. So if they have x budget for a year, they can say all right, were going to pick these five, and theyre putting together clusters, so they build on top of whats already there. A cluster of neon signs is sort of, i guess, like a cluster of grapes. When you see them on a corner or on a block, it lights up the neighborhood and creates an ambient glow. If you havy got two of three of them, youve created an atmosphere thats almost like a movie set. Some of the hotel, weve already invested in to get those neon signs for people to enjoy at night include the elk hotel, jefferson hotel, the verona, not to mention some weve done in chinatown, as well as the citys portal neighborhood. We got the fund to restore it. It took five months, and the biggest challenge was it was completely infested with pigeons. Once we got it clean, it came out beautiful. Neon signs are often equated with film noir, and the noir genre as seen through the hollywood lens basically depicted despair and concentration. You would go downtown and see the most recent

film filled with neon in the background. And youd see that on
Market Street
, and as

I have worked with randall and al, and weve mapped out every single one of them and rated them as to how much work they would need to get restored. That information is passed onto sf shines, and they are going to rank it. So if they have x budget for a year, they can say all right, were going to pick these five, and theyre putting together clusters, so they build on top of whats already there. A cluster of neon signs is sort of, i guess, like a cluster of grapes. When you see them on a corner or on a block, it lights up the neighborhood and creates an ambient glow. If you havy got two of three of them, youve created an atmosphere thats almost like a movie set. Some of the hotel, weve already invested in to get those neon signs for people to enjoy at night include the elk hotel, jefferson hotel, the verona, not to mention some weve done in chinatown, as well as the citys portal neighborhood. We got the fund to restore it. It took five months, and the biggest challenge was it was completely infested with pigeons. Once we got it clean, it came out beautiful. Neon signs are often equated with film noir, and the noir genre as seen through the hollywood lens basically depicted despair and concentration. You would go downtown and see the most recent

Market Street<\/a> got seedier and seedier and fewer people continued to go down, that was what happened to all the neon strips of light. Application is a little bit different than most that probably come before you. The goal with this license application is to add delivery to an existing fulfillment warehouse. It is not to open a
Grocery Store<\/a> or convenient store, or a similar model that you probably usually see with a type 21 license. The a. B. C. Has certain requirements that establish that a type 21 licensee may obtain a brick and mortar presence. Our goal is delivery. We work with the a. B. C. To establish a set of standard conditions that would meet our goals of providing
Delivery Services<\/a> while still meeting the minimum basic requirements for having a retail premises. I understand that the a. L. U. Usually starts off and reads the conditions into the record, so you probably dont have those with you, but i can give a brief summary on what those are. The retail premises at this storefront, again, this is an existing fulfillment warehouse. The retail premises is 150 to 200square foot small retail storefront. Walking into the storefront, you would not see any alcohol on display and instead you would be provided with a tablet, where you could order alcohol. Emotion most of the alcohol will be available for delivery. The hour of operations for the retail premises is limited to 50 of the hours that we exercise delivery privileges, so for this particular store, we work with the local
Community Members<\/a> and came up with early hours of operation. The retail storefront will be open from 8 00 a. M. To 4 00 p. M. Daily, while delivery will exist as it already exists at this facility. So the operations here, we would not be adding any additional employees. We do not expect any increase delivery drivers and instead we expect that people that are already ordering for delivery, for grocery delivery from prime now, that they will be able to add beer, wine, and distilled spirits to their orders. This is not prime nows first license location in california. We currently have six existing facilities, so again we work closely with the a. B. C. And local communities in order to establish these licenses. Were currently operating in sacramento, los angeles, sunnyvale, irvine, and san diego with another license to issue shortly in los angeles. There the time that weve been licensed, we have not had a customer walk into any of these storefronts. We have not had any accusations or license violations or condition violations regarding sales to minors or anything of that sort. Prime now has proven to be a good licensee with the alcohol and

We had this problem in the tenderloin where people were objecting to liquor distribution of alcohol in the neighborhood because this is contributing to the delinquency of alcohol abuse, and the stores stopped selling small bottles of alcohol because it was littering the community and exacerbating chin alcoholism. The owner of that store has the constitutional right to sell alcohol to people here. Just like the people here have the constitutional right to sell alcohol. Thank you for the opportunity to speak with you. I will be brief because i know you have a long meeting ahead of you. 1076 will provide relief to advance the goals of
Restorative Justice<\/a> for an estimated 8 million californians which records hamper them from finding jobs or get into college. 80 of landlords and 60 of colleges screen applicants criminal records. 1076 provides relief to several million of californians that have been arrested and never charged or convicted of a crime, but still face the obstacles as those convicted of a crime. What this law will do, it will require the
California Department<\/a> of justice to review their criminal justice databases on a weekly bases to recognize people eligible for dismissal or expungement of their records. It will go back to 1973 to find folks eligible for automatic relief. Some eligible for relief are those who completed their probation or county jail sentences and others are those with arrest records that did not result in a conviction. Under 1076, those records will be removed automatically. It does not apply to folks who have been convicted of violent felonies, sexual felonies, or serious felonies. The current law allows folks to petition the court to do this, but only 20 of people do petition the court. Its estimated that many do not do it as an option because they dont know its an option or they lack the resources. As a result, millions of californians find themselves in paper prison for life after they paid their debt to society. The
National Institute<\/a> of justice found that having a cm record reduces a persons chances of getting a job offer by 50 . 75 of
People Living<\/a> in paper prisoners say it prevents them from getting a job. Under the clearance system, each record system cost the state over 3,500 to process but with this automated system, the cost plummets to just . 04 per record. As a city, we said to the world, we must do better in instituting
Restorative Justice<\/a>. Folks who have paid their debts to society or who never owed a debt must be able to access jobs, housing and other opportunities without encountering roadblocks that would be removed if they had the means to do so. Justice Center<\/a> and the people that are ticketed because theyre economically disadvantaged and have a hard enough time to survive in the first place. Its tough enough to go through the
Justice System<\/a> and then convicted and serve your time and paying a debt to society, let alone when you go through the system, youre innocent and when you get out, you still have this in your background and its being held against you. So, its definitely good law and even when its passed, its still going to be difficult in order to get established because the harm thats done to an individual. Its a starting point and i think its an excellent type of law to use, just like the law that was used to get rid of unnecessary tickets and putting a burden on the criminal
Justice System<\/a> and issuing out bench warrants for a failure to appear for a jaywalking ticket. Some of them are exploding in peoples pockets and people are running down the street with their pants on fire because they have ecigarettes. Youre contaminating the public and its predominately being used by youths and adults that think they can kick the habit of smoking cigarette and more tobacco and nicotine that they were in hell by using regular cigarettes.
