To all of you who came today to celebrate barney and demonstrate just how influential he was in shaping our landscape,gy wanted to say thank you very much for being here and we dont want to lose the quorum, so we thank you all for kind of holding back some of the prepared remarks you made. Your presence is very important and just representing the department, we stand on the shoulders of those who came before us. So we are the beneficiaries of barnys work and convey our admiration to your family. This is an honor to have on the calendar today. Commissioner harrison . I would like to move to approve. Second . All in favour . Motion carries. [cheers and applause] i would like to say one thing. A great thank you to jim and mary jo kooney. When they came to me, they were the ones who motivated it, started it and with a tenacious way got through all of the curves in our system here. So they deserve a great thanks. Thanks to commissioner harrison to being the link between one generation of rec and park stewards and the next. So thank you, commissioner harrison. [cheers and applause] thank you, tom. We are now on item 12, project life cycle, open space Fund Contingency reserve. Youll give you the speed date version since we briefed exhaustively in committee. Its a request to allocate 1. 1 million of the open space reserve from the deferred maintenance reserve and from the undesignated reserve to fund our Preventative Maintenance Programme as part of project lifestyle. This was something that came out of our original Strategic Plan four years ago, interdisciplinary effort. With a lot of work over the four years, we came up of what our Asset Management profile ought to be. You see it on the fourwheel diagram on your screen and on your packages. Essentially, this is what Asset Management looks like. Were getting there. The fourwheel diagram, its preventative maintenance taking care of the services of your infrastructure and equipment. Repair is taking care of equipment and major maintenances which we have recently enconstituted through an initiative two or three years ago is major component replacement, court resurfacing, boiler replacement, roof replacement and this kind of thing that lengthens the life cycle of the facility and takes you into capital renewal where we renovate the entire facility. You can see at the top, it takes you back to the beginning and theres your closed loop right there. We were going to brief you on where we are on capital renewal because two years ago, you authorized a significant expanse for us to contract to do Facility Assessments on all of our facilities, which they did. They have built us a very robust database called via face facility using for Capital Planning with a lot of really good data in there on how we make, you know, really got prioritized decisions and what well renew and build the Park Department of tomorrow. So what were asking, we would like to take 1. 1 million out of the reserve and do a nec next fe so we can be undertaking in our preventative maintenance of all of our equipment so it doesnt wear out. This is a really important thing for us. Theres a term sheet on what they would be doing. Theres a schedule that would have it accomplished here withig the data probably midtime next year and theyre rolling this out through the Maintenance Division over time to get this up and running. There is an attachment b of your package shows that there is sufficient funds in both of these reserved subfunds to fund this and our recommendations approval. Any Public Comment on this item . Being none, Public Comment is close. Commissioner bania . Yes. Having entered as a commissioner in an era of prioritytizin priok orders in an atmosphere environment of budget cuts, and now coming to a place where we find ourselves with some resources to be able to develop a fullfledged plan, to be able to address our deferred maintenance projects is such an incredible experience for me because its actually during this whole time that ive been a commissioner, has always been a major concern to me that we were losing sight of really addressing all of our deferred maintenance projects and really not putting forth a plan to make sure that we could really keep pace and i am so grateful to be able to be voting on this plan and im in full support. The degree of voice vaulted view enforcement and families are being assaulted. In oakland assault on officer tolerance is zero. Lethal force. If you looked up paradise lost, homeless in la, seven minute youtube he verifies Law Enforcement is sick. 53 square blocks home less. Thousands of trucks come up here every month, playings travel. It is unchecked. People in positions of power know this and it remains unchecked. Therefore they are responsible for possibly being charged with assault to commit murder. I dont know how else to look at it. I am definitely in support of Law Enforcement. I warn you they have been stuck in the middle for a long time and it is a riddle. The power requires the 40 day strike and during this strike all of these young people that were told about the climate were never told about judy berry. She was a champion. The other thing is i come with all of my pictures. I just dont fight for my son. Other mothers and fathers lost their child to homicide, too. My quest for coming here is because the homicides arent solved and because my sons homicide is not solved. I bring my pictures because i want people to remember what i have to look at every day and see every day. This is not your child, it is my child, but i dont want people to forget my son. I dont want people to forget what i am going through every day. My son had a father. This was a twoparent family. We put him in catholic school, we paid for tuition for him to go to school. He was a really good boy. I always say this is what the perpetrators left me with. This is all i have left of my child. You guys, it is 14 years and i still cry. I still hurt. I still want justice for my child. My investigator did come out that day, and i am glad he did. We have a 250,000 reward with nobody coming forth. How do we change the law .
