As a Public Employee you talk about Government Accountability and Pedestrian Safety. 20162017 i was appointed by former supervisor david campos for the committee. From the committee we know that the website was outdated, people were not fully participating in the process, which means that we need people who really meant what they want to do to be in that committee. The civil grand jury members are volunteering 500 hours per year. Nonpaid. You, the board of supervisors in here are paid. Please, take some time to read the recommendation, work with Department Heads to do the work. Started from the effectiveness from the information, website, safety working with the police and the San Francisco m. T. A. We talk about recommendation, and we also know that there is no accountability. Whether people do it or not the civic grand jury members the former or current one will not be able to come in after you or the board of supervisors and Department Heads to implement what we recommend. So we are asking you since you are paid and elected and you wanted to do the best to prevent death and safety for people in San Francisco, i urge you to follow the recommendation and findings. Thank you. Next speaker, please. Hello. Thank you very much for having me, supervisors. I am the vice chair of the Pedestrian Safety Advisory Committee. I think that this body is wonderful. I am happy you wrote a report. I am happy you got it out. We just passed the 2018 report last week on the committee, and i hope that you will accept most of the recommendations, just that last one is not really a very good one. I cant speak to reports prior to 2018, but i can say that in 2018 it was a rebuilding year for the committee, adding and replacing memberships with passionate pedestrians embedded in their communities. This year we are trying to streamline the process of apappointments through connections with the board of supervisors. There have been 22 fatalities from collisions this year. Let that sink in. 14 were pedestrians according to the last traffic report. This is higher than any number in recent memory. I want to point out we are volunteer. It is completely volunteer. We have one person who is from the m. T. A. I hope that this information if you want to speak to Committee Members contact myself or the manager and you have my contact information. Thank you. As stated a number of times, Pedestrian Safety and stronger regulation of sort of new Mobility Options that are emerging here in our city are issues that are of high priority to the board, the m. T. A. , the mayor and our entire city government. This is such an important issue and also a very timely that the report came out highlighting this issue, given the surge in tragic fatalities on our streets this year, and that we are all grappling with and the fact that we are m. T. A. Is preparing to greatly expand the Pilot Program for escooters and it is going to expand to other neighborhoods that it hadnt been present in, including the sun set district. I am in full agreement with your findings and recommendations and the urgency for us to address these issues. Supervisor brown. Commissioner brown thank you. I want to thank you on this because it is something we need to focus on. District 5 alone i have had five pedestrian deaths. I dont remember it ever that high. With all of the cars on the road that we have, the ride shares, you know, it just seems that people are agitated when they drive, and we have seen a lot of that when people make left hand turns. They are trying to get through fourlane highways, they are trying to get through the two lanes of traffic coming at them, and a lot of times they are not focusing on the pedestrians walking on the other side of the street. We need to address a lot of these things. One thing i want to clarify, though, president yee had introduced an ordinance to extend the Pedestrian Safety committee for a year and a lot of us signed to that. Sf walk is committed t to workig with us over the course of the next year to determine the best path forward because i feel it is so important to have that kind of input moving forward, especially with vision zero, what we are doing. We need community input. When we go out to these communities and i see this in my district and we look at taking Parking Spaces away for daylighting. A lot of times we have push back. We need to educate the community why we are doing this. When you talk about taking a parking space away at an intersection and explain because actually spending 200,000 for a bulb out is so important, i think they start to understand. I feel like with that Community Engagement and having the public Pedestrian Safety committee there to help us with that kind of language and outreach and engagement and how we should be doing it is really important. I want to thank everyone for participating. This is alive and death situation. Chair mar thank you, supervisor brown. In terms of action on this, we have a resolution with the board responses. There was just one finding and one recommendation in the civil grand jury report that the board is required to respond to. I shared draft language for the resolution for the response with supervisor brown, i want to read it for the record. First regarding finding number 7, that the board of supervisors reports to the pr presiding jude that they disagree with finding 7. Annual reports were prepared by the Pedestrian Safety and Advisory Committee for 2012, 13, 2014 and 2018 as the vice chair reported. Regarding recommendation number two, the language is in the draft. That the board of supervisors reports recommendation r2 will not be implemented because the recommendation is unreasonable in light of the Pedestrian Safety Committee Progress over the last year in addressing quorum issues, state of emergency for Pedestrian Safety Advisory Committee and they are the seoul advice the sole Advisory Committee on in. They will extend for an additional year during which time the committee is advised to review and remember changes to improve the efficiency going forward. I would like to move that we adopt the amendment. We recommend the resolution to the full board and file this hearing. Can we tap that without objection . Thank you. As a reminder, the project for this building has been pending since 2013 and with this commissions input, landmarking was allowed late last year. Allowing us to work. Were happy to report that ceqa should be done later this week, allowing us to move into the entitlement hearings. It is also adding a new outdoor plaza and it will involve comprehensive, interior and exterior improvements that will benefit all tenants of the building and also insure its long term preservation future. Im here because we have a concern we wont be able to make a hearing here until december, particularly if this Commission Moves to one hearing a month schedule. Our next step in the entitlement process is to come to this commission for certificate of appropriateness. And we respectfully ask that you consider keeping two hearings a month, at least in october and november, so we may have an opportunity to make our case. Thank you very much. I wanted to inform you that tomorrow at Planning Commission under commission mathers, there is going to be a discussion of potential desired qualities for the next planning director. That of course is an agenda item. There will be opportunity for public discussion. And youre all welcome to participate as well. Thats it. How is the new director going to be selected . Is there a Selection Committee . Who is on the committee . The Planning Commission is responsible presenting three names to the mayor. And the mayor makes the final selection, so the Planning Commission through the department well be conducting a nationwide search. Okay. Thank you. Item 5, commission comments and questions. Commissioner pearlman me. I have, as in my practice as an architect, ive been approached by someone who has a property that has a legacy business in it. Its a one Story Building and they want to take advantage of the home sf program to build 2030 units of housing, which would require that building to be demolished. Its something for future discussion. Im in the early stages of this. I guess the question is, if the owner is willing to retain that business back in the new building after its completed i mean, what would the stand be for the Historic Commission relative to the processing of that project which would cause the demolition of an approved legacy business . And then, you know, depending on its future, you know, how would we look at that . This is a staff question. I posed this to caltagirone and she said we havent had that circumstance yet, so it is something that would have be to discussed. I wanted to bring that up as something to think about. And maybe we could have a short discussion of this on a later agenda. President hyland okay. Jonas nothing further . I didnt hear confirmation from yourself or the suspevice presi but i believe everyone is available. I anticipate being here because the time is what im more it would start probably before 12 30, around 10 30, 11 00. My preference is a little later. 11 would be fine. Do we anticipate it being more than an hour . No. So if we could do 11. On october 17, just want to make sure so in response to the Public Comment on us trying to be more efficient in our agen s agendas, were not necessarily going to one meeting a month, but if we only have agenda items for one meeting a month, thats what weve been trying to do to take advantage of our time here for a fuller agenda. But at the moment, october 16, we have nothing on the calendar. Jonas currently there is nothing on october 16. There is an a. R. C. Meeting for november 6 and full calendar on the 2nd and 6th. But, yes, we dont cancel one of the meetings in a month. If something needs to be heard, well youll hear it. Well address that on the second if we need to put something on the agenda for the 16th . If we get into a situation where we only have one meeting a month and somebody has something that for some reason had to be heard, is there some provision for us to call a special meeting . We could. I would suggest we dont cancel the meeting formally, and we send out cancellation agenda. We would probably do that a week in advance, though the rules say we need to provide 72 hours notice minimum, but that way, it provides for that opportunity to have items to be heard, if they need to be. Shannon ferguson, department staff. The item before you is request for certificate of appropriateness for the property. Also known as the george gibbs residence. The building is on the north side of jackson street between scott street and pierce street in the Pacific Heights neighborhood. The house was designed by willis polk and constructed in 1895. The proposed project is a facade restoration, window replacement and the replacement of the portion of the front retaining wall. The scope of work for the facade restoration includes limited inkind replacement of sandstone, cladding and the portico elements. Where the stone units are deteriorated beyond repair. Limited inkind of deteriorated portions of the sandstone, facade cladding and portable elements. Pinning of delaminated sandstone. Repair of the smaller areas of cladding that needs patching. Repairing the cracks on the stone facade cladding and portico and underpinning for larger cracks. Replacement of a portion of the front retaining wall with new stone cladding, with a cap to match the existing retaining wall. And finally, selected inkind replacement of 19 existing wood windows with new wood windows. The project sponsor has completed studies, including a report that details the are
