And then the actual final report which often times may be pending further toxicology testing, or may additional investigation. That has taken a longer period of time. The name standard is to issued the final determination and report, 90 within 90 days. Our goal continues to reach that. We have particularly difficult time doing that in 2018, after the department move to the new location. All of our Forensic Laboratory equipment was being recertified. We fell very behind in that part of it. During the last two quarters of the last fiscal year we are now regularly the average of completing a toxicology testing is down to 71 days. That has enabled us to be much closer to issuing that report within the 90 day window. We havent finalized all of that to give you a concrete exact where we are as a last quarter. That is part of what were doing now. All of which is to say, we are much closer during the past 12 months to being at the 90 . I would anticipate when we look at the data we would be somewhere in the 80 hike 90 range within the 90 day period. Well weve got you up, there was an issue for a while that i heard about, this is the annual reports were not available on the internet, and now they are . Can you speak to that a little bit . Yes. The department did have prior annual reports Available Online, but we did not have annual reports for the prior twoyear timeframe. That was rectified i believe in may, or june, of this year. Currently the department has annual reports up through 1718 Available Online with various statistics of department review. Somebody mentioned that some of them were longer when they were first posted and they became more truncated later, can you speak to that . The department did previously with the review back in 1112, the way the department previously did their annual reports where they were much more extensive, but they also took approximately 1824 months to complete. If you look back in history at the departments annual report, technically included data for 1112. It was much longer. So we are looking out for version we are doing now is to find more of a sweet spot in between that has a series of grass and basic data and information and additional narrative and something that is complete within six months of the fiscal year. But doesnt take a major thesis to do. What is the diffidence between what is the difference between a corner and a medical examiner . I am probably not the best one to answer that question. A coroner is under a sheriff, and other jurisdictions in the country. It could be anybody who runs for office and has absolutely no training. The medical Examiner System is set up to bring a level of professionalism to Death Investigations and how Death Investigation should be properly handled. I wanted to talk up a little bit about the timing of these reports, because, i know i have talked to mayor mccallie, administrator. This is really tough for families when they are waiting for this report. I went through an experience with the jessica alba family. They were waiting for the death certificate to be um released because they felt it was a homicide and not suicide. Um and, you know, the entire native American Community came out and said this was a coverup. I just filled that, and we have talked about this that the communications has to be a lot better with families um because as we know families are in um there worst times of their lives when they are dealing with this, the death of a loved one. We need to be able to communicate with them what is happening, what the process is, why it is taking as long as it does. Um because, what i have found, the board of supervisors to get that information. We are the in between um. So, i really appreciate that youre looking at this, and even having really skilled, qualified people to help with the families. I think that is so important because um, you know, it is a real issue when we are dealing with those families that are waiting for them. Supervisor, i could not agree you more. Being able to communicate with families at the time of a tragic loss is very key. This is information we are using to help with our recruitment efforts and some of the vacant positions we have. With the jessica alba situation, you know, after talking to you i went back and looked at the timing, and the report came out 52 days after the ten day determination out and then the final report came 52 days later. Had there been better trust and Better Communications the family would not feel this way right now. Especially with a community that does not have trust of this government. Exactly. When you say pending, does that mean there is a draft report that is available for people to review and then later on a final that may or may not be the same . Yes. What doctor hunter did, instead of waiting for everyone, and i think this was right for determination to happen once you have the final report which could be 52 days, 90 days, that is a long time not to know. He waited call quickly and just say pending, pending toxicology reports. Those were available . The toxicology reports were not done yet when we did the pending. Right, but the pending determination was available to the families . Yes. That is why if we build trust a Better Communications we would be in a much better situation. Thank you so much. The teams really, really went above and beyond and is continuing to do that today. This past year, the San Francisco Public Utilities commission Water Quality division started receiving many more requests to test for lead in the Public School system here in San Francisco as a result of legislation that had passed from the state requiring all of the Public Schools to do lead testing. And so as a result, the Public Utilities commission and the Water Quality team in particular was asked to meet with the San Francisco Unified School District to begin to prioritize which schools to test to meet that state mandate. The team that tests, were a full Service Environmental laboratory, and we take care of both the needs of the Water Quality division and the waste water enter price. And on the Water Quality enterprise, we have to also have Drinking Water that meets all federal and state quality regulations. And lead in schools, were playing a problem in remediating this problem of lead in schools. Our role here in communications is being able to take the data that we have that we know is protective of Public Health and safety and transmit it, give it to the public in a way they understand we are really doing our jobs well and making sure that they are safe always. The public learned very quickly all the accurate facts and all the critical information that they needed to know, and its up to these individuals and their agencies and their commitment to the city. I enjoy the work because i can help people, and i can help the utilities to provide a better Water Quality, make sure that people feel that drinking hetch hetchy water is actually a pride. Hats off to the Water Quality team because between them working on late nights, working on the weekends when the schools are closed, and working as a partner in the School District for the times they found a higher lead sample, they worked through to address that, so the team went above and beyond and is continuing to do that today. Today we are going to talk about fire safety. We are here at the urban center on Mission Street in San Francisco. Its a wonderful display. A little house in the urban Center Exhibition center that shows what its like in a home in San Francisco after an earthquake. One of the major issues that we are going to face after earthquakes are fire hazard. We are happy to have the fire marshall join us today. Thank you. My pleasure. We talk about the San Francisco earthquake that was a fire that mostly devastated the city. How do we avoid that kind of problem. How can we reduce fire hazard . The construction was a lot different. We dont expect what we had then. We want to make sure with the gas heaters that the gas is shut off. If you shut it off you are going to have no hot water or heat. Be careful not to shut it off unless you smell gas. Absolutely because once you do shut it off you should have the Utility Company come in and turn it back on. Here is a mock up of a gas hear the on a house. Where would we find the gas meter . It should be in your garage. Everyone should be familiar with where the gas meter is. One of the tools is a wrench, a crescent wrench. Yes. The crescent wrench is good and this is a perfect example of how to have it so you can loosen it up and use it when you need it. Okay. Lets go inside to talk about fire safety. Many of the issues here relate to fire, for example, we have a little Smoke Detector and i see you brought one here, a Carbon Monoxide Smoke Detector. This is a combination of smoke and Carbon Monoxide detector. They are required in single homes now and in apartment buildings. If Gas Appliance is not burning properly this will alert you before the fumes buildup and will affect you negatively. This is a Battery Powered . This is a Battery Powered and it has a 10 year battery life. A lot of times you may have one or the other. If you put in just a Carbon Monoxide detector, its important to have one of these too. Every house should have a fire extinguisher, yes. One thing people expect to do when the power goes out after an earthquake about using candles. What would you recommend . If you have a battery operated candle would be better to use. This kind of a candle, you wouldnt want it in an area where it can cause a fire or aftershock that it doesnt rollover. You definitely want to have this in a noncombustible surface. Now, here we have our stove. After a significant earthquake we expect that we may have gas disrupted and so without gas in your home, how are you going to cook . Well, i wouldnt recommend cooking inside of the house. You have to go outside and use a portable stove or something else. So it wouldnt be safe to use your fireplace to cook . Not at first. You should check it by a professional first. Outside should be a safe place to cook as long as you stay away from buildings and doors and windows. Yes. That will be fine. Here we have some alternative cooking areas. You can barbecue and if you have a regular propane bark could barbecue. Thank you for joining us. This safety fair, we trying to educate the public regarding how to prepare themselves during and after the earthquake and then to protect themselves for next 72 hours. Hi. My names ed sweeney. Im the director of services at department of building inspection, and we put together a great fair for the city of San Francisco to come down and meet all the experts. Weve got engineers, architects. We have builders, we have government agencies. Well, we have four specific workshops. We have the accessible business entrance. My name is leah, and i am the assistant manager with the department of small business. I am leading the new accessibility ordinance that helps existing owners better comply with existing access laws. So all buildings that have places of public accommodation in San Francisco, they must comply with this ordinance. The a. D. E. Was setup by the board of supervisors, and the ordinance was passed about a year ago. One of the biggest updates that we have is that the deadlines were extended, so all of the deadlines were extended by six months. And its really to help the public, the Business Community to be specific, to cut down on the amount of drive by lawsuits. So on this workshop, were going to be covering what the compliance looks like, what business examiand property owne need to know how to comply with the ordinance. Well also talk about the departments that are involved, including the office of small business, department of building inspection, planning department, as well as the Mayors Office on disability. Hi. Im marselle, and i manage a team at the building department. Today, well cover the meaning of a. D. U. S, more commonly known as accessory dwelling units. Well talk about the code and permitting processes, and well also talk about legalizing existing dwelling units that are currently unwarranted. This is the department of Building Inspections residential remodelling workshop. My name is senior electrical inspector cheryl rose, and at this workshop, were going to be answering questions such as do i need an electrical permit when im upgrading my dwelling, when do i need to have planning involved in a residential remodel, and whats involved with the coerce process . Were going to also be reviewing inspection process, and the permitting process for residential remodel in San Francisco. Theres always questions that need answers. Its a mystery to the general public what goes on in construction, and the more we can clarify the process, the more involved the consumer can be and feel comfortable with the contractors theyre working with and the product theyre getting in the results. Last four has to be compliance, which means that the level four people that have to register with us and give us a basic indication of how theyre going to deal with their seismic issues on their building. And so thats really importantiimportant. In San Francisco, its no secret. We live in earthquake country. Theres a big chance we will be involved in a major earthquake in the next 30 years, but we dont have to be afraid. These are going to be your First Responders outside of the police officers, paramedics, First Responders, these are going to be the people that come to your aid first. By getting to know your neighbors, youre going to know who needs help and who can help in case of an emergency. One of the great ways to do that is for signing7for nert, San Francisco neighborhood Emergency Response team. It teaches you how to take care of yourself, your loved ones, and your neighborhood in the case of an emergency. Information is just as important as water and food in an emergency. San francisco has an emergency text message alert system, called text sf. If theres some kind of an emergency happening in San Francisco or your neighborhood, it could be a police action, a big fire, a tsunami or an earthquake. All you have to do is text your citizenship code to 888777, and your mobile phone is automatically registered for alert sf. My name is fernando juarez, and im a fire captain with the San Francisco fire department. We have a hire extinguisher training system. You want to pull the pin, stand at least 8 feet away, aim it at the base. If youre too close, the conical laser that comes out, its too small, and the fire wont go out on the screen. If you step back, the conical shape on the screen is bigger, and it will take the fire go out faster. So it can tell when youre too close.
