So were ready to go. Were ready to build, and we really appreciate all of the hard work that the

of housing and their team, and the mayors budget office, might staff, and everyone has been able to do to get us to this the point. I think the b. L. A. This item here is to amendment the original acquisition predevelopment loan for this project, you know where it is located, 4840 mission in direct 11. They previously provided bridge a 6 million loan, of which 3 million was applied to the 12million in june of 2017. Bridge received an additional loan from the
San Francisco
Housing Accelerator Fund
for 9 million. At this time, theyre requesting the boards approval to amendment the 6 million loan to provide an additional 12. 5 million to pay off the housing accelerator acquisition loan and loan interests, for a total city loan of 18. 5 million. This request was heard and approved at the citywide
Affordable Housing
Loan Committee
on september 6th. If approved, bridge, or its affiliate, will enter into a 57year low interest loan, and repayment will be due annually to the extent there is available cash flow after the new development is complete. Later next year, mocd will return to the board to ensure longterm affordability as well as get approval for a bond and a longterm permanent loan. As the project was described, it is 137

units. There is parking, there is a potential for an amazing commercial space. We have a community clinic, and 10,000 square feet. We also have a pedestrian walkway that is connecting alamani to mission. And bridge purchased the site, and thats 1. 47acres from the previous owner. So if this action is approved, it will help us save interest costs and total

The project consists of a renovation of a complex, of the 104 units, 84 earn no more tha 50 than 50 . And five are affordable to households earning above 80 a. M. I. It includes significant work, including replacement of roofs, siding, and structural and dry rot repair, and replacement of electrical heating and plumbing systems. No residents will be displaced, but temporary relocation may be required in order to facilitate this significant scope. As for timeline, we plan to return to the board for bond issuance approvals in february of next year, and i behalf of the project sponsors, and third baptist gardens, thank you for your consideration here today. , wholeperson care is a multiagent see effort that is targeting adults who are experiencing homelessness, especially those who are longterm homeless. The department of

agency have all been working closely together to innovate care and technology. We focus on improving outcomes for homeless adults through care coordination around physical health, mental health, substance abuse, and social services, as well as information, sharing solutions to share comprehensive data that provides context for all of our shared clients. In the past few months, weve been working collaboratively to focus efforts on a shared priority population, to identify criteria for shared priority clients who have serious

issues and are homeless. Weve been working to take a whatever it takes kind of approach to streamline housing and health care for this most vulnerable population. Were really excited about the governors onetime housing funds. Wholeperson care did not receive funding for housing itself, and there is growing evidence to indicate that housing is health. And we have a history now of working together with across agencies. And im going to let dara go ahead and talk to you more about the onetime housing funds. Good morning, supervisors, thank you. from january 1, 2020, through june 30th, 2025,

can receive an amount not to exceed 1. 8 million. While the wholecare department has been a collaboration, doing a lot of work around services, it did not previously have funds for housing. This provides funds for housing in
San Francisco
. The funding will support the cost of longterm and shortterm housing, such as rental subsidies. It could also support
Capital Investments
given the priorities that
San Francisco
has set for housing. The plan would be to use it for housing subsidies and not for
Capital Investments
. It could also be used for hotel vouchers. Again, that was not in line with the priorities that
San Francisco
has set for housing. And so were looking at using it for shortterm or longterm housing opportunities. The population to be served in individuals that have medical, who are quote mentally ill and are experiencing homelessness. The funding may be used to support local investments. A lot of medical programs require a 50 local match. This does not require a local match, so it really is a new 8. 1 million that would be coming to
San Francisco
. We would not use it to subplant any local funding. Using the
Fair Market Rent
standards at an estimated 2,000 a month per individual, it could be used for housing funding, for an estimated 55 to 65 individuals a month through the end of the grant period. We assume that many people will be housing for more than a month, so this would not necessarily be a new population coming into housing every month. The housing funds would be used for units that do not have a current subsidy available. We would not subplant any local funding. As per the standards and agency policies, all housing would follow
Housing First
principles. The bulk of the funding would be used for housing subsidies, 80 , about 6. 9 million. There would be a permanent staff position to oversee this for four out of the five years. And then there is the standard 5 of the adman costs. This proposal and presentation has been presented to the local

board, which provided support to a company or application. It provides a really exciting opportunity to increase housing for individuals experiencing homelessness in

program to evaluate the effectiveness of least toxic pest control, specifically in the rental assistance demonstration, or r. A. D. , program, phases one and two. Weve been working to include nontoxic elements to prevent pest infestations before they begin. This grant will study the effectiveness of our pest prevention by design features and elements. The first two phases of the r. A. D. Projects have been complete for approximately over a year now, and now is the opportunity to evaluate its outcomes in terms of pest prevention. The department has been participating in the r. A. D. Programme since 2015, in close coordination with the
Mayors Office
of housing and community develop. Our program has a direct impact on the health and quality of life for r. A. D. Residents, by reducing pest infestations, pesticide use, and

Service Needs<\/a> that can benefit from
Innovative Solutions<\/a> and private companies, nonprofit organizations, and individuals offer to donate
Consulting Services<\/a> to help departments address these needs. Pro bono private
Sector Support<\/a> can increase the citys capacity to identify and analyze challenges, provide agile and
Innovative Solutions<\/a>, as well as peak interest in the collaborations. In our previous cohort, we had nine projects that were matched with pro bono partners. For example, one of the projects was the office of transgender initiatives, which received pro bow bone no services from consulting u. S. A. And they helped to create a manual of

Omi Community<\/a>. [cheers and applause] i want to start by thanking supervisor safaye, who is really, i think the best supervisor district 11 has ever had. Let me tell you, because of his work and advocacy, we are bringing more resources than ever to this community. We saved 21 units just on
Mission Street<\/a> where low income families were facing eviction. He took the leadership, we purchased that property and protected those units for generations to come. [cheers and applause] we know that you want your library and supervisor safaye and i are working to get it done for this community, making sure that even though sometimes i know over the years you felt forgotten, your supervisor and your mayor, were doing everything we can to continue to focus on bringing resources to this community. [cheers and applause] and you know, you only have to look at the data to know that a place to provide
Employment Opportunities<\/a> should have been here a long time ago. In fact, 94112 had sadly one of the largest populations of people who were looking for
Employment Opportunities<\/a> but couldnt find them. 1600 people in this zip code alone. Now while we enjoy this tremendous economic boom in
San Francisco<\/a>, too many residents in this community are left behind. We see a significant increase in the number of people who are unemployed and looking for opportunities and that number is even higher for our africanamerican community. And so we as a city have to look at those numbers and make the right kinds of investments in the communities where we know it could make a difference. And so, it is only fitting that today, we celebrate the seventh workforce or whatever this place is called, access point. They changed the name so many times. [ laughter ] they used to be job center and this and that, a place where you can come and find help to get employment. Thats what it is. [cheers and applause] so today is a celebration of something long overdue and i just, im so excited to be here and i know that innercity yout. Youre going to speak, right . [ laughter ] i know that i just want to really acknowledge and thank mike brown, who we all miss and remember for his work and his advocacy. And we know that his daughter, gwenn, carries that same passion for young people and were grateful for you for following in your fathers footsteps, to make sure opportunities are available to all of the folks in this community and she needs your support, your continued support to continue the work of innercity youth in the lakeview community. So today were opening this incredible place where you can come and get the help and the support that you need to either build a resume, to talk about job interviewing skills, to do mock interviews, to do whatever it takes and i want to thank
Young Community<\/a> developers and dj brrokter for partnering with innercity youth to make sure that this space is really a
Space Available<\/a> to the community to meet people where they are. Not let me just be clear, there are so many
Job Opportunities<\/a> in
San Francisco<\/a>. You can drive muni, you can be a police officer. Hell, you can run for mayor, but after im done. [ laughter ] there are so many opportunities and it is time that we look at the tech sector the healthcare sector and all of these other industries and we make sure theres a direct connection between all these companies that want do business in
San Francisco<\/a> and making sure that they hire the people of this city. [cheers and applause] in fact, your long awaited grocery store, what is it called . Hmart, hmart is coming to the
Omi Community<\/a> and here is the thing, theyll be hiring 150 new parttime and fulltime employees. [cheers and applause] and this center will be grounddaughter rogroundzero ft because we will make sure the people who live here have the first opportunity to work in their community, if thats the kind of job they want, we have to be deliberate in our investments and connecting the people of this community to these incredible opportunities. And i am excited to be here today. I also just want to point out that our workforce director, josh arsay, is here as well. Cheer cheer. [cheers and applause] so if you run into problems in finding employment, josh is always there and available. He will pick you up personally and take you to the job interview, take you shopping to buy the appropriate clothes to get ready for that job, whatever it takes. We will make sure that we change those statistics so that everyone in this city has an opportunity to get a good paying job so that they can take care of their families and create a
Better Future<\/a> for their lives. Someone who has been a real partner for me on the board of supervisors every step of the way, not just on citywide policies to address homelessness and housing and the things unnetted tthings weneed to do tn francisco, hes been a real strong advocate for this community, the community he represents. Leads and gentleman, your district 11 supervisor [cheers and applause] thank you, mayor. This day is a day of many years coming. I see a lot of history in this room. I see reverend amos brown, who has given his life and dedicated his life to this community. I see dr. Honeycut, marion harris. This community has been too over overlooked and forgotten. So when i came into office, it was president breed at the time and melia cohen were having hearings and they were extremely frustrated with
Work Development<\/a> at the time. They said where the unemployment is, where the violence is, thats where the jobs and resources should go. And that was just a reflection of what was happening in the community. So as mayor breed said, we looked at the numbers. We reached out to the then director of ycd and we talked by gwenn brown and said what can we do and what is the most important thing . Guess what . This is ground zero for a month before i came into office, there was a murder and the first week i was in office, there was a murder and it was a continuous state of violence. And then you looked at the unemployment in the black community that has historically been here and it was extremely high to the rest of the community. I went to then mayor lee and said we need your support. We want to put money towards a
Great Organization<\/a> and a great young lady standing and carrying on the tradition of her father and that young lady is gwenn brown. [cheers and applause] and we have a phenomenal organization named innercity youth and innercity youth should be the beacon and the leader for job creation and
Job Development<\/a> in this community. They can bring people together and so gwenn, at first was like, are you sure . I said, im sure. I said, well lock armed and do this together. We had the support of shamon and then to dj at ycd and we are here today now because then president breed and now mayor breed invested in i this community. She has been in office for a little over a year and we have gotten more year and more attention ant more investments than any other mayor in the last 25 years. [cheers and applause] so im just the beneficiary of great partners. Im the beneficiary of great leadership from the
Mayors Office<\/a> and communitybased organizations and those, like, mike brown and now gwenn brown that are taking over the torch for this community. I know gwenn, that your father is smiling down from heaven right now because he truly gave his life for this community. And what is the words they say . If you can give someone a job, you can give them dignity and respect for their entire family and thats what this is about. So i just want to end with saying, thank you again to the

I want to thank everyone whos here, all of the cbo partners, oewd, joshua, arsay. He was literally here at 9 00 sweeping with his team, fatinya homes, ground movement, shamon, asha. Hes not lying about what he said. Are you sure you want icy do it . He was, like, yes. So i thank you for leaving this in my hands and this is my way of thanking my father and grandmother for the work that theyve done excuse me. I think it speaks to today. I want to thank mayor breed for her jovialness in participating today. But none of this happened by chance. It was a vision. It was a conversation that then executive director of the
Young Community<\/a> developer sat down and we had a conversation with gwenn brown and talked about the needs in our communities. It wasnt just one community. It was communities. And as we sat down and talked about those communities, we said, how can we collaborate and
Work Together<\/a> . How can we provide collective impact . Were stronger when we
Work Together<\/a>. Im happy to say this hub is just that. So i have an opportunity to tell a quick story and i dont even know if gwenn remembers. I remember the first time we came into the omi and we had to follow gwenn and we got an opportunity to talk to young men on plymouth and broad. We stood there for about three minutes and gwenn left me. So it was just me and folks from me and the
Omi Community<\/a> having a conversation. We talked for 45 minutes. They said for so long people have come into this community and do things and you need to be about it. And today, were about it. Cheer cheer. [cheers and applause] so i think as two organizations were collaborate together just to provide some of the
Work Readiness<\/a> training were doing in district 10 and really just want to allow gwenn and her team the resources that they need to ensure that we dont just come into the community and provide economic sustainability. Were about economic mobility. And thats one of the things well focus here at the hub. So i want to thank everybody who was involved. Of course, our phenomenal mayor, mayor breed, supervisor safaye, supervisor walton, who has quietly been behind the scenes but hes never quiet. Pretty sure you know that. Our director joaquin torez and gwenn, all of my team at
Young Community<\/a> developers. When you look in this room, there are so many based communitybased organizations and helping to negotiate and get this space. It took seven to eight months to get into this space. I want to thank toni brock. All of the things youve seen, thats through toni brock ang ad the work she does in ensuring our

Women Entrepreneurs<\/a> in particular in
San Francisco<\/a>. It was very important for the mayor, as well as the
Safety Support<\/a> the dreams that people want to realize, and provide them with an opportunity to receive funding to support improvements for their business so they could grow and thrive in their neighborhoods and in their industry. Three, two, one because i am one of the consultants for two nonprofits here for entrepreneurship, i knew about the grand through the renaissance entrepreneur center, and through the
Small Business<\/a> development center. I thought they were going to be perfect candidate because of their strong values in the community. They really give back to the neighborhood. They are from this neighborhood, and they care about the kids in the community here. When molly molly first told us about the grant because she works with
Small Business<\/a>es. She has been a tremendous help for us here. She brought us to the attention of the grand just because a lot of things here were outdated, and need to be uptodate and redone totally. Hands in front. Recite the creed. My oldest is jt, he is seven, and my youngest is ryan, he is almost six. It instills discipline and the boys, but they show a lot of care. We think it is great. The moves are fantastic. The women both are great teachers. What is the next one . My son goes to fd k. He has been attending for about two years now. They also have a summer program, and last summer was our first year participating in it. They took the kids everywhere around
San Francisco<\/a>. This year, owner talking about placing them in summer camps, all he wanted to do was spend the entire summer with them. He has strong women in his life, so he really appreciates it. I think that carries through and i appreciate the fact that there are more strong women in the world like that. I met dandrea 25 years ago, and we met through our interest in karate. Our professor started on cortland years ago, so we grew up here at this location, we out he outgrew the space and he moved ten years later. He decided to reopen this location after he moved. Initially, i came back to say, hey, because it might have been 15 years since i even put on a uniform. My
Business Partner<\/a> was here basically by herself, and the person she was supposed to run the studio with said great, you are here, i started new
Nursing School<\/a> so you can take over. And she said wait, that is not what i am here for i was by myself before for a month before she came through. She was technically here as a secretary, but we insisted, just put on the uniform, and help her teach. I was struggling a little bit. And she has been here. One thing led to another and now we are coowners. You think a lot more about safety after having children and i wanted to not live in fear so much, and so i just took advantage of the opportunity, and i found it very powerful to hit something, to get some relief, but also having the knowledge one you might be in a situation of how to take care of yourself. The selfdefence class is a new thing that we are doing. We started with a group of women last year as a trial run to see how it felt. Theres a difference between selfdefence and doing a karate class. We didnt want them to do an actual karate class. We wanted to learn the fundamentals of how to defend yourself versus, you know, going through all the forms and techniques that we teaching a karate class and how to break that down. Then i was approached by my old high school. One once a semester, the kids get to pick an extra curricular activity to take outside of the school walls. My old biology teacher is now the principle. She approached us into doing a selfdefence class. The girls have been really proactive and really sweet. They step out of of the comfort zone, but they have been willing to step out and that hasnt been any pushback. It is really great. It is respect. You have to learn it. When we first came in, they knew us as those girls. They didnt know who we were. Finally, we came enough for them to realize, okay, they are in the business now. It took a while for us to gain that respect from our peers, our male peers. Since receiving the grant, it has ignited us even more, and put a fire underneath our butts even more. We were doing our summer camp and we are in a movie theatre, and we just finished watching a film and she stepped out to receive a phone call. She came in and she screamed, hey, we got the grant. And i said what . Martial arts is a passion for us. It is passion driven. There are days where we are dead tired and the kids come and they have the biggest smiles on their faces and it is contagious. We have been operating this program for a little over a year all
Women Entrepreneurs<\/a>. It is an extraordinary benefit for us. We have had the
Mayors Office<\/a> investing in our program so we can continue doing this work. It has been so impactful across a diversity of communities throughout the city. We hope that we are making some type of impact in these kids lives outside of just learning karate. Having selfconfidence, having discipline, learning to know when its okay to stand up for yourself versus you just being a bully in school. These are the values we want the kids to take away from this. Not just, i learned how to kick and i learned how to punch. We want the kids to have more values when they walk outside of these doors. [ ] sustainability mission, even though the bikes are very
Minimal Energy<\/a> use. It
Still Matters<\/a> where the energy comes from and also part of the mission in sustainability is how we run everything, run our business. So having the lights come on with clean energy is important to us as well. We heard about cleanpowersf and learned they had commercial rates and signed up for that. It was super easy to sign up. Our bookkeeper signed up online, it was like 15 minutes. Nothing has changed, except now we have cleaner energy. Its an easy way to align your environmental proclivities and goals around
