Advance calendar shows you only have a four Member Commission on november 21st. So that is a four Member Commission. I am handing in a list of the people who participated as commissioners and items regarding academy of art. Academy of art hearings have been going on for a long time at the Planning Commission, since 2006. So the first time that any of the current supervisors shows up is, pardon me, commissioner moore in 2010, in enforcement actions. The next time a commissioner shows up on there is commissioner richards in 2015. The rest of you dribbled on, pardon me, in 2018. So the amount of papers that you have to review is about 5,000. Im not kidding you. The e. I. R. Things are like 2,000 pages itself. The only notice that was given in the newspaper was given on october 16th. Heres a notice from the paper. It doesnt reference Development Agreement or how to find anything, but i got an email friday afternoon pardon me, friday the same week at 6 53 p. M. , which is the weekend, saying oh, there is a website. No one knows about this website except to me and people who read the agenda for the continuance because all of a sudden all of a sudden it is in there. Here is what is in the notes. So i am asking you, please continue this one meeting, which is the 12 of december. And ad in the paper next wednesday giving the website address. It is contentious of the public to put it mildly to not have access to a secret website. I dont know if the Planning Commissioners have been told about this. The sight is sfplanning. Org academy. It will have all the documents you need when considering this case. It was really unfortunate. It is unfortunate the people who have and the Planning Commissioners who have really dug in on academy to have an opportunity to talk. We dont have the Development Agreement except i have it because i downloaded all of it, but it shouldnt be me only giving my comments. And here is the schedule of who has appeared. Our coalition is interested in commenting extensively on this project. The proposal is to move most of the institutional impacts on the van ness avenue and the surrounding corridors, which we are, in general, feel very positive about because we feel it is a large institutional transit corridor they can take, but theres a lot of details around each building and each cites that we would want to comment on. I have been working in construction and Building Development for the better part of 35 years. This first time yesterday that i heard about this project. I have not received any notification of it. I find it very interesting. The lady before me this is about the continuance yes. That is correct. I am asking i will reemphasize the continuance on that, and also just to let you know, there are many neighbors, i assume, in addition to myself, who have not been notified. I find it very interesting after 35 years of doing this business i am a construction worker. I left the job site today to let you know. Having two properties in four different unit numbers on grove street and not receive anything except by a neighbor is very irregular. I have done projects myself. In fact, 1840 and 1842. We purchased that from the city of San Francisco as a condemned project. We went through every single notification we could could to provide good housing for people. I find it amazingly surprising, interesting that with two different properties, the probability of not receiving notice is staggering. Thats all. Thank you very much. We have not made a motion to continue that. It is not on the continuance calendar. Not item 21. But it was a requested continuance of item 21. I dont believe staff is in support the d. R. Was notified and agreed to this date two months ago. Right. I just wanted to clarify. I will be recusing myself from that item because the d. R. Requester i am his supervisor so if you wouldnt mind, i have asked my colleague to take that motion, if there is a motion, separately from the continuance calendar. We will move on the continuance calendar first, then if you want to provide Public Comment for the continuance of item 21, you can do that when i can when i am out of the room. Is that okay . So what is the story on the grove Street Project . Why does staff want it continued we have it listed as a continuance. I dont know the reason for the continuance, but i think there are members of the public that arent support that are supportive of continuing it as well. We would have the hearing on december 12th if we were to continue it. It would be almost impossible to hear because we dont have the material. Yes. Okay. Somebody needs to make a motion and that is it. Commissioner koppel . Motion to continue items one, two, three, five, and 14. So number one until the time when there is only four of us here on the 21st of november . I am okay with changing the date. I dont think a four Member Commission is a good idea on such a big item. Do you have an alternate date commissioner his, if i may say, item one, that is the date has been requested by staff and working with the citys attorney office. We do have milestones as part of our Development Agreement and part of the settlement, so the preferred date would be the date that is selected on the calendar there. If the commission needs additional time, then it can be continued, but we do respectfully requests the commission continue to the date we have identified so we can keep moving on this law ongoing project on this ongoing project. Im okay with that. Commissioner moore . I would like to ask that everyone speaks more clearly into the microphone. I could hardly hear you, mr. Sanchez. We all need to make an attempt to speak louder. I sometimes listen to the recordings and it is impossible to hear what we are saying. We need to share the responsibility. Dont you call us first . My name is joey and i am the project sponsor for item number 21 and we have been planning on this date for months. I have all my supporters lined up to come today and i run a Small Business. It would be a hardship for me to continue this any further. I have been working on this process for about 14 months and it is taxing on a Small Business owner. I would appreciate if we really just continue it and do the hearing today as scheduled when my family and my supporters will be coming. Thank you. Thank you. Does anyone else want to comment on the potential continuance of this item . I am a neighbor to this project. I moved on 20th in 1984 and now i am on 20th and bryant. The business that joey is running is exactly what we are talking about. You used to be a garage where i used to get my motorcycle fixed. Hes to let me use his tools back in the 80s, now it is an entertainment venue for rentals of up to 100 people coming and partying there. There is no signage on the outside indicating what is going on there. I think it requires more investigation of what is going on behind that door, and it wouldnt be fair for you to make a judgement today without knowing that information, and unfortunately i cannot present as much as i would like to because i just got this case this morning. So i apologize to joey that it is last minute, but it is an important situation in our neighborhood to know what is going on behind to those doors. It is certainly not production, distribution, or repair. It is partying. If you went on his website, you will see all sorts of entertainment of how you can rent the place for corporate parties. That is not what the p. D. R. Usage was approved for. I would actually like the Planning Department to investigate what exactly are the permits that he has pulled. It is a big item for our small neighborhood. Shotwell is a very small street. This is not the kind of usage that any of us had ever heard of , and they taking down the sign. I received sufficient number of emails to question that this project has been properly vetted by those who have concerns about it. I want to give them the voice in front of us, particularly because the continued displacement of p. D. R. It should be a concern to all of us. I would like to support it continuance and feel comfortable pushing it out. To what date . That is our secretarys call to make. We can continue it one week until november 14th. Second. Okay. Okay. Do you have comment . Good afternoon, commissioners on the 24th, item 19, it says i supported the conditional use, that is technically not correct. I supported a change in the design back to the original design and the addition of an a. D. U. Here are my comments as i submitted to the planner. In fact, sheet included in her staff report that i was supposed , too. It is an odd thing but it is not technically support technically correct. Item 19 on the 24th. So you were neutral . I want how did i put it . I think it is inefficient use of space. That is what i said. Were you in support or opposition to the project . Placing is on item nine, commission comments and questions. Commissioner richards . I received several calls, actually about half a dozen from citizens with their hair on fire because apparently the email that has been going around last monday they discussed Additional Party Development Areas in the source of a handout that he had. I believe he was supposed to be speaking on an a. D. U. , but i think it is a promising, interesting development. I think the department should have a hearing on this and tell us what pdas are so we can put the fire out on everybodys here about what will happen to their neighborhood because we are already just jumping to conclusions about dystopia. Commissioner koppel . I attended a seminar this morning where we were talking to the building owners and Managers Association downtown about bringing their buildings up to compliance with Climate Change goals and sustainability goals. As you know, transportation and buildings are the two largest causes of Greenhouse Gas emissions in the Climate Change situation we have and it is starting to take motion. The city is targeting to be a net Net Zero Energy by 2050. We have about 31 years to get there, but architects, engineers , designers, when you are designing these new buildings, they will not have gas in them. Everything will be electric. Please adjust everything accordingly because this is where things are going. Thank you very much. If theres nothing further, item 10, planning director recruitment and hiring process. This is on your agenda for your endorsement. Thank you. So im going to prevent present an update to us about what has transpired since our last open Public Session where we solicited the publics input to us about the vacation the qualifications, the vision, our dream for the next planning director who will come, but never replace, director ram who is leaving us early next year to retire. So in september you may remember we had an open hearing and we had hours of comment. Subsequently i received, and we all received comments from the public, you know, just being more thorough about the qualifications that we wanted to see. At the hearing i stated to the public and committed that we would incorporate the feedback into a job description, which i did. And then i started working with our department of human resources, and we do have a couple of representatives here from d. H. R. Who i have been interacting with and been supported by who have been amazing and wonderful. Thank you so much for all your support, d. H. R. So what we did is, working with d. H. R. , the description was posted. It was posted for 21 days and closed on october 18th. We had 19 applicants, of which 18 were qualified. Two not as qualified, but 18 qualified in total. I just want to pause and compare that to last time when we hired for your position, recruited for your position where we hired a search firm and we have six qualified applicants. So i think we are doing okay. There is a lot of excitement and interest in this position and i think it is due to the wonderful job that director ram has done in elevating this position and the importance that it now carries. Thank you so much. There was a request that was made by aaron hyland who is the president of the Historic Preservation commission to be part of the process. Now the charter gives this commission the charge of taking the process through and recommending the top three candidate
