Fantastic signature buildings. The community was concerned about traffic and congestion and impacts on quality of life. By marrying their values and a smart g. D. M. Strategy to whatever Development Proposal we get and putting it up very up front and transparent, we would eliminate a lot of the uncomfortable guesswork and get to serious players coming up and talking to us. Also, would it be something that say, it wouldnt intimidate the giants. It wouldnt intimidate the warriors or Fishermans Warf, something the public could go, i can get behind Something Like this. Or im just throwing it out a scenario, right, if she was something that say similar to Fishermans Warf would they feel theres a competition there or where its funny, sometimes were competitors too. Warriors example is great. What works so well with the project at mission bay was they lifted then tier community. Were now talking about the mission bay ferry landing. Its something that will help mission bay residents and even dog patch residents are excited about that. If you look at the r. F. P. Processing and the goals that were articulating, a great project would lift the whole community up and the giants and warriors who are part of this community would say yes, these are the kinds of things that would help us with our fan base, with making our location more exciting. Clerk item 14a is authorization to file with the California Building Standards Commission the ports amendments to the 2019 California Building standards code and the local findings of support such modifications. Repeal the current 2016 port of San Francisco building standards code which includes the 2016 port of San Francisco Building Code or building existing building mechanical electrical plumbing and grown building standards codes effective midnight december 31st, 2019 and three, adopt the 2019 port of San Francisco building standards code which includes the 2019 port of San Francisco building existing building mechanical electrical plumbing and grown building standards codes with an Effective Date of january 1st, 2020. This is resolution number 1949. Good evening president brandon, Vice President adams. Commissioners and executive director forbes. My name is Neil Freedman im the chief building inspector for the port. Im here to ask you for your approval of the 2019 port Building Code i presented as an informational item at the november 12th, 2019 Board Commission meeting. Since that time, we have completed our revision and posted the draft port code on the ports website and i hope youve had an opportunity to look at it. We also created a public notification in the San Francisco examiner for comment on the code for a twoweek period ending december 6th. We did not receive comments on the revisions. Were assuming were good to go. With your approval of the 2019 port code port staff will send what are determined local findings to the state building Standards Commission. Local findings are justifications of variances to the California Building code. Following acceptance of these findings by the state, port code will be implemented beginning on january 1st, 2020. At my last appearance, i noted that among others, there were pending changes in the areas of green energy, structural provisions in the existing Building Code and permit fees. Following is a brief presentation on those changes. First, the ports Green Building standards now encouragen sen ta vice the correction of new all electric residential and non residential buildings. This is part of an effort to eliminate the use of natural gases of fuel source while encouraging the use of an ever growing supply of electricallen gee from sources such as solar and wind. A provision is also been added to the add stray tive portion of the Green Building standards that a louse the chief harbor engineer to grant waivers from these stan standards. Second, the port will follow the guidelines of the 2019 california existing Building Code and no longer requires a fullseismic upgrades of buildings based on an increase in occupant load. And you can imagine what the impact of this will be for development of the port. The previous port code followed the more restrictive standard that was part of the San Francisco Building Code created by the department of building inspections. Under that standard, an occupant load increase of 10 for the entire structure that also resulted in an increase of more than 100 occupants for that structure would have triggered a seismic upgrade. To follow state standards, this occupant load increase would no longer require seismic upgrades. A second part to this that remains in the state code, requires a seismic upgrade if an occupancy is introduced in the structure that would trigger an increase to a higher risk categories. And the risk categories are on the screen right now. There are four of them starting with very low hazard to human life and ending in essential facilities such as fire and police stations and water facilities and power stations. Most if not all of the sheds and bulk heads fall into risk category 2, which is considered not very hazardous to human life. Its because the occupant load is relatively low and theres no essential facility that impacts other facilities such as fire. Changing piers and bulkheads to offices with increases occupant loads, would no longer move the structures into a higher risk category and would normally be a trying are for seismic upgrade. Theres one exception to that and thats if we allowed an Assembly Occupancy with more than 300 persons on a pier that would trigger an increase in the risk category from a two to a three. We dont anticipate that happening. Currently, there are special events that have more occupants than that but theyre very short term and theyre monitored usually by the Fire Department for exiting purposes, finally, the 2019 port code will increase Building Permit fees. This slide is a little bit difficult to read. I couldnt fit it all in. Without packing it. For the last, approximately 12 years, the port has not had an increase in building fees. And this is an effort to partially match what the San Francisco Department Building inspection uses. They had a fee study done in 2015 i believe and rationalized their fees and i think it would be safe to assume we can follow them at this point. As not example, i put up here, a 50,000 permit evaluation would actually result in a slight decrease in fees but would then be made up for by a plan review fee that would increase. And so, we would end up for 50,000 project an increase of 500. Our hourly plan review fee will also increase from 80 to 173. And our hourly inspection fee will go from 80 to 158. In summary, with your approval, we will adopt a 2019 port Building Code and repeal the 2016 port code and the Effective Date will be january 1st, 2020. Walk me through net result of some of the Energy Efficiency agreements were making here. Does it preclude gas from cooking . It will not preclude it, no. What were doing is incentivizing use of Electrical Energy and i think the pre conclusion of gas is down the road somewhere but not right now. This wont effect all of our restaurants and all or new restaurants because one of them state codes is pulling out of gas i would like us to get back to you on that question because while neil is correct what he is proposing here would not preclude natural gas from cook tops there is an ordinance in front of the board of supervisors relative to natural gas and to electrification and it raz reached a Municipal Building so lets do some Due Diligence and see if theres other reasons why natural gas may be precluded in the future. Im going to support item. If the net result effects using gas for restaurants and stuff in our operations and i will ask or director to bring the item to address that separately this item doesnt impact natural its not impacting natural gas and prohibiting it. That would also trigger a change in the code and at that point we would have to come back to you to create a new finding that we would send to the state energy code board. Great. Thank you. We will be reviewing delegated authority as it related to the fee waiver that probably will look at delegated authority and come back to you with recommendations for modernization to current delegations to me and then we also have an item for pasaa to return to talk about some of the strategies in producing more value add work and auto process and looking more specifically at the labor agreement, and outreach overtime and we will be providing you information about city legislation as it relates to natural gas. Is there anymore new business . I was hoping we can update on the photography studio. I know people cant believe theyre in an airport i really joy people picking up things for their friends and family and wait i dont have to be shopping now we want people take the opportunity at our location. How long has this been operating in San Francisco and the late 18 hours it is one of the best places to get it coffee. We have intrrnl consumers that know of this original outlet here and come here for the coffee. So lets talk sandwiches. Uhhuh. People come in at least one a week for that the food and service and the atmosphere. The food is great in San Francisco its a coffee and i took an e calorie home every couple of weeks. Im impressed i might come here on my own without a trip, you know, we have kids we could get a babysitter and have diner at the airport. This is a little bit of things for everybody theres plenty of restaurant to grab something and go otherwise in you want to sit you can enjoy the experience of local food. Our job is to look at property taxes and make sure that we are fairly taxing every single property in San Francisco. One of the big things that we do is as a result of our work, we bring in a lot of revenue, about 2. 6 billion worth of revenue to the city. Often, people will say, what do you do with that money, and i like to share what we do with property taxes. For every dollar we collect in property taxes, about 68 cents of it goes to support public sstss, our police officers, our Fire Departments, our streets, our cleaning that happens in the city. But i think what most people dont know is 34 cents of the dollar goes to public education. So it goes to the state of california and in turn gets allocated back to our local school districts.
