Thank you. On behalf of the board i would like to acknowledge the staff at sfgovtv who record each meeting and make the transcripts available to the public online. What i would like to do is before we go to communications, and before we get into our special order at 2 00 p. M. , i would like to at least say a word or two. Before we get started i want to acknowledge George Floyds funeral today and thank the city family, particularly m. T. A. , for halting all Public Transit from 12 00 to 12 08 p. M. To acknowledge the wrong that happened to mr. Floyd and to the many other black and brown individuals in our country. Clerk, lets go to the 2 00 p. M. Special order right now. The mayor may address the board for five minutes, two minutes for questions and or answers. Okay. Welcome, mayor breed. Do you have any opening remarks . Mayor breed thank you president yee for allowing me this opportunity. I want to acknowledge what we know is the hurt and the pain that so many people are feeling in this city, in this country, and i want to thank you for being an incredible ally and acknowledging some of the injustices that we know have existed in our country for far too long. Both you and supervisor fewer and others have been champions on the board of supervisors around reforms to our Police Department. In fact, you and i work hand in hand to make those changes. I do understand that while this may be a difficult time for so many of us that it is also an Incredible Opportunity to do something that has never been done before. I just want to start by acknowledging there have been protests. I appreciate and demonstrate respect for protesters out of the pain and agony and frustration of so many africanamericans who have just really been discriminated against, disregarded, disrespected even in San Francisco where you think we are extremely liberal, where we have implemented amazing policies. Something is wrong because those policies have negatively impacted the africanamerican community, and i am honored to be mayor at this time because what we are claiming to be and what we need to be are two different things. We cant continue to say we care about black people and we care about change that needs to occur in the africanamerican community, and at the same time the policies we push are counter to that. This is our opportunity. If we dont want to see what happened to george floyd and so many other africanamerican men to continue to happen in this country, then we have to make sure that we prioritize our policies, our decisions, our finances in a way that can be effective for black people. I am grateful to supervisor walton for agreeing to partner with me on the effort to decrease the funding in the Police Department and to specifically direct that city african that to the africanamerican community. There are a lot of people with advocacy groups in the city dictating policy. In the africanamerican community, this is not respected. There is lip service and there are not real results that can actually make a difference in peoples lives. When i am pushing for policies, everything i push for has everything to do with my experience of growing up in poverty, being forced to live that way and getting tired of people who arent black trying to say what is right for my community. That is the lens i operate under, and that is what i will continue to do as mayor. Yes, it is important to take care of the entire city, but when you look at the data and look at what has happened to africanamerican people in particular, we have to do something different. It cant be about being divisive. It is about working together, if you really care. It is not your way or the highway or my way or the highway. How do we Work Together to bring about real change . How do we listen to the community . Just because africanamericans are less than 6 of the population doesnt mean they dont have a voice and dont deserve representation. It is time to change what we do in San Francisco, and my hope as a result of the pain of this movement that it will be used in a way that is productive and effective to make sure that not one more black man dies at the hands of Law Enforcement. It is what i am committed to. Also i am committed to the changes in the outcomes of africanamerican lives in this city. I hope the board is sincere in the willingness to join me in this battle. Submitted by the district five supervisor preston regarding the covid19 homeless response. Thank you, madam clerk. Thank you, madam mayor, for your remarks, also for working closely with supervisor walton on redirecting Police Resources to the african comment. I look forward to work with you both on that. It is absolutely crucial. Up in seattle with police tear gassing protestors, i want to thank you for the curfew last week and the efforts in the last few days to deescalate and allow protests to occur. I see appreciate that. Our response to covid19 has thus far kept the city from living through a curse that could have been far worse and we applaud your early leadership in making that a reality. The covid19 response to homelessness is with conditions worsening for thousands of Homeless People at risk due to age and Health Associated with the tragic burden of homelessness. Every supervisor here can attest to constituents housed and unhoused demanding answers and solutions. People want a plan and they want action. The board passed legislation to house 8250 people in hotel rooms which was not implemented. We demanded that homeless be admitted in this orders that admit them from everything from picnicking to exercise and golf. We see no progress towards the health order. We have had outbreaks in shelters and crisis on the streets is growing. My question, madam mayor, when will you present to the board or public a comprehensive plan to address homelessness during this state of emergency . Mayor breed thank you, supervisor for your question. I want to be clear. My goal has always been to focus on doing what we can as it relates to homelessness. If we are going to talk about homelessness, we need to have an honest conversation about the fact this crisis is not going to solve our homeless problem. The fact we have people suffering from Substance Abuse and Mental Illness who have had serious difficulty in trying to get them to even accept a hotel room when they fall under the vulnerable category. We have been able to place over 2000 Homeless People in hotel rooms. We have helped in the bayview in particular people born and raised in this community who are homeless who basically were able to get access to 120 trailers right now as we speak. We set up safe tent sites. You were agreeable setting up one in your district working quite well. I just drove through that area the other day and noticed many of the tentsen campments were moved to that site. Is it perfect . No. Do we need to do more . Yes. But we also need to be realistic. Lets remember that with the challenges of people experiencing homelessness there is a real need to increase capacity to meet the need. We have to keep the Homeless Population safe that we are accepting responsibility for, but also the people working with this community. It has been very difficult. Rather than making demands, work with me. Work with me on meeting the challenges. Work with me on providing real solutions. Know what is actually going on and talk with the social workers and various agencies and nonprofits out there putting their lives on the line to do this work. Dont you think as an africanamerican woman seeing over 40 population of africanamerican people, many of those in the tenderloin are people i know and grew up with. Dont you think i would want to do everything i can to get them off the streets and get them housed . Nothing is more important to me. I am willing to work with all of you on solutions and deal with this as it relates to the budget. Lets have an honest conversation about so many people not in the system of care and there have been a lot of black people, in particular, waiting years for housing. I am not skipping the line over them for somebody who was given a bus ticket to come to San Francisco for services. It is a lot more complicated. I hope that rather than just being difficult and frustrated and mad like we all are, why arent we working together on this . That is what i am committed to. Supervisor preston, do you have a followup question . Yes, thank you, president yee. I think we are working together and i want to recognize the great work that is being done by many in your administration. You reference project we recently collaborated on with the safe sleeping site in the city. I am not suggesting that good work is not being done. I do want to follow up by asking what sorry. There is somebodys background disturbing. I dont know who it is whistling. Can we all mute if we are not speaking. Thank you. Thank you. I would like to just get maybe a clearer answer when this city takes on complex and difficult issues, and i think we agree tackling homelessness issues within the handdemic or without the pandemic is complex. This city can rise to the challenge. Yesterday we saw the climate plan which is complex. There is a plan in place. I think i just want to reask and would respectfully request a clearance. Can we expect a more comprehensive plan, not a list of things being done unquestionably. There are good things done. There is not a comprehensive plan. L we have one and if so when when it comes to homelessness . I am sorry, president yee. Go ahead and respond, mayor breed. Mayor breed i am sorry you dont believe what we put out for the plan for the tenderloin was comprehensive. I am sorry what we proposed in what we were doing under the covid19 response with a number of details around what the plan is in terms of getting people housed, the staffing and the number of other things. I am sorry you dont believe that is clear enough. I think that from my perspective there is a plan in place we are implementing that plan. If there are things you are looking for or you think are missing from the plan, we are happy to work with your office to try to implement. There is no way if we didnt have a plan we would have been able to get the safe sleeping site up so quickly as well as other sites we have been able to push for around the trailers. Farther of the plans, of course, include working with communitybased organizations to make sure we have staffing and training and other things. I am not certain what more we can provide you with. Thank you, mayor breed. I want to distinguish that there is a very clear and i want to commend you on individual sites, excellent planning and work by various departments. That is different from an overall citywide plan to address homelessness which we dont have. At budget and finance committee, to delegate the boards authority to make changes to city contracts in order to maximize possible reimbursement from fema, requirement for more transparency and reporting to the board on any amendments made to existing contracts. Thanks to the statements, working on the offers and language, amendments can be found on page four, line 10 through 18. Section 4 reporting requirements. In seven Business Days of the excuse under the Artificial Intelligence of section 3, the purchasers or the department entering into the amendment con saultation with the controller shall advise the board of the amendment. Items 3 and 4. 3 and 4 together are two resolutions retroactively approving the federal Aviation Administration and grant, authorize the Airport Commission to expand for item 3, approximately 7. 8 million in grants, and any additional up to 15 from the grant offered by the federal aviation and administration of the noise insulation program. Covering period of october 1, 2019, through september 30, 2024. And ten up to 254 million for the purpose, and january 20, 2020, through january 19, 2024, from the federal Aviation Administration.
