This is going to really help were in the budget crises now. Im glad to see that theres going to progressive tax on the ballot to help recover from this and push us forward. Im glad to see lot of this will go to covid19 rent relief as well as social housing which is really great. Im hoping that 8 million funds can be done to help for rent burden support housing tenants like myself. Thats all i want to say on this issue. Thank you very much. Im artem im with district six. Im strongly in favor of this proposal. I think that the landlords of the city have held way too much power for too long. The city help to further their power. Its time to reverse that trend. We need to take money from the rich in San Francisco and give it back to the people of San Francisco who are struggling terribly during a crises when the city is still its time citys money and landlords money to help the people of this city with rent relief, transitioning to social housing and all the things that these people desperately need in the face of struggle here. Thats all. Supervisor ronen thank you. My name is theresa. Im calling in support of the transfer tax measure. I know having worked on proposition g, that unfortunately, failed that have been one measure that would stop the speculation at a time when the tax was used to just to get people out and to create luxury units out of our rent control buildings. If we could learn from our past, going forward, what we need above all is housing stability. We do not need Holding Companies investors coming in to serve their own needs. This is really important. I am so grateful to supervisor preston for putting this on the ballot and we are having this public hearing. Thank you so much. Thank you. Next speaker please. Long time renter and member of disability action. I support the proposed transfer tax. I believe it provides a balance and very fair recovery from covid19 rent mortgage problems. I too worked on the prop g campaign. That was at the height of the evictions and that tax was aimed reducing the speculation that drove the eviction. It didnt pass. Now the covid is threaten to overwhelm us. This transfer tax is a recovery tax. To me, i call it the smart cousin of prop g. Its a winwin. Provides help for renters and small landlords and it reduces speculation by producing Affordable Housing. This recovery tax is easy way to ward off suffering of many. While asking those who are not suffering to share the burden. Thank you. Thank you. Next caller please. Im district six resident calling in to support the transfer tax. Thank you for supervisor preston bringing this up. Its a great way to kind of help with the inequity going on in our city. This is something that is very important right now. Especially with covid but in general with the way San Francisco has grown. This is a tax thats beneficial. Thank you. Next speaker please. Hello, todd schneider, resident of district five and calling in support of this measure proposed by supervisor preston. I want to echo the comments made previously. California has a real state speculation crises. Prop g fail to pass. This measure will alleviate some of the burden renters face in this state. I encourage all of the supervisors to vote yes and support this transfer tax. Thank you. Next caller please. Hi there. My name is Kayla Williams. Im a district four resident. Im calling in support of this transfer tax measure because now more than ever in this time of covid, we really take the time to protect our renters including folks like myself. Our city is facing a housing crises and renter crises. [indiscernible] next caller please. Are there any additional callers at this time . Yes. [indiscernible] some tenants are likely to become homeless. We have a responsibility to prevent homelessness. This measure will discourage eviction of our vulnerable population provide funding for those who end up losing their home. Thank you. Next caller please. Im calling on behalf of bill housing program. Were nonprofit that does lot of housing counseling. Were very supportive of this measure. Weve seen our clients like so many others. Loss of wages is no fault of their own. This ordinance gets that rent relief which we really need. We need to start distributing capital to people who need it most. We can see what happened with the last recession and wall street took over the real estate market. I think at the end of the day, we tend to say we need people over profit. The real question its really which people are getting the profit. We see this time and time again, wealth being redistributed, profit redistributed to the people who really dont need it. Were very supportive of this bill. I hope you support it. Thank you. Next caller please. Im a San Francisco tenant. I support the Ballot Initiative ordinance and hope that you do pass this on through to double the transfer tax paid by the seller. Particularly, nice about this, it the tax will be waived if the city or nonprofit for Affordable Housing. As you know, half the proceeds will go towards that covid debt thats hanging over the tenants head and the landlord have not been able to collect. Thank you supervisor preston for doing that and for looking out for Affordable Housing as well to provide us with the funds. Thank you. Next caller. Hello caller, please proceed. Im a counselor at the housing right committees. Now in the moment of this total catastrophe, this is the time to make sure we have the revenue to preserve the housing stability for our most vulnerable san franciscans. Theres no better source than the wall Street Investment firms and real estate speculators who has unspent capital in ready to scoop up high value real estate. They need to pay more of their fair share. Thank you so much for placing this ordinance on the ballot. Next speaker please. I live in district eight in San Francisco. Im calling in support of the transfer tax. [indiscernible] supervisor preston for writing this proposal. It puts little equity in our city. Thank you very much. Next caller please. Im charlotte and im a resident of district four. Im urging you to vote yes. We need to start protecting our renters. The housing crises in San Francisco is major emergency. Housing displacement can be a death sentence especially now during covid. Thank you. Next caller. I have witnessed over and over again the rich given tax breaks. Now were seeing socialism is no longer a dirty word. We understand whos doing the work that needs to be done and we start having people Flip Properties in San Francisco without paying the transfer tax. We need that because of covid. We strongly support this measure that preston has introduced to help us make up for the failed give away to the rich that has happened for so many decades in San Francisco. Thank you. Next caller please. Please proceed. My name is erica im from district four. I support this extremely were finally taking some steps hopefully towards getting some control of the speculative market in San Francisco. Which is huge. I hope all the supervisors will strongly support this and get it on the ballot and get it into law. Thank you very much. Next caller please. Im peter, i live in district five. I support the measure. Taxing the hell out of landlords and speculators. Give that money for public good. Thank you. Next caller please. Im in support of dean prestons transfer tax and with the inequity of wealth distributed within San Francisco, i believe now more than ever, we need to protect renters rights. I urge the board to vote yes on this please. Thank you so much. Next caller. Im curtis bradford. Im calling in support of dean prestton prestons measure to create tax increase. Were in time of great need and were in time of housing crises, well be facing additional evictions and challenges. It is definitely the time that we should be increasing the taxes on speculators and the wealthy and close some of this wealth gap, especially in this time of crises. I think that the wealthy and the speculators should be willing to pay their fair share in the time of crises. I really encourage the passage of this and vote yes on this. Put it before the voters and let them make the decision. Thank you very much. Next caller. Im a tenant in district seven. Lot of people spoken about the urgency of this, the threat of this. I wanted to announce my support for this measure because i think its an exciting opportunity. Maximus are the people who own the housing, they are deeply overleverage. I think its a great opportunity for Community Activist and Affordable Housing in this current moment. I think this year is the perfect time to push a measure like th this. Maybe once working people can get a benefit from the current market. Next caller please. Im a tenant in district four. Im in huge support of supervisor preston ballot measure. I think its something we should definitely pass. Thank you. Members of the public, were on line who wish to speak, should dial star 3. Next caller please. Im eric brooks. I coordinate our city San Francisco local grass rats nonprofits. Its important to understand that housing and also rental property for Small Businesses should not be a subject of speculation at all. It is the reason that our Small Businesses and tenants are being devastated in San Francisco and kicked out. People need to understand that this issue of buying and selling property without even caring how much it cost, just raising the value over and over again, is what drives big pump for the global failing economy thats not handled properly by international banks. This tax gets us on the first step to setting the tax, letting speculators know that this is unpopular and we dont want them to speculate on real estate. It gives them enough time so that we can raise this overtime until they can get out of the business your time has expired. Next caller please. Im calling today in support of the tax, simply put, to put this measure on the ballot. Many of us said this already. I want to echo all those beautiful voices. Please put this on the ballot because honestly this will be a big time for bigger majority. Capitalism has consumed the city. Thats it, thank you. Next caller please. My name is marie. Im a d5 resident and voter. Im calling in support of supervisor prestons measure to increase transfer tax. Really big opportunity for revenue for Affordable Housing program, especially the 30 now campaign. Which would provide all Supportive Housing tenants with rent that was only 30 of their income. Thats a huge thing for people being able to maintain their housing and reducing homelessness. Lets take the money from the rich and give it to the poor because thats who actually needs it. Thank you. Next caller. My name is maggie. Im work on coalition on homelessness. I think the funds raised through the transfer tax increase will hold sfgov accountable. I urge all the supervisors to vote yes and push it to the ballot. Thank you so much. Next caller. Good afternoon supervisors. Im angelica. Im with the Community Action network. We provide counseling to tenants all over the city, especially to filipino resident who are constantly being harassed or pushed out the city. We are in full support of this ballot measure, especially the antispeculation and rent relief program. Right now were constantly seeing tenants being harassed by their landlord because they cannot pay rent due to loss of income. Even though we have eviction moratorium. Landlords are still going after their tenants and making it really hard for them to live peacefully, in addition we are seeing in the markets, lot of speculators and landlords trying to sell their building even though we have copa in place. They are still trying to find ways to get their tenants to your time is expired. Next speaker please. I was hoping to follow up with you about your contribution for 2020. Feel free to reach out to me and i will do my best to reach back out to you. Thank you again for your support. We appreciate you. Next speaker please. Have you already made your Public Comment . I have not. Please proceed. Im San Francisco resident. Im calling to advocate for the removal of the mandatory member officers. These funds will be used to alleviate the Public Health crises that were facing now due to covid as well as to ensure that were funding not only programs for young people but addressing the institutionalized racism in particular black folks here in San Francisco at this time due to policing of our institution. I encourage all Board Members to stand behind the community and to ensure moving forward for housing and racial and Economic Justice and ensuring that we allocate funds to do the work. Thank you so much. I like to remind the people on the call, were currently taking Public Comment for item number two on the agenda. Which is the hearing on the Initiative Ordinance for the business and tax regulation code. If youre on the line and you wish to make a public on item two, you may press star 3 to be placed in the queue to speak. Next speaker please. Hi, im a San Francisco resident and an immigrant. I believe that the covid19 pandemic has disproportionately affected black and brown communities. I think this ballot measure gives us the infrastructure and the opportunity to make sure that our community can still live in San Francisco, the city is still
