Good evening, supervisors. I am here standing in solidarity and asking for the defunding of the Sheriffs Department and request it be redirected towards multiple populations and in my work i have had the special opportunity to work for residents and employees who have seen firsthand the negative impact policing has had on our community and life threatening situations. We need to insure that our budget reflects our priorities and embodies the traumainformed approach, increasing policing does not keep the communities safe but additional access, resources and support for our community does. So lets choose prioritizing our community and creating a budget that reflects our values. Thank you so much. Thank you for your comments. Next speaker please. Caller hi. Can you hear me . And this prevents and from the care that they deserve and psychiatric General Hospital that defuse situations more successfully and the trauma informed cullual sensitive way. Next speaker. Yes. As a registered nurse for sf general i can tell you that Law Enforcement presence is extremely welcome and needed. And we need the police so stay in there and to remove the Sheriffs Department and Law Enforcement presence from the Hospital System and you will grow to regret it and is extremely unsafe for the nurses and this discredited language that people are calling in with obviously is all coming from same group of people. Please, please keep a very strong eye and take a look at what is actually happening in San Francisco. And people are moving out in droves and is become increasingly unsafe and the National Rhetoric and antipolice rhetoric and why things are happening the way they are happening and not use as an escape goat. We need to focus on who is to blame and quite honestly it is the politician who is created the laws. They created the actions speakers time has elapsed. Excuse me . For the last 30 years. Next speaker please. And Pediatrics Department and the Emergency Department and told them they have been terrorized by police and police present in the hospital and the presence of armed police present in the guns with hospital and unsafe in the possibility. Is that the end of the Public Comment . Hello, speaker. Caller hello. Just wanted to say in response to defunding the Public Services and with the removal. And thank you for your communities. And operations, are there anymore speakers . My name is sam and check that the one minute the upheld at the same level and the one person who called for pro cops or pro sheriffs being in hospitals got a full two minutes of time while everybody else has been cut off at one minute or one minute and two seconds. I find that very disturbing that a pro cop sentiment would lost for two minutes while doctors and patients are urging you to defund this department of health and very suspicious and what you are actually happening. We need to have a readdressing of how these calls will go and supposed to be listening to and not just one pro cop sentiment and defund sfpd and abolish all of them. Speeshg speakers time has elapsed. Mr. Clerk, i think we should do a last call for Public Comment because we will lose quorum. Madam chair the last quality for people to get in the queue. And i think that we will lose quorum. Thank you. Madam chair, i believe operations was madam chair, that completes the queue. Public comment for item three is closed. Supervisor mandelman. Aye. Supervisor yee. You were muted. Yee, aye. Supervisor ronen. Aye. Chair fewer . Aye. That is five yay yay yays. All right. We are adjourned. Thank you, colleagues. Incidents. Our officers responded to shots fired in the area of kiska and dormitory and this was near the boys and girls club. Several cases were located but no suspects or victims were found. There was a call regarding a hitandrun in hudson locating a need with blood but no occupant was in the vehicle and the San Franciscos Sheriffs Office assigned to San FranciscoGeneral Hospital advised a gunshot victim was dropped off and the victim had a wound to the left upper chest. The victim the person dropped off was involved in a series of violent robberies and that person was arrested for the robberies and the robberies, though, as far as we know at this point in the investigation were unrelated to the shooting. And after the persons dropped the person who had been shot off, they, basically, left the location and they didnt bring him to the hospital but left the location. This was observed by San FranciscoPolice Department officers that saw the person dropped off and they radioed to officers in the area including Sheriff Deputies to conduct a stop on the vehicle, not knowing whether the people who were dropped were connected with the shooting or not. Based on the information, a stop was conducted on the vehicle and a highrisk stop and the occupants of the vehicle were ordered out. The stop was initial gated by the San Franciscos sheriffs deputies and they ordered out the occupants of the vehicle and detaining them. There were three juveniles and one adult in the car. After investigation, it was discovered that they that the people in the car had only dropped the victim off and had not been involved in the shooting. And officers explained the situation, apologized and everybody was released. And so, again, the video that was posted on instagram was thee actual video and we reaching out to the family for the juveniles stopped and the adul adult, as , to sit down and talk. One of our Community Entities that we have a relationship is helping to facilitate that and so, that has not happened yet and hopefully, it will happen in the very near future where we sit down as an organization and have a conversation with the occupants of that vehicle. But again, it did get over 20,000 looks when it was poetedd on instagram and it was of community interest. We put out a statement on instagram and social media explaining this and we wanted to reach out and have a conversation about this and see what we can do to help these young adults or young kids, actually, get through this event. And the next shooting i want to talk about is a shooting in the bayview where two victims were struck with gunfire and thankfully, they both are expected to survive the injuries. And it seemed to be an investigation at this point and it was an exchange of gunfire in this situation and so, we are still investigating that there have not been any arrests made and we are following up on leads on that investigation. And so, again, that appeared to be an exchange of gunfire. The next was on july 9th, on the 2800 block of 26th street. They located a victim with gunshot wounds and the victim advised there was an altercation between himself and the claimant and he a as he walked away, the claimant pulled out a gun and shot hum. He was transported to hospital for injuries and the injuries were nonlifethreatening and there was significant information on that and we have not made an arrest on that. I want to follow up. I know we have a presentation, but some followup, commissioner da, weve had24 meetings yeartf victims of gunshot in the bayview yeartodate and this is through the end of this past week and in 2019, we had exactly the same number and thats nothing to brag about. 24 is way too many, but there has not been a change in the victims from this year to last year and we have a lot of work to do. As we know, we have seen several spikes of gun violence in the bayview and we have a lot of work do. And were looking forward to a staff presentation to the commission. And the last event that i would like to talk about was a it was an unsanctioned, unplanned event and we had a group of skateborders on the lower street corridor from 18th to 21s 21st street and, basically, we had up to estimates are a thousand participants at times on the skateboard, on that particular street. And we had a much of vandalism type of incidents that there was much frustration from members of the community who were victims of vandalism and other quality of life, urination on their properties. The Mission District officers along with help from officers from outside agencies deployed, trying to make the event as safe as we could given the gravity of how many people were out there, but its definitely an issue that we have to get a handle on. A lot of frustration in the community about this event and thankfully, nobody was seriously injured and we did have a couple of injuries, both with the skateborders and one ederly man who was actually attacked when he confronted a group of individuals that were urinating on his property and that person had serious injuries, but, we hope that he makes a full recovery. And so we will work through this and we have some evidence, Video Evidence and the like that we will follow up on to determine particularly the groups that were a lot. The individuals in that group that were violent. I will say by and large, it was a peaceful event. Although, it disrupted the community. By and large, it was peaceful, but there was a group of people among the many skateboarding that were committing acts of vandalism and the like. So
