I want to thank supervisor fewer for the shoutout and her leadership. I feel so proud when i think of how far we come since that first meeting at the school district. Thanks to all the advocates for caring out this important work and bringing it over to City Government as well. The steamsteres represent over 75,000 workers in californias food chain. We pick, pull, package, distribute, and even compost food. Were the farm to landfill union. The majority of our workers are of color and immigrants and essential workers. This policy puts our money where our mouth is by directing our purchasing dollars to companies that create good jobs. Our budget is a value document. Our union knows your value and your dedication to workers having jobs that pay a living wage, benefits and are healthy and safe. Tom, professor of epidemiologist and pediatrics at, ucsf. I urge you to support the Food Purchasing standards and departmental goals ordinance. It will continue the strong leadership of the city and county of San Francisco in this area. I first testified at the board of Supervisors Committee on this issue two years ago. At that time i focused on Climate Change and misuse of antibiotics. This is before the covid19 epidemic, but at that time we were already warning that we ignored recommendations from scientists and Public Health authorities at our peril and that our Current System of Animal Agriculture provides grave threats to human health. The events of the last year have worn out this warning. We know that crowded and inhumane conditions for raising animals for food has been through the misuse of antibiotics in Animal Agriculture. This is leading to bacterial resistance to antibiotics that we desperately need for human health and we know this leads to the emeritus immerse generous of new bacteria. My name is matt johnson and i am very much in support of anything we can do to divest from Animal Agriculture. I wont repeat all of that. One thing i do want to note is that i appreciate the efforts that people are taking in terms of buying cagefree eggs and that type of thing. Those certifications is to placate consumers, much more than they are to help animals. The groups that certify are really subject to next to no oversight and theyre staffed by industry folks themselves, people on the board of whole foods, massive factory farm corporations. Its people asking to police themselves. Cagefree conditions. The scientists that are looking at this say chickens are most likely worse off overall in cagefree. There is the competition for food and water, increased fighting and cannibalism. Across the board, free range and it could mean animals inside a factory farm their entire lives. So all the Animal Welfare claims, theyre charging a premium for is close to meaningless. Thats one additional factor i wanted to throw in there in addition to all the reasons i encourage us to invest in Animal Agriculture as soon as possible. Thank you. Thank you. Do could we have the next speaker please . Good afternoon, my name is katie and im a representative of a nonprofit here in the bay area. First and foremost, i want to thank supervisor fewer for her complete dedication to this over the last few years. I would like to thank the hospitals and jailing jails for their work. They have found goals they can support through the this ordinance. I ask your support for a number of reasons, but many of that is that you can see from Public Comments and comments submitted that we pulled together a broad intersection of people across the food system. We support local, healthy, humane and sustainability, and the intersection of that. When we vote for the food systems we want, then we have the power to move us forward. If San Francisco passes this today and moves it to the full board, we will be on the leading edge of Food Processing across the country. As you seen from the conversation, this is taking place from coast to coast. Saying loud and proud that these are the ways we like to improve in the next five years. Were making this concrete and actionable. This is a big lift for the concessions that have taken place. Last but certainly not least i would add that increasing demand for value driven products were changing the food system. San francisco hospitals and jails spend 7. 5 million a year and that means something to the produce esrs out there and when they can meet the demand, we can better set up the city to vote with our dollars. I am a resident of district five. I encourage you to pass this ordinance with the board of supervisors with the prong strongest possible recommendation. This is a Rare Movement to effect change at a level of scale. Up until now, most of the work has been done by individuals, right . So its people choosing their own food, making conscious choices about their health and this is the one effort that i seen that really does this at a large scale. Again, our Climate Crisis is paramount right now. Our pandemic has exposed our vulnerabilities to pathogens that are actively coming out of our Animal Agriculture and for the longterm, the health of people, especially the most vulnerable in prisons and hospitals must be changed and improved if our Overall Health of our society is to improve greatly. Hello supervisors, my name is rosa, and im a volunteer with two Animal Rights groups in the San Francisco bay area. I feel a lot of compassion for animals and im sure you do too. Im calling in support of the good Food Purchasing program. I would like you to support this program and amend it to have 50 divestment for animal products for jails and hospitals or please amend it to have complete 100 divestment from animal product. Also, i formally talked to the c. O. From yes food, a food vendor that supplies to laguna hospital, and he said it would be 10 more expensive to replace animal product with meat imitations such as beyond meat and other products. So the exact same meals are possible with meat immatiy imitation, so the product shift can be smooth and realistic. Animal agriculture causes diseases to brew and eventually spreads to humans. We want to protect Public Health in the future against pandemics. We want to move away from annual agriculture. Many articles have been in the news about how factory farming, which packs, cans hundreds of animals in filthy conditions that is a breeding ground for diseases. H5n1 is a strain of bird flu with a 60 mortality rate for humans. Yes, its 60 . So far it hasnt been easily transmitted from human to human but it has jumped to big populations so experts worry it could be evolving the ability to spread more easily thank you, your time has elapsed. Im christine, the director for the centers of education about sustainable agriculture. Were a Nonprofit Organization working in San Francisco for over 25 years. The project were best known for is operating Farmers Market. Since 1994, we operated Farmers Markets three times a week. The Farmers Market provide a vital income for more than 100 food businesses who are dedicated to creating a stainable food system and our mission is to grow, and strengthen communities in the bay area through the joy of local food. We do this through a lot of educational programs. We are working on expanding Public Access to fresh food and vegetables. We know that Public Institutions, especially jails and hospitals are a huge provider of food. They also offer a large public venue to increase the knowledge about high quality fruits and vegetables and increasing the consumption of them. We feel that institutions that prioritize healthy and sustainab sustainable creates stronger demand. As the covid19 has shown, creating a resilient food system is more vital than ever to ensure our Community Stays healthy and keeping our local farms and businesses thriving is part of that security. We support the good foods purchasing standards and the departmental goals ordinance. Hello, good afternoon supervisors. Im a resident of district four. Im the executive director of farm forward. My Organization Works with a lot of different cities and school districts. I wanted the folks [inaudible] first of all, i thank supervisor fewer for her leadership and the staff has shown tremendous leadership in working on these proposals. Im here to speak about the departmental [inaudible] this comes at a critical time and the cruelties. Tens of thousands of workers have fallen ill to covid and dozens have died. We have animals killed on farms, often in gruesome ways. This is happening because of a pandemic that is likely caused by Human Interaction and not animal. Setting measurable and commitment to shift our food to more plantbased food is a critical step. On a personal note, im a volunteer in palliative and hospice care work. I see how important palliative food is there. [inaudible] i strongly encourage the committee to support the resolution. I appreciate your time. Thank you. Can we have the next speaker please . Hello, this is victoria. First i want to thank supervisor fewer and her staff on the work on this ordinance and the Sheriff Department and the department of Public Health for coming on board. We cannot overstate the urgency of this moment. There is a pandemic wreaking havoc on peoples lives. There is a new strain of swine flu with a pandemic potential. We support the proposed program, but first the department of Public Health to increase 50 shipment of animal products. Twothirds to threequarters of sf Public Hospital patients comes from community. Dairy milk is almost always given on a meal tray, so its thrown away unopened. Hospitals could change it to water or something plantbased accessible to people of color. [inaudible] every institution has barriers to change, all we need is for department heads, nonprofits to all come together and look at the bottlenecks and coordinate on a plan to change them and make systemic change possible. They brought up the idea of using the board to address in may. Were hopeful that with a coordinated effort and support from the board of supervisors we can replace animal products happen in both departments. We have the power to rise and meet this challenge for ourselves and future generations and when we succeed, we will serve as a role model to other institutions. Thank you. Im an organizer with compassionate bay, a bay area Grassroots Group working to pass legislation to protect the environment, stop Climate Change and improve the condition for animals. As as you know, the board of supervisors declared a Climate Emergency last year. Animal agriculture contribute to Greenhouse Gas according to the united nations, more than the entire transportation sector. This is a Climate Emergency. So the hospitals really should up their percentage to at least 50 and in fact, 100 over all would be what you would expect to deal with a Climate Emergency. We dont have the leisure of 10 years or 15 years to slowly bring these numbers down. You know, yes it can be difficult for the residents in the hospitals, but you know, if we want this planet to survive, if we want humans to survive, maybe we have to make some changes quicker. I have been a vegan for over 10 years. I have type one diabetes. I am super, super healthy. I know that this is possible. There are plenty of nonmeat foods, beans, rice, corn, all kinds of thing that has plenty of protein. Protein is not an issue. I really hope that at i mean i support this bill. I really appreciate supervisor fewer, the work that you and your people have done on this. I hope that you can try to amend this issue to up the percentages a bit. Im a san franciscan living in district six and an investigator of animal facilities. Ive been to foster farms which say they breed responsible poetry. I have investigated inside this foster farms community and i found densely packed birds, living in their own feces and corpses of dead bodies rotting beyond recognition. Broiler chickens are bred to be so large. This is not happening in some poor country, this is happening in our backyards and these facilities are supplying animal bodies to our San Francisco Public Institutions. Let me be clear that this issue is not so much individual suppliers but rather the fact that we allow the use of Government Funds to perpetuate animal cruelty. This is an attack on our values, my values as a San Francisco. I witnessed groundbreaking initiative that showed greatness and progressiveness that this nation can aspire to. When gary newsome recognized that gay marriage was the right thing to do. We watched Public Institutions to seriously address this issue and take leadership of the dangers of animals in the country. I helped this beautiful hen that was injured and sick in my arms. 15 is not good enough for her. 50 is not good enough for all the suffering hens in this facility and it will not stop the cruelty inflicted on these animals. Im calling for San Francisco to do the right thing and fully divest from animal cruelty and make the Food Purchasing program to a plantbased one. On a side note, as a chinese person i believe that all cultures is one to protect animals, not to exploit them, which is why im speaking today. I think 15 is not enough and i urge the hospitals and supervisor fewer to increase it to 50 . It has been shown that organic and certified humane animals are not raised in a cruel way. We would not tolerate our dogs and cats in the same way how many animals raised for food is raised. I think its important that San Francisco maintains its status as a leader in the world and take a bold stand when purcha purchasing food from our institutions.
