SFGTV BOS Govt Audits And Oversight Committee July 12, 2024

Continue to share the concern about my representative from the slow Streets Program and the fact that were treated separately, but the way that were treated separately has been inadequate, as well. We would be happy to return at any time with an update on the district or the tenderloin more specifically. Chair peskin thank you. Why dont we go back to Public Comment, if the bridge line is repaired. Clerk hello, caller. Your two minutes begins now. [inaudible] and finally, the Golden Gate Parks Sustainable Travel study. Thanks to the wide support of the sfmta, commissioner fewers office and being supportive throughout, the [inaudible] culmination of hundreds of hours of Community Outreach and planning [inaudible] we know that the prioritized budgeted projects were just a fraction of the full slate of proposed projects, and we look forward to more being identified to support these needed improvements. And finally, we support the sustainable Golden Gate Park study. We need programs that improves access for seniors and those with disabilities to ensure that these parks are able to everyone, and we appreciate the commissioners and everyone who is requesting this funding. Chair peskin thank you for your comment. Is there any additional speakers on this item number 8. Operator you have one question remaining. Clerk hello, caller. Your two minutes begins now. Hello, commissioner. This is brian wiedenmeyer. Im calling in specific to the slow Streets Program. Want to echo commissioner haneys comments about geographic equity for this program. So while we are strongly in support of slow streets citywide, the need for the tenderloin and south of market is great. And finally, just want to comment on the golden gate sustainable market travel study, we look forward to this event and a process that helps ensure access to the park and all of the amenities in it for something that has become a treasured space in San Francisco. That will extend the work of the San Francisco Bicycle Coalition and advocates like walk sf have been engaged in for over two years, working with senior and Disability Advocates and other stakeholders to ensure that access is preserved to the parks particularly for seniors and those with disabilities while we realize that the access on j. F. K. Drive provides. Chair peskin thank you. Are there any further speakers on this item . Clerk hello, caller. Your two minutes begins now. Go ahead, caller. Hello. This is danielle [inaudible]. I just wanted to say thank you to supervisor haney for all of his effort on this issue in our district. I think some of the challenges that staff and supervisor haney mentioned come back to the way that the streets in the tenderloin and soma are designed to be freeways for the rest of the city. I understand the challenges that staff has faced. The community will continue to be here to fight for more space, particularly in the portions of the city with the most dangerous streets. I think the move needs to be made to large scale streets in the soma and tenderloin to prioritize those streets. Operator you have zero questions remaining. Chair peskin okay. Public comment on this item is now closed. Is there a motion made by commissioner. Supervisor mandelman mandelman. Chair peskin mandelman. Seconded by. Supervisor fewer commissioner fewer. Chair peskin motion and second. Roll call, please. Clerk on the motion [roll call] clerk 11 ayes. Motion passes on its first reading. Chair peskin next item, please. Clerk item 9, adopt the l allemeny corridor Safety Improvement project. Today, i just wanted to provide some context and background about the project, the Community Engagement process at the time, the feedback with you, as well as the recommendations and next steps moving forward. I also want to thank supervisor safai for his leadership in allocating this funding for [inaudible]. Next slide, please. [inaudible] and reducing the number of collisions among those who walk, bike, and drive on the corridor. Next slide, please. Based off of the collision analysis, over a five year period, we found that there were 145 collisions [inaudible] segment of alemany [inaudible] about 80 of collisions were between vehicles, 14 were between pedestrians and vehicles, and 8 were between pedestrians and bikes. The locations here are the locations that had the highest number of collisions, and collisions happened at the intersections. [inaudible] but this process helped in reaffirming some of the community concerns. We held the First Community open house in december 2018 where Community Members were able to come and share their thoughts on areas that did and didnt work in the corridor. Next slide, please. Some of the main things that came up are included here on this slide, that some included not crossing at crosswalks. Intersection buildability, and others. As we began reviewing this feedback, our team developed a number of near, mid, and longterm Safety Improvements. We decided that sharing the materials via mail was appropriate. Safety recommendations that were shared via mail and email are still in line with the recommendations that are being suggested today, and this included three categories of improvements. Near term improvements, midterm improvements, and longterm improvements. The near term improvements which will take six months to a year to facilitate [inaudible] signage, as well as pedestrian [inaudible] the midterm improvements which will take anywhere from one to three years to install include [inaudible] upgrading signal lenses to a larger size as well as signal timing changes, and the longterm changes that will take three to more years include new Traffic Signals and left turn signal treatments at areas where left turns are more challenging. Overall from that outreach process, we received about 70 responses, where two thirds of the responses were in agreement to the recommendations, 30 somewhat agreed, and 3 were opposed. The survey was available to take during the month of june 2020. The information and recommendations are available in the report as well as in the appendices. [inaudible] for midand longterm recommendations. Next slide, please. And with that, ill leave it here for any questions or comments. Thank you. Chair peskin thank you, miss chung. Commissioner safai, any comments . Supervisor safai yes. So im really happy today that we were able to move this as quickly as we could during even with covid. This information is extremely important. The alemany corridor is one of the most dangerous roadways in our city, as miss chung was pointing out. There are literally consistently collisions on this corridor, almost on a weekly basis, and many of our Community Members are marked with the trauma of the high speed collisions. We get calls consistently with teresa and alemany. People go through quickly and smash through people. Weve consistently been told about people speeding there, with damage to home and property on a consistent basis. This corridor has been negligented for years. We were able to reduce it and neglected for years. We were able to reduce it and reduce the collisions, but its designed for an older period of time. Its designed for when it was a small freeway and cutthrough, but now is the time for it to slow down, for us to add additional signals. Theyve done a lot of daylighting already, so its not necessarily about daylighting, its about changing traffic patterns, and we have a commitment from sfmta, they committed to putting money in this years budget for a traffic signal at theresa and alemany, but these are going to be improvements all throughout the corridor. Were going to be adding crosswalks, daylighting, all the types of things that will make a significant impact, and i want to thank victoria for all her work. I want to thank the commission for expediting the study because it will save lives and prevent for harm. I want to thank the sfmta for being creative. I want to get this signal installed and move quickly, and how we can create more safety for pedestrians, bicyclists and motors. I want to thank everyone who participated in this process. Were going to continue to do some additional work to lineup some additional funding, but at least in the near term, we have some ability to do the longterm work. Chair peskin thank you, commissioner safai. Commissioner yee . President yee yeah, just a quick remark. I want to thank supervisor safai for his work having to do with alemany. I know the conditions there because i actually lived right off of alemany on theresa. Back then, it was so bad i was not comfortable even crossing the street. Thank you very much. Chair peskin thank you, president yee. Are there any members of the public who would like to item number 9 . Operator you have zero questions remaining. Chair peskin all right. Public comment is closed. Commissioner safai, would you like to make the motion that commissioner yee will second . Supervisor safai make a motion to fully support these recommendations and the final report of the sfmta. President yee second. Chair peskin we will take that as a motion to adopt the final report, and seconded by commissioner yee. On that motion seconded, a roll call, please. Clerk on item 6 sorry, 9 [roll call] clerk there are 11 ayes. Motion passes on its first reading. Chair peskin next item, please. Clerk item 10, adopt the proposed 2021 budget item. Chair peskin miss wong . For fiscal year 2021, we are anticipating 123 million of revenue, and mainly due to the federal state revenues well receive for the yerba buena project this year. In terms of expenditures, we are anticipating occurring 229. 6 million. This is 50 higher than the Previous Year, and 85 of the expenditures are expected for Capital Project cost. Our largest prop k expenditures will be for the sfmtas Light Vehicle project. In addition, the estimate level of expenditure levels will trigger the need to drawdown up to 100 million of credit and will facilitate the selling of the prop k project. With that, im happy to take any questions that you may have. Chair peskin any members have any questions . I think we are all familiar with this program. Seeing no questions, are there any members of the public that would like to comment on item number 10 . Operator you have zero questions remaining. Chair peskin okay. Public comment is closed, and is there a motion to adopt the 2021 budget and work program . Made by commissioner supervisor mandelman mandelman. Chair peskin appropriately so, and is there a second .
