That the p. O. A. Routinely pulls into meet and confer, matters that are exclusively within the management purview. San francisco deserves better and this city can do better and to hold other bargaining units hostage, because of the police union insistence on not changing its m. O. U. To exclude management matters from meet and confer, is shameful. [bell dings] i would like to [. Clerk thank you very much for participating in the discussion. Mr. Coup, could you connect us to the next caller, please. Caller hi. First of all, [indiscernibl [indiscernible]. And by the way, we can respond to Public Comment under the brown act. So that was misinformation. Also i want to offer my sympathy and appreciation of the courage of the woman who had to experience rape and then mistreatment by the Police Department. Now left on your shoulders to stop this insanity of giving Police Raises without any agreements for transparency or stopping the endless meet and confer closed meetings, that have nothing to do with basic labor negotiations. Yes, i understand you can only reject or accept, but you can reject and then publicly advocate and lobby for changes. Takes cuts in salary and giving the Police Raises after public outrage of Police Behavior is unconscionable. Mayor breed did this secretly encouraging p. O. A. To pop up their chest and bully the city. It shows a complete lack of disrespect for the Police Commission, who rejected the Police Budget unanimously and locked out of any further discussion. Police unions are on their way out, because this behavior has gone on unimpeded for decades. The police, in fact, are the one who stand against unions when they strike or protest. Other unions are calling for their disbanding, as are the people across the nation. The idea that the Police Wanted their officers to see the body cams, to get the justice, its a perfect example of what is so wrong with our present meet and confer situation. The choice should be that police reduce their staff to absorb the law. This would be a small concession to the public demand to defund the police and refund the committee. But at least head in us in the right direction. One last point. Any police that want to work for private companies, should do it [bell dings] clerk thank you for your comments. Mr. Coup, could you connect us to the next caller, please. Caller can you hear me . Clerk yes, we can. Please begin. Caller hello. Yes. My name is jessica. I reside in district 9 and im calling for the g. A. O. To please reject this renegotiation contract. The contract renegotiation. Ive been listening in on to the discussions. And there is while there is nothing saying that there will be no reforms, that there wont be changing to the reforms at this time, no requirement asking so. The fact that theyre behind closed doors, also lends to believe that theres not that this negotiation is not to be trusted. Considering how the very public outcry against our Current Police standards and continuing on with the violence that were seeing to our black and brown communities, the San Francisco Police Department, skill this the g. A. O. To please reject the Police Officers Association Contract renegotiation. Thank you. Clerk thank you very much for sharing your comments. Could we be connected to the next caller, please. Caller hi. I work in district 9. Im calling to demand the g. A. O. Committee reject the racist p. O. A. Contract renegotiation. And call a public hearing to provide transparency into future Contract Negotiations. The p. O. A. Has [indiscernible] at this point its an easy pass to say they just engage in the behavior. The whole entity of policing is racist. And i think something very backwards to ask the racist p. O. A. To hold a racist Police Accountable. Sfpd needs a bias trainer, described the level of antiblack as extreme. More points to the abolition here. Antibias training does not work. [indiscernible] this is just one step into Harm Reduction abolition. Reject this contract, absolutely more that you can all do here to just reject this. You all can make the right choices and truly stand by and listen to your constituents. Im done with my comment. I just request that you announce how many callers are listening to the call and in line. Clerk thank you for your comments. Could we be connected to the next caller, please. Caller caller my name is carry nicks. Im a former Health Care Union adviser with. Im calling for demand the g. A. O. Committee reject the Police Officers Association Contract renegotiation and does not pass it out of committee. I want to thank the caller who spoke earlier are the rape that she experienced. I was raped by the brother of a the Police Officer took my report, knew my brother and i believe he added ambiguity to the report. Collective bargaining rights [indiscernible] the p. O. A. , meanwhile, is abusing meet and confer to legalize their charter. And especially black and brown communities. Tens of thousands of people hit the streets of San Francisco demanding the end of Police Violence. But nothing changed. Just this past month, sfpd hunted down a man, a man in crisis and killed him in the streets. Across the country, collective bargaining is beginning to hold police fraternities accountable. Negotiations with their police fraternitieses. They had all negotiations in public. Philadelphia even passed a law prohibiting contract talks with their Police Fraternity. Thats your responsibility for them not to operate under the shadows. Includes the killings of dozens of black and brown citizens. This past june, they threatened a lawsuit to kneel on the necks of san franciscans, weeks after the killing of george floyd. As previous callers voiced, p. O. A. Is not a legitimate labor group. The g. A. O. Committee has the power to reject the contract. The people of San Francisco want you to reject the p. O. A. This renegotiation is exactly what the p. O. A. Wants. They get two additional years of raises and [bell dings] clerk thank you very much for sharing your comments, carrie. Could we get the next call, please. Caller i live and work in San Francisco. Im a member of black, the foundation of this country. Im calling for demand that the g. A. O. Committee rejects the Police Officer Association Contract renegotiation. And does not pass it out to the committee. I was practicing at General Hospital and try to experience harm on july 8th. I asked for the badge numbers of the officers who laughed in my face. And to this day i have not received one. I will not go back until every sheriff is out. I deserve to feel safe as i save lives. A militarized racist force does not provide safety to all. Theres substantial evidence that police cause to the most marginalized group. Less than 1 hospitals use cost of security, in fact, we know better ways than to retraumatize people, to terrorize communities who are seeking safety and care, where do we go when we cant go to our hospitals or schools without your militarized, weaponized, killing, murderous system. Our city officials need to do better. We demand it. We pay your salaries with our hard work. Where are you, where is your backbone. Why do you allow these threatening forces to let your humanity down. If you dont see our community, who does. Thats why we hit the streets on october 17th. I was physically harmed by an officer haung. He shoved me and i did nothing but stand. I did not hurt him. I did not do anything to him. Where is the deescalation training there. They stood there. Because i knew my people would be harmed. Where are you for your people . Do not fall for their lies. [bell dings] who cares what they threaten you with. Clerk okay. Thank you very much for sharing your comments. Mr. Coup, could you connect us to the next caller. Caller wow sorry. What a powerful what a powerful personal experience from that previous caller. Thank you so much for sharing that. Wow okay. My name is camille martinez. I live and work in the Mission District 9. I want to thank that previous caller and all of the other previous callers for theiring their heartwrenching stories. Like those who called before me, im demanding that the g. A. O. Committee fully correct the policPolice Officer reject te Police Officers contract. The negotiation is exactly what the p. O. A. Wants. They lock in the lack of transparency and accountability through 2023 and sets them up to negotiate their contract in a Mayoral Election year, when theyll have more leverage. Police officers are already grossly overpaid with the median sfpd cop salary making 190,236. Over 60 higher than nurses and twice as much as city workers, who are providing real quality of life that prevent crime in our opportunity. P. O. A. Contract gives sfpd two additional years of raises and this parity clause, which gives the p. O. A. Any additional benefits earned by the city workers, like nurses, that called before. Teachers, the other essential workers, its an insult to the Civil Servants providing real, life affirming, Community Building care. Please do the right thing. Be on the right side of history. On tuesday, the most important election of our lifetime, san franciscans rejected violence, racism, bigotry, in the nations highest office. We also voted to reduce the number of sfpd officers with prop e. And to add oversight to the sheriffs prop d. The board of supervisors should be representing the interests of the community, not the p. O. A. Stand up to our citys racist Police Fraternity. Reject this p. O. A. Contract. And make all future negotiations public. [bell dings] reject the contract. Reject the contract. Clerk thank you very much for sharing your comments. Can you please connect us to the next caller. Caller hi. My name is amanda and i live in district 1. I love love i moved from to n francisco from kenosha, wisconsin. [indiscernible] you call yourselves progressive. You dont need to call the people out on the streets. We need more than reform. After decades of socalled reform, 76 of use of force occurred before last year, against people of color. 2 of those received harm. They still pointed their guns at people 2 1 2 times per day. At the very least, we need public transparency into these negotiations and policy concessions. Bleb [ please stand by ] [inaudible] i believe we may have lost the caller on the line. Hello . Clerk we are having many troubles hearing you, so please continue now. All right. Ill try. I guess i will just say a less polite way is we should be abolishing the police. This is a path particular excuse for some sort of oversight whereas an individual in power in some sort of power on a weekday, its really sad that this is the level of politics we have, but i encourage you to do the very obvious thing of rejecting the contract and allowing the public to weighin more democratically. Hope you can hear that. Clerk we did hear your comments. Thank you very much for being persistent. Can we be connected to the next caller, please. Hi. First, id like to report on how many callers are listening and how many are in the queue after my times expired, so if you could do that, that would be great. My name is lawrence. I live and work in district 9. Im calling in, once again, for the elected of the officials to standup for justice and act new for us, especially our black and brown neighbors who are disproportionately harmed by the sfpd. The opportunity that we have to reject the sfpd contract has been extended in the past, and we have to be brave. This is a moment that we find the courage and act on it. Send this bill back and force the p. O. A. To come back to the committee with something other than a cake walk. Force real actual tangible policy concessions that make a safer city. You can do this. Its in your power. It takes a little bit of that courage that i talked about earlier. Thank you. Clerk thank you very much for your comments, lawrence. We have 55 listeners, 32 people in line, and lawrence, you were our 31 caller. Mr. Qu, can you please connect us to the next caller. Hello, bootlickers oh, sorry. Supervisors. My name is simon manganelli. I live in district 8. Im calling to ask that the Committee Reject the p. O. A. Contract. Im tired of calling in to the supervisors and you not doing shit. Youve heard from two incredibly brave people who was brave enough to talk about their race. Youve heard from people at sf general about people being brutalized by the police, and people who live in communities targeted by police. Are you fucking kidding me . Weve literally had an election in San Francisco two days ago with historic levels not seen since the 60s. Over 70 of us voted yes on prop e which was to literally defund, disband, and abolish the Police Department. H stop being whiney babies, stop c kowtowing to the police. Stop being bootlickers because thats what you are. Reject the p. O. A. Contract, do not pass it out of committee, and make all of the negotiations public. In closing, fuck all of you. Goodbye. Clerk thank you for your comments, simon manganelli. Could we be connected to the next caller, please. Is there a caller on the line. If you just heard your line is unmuted, that is your opportunity to provide comments to the g. A. O. Hi. Id like to echo the previous comments to the board of supervisors. Id like to say that the failure to provide transparency in these negotiations is outrageous and this contract needs to be invalidated, and i yield my time to hear more of other peoples stories. Clerk next caller, please. [inaudible] or accountability without any concession does not facilitate any Community Trust. This committee. Weve heard about some acts today, and they are not the exception, they are the rule, and they go as far as targeting dozens of black and brown individuals. Thousands of san franciscans, and our population has made it clear. We know who keeps us safe. Our police are well overpaid, and the Median Income of an sfpd cop is 60 higher than our nurses. I demand that you reject this contract, that you hold the public hearing, that you be transparent, that you be brave, that you standup to the police for the people you represent, the true labor unions, and the san franciscans whose lives are at stake. I yield my comments. Clerk thank you for your comments. Next caller, please. My name is kurt [inaudible] and i am the chairman of the Peoples Congress in district 6. Im asking you to reject the contract today. Do not pass it out of committee. Its time to take a stand. I know that people are probably threatening you and calling for the rejection of the p. O. A. We will stand behind the folks who standup for them, and there are enough of us. The p. O. A. Will find itself on an island with no support. The only reason they exist is because no one stands up to them, and you have the opportunity to standup to this today. This is a prime example of whats entirely wrong around the Police Negotiations. The truth is they have become a stigma in this city, and its time we address it. Creating contracts in the dark and excluding us out of the process, not listening to any of the committee. Even in the midst of a complete movement throughout the nation, youre basically handing them their wish list with no concessions in return. Why . Why . Because of their threats . Are you that afraid of them . Take a stand. Dont be afraid. Weve got your back. Well standup for you. Its time to negotiate it in good faith in the public, and we need some good policy concessions from them. Do as i say, right here today. Lets do this the right way. Lets get a real meaningful contract, and then, well come back. We ask you to sit down and do something meaningful and do the right thing by the committee. Clerk thank you for your comments, mr. Curtis bradford, mr. Qu, can you connect us to the next commenter, please. Hi. My name is mimi clavner, and ive lived in district 9 for 35 years. I ask you to reject this contract. Frankly, im appalled at what i heard earlier in this meeting. Its the same old, same old, is this is unacceptable. This m. O. U. Was negotiated in secret by d. H. R. Yes, the same d. H. R. That was recently called out as being racist. Its incomprehensible to me why they would offer a short deferral of raises with more raises in the next two years without any claims of concession. D. H. R. , the mayors office, sfpd, and the City Attorneys Office all have vested interests in keeping things as they are. The people are demanding change. I urge you to reject the contract, and i also want to say to the clerk or the secretary, whos ever in charge. Queue, i want to object to you cutting off the queue, which then had at least five people in the queue on thursday. How do you justify these actions . Thank you. Clerk thank you very much for your comments, mimi clausner. Mr. Qu, could you please connect us to the next caller . Hi. My name is sarah shocke. I live in district 10, and im a former union member. Im calling to demand the g. A. O. Rejects the Police Station Association Contract and does not pass it out of committee. You need to reject this contract and hold a public hearing. This negotiation is exactly what the p. O. A. Wants. They get two years of additional raises. It locks in their lack of transparency and accountability to 2023 and sets up their contract in a Mayoral Election year when theyll have more leverage. Standup to the racist p. O. A. Just this past june, they threatened a lawsuit so they could still kneel on the necks of san franciscans. When i worked at the ucsf cancer, i do not see police fraternities as a legitimate union, but as a way for them to have unfettered power. [inaudible] why in the hell would you ever allow such thugs to unionize, much less give them raises. Committees and Council Members such as yourselves have listen 67 of this city voted for [inaudible] we have spoken, and we dont trust sfpd, so i do not understand why on gods green earth it makes any sense that you would be even entertaining this at all. Your job, your literal job to translate our votes and voices into governmental action. I teach at two public colleges in this city. I have two masters degrees [inaudible] what the lowest paid officer makes. The lowest paid Police Officer of sfpd makes five times more than what i do at city college. There is no reason we should be glamorizing murder. Multiple people on this call have shared their stories of abuse by sfpd, and i have been at multiple protests where we have been laughed at, almost beaten, run over, and more. This whole lefty movement that mayor breed wants to call it is a joke. You guys are just perpetuating the same old thing. None of you addressed Caesar Vargas death. Matt haney posted one thing on instagram. One of you maybe posted one other thing. Thats disgusting clerk thank you very much for sharing your comments. Mr. Qu, could you please connect us to the next caller. My name is dante. I live and work in district 1 at uesf. Im calling to ask that the Committee Reject the police Association Contract and does not pass it out of committee. This summer, tens of thousands of people hit the streets of San Francisco, demanding an end to Police Violence, and nothing changed. Just this summer, police hunts down a man by the name of Caesar Vargas, a man suffering mental problems, and shot him in the streets. The contract adds a Charity Clause which gives the p. O. A. Any [inaudible] and other essential workers, which i find a personal insult as a teacher. Across the city, people are beginning to hold police tracertainties accountable. Chicago is asking for 40 disciplinary reforms and had all negotiations in public. Philadelphia prohibited any negotiations with their police fraternities until they could be held in police. It is your duty to prevent the sfpd from operating in the shadows. P. P. O. A. Has a long history of defending officers involved in a long string of scandals, including a long string of killing san franciscans. Earlier this year, the level of antiblack bias in sfpd was described as extreme. Standup to our citys racist sfpd authority, and make all clerk thank you very much for sharing your comments. Can we get the next caller, please. Hello . My name is nora hilton, and i am the chair of the San Francisco Youth Commission, and i am the previous chair of the San Francisco Youth Commissions transformative justice committee. I am a lifelong san franciscan, and i live in district 5. The community of San Francisco, and especially young people in San Francisco have made it clear that they want sfpd so be held accountable, and this contract renegotiation does exactly the opposite of that. The department of human resources, without consulting the Police Commission and many Key Stakeholders came to a deal with the sfpoa to extend their contract and give them a raise of a total of 6 without any guarantees that the police start blocking reforms and accountability. This is not a deal with the city, this is a deal with the d. H. R. You should work to represent the people and communities, not the sfpd and d. H. R. It is up to you and other elected officials to let us know what theyre saying. This summer, tens of thousands of people, including thousands of young people, took to the streets, fighting for a more just world and the defunding of sfpd, and i really dont see how anything thats on the table today is working directly for that. Its working directly against that. The Youth Commission clearly stands with all movements trying to defend the police because police do not lead to a safer world, they lead to a world where oppression against black and brown people is funded by the states. Thank you. Clerk thank you very much for your comments, nora hilton. Could we get the next caller, please. Hello. My name is jason, and im a district 1 taxpayer and homeowner, and im tired of my money going to pay the salaries of violent thugs that do nothing but enforce thuggery capitalism. Thiss thiss thisser im seeing my representatives about to give my money away again without a single condition in exchange. What is the point of a socalled progressive super majority if we dont get anything out of it . You have leverage. The elections over. Theres nothing to be cowards about anymore. What do you need . What are you waiting for . Do your fucking jobs for gods sakes, and standup for the p. O. A. Clerk caller, are you still there . Im done. Clerk well take the next caller. Just a request for future callers who may provide Public Comment to g. A. O. , to keep your comments civil. Lets hear from the next caller, please. Hi. [inaudible] from district 9 again. [inaudible] clerk thank you very much for your comment. Next caller, please. Hi, can you hear me . Clerk yes, we can. Please begin. My name is diego, and i live in district 3. Im calling to demand that the g. O. A. C. Reject the Police Negotiation contract and does not pass it out of committee. Board of supervisors, with your camera off, we see you not listening to us. You know, do not be comforted if you won the recent election. The trend shows that we support defunding and police abolishment. If you do not support actions like that, we will come for your seats. I yield my time. Clerk thank you very much for your comments. Mr. Qu, next caller, please. Hello. My name is [inaudible] titus, im a San Francisco resident and voter. Im actually calling in to demand that this Committee Reject the p. O. A. Contract. Its clear that d. H. R. Have not been bargaining for residents of the city, but doing what makes it easiest for the city. Take a look at their statements on Colin Kaepernick a few years ago. They say that any policy change will go to meetandconfer, which is a lie. A proposition that passed with overwhelming support at around 70 of the vote. Its only because he called that bluff that we were able to put it on our ballot and change the will of the voters of the city. This overly broad interpretation is a constant issue in [inaudible] do not trust them. Were trying to tell you that you have no power here and must leave it all in their clearly incompetent hands. Do not listen to them. Use the power thats vested in this committee and this board and reject the contract. Listen to the people of San Francisco, not the friends of the p. O. A. Clerk thank you for sharing your comments. Can we get the next caller, please. [inaudible] and i live in district 8. Many of the other callers have called in to voice their objections against the use of force. No contract should go forward without policy concessions from the p. O. A. The department of justice of california, hardly the more important than meetandconfer. We need to think about where are the mayor and chief scott in this conversation . They have a legal and moral right to drive a Police Agenda if they are who they say and they are who they say they are. They can really move this. It pains me to see our members on the left attacking our electeds on the left. I dont trust d. H. R. Clerk thank you, rudy gonzales, for sharing your comments. Mr. Qu, can we get the next caller, please . My name is savannah. I live and work in district 5 . Im calling to demand the g. O. A. Committee reject the p. O. A. G. A. O. Committee reject the reject the p. O. A. Contract and make all future negotiations public. Thank you. I yield my time. Clerk thank you very much for your comments. Could we get the next caller, please. Hi. My name is grace coleman. I live and work in district 5. Im calling to demand that the g. A. O. Committee rejects the p. O. A. Contracts and not pass it out of committee. To agree on a 9 pay increase and demand no policy concessions in return is absolutely absurd and it indicates how toxic the relationship is between the d. H. R. And p. O. A. And how this allows for such manipulation and corruption to exist in our government. How can you expect the citizens to trust the police if you are all so clearly terrified yourselves . The overwhelming of our Community Wants more oversight, more transparency, and less police. To prove this contract is to admit to your black and brown constituents, that at least for the next few years, their safety and humanity are not a priority to you. If you have any interest in taking the very first baby step in establishing some trust between yourselves and the community, you will reject this contract and you will reject white supremacy. I yield my time. Clerk thank you, mr. Qu. Next caller, please. Hi. My name is alexander, and im a district 11 member. I want to request the g. A. O. Reject the p. O. A. Contract. San francisco clearly expressed this past tuesday that they do not want to do business as usual and im not just talking about props b and e, although i think those send a d and e, although i think those send a pretty clear message, but also prop b. San francisco quickly passed a proposition that completely reimagined that department. You look at the San Francisco Police Department, and we have ongoing scandals of not only violence by racism. We have Text Messages which are too gusting to relate here. If were willing to disrupt the status quo when we discover that the city has been discriminating against people based on their ability to pay to play, how can we justify Going Forward with the status go when we have these ongoing scandals and discrimination based on race . You know, its frankly appalling that we would think we can flip this through without asking for a single concession when we ask things like the d. O. J. And Blue Ribbon Panel recommendations going completely unmet. You as our representatives have to use our leverage. Reject this contract. Start again with a public hearing, and lets actually work these things out. Clerk thank you very much, alexander post. Can we get the next caller, please. Hello. Can you hear me . Clerk yes, we can hear you. Hi. My name is nick blen, and i live in district 7. Ive got a few requests. My first request is to reject the p. O. A. And budget that others before me have so eloquently rephrased. Second, figure out a better technology, better than this 1980s stuff were using here. Better yet, youre opening up these cities. You could do these meetings outside socially distant and safe, and you could look us in the eyes. Third, i dont got any swear words, whatever you want to call it. But civility . How about you stop enabling a gang of White Supremacists who are an awful neighborhood to all of our residents of this city. Start there, and then, you can start asking for some civility. Done. Next person. Clerk thank you for your comments. Do we get the next caller could we get the next caller, please. Hi, there. My name is michael garcia, district 11. Its mind blowing to me that we allow Police Officers to have a union. Im as prolabor and prounion as it gets, but the police have a unique position where they have the power of the state behind them, and most workers dont have that. So its mind blowing to me that we allow that. Im calling to join the rest of the calls in support of rejecting this contract. We need to demand better, and, you know, the residents of the city have been out in the streets, weve been out at the ballot box, weve been out at these meetings, and, you know, we couldnt possible be more clear. Possibly be more clear. So please, listen to the residents of this city, and get things moving in the right direction. Thank you. Clerk thank you very much for your comments, michael garcia. Could we get the next caller, please. Hi. My name is [inaudible] and i live in district 3, and like many of the other callers, i ask that after my time is up that we get an update on the callers in the queue and listening. Im calling, like so many of my neighbors here, to ask you to please, ask in accordance with the will of the people of San Francisco who have been showing time and time again, not just this week, this summer, this year, that for years, they do not want the city to be held to the racist and selfinterested actions and demands of the p. O. A. Im calling you onto reject this contract which offers nothing but terms that are advantageous to the Police Officers who are continuing to make our city a less safe place, especially for our black, brown, indigenous, and unhoused neighbors, and that you instead move to a process of making all of these negotiations public, with transparency, where the public can weighin, where we can see and understand whats happening in our city, and you act in accordance with what has been shown, which is we do not want a large number of officers on the streets of San Francisco. We do not want oversight from the government. Please keep that in mind when you decide whether or not you push this through. We do not want to be in partnership with the p. O. A. Please come back with some negotiations that can actually have 134 concessions for the abolishment of police, that the people of San Francisco are showing you that they want, and please make these proceedings happening in the future transparent so we do not have to guess whats happening behind closed doors. Clerk thank you so much for your comments. 24 are listening, and 25 are in the queue to provide Public Comment. Collecti next caller, please. Hi. My name is jason weiman, and im calling in solidarity with so many of my neighbors calling for the abolishment of San Francisco police, and right now, that comes through the rejecting of the p. O. A. Contract. There are multiple opportunities to disrupt things and business as usual. This is one of those times. They called on leadership of the board of supervisors to do something, to actually be a leader. So im requesting that you be a leader and reject the p. O. A. Contract and actually take it back to committee and figure Something Else out, ask for concessions. Also, in regards to civility, fuck civility, fuck all of this shit. The police and nothing has been civil, and frankly, to ask for civility, when our board of supervisors continues to pass and not act as leaders is absolutely asinine. To my fellow san franciscans, please continue being uncivil, and please keep up the unrest because we need to keep pushing until they do something. I thank all of my fellow citizens on this calls, and fuck the board of supervisors. Clerk thank you, jason, for your comments. Mr. Qu, could you please connect us to the next caller. Hi. Im helen banks, i live in district 10. Ill keep my comments far more civil than the p. O. A. S treatment of my community. As everyone has been saying, we should abolish the police. Theyre known to be extremely racist and theyre known to be extremely violent. We could turn the enormous amount of resources the cops waste into thriving communities, but some of you keep acting with unaccountable cowardice. At least display a sliver of competency. Reject the p. O. A. Contract and call on a public hearing to provide transparency. Stop laying down while the cops continue to brutalize this city and shake us down. Im done. Clerk thank you for your comments. Mr. Qu, could you please connect us to the next caller. My name is crystal. Im calling from district 1. After i yield my time, please list how many callers are on the line and how many are in queue to speak. Im calling for the rejection of the p. O. A. Contract and ensure that the g. A. O. Does not pass it out of committee. [please stand by] should receive the majority of the tax dollars. Im a proud union worker and the p. O. A. Is not a union, and its an association, a fraternity, a group of people. Barely anyone that i talked to knows vargas name and he was murdered by sfpd officers last month murdered. No one should be killed by those who are supposed to serve and protect. Why is this not bigger news . Because they dont want the public to know that our Police Officers are just as racist and murderous as Police Officers across the country. Police are not union and should not be connected with a single real union in San Francisco. I understand that the negotiations are hard but the people of San Francisco are worth fighting for and we as members of San Francisco vote to reject the p. O. A. Contract, and you should use your voice to reject the contract too. Listen to your people, and not to your police pocketbook. We the people will fight for black and brown liberation and indigenous sovereignty and the safety of trans people and sex workers and all who are disproportionately targeted by the sfpd and all of the Police Departments. So for those protesting and organizing, i love you. We have the power to keep going. Clerk thank you very much for sharing your comments. Mr. Coup, can you please connect to us the next caller. Caller hi. I would like to agree with the other callers that future negotiations really need to be done in public and in the interest of full transparency, and id like to comment on this civility business. In is our time to comment and legally, you know, were free to comment as we wish, so long as it does not disrupt the meeting and so far i dont think that anything that anyone has said has disrupted the meeting. And so i think that attempting to form this Public Discourse is quite frankly, illegal. And also im looking at the bureau of labor right now, and their website and the cost of living in San Francisco. And its decreased since the pandemic started. So it would appear that, you know, were not just giving a 3 raise, but if you factor in the cost of living, you know, its probably more like a 6 raise. And so i think that this doesnt just apply to the Police Department, although the Police Department has a larger 3. 5 rate, and they are getting a better deal out of it. I dont know where the Police Department gets 3. 5 raise while other you know, while everyone else is a 3 raise. I dont know what they are doing that is so especiall special thy need to get paid more. So, yeah, i think that i think that i dont know if these contracts are really in the best interest of San Francisco. Especially with the unemployment rate. Clerk thank you very much for your comments. Mr. Coup, please put through the next caller. Caller hello, my name is jennifer. And i live and work in district 4. Im calling to demand that the g. A. O. Committee rejects the p. O. A. Contract and does not pass it out of committee. This summer tens of thousands of people hit the streets of San Francisco, demanding an end to Police Violence, but nothing changed. Just this past month sfpd hunted down Caesar Vargas, a man in crisis and killed him in the streets. San francisco supervisors, are you going to walk the walk and negotiate in public . Stop the lip service, reject the contract. Reject the knee on the neck of black, brown, trans, disabled and houseless people. Put these negotiations in public and follow the will of the people. Thank you. Clerk thank you for sharing your comments. Mr. Coup, connect us to the next caller. Good afternoon, supervisors. I am calling to hecko all o eche other people to say that our Police Department and p. O. A. Does not keep us safe. These are not a good thing for San Francisco and hes not civil. I would like to echo my supervisors as they say fuck the p. O. A. , and fuck this contract. And its brutal to the people that come to our city. Were internationally known as one of the most Abusive Police forces on the face of the planet. We spend more on policing and brutalizing our constituency than any other first world city. This is obscene. Now as our supervisors have pointed out this contract is for two years and theyre frightened to lock in any change for those two years. Well what im frightened is to lock in this abuse, this absolutely intolerable brutality. This murder of our constituents, and for another two years. Now i am not convinced that anything short of rejecting this awfully racist, explicitly so, in fact, as they were distributing racist masks during the middle of this pan dem to their members. We know what they need. They need racism in our people, and they mean unsafety and they mean abuse and they mean political oh, press. And the people of oppression. Now the people of San Francisco are tired of them. We have been tired for a decade and the department of justice has, in fact, come out and said that this is a racist organization that needs to fundamentally change. Thats been given five years and what has happened is that this contract that youre kob contemplating renewing has abused to prevent that change from occurring. So as you contemplate whether or not change can occur, keep in mind that the reason that you were telling us that change couldnt occur for the last five years is this piece of shit. Clerk thank you for your comments. Mr. Coup, connect us to the next caller. Caller hi, my name is indiscernible and i live in district 6 and i like everyone else on this call and calling to demand the goao Committee Reject the Police Officer Contract Negotiation and does not pass it out of the committee, making all future negotiations public so that the constituents of this city can actually participate. After the tens of thousands of people began to protest over the past summer, i really reflected on my life and asked myself if once in my life i had felt safer because a Police Officer was nearby and it was never the case as a brown woman. I called my mom and asked her if in her life she felt safe because a Police Officer was nearby and she said, no. These feelings are justified by every call, and every murder that you hear in the news, including the murder of Caesar Vargas. Theyre backed up by staff, like the staff that sfpd that points their guns at 2. 4 times a day. And 78 are against people of color. Theyre backed up by stories and a history. And it was reflected earlier in the call and the representatives arguing against you. Their main point seems to be that this is unusual. It was unusual to not give a few percentage of raises. It was unusual to reject a labor contract. But you should be behaving unusually because the Police Officer association is unusual. It is historically unusual because it is over the history of policing been against unions. Its unusual because financially they make 200,000 as a median pay that is twice as much as other actual unions. They are unusual because all over the country that we are changing things and cities are reckoning with this brutal history. Many people in my life are teachers, many of my loved ones, and if Something Like this was true in their profession and there was a history and a financial and an historical moment of realizing that their profession was harming clerk thank you very much for sharing your comments. Operations, can you please connect us to the next caller. Caller hi there. My name is katie and i live in district 9 and i work in district 10. And i have been in the city for 15 years. I want to continue to echo what has been requested and demanded, whatever word will spur action. And that is that the p. O. A. Contract negotiations should be held in public. This current contract should be rejected. This contract and the process by which it is being processed undermines the public and it undermines the Police Commissioners who have been working to remove bias in the Police Association or the Police Officers, the sfpd. And i would just like to see bias go away. And reform isnt working. Training isnt working. Bias is written into the p. O. A. Contract. I agree with everyone else that the median pay of the Police Officers is completely inappropriate. That also that it is inappropriate that theres no policy concessions. Everything about how this contract is being processed is inappropriate. This contract is the mechanism which i have said before that it is the mechanism by which bias and institutional racism is being upheld in San Francisco. And this needs to be addressed. Please do right. Please do justice. Please do better, because black lives matter. Thank you. Clerk thank you for your comments. Mr. Coup, can you please connect us to the next caller. Hi there, my name is destiny rodriguez and i live in district 4. I, among many callers, i am calling to demand that the g. A. O. Committee rejects the p. O. A. Contract. I just want to reiterate that you are my District Supervisor i dont know if you have seen, but actually the sunset district, the one that we live in, 18 of that of our population voted for trump. So just to let you know that is almost 22,000 people. And of our population, theres only 14 hispanic folk. As you are hearing and im sorry and only 4 black folks, okay . So of those people, the 22,000 people in our neighborhood, that is who you will be serving if you dont reject this. If you continue this this is working for us, and for me, like everyone is saying but what does that look like . I am watching you not taking this action that you said that you would this is affecting us. Every day when i go out to work and i have to step outside, and all of the unhoused folks that are being harassed by the police, that takes a toll on a person. I dont get to put on a indiscernible and being known around the town. And i look at people who are begging for help and dont have assets, so im speaking on behalf of them. You have to say no, you have to reject this. I cannot do this anymore. This is all summer, even more than this, people have been asking you to take a stance for real. You need to work on the long term of defunding the Police Department. I have had many calls to do this. Clerk thank you for sharing your comments. Operations, please connect us to the next caller. Is there a caller on the line . Caller can you hear me . Clerk yes, we can hear you. Please begin. Caller okay. Well, before i begin, after i continuously do that so we know. And, supervisors, turn your cameras on. I am emily and im calling on unoccupied land to demand that the Committee Reject the p. O. A. Contract and do not pass it out of the committee. This summer tens of thousands of people hit the streets of San Francisco to demand the end of Police Violence. Since then we did a lot of work for black lives matter but its your lack of action that is complicit in the Police Killing of Caesar Vargas, a man in crisis. indiscernible in peoples lives. So what are you showing if you dont reject this contract . Passing this contract is with violent policing. And its giving into concessions that put black and brown and trans, and sex workers lives at risk. You have authorized to vote this down and to call for a public hearing. This is a power that you have. You have the power to put pressure on d. H. R. , and that they work for you, they work for the city, and not just the mayor. And you all work for us. And the d. H. R. Is incompetent and indiscernible to defund the police, they kill with impunity. indiscernible for the multiple previous callers for sharing their traumatizing Police Interactions and you are vulnerable in sharing your experience. When i was a teenager i was violently assaulted by a Police Officer. It changed my life. indiscernible they dont provide Public Safety. They dont protect people. They are violent and they leave trauma. Its an act of racism and violence and a perpetuation of that trauma. Black lives matter and, yeah, fuck your civility and fuck the police clerk thank you very much for your comments. Mr. Coup, please connect us to the next caller. Caller hello, my name is james and im a fifth generation san franciscan. Id like to apologize for you guys having to listen to all of these scripted speeches from others. My children are sixth generation san franciscans. We have the bayview and north beach neighborhoods. No one on these calls would state that they are in indiscernible as where they are from if they are invested san franciscans. With five generations, now six, none of us have had problems with police in this city. Theyre actually some of the friendliest Police Officers that i ever seen in my travels throughout the united states. In fact, i believe that we have one of the most diverse Police Departments in the country. The ballot measure that went on, yes, you can decrease the Police Department, but you could also increase it so that people really dont Pay Attention to whats going on. And it goes to the shooting that happened on otis street. I watched that video and i was appalled that someone tried to murder one of our Police Officers. This union has put forth a measure to save the city money over the next two years and i believe that you guys should pass this measure for all of the men and women that work to protect my family who live in this city for generations. Thank you. Clerk thanks for your comments. Mr. Coup, could you please connect us to the next caller. Caller hello, my name is graceie and i live in district 7. I work in San Francisco and im a ccsf student. I grew up in San Francisco as did my family. And i was put in Juvenile Hall when i was 16 for the crime of sleeping outside after my family was evicted in San Francisco where i grew up. I want to agree with the previous caller who said that its unacceptable that none of the supervisors are tweeting about Caesar Vargas, but constantly tweeting and talking about Racial Justice and b. L. M. Im calling to demand that the p. O. A. Committee reject the Police Officer Association Contract renegotiations and does not pass it out of the committee. This summer, tens of thousands of people hit the streets of San Francisco demanding the end to Police Violence, but nothing changed. Just this past month sfpd hunted down Caesar Vargas, a man in crisis, and killed hill in the streets. Despite the widespread demand for transformation for our approach to Public Safety, this p. O. A. Contract gives sfpd two additional years of racism and offers no policy concessions to prevent the officers from killing yet another person. It adds a parity clause to give the p. O. A. Any additional benefits earned by city workers that actually create Public Safety, like nurses, teachers and other essential workers, some of whom you have heard from today. Across country cities are beginning to hold police fraternities accountable. In chicago, theyre asking for 40 disciplinary reforms and had all negotiations in public. Philadelphia even passed a law prohibiting contract talks with their Police Fraternity until a public hearing takes place and the community demand is incorporated into the negotiation. It is your responsibility, supervisors, to present the sfpd p. O. A. From operating in the shadows. The p. O. A. That defends officers who engage in racist and homophobic scandals when had violence against our communities, including the killings of dozens of black and brown san franciscans. Clerk thank you for sharing your comments. Operations, could we please get the next caller. Caller hi, this is laura. District 11. Im on the unoccupied lands and i have lived here for 10 years. And the hypocrisy of the progressive veneer of this city is disgusting. I love San Francisco, but it does not live up to its image as ait should. And take the steps towards abolishing police and the Prison Industrial Complex if you think that black lives matter. Give that money to teachers. Retrain the police force to actually to help people by developing an Emergency Response system that involves neither guns nor incarceration. Stop using police to beat up our unhoused neighbors. Take them out of our hospitals. Take them out of the schools. Be the peace loving city that we portray ourselves as. I yield my time. Clerk thank you very much for sharing your comments. Operations, could we get the next caller, please. Caller hi, you told the kow reporter that we cannot ask procedural questions. Can you please tell us how much time and how many people are in line and how many have their hand raised . Clerk im sorry, this is Public Comment for the nine called m. O. U. Items and i have paused your time but it is not a question and answer session. Ill resume your time. Caller but you said that we could ask procedural questions. Clerk i welcome an email for handling of legislative items. Like which items caller you have not clerk allow me to answer your questions. So items on todays agenda are on for consideration on november 17th by the board of supervisors and that was the procedural question that the kaol i probably have it wrong, but that gentleman was asking about. Im not able to answer any other procedural questions at this time. Please continue your comments. Caller okay. My time starts now. So, supervisor haney, mar and peskin, the your job to balance the interest of stakeholders. I am shocked that the Labor Council has come out of the woodwork and gone on the record to support the p. O. A. Contract. The Labor Council is in support of the Police Fraternity contract. Hello, i am jen and i live in district 6. The Labor Council is just one stakeholder and theyre unelected and they do not represent the council, and the neighbors and a growing number of Community Groups and a huge amount of community members. So what do you do, bang your head, right . Sign a pledge like you did for labor that you will pass a 12 million budget supplement to the sfpd. You are about to have a super majority. The mayor will love it and it keeps indiscernible safe. The your job to calm down the s. F. Labor councils. Calm them the fuck down and pledge 12 million to sfpd and keep our community safe. You can only accept or reject the contract, but youre in a unique position because this time if you reject the contract they have to go to negotiations for june 21. You have that power. Tell d. Hmplet r. What you need for a yes. Tell the press what you need for a yes. Tell them what it takes for you to accept the contract. Again, this is just until june 2021. And the issues have indiscernible and the reality is that no pressure will make this happen. You have to explicitly outline what is and not a managerial decision because the political will does not exist in d. H. R. The political will should exist here in a progressive super majority. Should it not . The and issue clerk thank you for sharing your comments. Mr. Coup, can you please connect us to the next caller. Caller hello, my name is mariah and i live in San Francisco and im calling like so many others to encourage you to reject this contract. And to send it back out. Like i previous caller said, yeah, what does it take to present. But without the transparency of the negotiations being held in public, with no policy concessions, and the Police Officers are not being held accountable. And considering that we have seen the sfpd and saying that indiscernible . San francisco can be a vanguard for the changes that are going to happen and we could be, you know, some of the first in the country to do that. And the fear about having an advery say aial relationship adversarial relationship with the p. O. A. And youre standing there and indiscernible that means that you have to get adversarial. We love the indiscernible and we all know that is very true. So reject this contract and hand it back and do what you can to change things and make things better. To make our city better, and to make everyone safer. And im flabbergasted at the wages of our Police Department. Its absurd and obscene, considering what city workers make. And also, you know, the sfpd already takes up more than their share of the city budget. So get into an adversarial relationship if that is what it takes. And do what you can. Be the one that stands in between the police and the community. Thank you for your time. And please consider all of these comments that have been made. Well, many, many comments. Clerk thank you for your comments. Mr. Coup, please connect us to the next caller. Caller hi, can you hear me . Clerk yes, we can hear you. Please begin. Caller hi, i am a district 9 resident. I would like to echo earlier comments that you cannot perform this and be against racism and allow a contract that materially defends the actions of racist and violent Police Officers without consequences. Id also like to echo the absolute unfairness of the parity clause, and given the median salaries indiscernible . And, furthermore, negotiating this contract behind closed doors with policy concessions is organized crime. Please do not allow the p. O. A. To get away with this. I yield my time. Clerk thank you for sharing your comments. Mr. Coup, connect to us the next caller. Caller hi, i am gar eght and i live in district 6. And i am like all of the callers, that im calling to tell you as a committee to reject the p. O. A. Contract. Based on what i have heard it sounds like youre really uncertain as a committee what you can do about this contract. Which to me tells me that you dont know how to do your job, which is why you ask the public what you want to be done about the p. O. A. Contract. If you reject the p. O. A. Contract in committee you have six more months to figure out what t to do about the p. O. A. Contracts. And theres many that have concrete reforms regarding whether you can refer, and if you have six more months you can figure it out for yourself. please stand by they spent two and a half years adding single line to a useofforce policy. Thats not how you run a city. Pass out of recommendations and let the full board figure it out. If you really want [bell dings] clerk thank you. Thank you very much for sharing your comments. Mr. Coup, could you please connect us to the next caller. Hi, my name is wendy. And i live in district 5. And i just wanted to echo what most of the other callers have said that will you please reject this Police Officers Association Contract renegotiation. And do not pass it out of the committee. It really shows you all of these people are listening and calling in. We would appreciate if you would actually took action and helping it San Francisco be a place where everyone is safe. Thanks so much. I yield my time. Clerk thank you for sharing your comments. The next caller, please. Caller im in district 9. The p. O. A. Negotiations. I was arrested at city hall following the [indiscernible] also some reforms were promised. Nothing has really happened. The police are still killing and racist killing. Its outrageous what the police socalled union can try to nullify our demands for safety. The police exist to terrorize the working class and need to be completely abolished. And thats going to require working class residents. Thank you. Clerk thank you for sharing your comments, michael lion. Mr. Coup, could you please bring us the next caller. Caller we want abolition. Please reject this context. Do not give the Police Raises. Were not going anywhere. We want abolition and we will get it. I yield. Clerk thank you for sharing your comments. Mr. Coup, could you bring us the next caller, please. Caller hi. Id like to know how many people are left in the queue. Clerk i have paused your time. I dont have that information in front of me right now. You still have two minutes left. Please begin. Caller thats what i want to use my time for is for someone to look at how many people are in line and who want to speak. Clerk are you still there . Caller im still here. Clerk do you have comments for the g. A. O. Committee . Caller yeah. About how many people are in the queue. Clerk i am not managing the queue. I dont have that information. This is not a questionandanswer session. Please continue your comments to the committee or we need to move on to the next person. Ive been informed there are ten people in the queue. Caller thank you. Clerk goodbye. Can we get the next caller, please. Caller hi, my name is i work in district 2. Im calling because like many people here, i am afraid of sfpoas action. We know that back when the pandemic started, sfpoa rb was distributing thin blue line masks. Those are symbols of white supremacy, known hate symbols. And and the approach to the ways that they police our community, and the ways that they defend officers who have killed and harmed native san franciscans. We ask that the city council do not approve this contract and take the time that is needed to actually follow the example of cities like chicago and philadelphia, who are holding more transparent and accountable negotiations with their Police Officers. I yield my time. Clerk thank you for your comments. Mr. Coup, could you please bring us the next caller. Caller hi, my name is dan. I live in district 4. Im calling for demand that reject the p. O. A. Negotiation. How can you say that youre a progressive or care about social justice in good faith, if you make concessions to a Police Fraternity in 2020, after everything weve seen in our city, in our state, and in our country. Do you think san franciscan callers today, our friends, family dont notice when you side with police instead of siding with black, trans and other groups. We do notice and wont allow it. Any Contract Negotiations must be done in public to increase transparency and accountability to crucial elements in the Public Interest that we know the p. O. A. Will try to skirt at any opportunity. We know that other cities like chicago are demanding disciplinary concession negotiations. We know police are grossly overpaid and any dollar spent is a dollar that could be better spent on housing and Mental Health and education and just about any other cause that is actually focused on making it san franciscans lives better, instead of racist, violence and erosion of Community Trust that comes with police. Stand up to our citys racist Police Fraternity, reject this p. O. A. Contract and make future negotiations public. Thank you to the other callers for sharing the powerful stories of police abuse. Please listen, supervisors, please turn your cameras on. Otherwise we can assume youre not paying attention or dont care about this issue. Thanks. I yield my time. Clerk thank you for sharing your comments. Could you please bring us the next caller. Caller hi. I live and work in district 10. And i am calling in to ask that you reject the Police Officers Association Contract. First of all, that should be a public hearing with Public Comments and not something that is done in secret. Its too significant for that. And, secondly, im tired of hearing day after day about some horrible things that the police has done in our community, like why are they running around shooting people. Make it stop. Thank you. I yield my time. Clerk thank you for your comments. Mr. Coup, could you please connect us to the next caller. Caller hello. Can you hear me . Clerk yes, we can hear you. Please begin your comments. Caller okay. Thank you. My name is monique. I live in San Francisco in district 5. And basically im calling ive been on several of these calls actually with the defund the police movement. And i think you guys are hearing pretty loud and clear from a lot of people. We want the police defunded, we want the police abolished and we want this contract from the Police Officers association rejected. So theres no reason to talk about black lives matter. You just need to do it. And do what the people are asking you to do. Prop e just passed to get rid of the mandatory minimum. So there you go. Youve got majority voters saying we dont want the police any more. So i dont know what else you need to hear. You could feel good in doing your job. Do the right thing, tell them no, get rid of the contract. We dont need them. I yield the rest of my time. Thank you. Clerk thank you very much for your comments. Mr. Coup, could you bring us the next caller, please. Caller hi, my name is stella. Can you hear me . Clerk yes, we can. Please begin. Caller thank you. I live in district 11. And im calling to demand, like everyone else seems to, to reject the Police Officers contract renegotiation. This past summer, we saw thousands of people come to the streets demanding the end of Police Violence. This is something in our countrys history that nobody really talked about. And nothing has still been changed. And i think its very important that we listen to the public on this, because were tired of constant murder with no punishment, no consequences. And, you know, its been said that even chicago and philadelphia passed, you know, laws where talking to the Police Fraternity in public hearings is demanded. And, you know, we need to set an example in San Francisco. Im originally from atlanta, georgia. I know all about Police Violence and brutality and moving here i thought things would be different. Its so disheartening to see that its just the same everywhere you go. And San Francisco should step up as a leader and show all of these different cities on how to do things. And the fact that were still im going to try in and call to negotiate with you guys to not meet in private is just absolutely defeating. But we will not be defeated. Because we are here to continue to fight, you know, the p. O. A. Has a long history of defending officers who have engaged in racist and homophobic scandals and who committed extreme acts of violence against our communities, including the killings of dozens of black and brown san franciscans. [bell dings] clerk thank you for sharing your comments. Mr. Coup, could you bring us the next caller, please. Caller my name is tilda. I live and work in district 6. Im calling for demand the g. A. O. Committee reject the contract renegotiation. Do not pass go. Do not collect 200. Do not pass this contract out of committee. There must be policy concessions in any new p. O. A. Contract and the board of supervisors has a long history of caving into the p. O. A. You need to stand up to them. Otherwise the suits are basically giving us thoughts and prayers and thats not okay. We have a lot of data that shows us sfpd is racist. We need material ways of holding the Police Accountable for their impact on black and brown lives. California department of outand the justice and the antiblack bias is extreme in the sfpd. Even after decades of reforms, 76 of uses of force in q4 against people of color last year. Sfpd officers still pointed their guns at people 2. 4 times in a day. And other useofforce categories decreased less than 3 from 2016, this reform isnt working. You know, in addition to rejecting the contract, i demand transparency. Contract negotiations should be held in public, so the community can have input. P. O. A. Policies are a matter of life and death for black and brown san franciscans. And in conclusion, stand up to our citys racist Police Fraternity, reject this contract. And make all future negotiations public or else we will keep organizing, we will keep coming in and we will vote you out. Thank you. Clerk thank you for your comments. Operations, could you please connect us to the next caller. Caller hi. Im calling from district 9 to demand that the board of supervisors reject its proposal. I believe the Police Officers association, the p. O. A. , has abused their right to meet and confer policy. There should be more rules around the meet and confer policy. And i want to understand the discretion between what the City Attorney and miss isen are saying and what the s. F. Bar association is saying in regards to the meet and confer rights. We need to set reasonable limits to the amount of time meet and confer can take. I dont think its in the longterm interest of and then isen says she doesnt think its in the longterm interest to have matter of policies, that do have impacts on employment to end up in the m. O. U. I think it is in the longterm interest to implement reform. The meet and confer process should not take as long as it does. Attorneys are saying that the law is more restrictive than it is being implemented. So i really think to look into if tuck make changes if you can make changes. Its a small step to take for larger issues that everybody else has been addressing today. I believe again that the police union has been abusing the right to meet and confer. And thats the contract and see if you guys can make changes. Please reject the contract. I hope you guys are paying attention to what im saying. Thank you. Clerk thank you for your comments. Mr. Coup, could you please connect us to the next caller. Caller my name is vincent. I live until district 10. And so all of these people have been given awful stories about police brutality, the violence. I hope you all listen. And i just want to ask you. Sfpd killed someone in our city a month ago and you really want to give them [indiscernible] and the mayor is trying to browbeat the board of supervisors about city finances. And do you think it makes sense to give them raises. And s. F. Labor council wants to believe not passing the p. O. A. Contract will be bad for city workers. So in the case do you think passing a contract has a parity clause it helps city workers . This time when costs are unpopular in this city. Do you think down the road it may come back and like bite city workers in the ass. Like do you think its good for city workers or anyone . And like the p. O. A. Claims about Public Safety. Do you think theyre trying to pull a fast one . Ask yourself all of these questions and like think about whether like passing the contract is like good or not. And its not good. And like everyone else on this Public Comment, we demand that you refuse this process. And like the board of supervisors calls for [indiscernible] the p. O. A. Contract discussed in public and we can see a terrible job theyre doing. Thanks. I yield my time. Clerk thank you very much for your comments. Mr. Coup, could you please connect us to the next caller. Is there a caller on the line . If youre on the line, you just heard that your line has been unmuted. This is your opportunity to 2000 two minutes of Public Comment. Caller apologies. Clerk please begin. Caller can you hear me . Clerk yes. We can hear you. Caller thank you. Sorry. Apologies for that. I believe i was on mute. Im the legislative Affairs Officer for the San Francisco Youth Commission, calling in like many others today to voice our opposition to rejecting this m. O. U. I want to echo the chair made earlier. And also just give some background. The Commission Voted unanimously this last monday to oppose the renegotiated m. O. U. , during the last budget season, many, Many Community members, along with the Youth Commission, the citys Advisory Board on youth issues called for much bigger cuts to the sfpd budget, that then were ultimately made, including staffing cuts. Weve continued clerk calvin, are you still there . Did you go muted again . I have paused mr. Quicks time. Calvin, if youre still connected. Ill resume once i hear your voice, otherwise well have to move on. It appears the caller has hung up. Ill be moving on. Clerk okay. Thank you very much. Caller hi. My name is alonna. I was born and raised in San Francisco. I grew up in district 9. And also Bayview District represented by shamann walton. Both historically and predominantly poor and working class, black and brown community. In alignment with the callers, im calling to demand the g. A. O. Committee reject the Police Officers Association Contract renegotiation. If our city budget is a reflection of our values, you know, what does it say about us . What does it say when our representatives want to hold the p. O. A. Accountable as part of their personal political gains. Why does the community have to call out the g. A. O. Committee and the board of supervisors to do whats right. We can say black lives matter all we want. But when we dont care about the actual structural impact that our Current System has on black and brown communities [indiscernible] so this is the least the least you can do and bare minimum ask is that you wont you dont get a pat on the back for. To reject the p. O. A. Contract negotiation. I yield my time. Clerk thank you very much for your comments. Could you please connect us to the next caller. Caller hi, my name is ellen. I live in district 5. Youve been hearing it all afternoon. Im calling for demand the g. A. O. Committee reject the p. O. A. Contract through negotiation. Make sure it does not pass out of the committee. Im calling for implore to show that you care about the the safety of your constituents and you affirm youve been hearing us over the many months weve been speaking out its reprehensible that you will give the p. O. A. Exactly what they want, weeks after they murdered a man in crisis, killing him this streets. The p. O. A. After all of that is going to get two additional years of raises and youre going to lock in their lack of transparency through 2023. I just cant even believe this is a conversation were having right now. When san franciscans have been showing up to make share voices heard their voices heard. We want Public Safety for all. Chicago is negotiating its Police Fraternity contract. Theyre asking for 40 disciplinary contracts. Why San Francisco not acting, after months of protests against Police Violence, months of calling in to make Public Comment. We know that the problems of Police Association. One study found that violent misconducting on Sheriffs Officers increased 40 after a Supreme Court ruling allowed the officers to unionize. You have an opportunity to stand up to the racist p. O. A. To be a leader and to do the work that san franciscans elected you to do. San franciscans who put their faith in you directly, and their safety. So stand up to our citys racist Police Fraternity, reject the this p. O. A. Reject this p. O. A. Contract. I yield my time. Clerk thank you for your comments. Could you please connect us to the next caller. Caller hi. I work in chinatown. The committee should reject this contract. All of these negotiations should be public. Holding these hearing two days after elections, mean that people take note of who was and the values they voted for. Do not give raises to an institution of violence during a pandemic, when thousands of people are jobless, unhoused and instead redirect all of that funding towards it Public Health housing and transportation. Listen to the personal experiences, people who are vulnerable enough to share with you today and value the fact that theyre using their lives to teach you. With regard to the caller whose family has 150 years residency in San Francisco and hearing how the sfpd has helped their family is exactly what we are furious about. The sfpds mandate is to befriend property and intergenerational white wealth, not the lives of our most vulnerable resident. Our Public Engagement is restricted and people want to use the unlimited effectively. We need to abolish the police and put the money towards the services that s. F. Really needs. Thank you. Clerk thank you for sharing your comments. Mr. Coup, could you please connect us to the next caller. Caller hi. I live and work in district 6. Im calling to echo the sentiments of basf earlier today. Again even if you all wanted to implement the reforms, i disagree with miss prestons assessment. Again the current contract does have a meet and confer clause that rejects meet and confer. If it is true that they have long agreed that clause does not mean what i think it means, thats fine. Then they should not they should not meet and confer if they did. This is in addition to carol isens comments, these should change the line on meet and confer. Thats the ask. I also personally believe other reform aspects should be tied to this contract. The contract is unacceptable without narrowing the scope of meet and confer explicitly. [ please stand by ] could you please connect us to the next speaker. I am sam, i am a resident of San Francisco asking the committee to reject this m. O. U. I say this too often. The mayor should for any progressive legislator be considered to be a republican. The leverage you have if insufficient in favor of negotiating with republican mayor is a fools errand. It is the job to legislate in opposition. I urge you to find a legislative solution to this situation rather than throwing up hands. The previous commenter said this would leave a hole in the budget. I think we need to have an approach that may beings sense. I would like to make sure we remember liberalism is not to stop paying stuff but markets require a police order to protect property at the expense of the works class, particularly black and brown people. I cant think of anything more than challenging this as the power you hold as the real leaders of San Francisco, the power of the board of supervisors to demonstrate the progress with the republican mayor. Please reject and help push for an approach to help advance the tangible reductions in police power. Thank you. Clerk could you please bring us the next caller. Caller i am sabrina. I am a high schoolteacher in district 6. Calling to demand you reject the poa Contract Negotiation and not pass out of the committee. As a union member i do not see this as legitimate union but away for to lease to have power. The conduct among the Sheriffs Office increased 40 after they unionized. Another study found the collective bargains is used to discriminate in disproportionate use against black, brown and indigenous population. Police unionization led to 60 to 70 additional killed by police every year. Most were nonwhite or folks of color. We need to stand up, reject the contract and make all future negotiations public. Thank you. Thank you for your comments. Operations, please bring us the next caller. Caller i just want to echo what everyone else said. Reject the contract and reject the poa. Clerk next caller, please. Caller i am rachel. I live in district 4 demanding the gao protect the
