Id like to start off by expressing my enthusiasm for the recent announcement of president elect joe biden and Vice President elect Kamala Harris im optimistic that the new administration will be beneficial for the transbay downtown rail extension project. Most of you may know, president elect joe biden is a win for infrastructure. Amtrak joe, biden is the guy to understands transportation from the passenger perspective and shows he will look to make Infrastructure Investment a hallmark of his administering. Administration. Weve been having conversations with our federal Advocacy Team to leverage the opportunities. To prepare for the biden presidency which starts noon on january 20, Democratic Leaders in the house and senate are already preparing for the first 100 days priority. Among the items is an infrastructure bill. This past summer under the leadership of speaker pelosi, the housing passed a stimulus bill called the moving forward act. Current thinking indicates that the moving forward act will guide in the first 100 days. Outside of congress were expecting to see changes for the better. Particularly, as they relate to the federal Transit Administration and the Capital Investment grants pipeline. We expect to see the Biden Administration reverse many actions taken over the last four years, which have forced local governments to shoulder exceedingly higher cost shares. Reversing both of these actions would be immediate benefit. Elsewhere in the administration, well see the restoration of civility toward cities and the challenge that cities face. I future looks promising and i look forward to 2021. Regarding phase 2, i was joined by the chair, c. F. O. To provide an update to the california project of transportation, tony tavares and numerous staff from the cal tran team and the statewide division of rail and mass transit. We provided an overview on project history, outlined work completed since the projects reactivation in june, provided forecast of upcoming information and the funding plan. Further, to our advancing phase 2, on october 15, we provided a project update to the bay area delegation which included senator and board chair jerry hill, san mateo counties. Along with the senate and Assembly Transportation Committee Staff and offices. 20 legislative offices participated. We provided information about the project history, current status and activities as well as future plans to advance the project. The presentation was well received and we plan to continue our communication with these offices. Regarding the r. F. P. S i briefed you on in the last meeting, we have two contracts today on the regular calendar. The pmis contract and the. It has progressed well. The Interview Panel that consisted of chair chang, director, recommended a candidate to enter into negotiations with. Those negotiations are under way. Regarding operations. Weve been pleased with the progress made by the citied on county of San Francisco as it relates to opening more social activities. On tuesday, mayor breed announced that San Francisco will roll back the activities in response to an increase in the covid19 cases. Well continue to monitor and adhere to guidance on the citys Health Officer and work closely with transit agencies to reduce the Community Spread of covid19. Well also provide commuters and visitors with the most uptodate information about maskwearing and social distancing through multiple lingual, Digital Displays and announcements. Additionally, enhancing cleaning protocols remain in place and well have a more updated report from john. Exciting news to share. Were proud to announce the sale force Transit Center has been selected as winner of the 2020 american architectural award. The process, the museum of architecture and design and art design in urban settings received a Record Number of entries. They are especially excited to rise through the field of other Great Projects and accept the award. Award ceremony would have been held in los angeles, but due to covid19, we received our award virtually and were still just as excited to receive it that way. We fully acknowledge that this was a team effort and we thank all that were part of that amazing project. As mentioned at our last meeting, director of communications, she returned to the fulltime. We undertook the recruitment of the legislative affairs manager. Im thrilled to announce we concluded negotiations and will have a wonderful new addition to add to our team in december. We wont share her name just yet as she makes the rounds to her department and what not, but i did have a little bit of knowing who she might be. Shell likely join us for our december meeting, if not [indiscernible] that concludes my report, directors. Id be happy to take any questions before having mr. So briefly a review of some of the changes weve made from an operation standpoint, just as smart cost saving measures. These were all done in concert with the affected transit staff primarily a. C. Transit, but also sfmta and others. One item we affected was darkening some of the kiosks that resulted in considerable savings of license fees that we pay each month for each kiosk. Its a skip stop affair, so there is a kiosk visible no matter where you are. And of course at each operating bus, were able to turn off almost 60 different kiosks on the bay and in the grand hall. Additionally, weve had uptick of vandalism behavior issues in the restrooms near bay 15, near the center of the facility on the bus deck. As a pilot, we have begun closing those on the weekend and opening restrooms up on the park, which previously were closed during the shelterinplace. So that patrons had alternatives. There are two other Restroom Facilities on either end. It has been a success so far. Well look at perhaps extending that, but well wait to see some Public Comments coming in as to whether that has been a problem or not. So well keep you posted on that. And relative to the bus storage facility, again, given the low tempo of use, weve made landscaping and engineering reductions. Theyre still having to attack the graffiti unfortunately at 2nd and 3rd street, but nonetheless, able to manage the facility with a slight reduction in resources there. Thats really a direct savings for ac transit. Again, thats been done in concert with the staff. While we have done that, we have not changed at all our cleaning regimen. So the hightouch cleaning remains in force. You can see the staff at the playground just before its opening. We placed new signage throughout the facility, consolidating the messages coming from the Public Health director in one laminated clear sign, rather than having multiple signs. I think that will have a good effect. So those are up at all elevators, stairways and entrance areas. Parks good news. The playground reopened october 19 after a Public Health regulations were posted and safely opening playgrounds. Were happy to see that open. Its been enjoyed by the residents in the area. Also, returning to zumba classes. A lot of folks were excited to see that come back. Were working with fitness s. F. And they did deliver that service from their contract trainers, providing everything we can for our anchor tenant to be successful. We wanted to make sure they had the first opportunity to open up those classes. Those are free and open to the public every wednesday. We have a smooth handoff to the landscape management. Theyve done a wonderful job. We have a punch list walk. One of the best ive had in my career. I believe we had one item that needed to be corrected which was resolved by the end of the day. That was terrific. Also, as director gonzales noted, s. F. Will have to dial back the use of the interior due to new restrictions imposed by the city. So there is a cap in the building reduced. As a result of that, we have begun discussions yesterday frankly to look at outdoor opportunities for them on the toma where they can still bring in more members and have activities, but do it outside. So were working through the logistics with them, we hope to effect that. Of course, in concert with the regulations by the Public Health department. Moving to retail leasing. Youve seen this slide before. It does have a few updates. The exploratory work done in the plaza to identify exactly which utility subs we had and how available they would be to a vendor, that work has been completed. It was very successful. Removed tremendous amounts of potential risk from our vendors activities or allowed us to dial in the anticipated costs to connect the kiosk. So we have moved now to just a sentence or two or away from a letter of intent. Well begin negotiations. I hope to have a positive announcement next Board Meeting relative to that. The prospective vendor is targeting a spring opening. So theyre excited about coming into the park and were going to begin to build that business as soon as possible. Negotiations for suite 232, just down the hall from our offices here on the beale street side of the facility continue. We have a little ways to go, but were progressing nicely and in parallel with that, were working with their the prospective vendor there and their architect on specific plans so we can define more specifically their anticipated tenant improvement package. So thats coming along nicely. Im also pleased to report that we do have two proposals were vetting for suites 133 and 137. Were not at the point where were trading paper yet, but very positive discussions and i will take positive discussions in that current era. Particularly in downtown. So thats good news. Colliers is doing a terrific job, out there hustling for us trying to find opportunities. Update on occupancy. So one change made since our last report to you. That is we have now effected the termination of foundation cafes, suite 141, as we have discussed with you previously. That really is a mutual agreement between the tjpa and stems from the unfortunate decision to close up their business entirely in San Francisco. It just was the economics were not going to work for them. We do feel for them. Theyre just going to move on in their life and this is best for all parties. So a mutual termination has been executed and that property will go back on the market actually starting tomorrow. That does change slightly our occupancy rate down from i believe it was 81 , now its 78 . I hope soon to bring that back up as we move forward with the leases i talked about that are in negotiations. Tenant improvements. Lots to report on that front. Very good news. Our friends at verizon suite 145 did a soft opening yesterday. They should be open to the public today. Its terrific to see them come on board and terrific to see them come on board at this time in downtown. Its just a wonderful sign we were able to have a tenant open in these very difficult circumstances. We wish them all the best. And just really happy to see them open for business. Cell phone work. If you need it, go and stop and see them. Another project that has been moving along nicely is the kaiser suite. That is almost 2000 square feet. Were nearing completion. There are a few things left to tidy up before they have their occupancy permit, but can see the facility is moving nice. Theyve done a wonderful job here. And they have pushed their opening to sometime between march and may. I put may on the slide here. It will be an economic decision they will make, but regardless, theyll be paying rent. Theyre just trying not to open in an atmosphere that makes it really difficult for them. We understand that. Were encouraging them to open as early as possible and the discussions continue. Great job on the suite. They do have a lot of staff training efforts. This is a prototype facility for them. There is none like it in the bay area for kaiser, so we can understand it will take them a while to open regardless. Another project under way is also just down the hall from the tjpa offices on the beale street side and that is spring fertility. Suites 222 and 224. They are hard at work putting in their infrastructure. Their targeted opening will be First Quarter of 2021 and rent will commence just before thanksgiving pursuant to the term or letter that was previously delivered to them. The general contractor, i must say they have done a fantastic job. Theyve had to work around our artifacts and our small museum area and the common area lobby and lots of tie ins and theyve done a clean job. Really happy to see them move forward with the project. Remaining tenant spaces, a change here on this slide and the next slide, is that we have pushed projected openings for the restaurants to q3, although we may see happy lemon open earlier than that. They did open up catty corner from the hotel on the embarcadero, thats a good sign. But they have work to do before theyre ready to go. So we have conservatively estimated a q3 opening in our daily conversations with the tenants wanting to be sure they have success and patronage upon opening. You see the other three per diems. Thats a pretty extensive buildout. So frankly, when theyre done, they will open and that will probably be q3 of 2021. And similarly, that package is being worked on now between their team and our team on the architectural side. Good news on the gender neutral restroom project. This is a precursor necessary for the opening of several of these restaurants in order to be code compliant relevant to restrooms. Just a few things to button up. Well make the targeted completion of this quarter of 20. So as we roll into 2021, that project will be completed on time and on budget. So happy to report on that approximately 500,000 project. Lastly, youve seen this slide in various forms before from the chief financial officer. What we will be doing is providing you with a future as we populate this with actual expenses accrued through the system. Right now we dont have that accrue yet. As they do accrue, we have agreed on the formatting and presentation youll receive, so well be able to give you highlighted, more details in the areas ive highlighted here. The base building contingency. Something were watching very, very carefully. The base building additions, tenant improvements, allowance budget and landlord work and tenant work we negotiate lease by lease. So you see the aggregate numbers. Those are consistent with what you adopted in the budget and then well bring you detailed realtime info as that amounts are put into the system. Well make the targeted completion of this quarter of 20. So as we roll into 2021, that project will be completed on time and on budget. So happy to report on that approximately 500,000 project. What we will be doing is providing you with a future as we populate this with actual expenses accrued through the system. Right now we dont have that accrue yet. As they do accrue, we have agreed on the formatting and presentation youll receive, so well be able to give you highlighted, more details in the areas ive highlighted here. The base building contingency. Something were watching very, very carefully. The base building additions, tenant improvements, allowance budget and landlord work and tenant work we negotiate lease by lease. So you see the aggregate numbers. Those are consistent with what you adopted in the budget and then well bring you detailed realtime info as that amounts are put into the system. We held a joint Administrative Committee<\/a> meeting on september 17 with all the unions present. During the interim executive director report we provided an update to each of the trades so they could understand the newly formed memo of understanding and also the executive Steering Committee<\/a> as we look forward towards phase 2. The unions are as excited as we are. They know this new element is in the process. The construction closeout and the leasing updates were similar so the ones provided to the board right before that meeting. And then the update on the apprenticeship and veterans programs were very exciting news that we provided to the unions. One of our tenant improvement contractors, m. A. Steiner, he was m. A. Steiner is doing the kitchen exhaust for all those restaurants that are going to be opening up next year. I see the company was awarded the award of appreciation by the elite Service Disabled<\/a> veterans own business network, which is a National Organization<\/a> of very, very special organization. So we were very excited because that has been one of our core values, promoting veterans and programs and this was receiving this support is very exciting as part of the improvement program. So that will pass on to the unions. And then the p. L. A. Does continue through the tender of the improvements. That was reiterated to the trades as we work through for the next year or so with the tenant improvement. Under the labor development, all the labor needs are being met for the tenants improvements. And this were zero recordable or lost time. For the first half. And really through today, there has been no Safety Incidents<\/a> on any of the tenant improvement construction. One other note. Just to mention that two of our tenant contractors are with the carpenters union. Theyre working directly with them. And theyre going to work it out to get through the process. The requests were sent to over 1500 individual contracts. And on august 14, we received 10 proposals from firms meeting all minimum qualifications of the r. F. P. Those proposals were scored and as a result a short list of four firms were selected for Software Demonstrations<\/a> and interviews. During the scoring, we determined that sage application was the highest ranked firm and began to negotiate an agreement. The agreement that you see in front of you is to provide four years with an option twoyear, threeyear period. The sage is an sbe, so the participation with another sbe is 16. 86 . The Contract Value<\/a> is 556,200. The work itself will allow us to provide software to control the project, to ensure filesharing and to assure that there is communication amongst the various stakeholders through the application. As you can see, the primary expense here is associated with the software licensing, but sage will be providing setup, customization and training for the staff and stakeholders associated with the project. Good morning, thank you, again. This is an important item for us to advance our phase 2dtx project. As stated is the general Engineering Consulting<\/a> agreement with Parsons Transportation Group<\/a>, which we are asking approval to execute the contract. The purpose of this contract is to update the existing design documents which have been completed in the past to current standards as well as to the current definition of the project. Theyll also provide support to the phasing study which we are conducting as we speak to help identify initial project which is consistent with the operational and safety needs as well as available funding and to provide the engineering, management and execution required to help us obtain federal funding. So the procurement that was conducted over the summer included the r. F. P. Release back in july, 2, 2020. We made an extensive effort to outreach to the industry. Over 1500 targeting contacts and realized the demands to the program as well. On july 15, we conducted an online preproposal meeting and had 85 participants who were interested in subcontracting opportunities. And shared by earlier by gonzales, we received one submittal. The Evaluation Committee<\/a> considered whether to reprocure or negotiate. And i want to acknowledge that in both the preparation of the r. F. P. As well as the Selection Committee<\/a>, we have participation from the city, sfcta, caltrain, all contributed to this evaluation and recommendation, but was decided by the Selection Committee<\/a> and the executive director that we had to proceed with negotiations. To the next slide please. So the agreement itself negotiated is for a fouryear base contract of 25 million for project development and project management with two additional threeyear optional periods. We are nine sbe firms on the parsons transportation team, totalling some 21. 45sbe participation. I do want to point out that the work itself under this agreement includes four basic elements. Project development, such as the aforementioned cost estimates, et cetera. The design team, quality and Risk Management<\/a> and then in the future, we would expect project procurement, which would be the contract documents, including the advanced construction packages were contemplating for utilities and location. As construction proceeds, engineering. Theyll be available to evaluate contractors submittal and changes should they occur and other administrative matters. The work that we proposed to do under this contract would be done on a taskorder basis. So 25 million that i mentioned is the overall Contract Value<\/a>, we would be negotiating individual task orders for specific scopes of work under that 25 million total Contract Value<\/a>. With the executive Directors Authority<\/a> and with our Technical Analysis<\/a> and independent processes. At present, our internal estimates suggest that the 25 million will be sufficient to cover the project development and project management functions. We anticipate coming back to you in the future as we move into project construction procurement and engineering support which is the fourth element of work. With that, we go to the last slide. Can you describe on the quality and the qualifications of the proposer . Why the committee felt they met our needs . Im confident they do, but i want to hear articulation on the qualification side of things. And then on the price component, why we feel like this is an appropriate contract to move forward with given we didnt get other bids . Thank you, director lipkin. Parsons transportation is one of the largest transportation design firms in the united states. They are a top 20 company. They have done a number of similar projects across the country and around the world. So the qualifications of the company and the staff they bring forward, we felt were consistent with the needs of the project and met or exceeded the requirements of the r. F. P. They also have a number of partners of subconsulting firms, sbe and nonsbe, who have expertise nationally, but also in the bay area developing projects similar to dtx. In terms of the for that reason, we felt that they exceeded the qualifications that we outlined in the r. F. P. With respect to the pricing, based on the development of the project which has occurred over the years, the 25 million was consistent with past estimates of the required engineering to provide the design documents under a designbuild scenario. I want to stress that we have not made a recommendation yet and obviously, the board has not accepted or rejected our recommendation for the construction procurement methodology, whether it be design build or Public Private<\/a> partnership. But using design build as a place holder if you will. Well be negotiating individual task orders on a casebycase basis to make sure that our estimate for the funds necessary to do those is consistent and something that we can stand behind as a fair and equitable price for that work. B. Lipkin thank you. Chair sesay . Director gee has his hand raised. Vice chair gee i want to follow up on your last comment to director lipkin with regard to why only one firm. And its primarily firms are trying to make a business decision, because we have not been fair, i believe, on the project delivery. Could you expand on that for the Public Record<\/a> . The difficulty of trying to say, do i want to play now or get conflicted from participating later . Of course, director. In our followup conversations with some of the other potential, we found that the industry has assumed that the btx project will for the most part be procured in an alternative procurement approach. And i mean that as opposed to the socalled traditional design with no approach that many Public Infrastructure<\/a> projects are procured on in the past where we would take the design to 100 and then do a pure lowbid competition for the construction. The industry has assumed that for the most port, we wont be doing that, although some of the advance contracts will be done that way. So many of the clients that we have talked to have decided that they want to wait for the opportunity to team with a contractor or project developer and pursue the designbuild opportunity which would be forthcoming in the future. Thank you. So if you are the prime for the engineering, you would not be engineer on the designbuild . Yes, im sorry, director gee, i should have said we would be naturally conflicted from bidding on the procurement documents weve developed for the tjpa. Vice chair gee very good. Thank you very much. The first one has to do with timing because as a member of the public, i dont understand how we could possibly be proceeding with an ntp for Engineering Services<\/a> before the operation study has concluded. And hopefully confirm that this will be possible for caltrain to vacate the rail yard without having to wait for the new transbay tube. The second thing i would like to bring to your attention i believe director gee, is that Parsons Transportation Group<\/a> have been suing caltrain for the last four years after a dismal failure for delivering a working positive train control signalling system. And this right now as things stand, its pointing straight to 100 million actually in access of 100 million for caltrain. I dont understand why thats not part of the conversation. The very last point, this firm in 2005 had been responsible to the [indiscernible] this is not the way that people design tunnels in dense urban complex. Nobody goes around digging a hole that size in the middle of the soma. And the fact that these were the people at the root of this disaster to then disqualify them from even applying for this contract in the first place. Thank you. The chair will present this item. Good morning, directors. Im pleased to be here to provide an update on our peninsula rail working group. And i will appreciate project director helping me here and there as needed, but weve been making great progress. Its been a lengthy update this month because we didnt update you last month. But the main item that we have been working on has been our work plan. Thank you so much for approving the last couple of items which will benefit us greatly in our work. So as you recall, the efc has been charged with developing the more detailed plan with the m. O. U. This spring and weve been engaged in the phasing study and operations study as early work tasks in in addition to finalizing the work plan. Next item. And so this work plan has been vetted by the integrated project Management Team<\/a> which is compromised of the six agencies director level, deputy level experts. And they have been looking at each of the tasks, tying them back to the m. O. U. That was adopted by all of the members of the m. O. U. And making sure were getting to that getting ready for the procurement milestone that is at the end of the m. O. U. Period. Well be taking up the final version i believe as a work plan schedule later this month and bringing that to you all for action in december. So this is an opportunity to provide an update ahead of the action item that we hope to be agendized next december. These are the seven primary work areas. They encompass all of the project funding and early Engineering Work<\/a> that supports the phasing analysis and early Design Development<\/a> tasks common to any project we would choose as an initial operating project. As well as the federal funding process and state and other funding tasks that are absolutely going to be central to this ultimate decision on how to define the initial operating project in the initial phase. Heres a task map that kind of helps to bring the work plan, which is a very, very lengthy sort of document that shows all the interrelationships of the tasks. Were going to summarize that. Its shown here where we start with planning and the analysis. Drawing from the adopted plans that you see in the upper left corner, the caltrain and high speed rail plans as well as plan bay area 2050. Well take another look at demand over time in more detail as laid out by plans 2050 where we were pleased that this project was placed in the first period of the plan, meaning before 2035. The operations analysis work will lay out different combinations of caltrain and high speed rail service. Im not sure if the last time we updated you all, whether a plan had included a substantial investment in bringing high speed rail to the Silicon Valley<\/a> and the bay area. That was a development that occurred i believe in late september, early october at the request of the mayor who sits on the mtc. This is important to see how Different Service<\/a> levels and time frames will play out in terms of the demand of the needs we serve in this infrastructure. Well bring that all together into a business framework to enable you all to make a decision. We anticipate there will be tradeoffs and that is what this is designed to support in terms of decisionmaking. That would then lead to an iop decision and submittal for state and federal and other funds. As well as work on the delivery options and the governance arrangements that go with the delivery options as to who and how we would contract. Heres a summary of the scheduled targets for the coming year through 2021. Frankly, in this coming year our main goal is to support the decisionmaking by this body as to the definition of the initial operating project. So we will have all kinds of modelling for benefits analysis combined with the operations and phasing work on the engineering side, risk workshops are happening through. This will be the third one actually coming up. Weve had two already. Phasing workshops. And then well have a Business Case<\/a> prepared for you over the summer. And we will bring, as well, i think, funding updates as we go in addition to the engineering and phasing operations and phasing work. Next the design and utilities. Ill just note that one development that has happened since we last met, the litigants of the bridge toll program were successful in gaining an audience with the california supreme court, so the regional measure 3 bridge toll program will be under, i guess, continued litigation for another year or perhaps even longer. And this, of course, program does have a substantial amount of funds for d. T. X. And we were hoping to access those funds for early activities, such as a utility and rightofway relocation and acquisition. However, its also very positive, as director gonzales mentioned, the administration, that we foresee in washington. And the potential for stimulus and other funds, whether its at the federal or state level. So we absolutely want to remain ready, prepare ourselves for early construction and implementation activities. So this remains on our schedule without any change. The phasing study, again, comes down to defining a safe and reliable and affordable buildable infrastructure phase 2, trains into sales force Transit Center<\/a>. We want to ensure that the initial investment does meet the Transportation Needs<\/a> and demands connecting to related projects both on the peninsula side as well as on the transbay side. Some evaluation criteria, i believe we have about seven. This is just to give you a sense of the work that, again, was portrayed in the task map that will help identify benefits, costs, tradeoffs and support decisionmaking. Costs and cost savings as well as future deferred item costs is the first item here. And, of course all of these things will eventually need to be refleblthed in our f. T. A. Evaluation and application, as well as looking at the longterm overall impact of any deferrals on future phasing and funding needs. Risks will be reflected in here as in multiple criteria areas. The consistency with regional plans i just mentioned will look at benefits and impacts on users in terms of travel times and connectivity access. As well, whatever the dependencies may be on other projects for those benefits and impacts. We do expect to be making a strong case for d. T. X. To be a project of statewide and regional significance. One of the tasks is to document those positive improokts. As well, consider resiliency factors and equity in terms of our benefits and impact analysis. User benefits, of course, these are just standard funding criteria for just about every funder. And we will identify any that are not within the footprint of the federally cleared project. However, if there is need to update or supplement that, we would identify that as well as any relationship to nonenvironmentally cleared project aspects. Operationally, we will be identifying operating costs associated with a Different Service<\/a> level for both operators. I think well need to also reflect the funding commitment and the ability to rely on that f. T. A. And other funders will need to see the full commitment of capital and operating costs and they will need to determine their appropriate shares and can of course well need to be confident in your state, regional and local sources as well. The Service Flexibility<\/a> will be important in order to make sure we have Reliable Service<\/a> from both operators and ensuring that we do have room for growth. But also we want to make sure were rightsizing the investment and ensuring we have a plan for eventual connections for example, across the bay and timing will be important in terms of that analysis. Maintenance, of course, is a very important factor. Well have to make sure that the design supports maintainability of access for crews, as well as clear understanding of responsibility for the facility for the track, for the town by the operators and by tjpa potentially in the future as an owner. So those are the five areas, not the seven. Next ill move on to the phasing concepts on deck for evaluation and currently being evaluated for the potential to reduce costs and create cost savings, but also what that cost might be in the future when we bring that back in. None of these has been fully evaluated. I only mention these as options. Well just reflect these in the work plan and happy to take questions on them, but theyre shown here as reducing the length of the train box, deferring some pieces to a later time frame, including the connector for the bart, muni pedestrian automated connector, the inner city bus facility, sitting out of the station and highspeed rail components, perhaps, to such time the service would be able likely to get to the bay area and San Francisco<\/a>, as well as deferring or eliminating one of the tracks in the tunnel. Next. Operations. Well certainly have an iterative approach. We have a set of options. Different combinations of caltrain and highspeed rail. Well look to ensure those are safe and operable, as well as looking at the deferral concepts add seeing how might we share the slots over time if we had a less than full scope. If we had to reduce our costs here and options that might affect the train capacity and how could we optimize the service and the profile for the infrastructure. Well be looking at it both ways and analyzing contingency situation, service and reliability and the ability to recover. And the runthrough option for a throughstation. Instead of the stub end station that we, which does constrain capacity and that has been cleared environmentally, but in the future we anticipate this will be a fully through station for the operators to go across the bay with the future bart capital corridor rail link, standard gauge rail link. And then we have completed, as i mentioned, some phasing workshops, as well as the breakdown structure, another way to say work plan. Weve done sounding interviews that did inform some of the early thinking and delivery options. Permit list, risk register, these are all things part of the Development Process<\/a> that have no reason to wait. And its good to do everything early on. F. T. A. Requires the risk register and it will be compliant with that as well as the selection of the Engineering Consultant<\/a> also helps very much. These are finally, again, a summary of the actions we intend to bring before you in 2021. The comprehensive work plan in december. The phasing recommendation in august. And delivery strategy in october. We do plan to bring between now and august other information items around, again, the operations work. The phasing analysis, the funding plan and strategy. Its a very bold work plan for next year. October 21 sounds a long ways away, but it really isnt. So a couple of things. One is there is a lot of information in your presentation, so i would appreciate getting a copy of the slide deck so i can study it a little bit more. And number two, would like to learn about what the risks are in achieving the work plan . What could go sideways to delay, you know, some of the work . Great question. And ill take a first pass and stephen, add to the answer. This is why weve taken its a great question. We appreciate. Its not the risk of the project implementation, but the work plan itself and achieving the milestones on schedule. This is why weve taken the time to delve in deeply across the Multiagency Team<\/a> on each of those task, how they relate and inform one another, and making sure that we have the ability to manage each part so that we can form our analyses in a way that supports decisionmaking. So i think the main thing that is going to help here, is the clear understanding of the action item. Our Steering Committee<\/a> will codify our understandings and commitment to one another. Stephen and his team are going to be making sure that everyone is meeting those commitments as he has done. We are actually pretty well on target as far as our schedule. Stephen can perhaps confirm where we may be a little off, but have done a lot of work to ensure those relationships among the tasks is clear. The questions were trying to answer is clear. And then the roles that everyone is playing to answer those questions is also are clear. Stephen, anything else . I would just add, chair gee, i think a significant risk that we have to grapple with is the funding to accelerate the program in light of the r m3 situation that we xhnmentioned, were constantly updating our cash flow projections to see whether the schedule can be improved upon. I think that is an obvious, but its still a risk that were that im quite worried about in terms of just having the availability of the cash to meet the program goals. Vice chair gee thank you. I agree with director gee, it looks like there is a lot of time between now and october, but there is really not a lot of time. And there is big pieces of work that are coming together in an integrated fashion. I want to bring to your attention that the platforms will be able im getting a background noise here. The platforms will be accommodate 400 meters. Thats 1,312 feet double length trains. You will not be able to accommodate the trains of transbay design. This is the very reason why the 7th street alignment, design, its now nine years ago. Actual date is november 4, 2011, to make that possible. To have two length platforms transbay. The second point, the funding. I dont really understand how things are going to work out with the n. T. P. On residency, if you want to achieve recognition at the national level, you must incorporate a new transbay tube into the project right now. Youve only got one project. Thats one project. Period. Through her many contributions to the city throughout the decades that shes been here giving back to san franciscans. So detroit is truly gaining someone wonderful and im excited about the work shes going to do. But again, extremely im sad. Im sad were going to lose her. So we wish her well. Sesay was appointed in february 2018 and elected to serve as chair of the Transbay Joint Powers Authority<\/a> in march 2020, a leadership position she currently holds, and whereas she served as executive director of the office of community and investment and infrastructure, starting 2017 and was appointed executive director in october 2017 by the late mayor edwin m. Lee. And whereas at the elm of ocii she is with the transbay, hunters bay that provides 20 thousand new housing units. And 10 million of commercial space in the management of various properties in existing and expired areas. Where she has been a consistent advocate for housing and the transbay neighborhoods. Whereas prior to her appointment, she spent 19 years as a San Francisco<\/a> office of Public Finance<\/a> where she served as director of Public Finance<\/a> for 12 years. And serving in the office of Public Finance<\/a>, she played a role in securing funding for the 2014 formation of a facility district and 2017 issuance of bonds secured by a pledge of special taxes levied and collected in the district, as well as the city and county of San Francisco<\/a> phase one of the transbay program. And whereas the tjpa has benefitted from the depth of fiscal knowledge and the leadership she has brought to the agency. Be it resolved that we express our sincere appreciation for the work of nadia sesay, and as a member of the board of directors, be it that the authority wishes nadia sesay continued success and happiness in all her future endeavors. The reason im regretting you is to leave you with some really, really positive outcome as a followup to a conversation you and i had five years ago. Which had to do with a block fire. I knew you listened to what i had to say and you were concerned that i raised the fact that block fire at that time was between the Transit Center<\/a> and the bay. And that was known as and i shared with you that this was entirely my fault because i was new to the city of San Francisco<\/a>s government. And i had expected that not only the prior, but the actually other chief executive prior to that would have listened to what i had to say. And i did not know that in the background, oti were responsible for block five. Which was also part of the funding for the dtx. We had the fully funded dtx at that time. But the thing i wanted to share with you, the recent development that took place in the last two years. And its a gentleman by the name of jonathan sharpman. I dont know if youre familiar with it. He asked me to study. And working with multiple European Companies<\/a> in the last two years, and looking at the latest tunnelling technologies, we have now discovered a path between the Transit Center<\/a> and the bay that does not require taking down a single building. Its actually a superior alignment that the alignment that we have on the front of howard street, we just did not know how to do it at the time. We do now. Last week when we announced some rollbacks around the restaurants and a number of other businesses, we did make it clear that we are sadly seeing an increase in the number of covid cases and in fact, last week our reproductive rate was at 1. 2 and today it is at 1. 3. Just this past friday we have seen an increase in over 20 o cases. Our case as of today are 13,756 with 38 people who are hospitalized, 156 people who have lost their lives since the beginning of this pandemic in San Francisco<\/a> in particular and the Positivity Rate<\/a> is at 1. 87. Dr. Grant colfax is joining me to talk more specifically about the numbers and what they mean and where we are, the same way he did so last week. What were seeing here and what weve seen all over the country is what looks like to be a significant uptick, one that we have to pay i a tension to. And more importantly, one that has put San Francisco<\/a> which has been really a leader on fighting against this pandemic, it has put all of the incredible gains that we have made at jeopardy. Effective tomorrow, we have been informed by the state of california, and we will be going from the yellow tier which we were so proud to be at to the red tier. And what that means is, sadly, a number of things will need to come off the table. One of the things that i have made clear from the very beginning is we are going to proceed with caution so that we can do everything we can to avoid a complete shutdown. And as of tomorrow, we will need to unfortunately roll back nonessential office space, making sure that people who are nonessential, that have opened their Office Spaces<\/a> will need to close them at this time. And unfortunately, the gyms will need to go from 25 down to 10 . These particular things were mostly chosen because under state law in red we have to follow those guidelines, but also we understand that there are certain things that put us more at risk of increasing the virus than other activities. And again, dr. Grant colfax is joining me today and will explain some of the specifics around what this means for our city, especially in light of what we see happening. And we want to continue to make sure that we dont go backwards. And how do we do that . We dont go backwards by not getting comfortable, not getting complacent. The weather has been pretty nice even though its been cold. But the sun has been shining. People have been enjoying San Francisco<\/a>. I had an opportunity to walk around the city this weekend, and i saw so many people out and about enjoying the parks, doing walking, jogging, hanging out at the restaurants and other things. A lot of people were outdoors. And what we have to continue to do is not get comfortable because the fact is the virus is still out there. And we are still going to have to adjust to this so that we dont continue to see a significant spike in San Francisco<\/a>. Whats happening next week, of course, is one of our favorite holidays, and thats thanksgiving. And so we know that so many people want to travel and then theres other family members that want to come visit. The department of Public Health<\/a> has put out a travel advisory asking residents to avoid nonessential travel, but more importantly, we need to think about the folks that come to visit us as well, especially in places where we are seeing higher case numbers. This year were asking people to sacrifice because of thanksgiving when we get together and we see large family gathering, especially indoors, when those happen, we could be dealing with the impacts of those decisions by christmas with a significant increase in hospitalizations. So what were asking people to do is sacrifice. Sacrifice and put off the things that we all know and love especially during the Holiday Season<\/a>. For the sole purpose of trying to get to a better place and for the sole purpose of making sure that people dont continue to catch this virus and so that folks arent continuing to be hospitalized and that we dont see increased number of deaths as a result of wanting to come together for the holidays. This is where we are now. This is me sounding the alarm. This is me asking san franciscans to do exactly what i have been asking this entire time, to make adjustments, to make sacrifices, and to do everything you can to remember that this virus exists and make sure that our behavior and what we do helps to avoid circulating the virus in the first place. We remember not too long ago the when we finally made the announcement that we would be opening gyms and hair salons and nail salons. Just think about how good it felt to feel normal. To go and get your hair done or your nails done or to go and workout at the gym and enjoy your time there, but just think about how much more important it was to the people who were finally able to open their business, who were finally able to get a paycheck, who finally had some level of certainty in their lives that they would be able to take care of themselves. Now, think about whats happening now. Im sure that so many of those people are scared. Last week we told the restaurants that they would no longer be able to operate indoors. What that meant was not only layoffs, but it also meant that there was a lot of lost revenue because of the food that they no longer were able to use. When you think about some of the things and the sacrifices that people are making, thats what makes me continue as much as i want to be around people and i want to be around friends and family, its why i choose to make sure that i am doing my part by keeping my distance and by avoiding large crowds and by not getting complacent. Its not just because im the mayor of the city and i am asking you to do, but its because i want to get our kids back in school. It pains me every time we have to make an announcement to close a business because i know what that means financially for that business. And it has been very, very difficult for so many people. We know that since the pandemic began, almost 300,000 san franciscans have filed for unemployment. And we know that people continue to suffer financially. And we also know that people are still in the hospital and people are nervous and concerned about their own personal health. We know that we disproportionately have seen a lot of infections in our latino community, and we made significant investments and we are seeing a real difference. Im really proud of that work, but theres more that needs to be done because when we look at the data, which has been the driving force behind every decision that we have made, we make good decisions. We make adjustments as it relates to the data. One of those such adjustments is moving soma location, a testing location, to the alamany Farmers Market<\/a> because we know in this community which touches the o. M. I. , touches the bayview hunters point, and it touches that whole region, we know there is a need for more access, more consistent testing. This location was doing over 500 tests a day, and in San Francisco<\/a>, were going close to 5,000 tests a day. When i think about how far weve come, being able to provide people their test results anywhere between 24 and 48 hours, it is significant. When i look at the maps of what shows us specifically where the areas which carry the higher infection rates and where the areas are that have testing both public and private, we have to make an adjustment. We had no choice. So tomorrow that location will be at the Farmers Market<\/a>. And i am really grateful to the department of Public Health<\/a> and the work that was done in order to make the adjustment and to move the site to this specific location as well as the work that has been done to get us to this point where we are adjusting to the needs of the people of San Francisco<\/a>. This will continue to be a challenge, and its hard to get up here and tell people that youre going to have to close your business. Youre going to have to make some adjustments. Cant see your grandmother who is in a nursing facility. You cant hang out with your friends. Children cant spend time with one another like they used to. It pains me. And so because of that, we need everyones cooperation so that peoples lives arent impacted as a result of our decisions. Weve come a long way, San Francisco<\/a>. We have been a leader on combatting this virus. We should be so proud that weve done an incredible job. And now im asking for more. And i know its hard. I know its hard every single day that you have to make that decision. I know its hard, but im asking for more. As we come upon the Holiday Season<\/a> with different kind of flu and hopefully you got your flu shot, we know that this is going to be a next tough couple of months. So lets continue to do our part. Lets continue to be creative and keep our distance. Lets minimize the number of households and the people that we interact with. Lets cutback on those holiday dinners with large families gathering on the inside. Lets do what we can so that we can see the change. And as we see the change, that will put us in a better situation to begin to reopen our city and to put our economy back on track and to put our kids back in school and to look behind us and say because of everything we did, we are in a better place and we are so grateful for the sacrifices that we all made to get there. Thank you, all, so much for your cooperation, and at this time, i want to introduce dr. Grant colfax to talk specifically about the data, where we are, what we need to continue to do, and information from the department of Public Health<\/a>. Dr. Grant colfax. Good afternoon and thank you mayor breed. We are now experiencing on the national, state, and regional level. So let me be clear that San Francisco<\/a> is in the midst of the major surge of covid19 cases. It is sobering that we have reached this point again. As you know, this is the third surge we have experienced and unfortunately, the virus is moving aggressively in our community. Unlike the previous two surges, this surge is impacting every state in the nation. In the last two weeks, deaths have increased and the c. D. C. Cited a new record and as you can see on this slide, San Francisco<\/a> is trending behind the National Average<\/a> of cases per 100,000. And that is no reason for us to believe that we couldnt catch up to the average and catch up quickly. And in california, we are seeing the fastest growth in daily cases since the pandemic began. The rate of increase that we are seeing in california is faster and steeper than the summer surge. And here in San Francisco<\/a> we are seeing an explosion of new cases throughout is city becoming more widespread. We are now averaging 10 dayses per 100,000 people in the red zone and you can see represented in the blue bars the sharp increases in cases we have had since october. And the black line represents the sevenday rolling average of new cases in our city. From october 10 to november 10, daily new covid cases jumped from an average of 29 cases a day with the additional perspective, let me share additional numbers. It took us 29 days to go from 11,000 to 12,000 total cases in San Francisco<\/a>. It took us 18 days to go from 12,000 to 13,000. And now we anticipate that it will take us just 12 days to go from 13,000 to 14,000 cases. Lets go to the next slide. This slide shows the increase in cases in San Francisco<\/a> per 100,000. You see the rapid rise. This rate of rise is higher than ever before. Right now the other Health Indicators<\/a> remain stable. The hospitalizations remain stable at the green level. However, and unfortunately, we do expect to see an increase in hospitalizations. We currently have sufficient hospital beds in i. C. U. And intensive care unit capacity, but if the surge continues, we could exceed that capacity as, unfortunately, we are seeing in certain regions and states across the country. And we continue to test more than 5800 people a day with the testing rate and Contact Tracing<\/a> over 85 of cases. So let me take a moment to talk about the state tier changes. Today the state announced they have seen an increase in cases and in most cases that increase has been dramatic. The state has placed them in the most restrictive purple tier. And we have moved from the least restrictive tier, yellow, to where virus transmission is minimal to this red tier where virus transmission is substantial. That means instead of moving back to just one tier to orange as was previously anticipated under is state system, we have unfortunately moved back two tiers. This is indicative of how fast and due to the red tier designation, we will have to have people return to return to remote work and reduce gyms and indoor climbing walls to 10 capacity. I do not want to continue to move backwards. Additional restrictions could be necessary if each of us does not take immediate action today to do our part to limit the spread of the virus. So lets take a moment and think about that. Lets think about how that relates to the upcoming holidays that i wish we could celebrate in the normal times. Next week is thanksgiving. So as hard as it is to say this, please do not travel. Please do not travel. Stay at home with the immediate household. As hard as it might be, we must exercise caution and do our part. And please do not use testing to determine whether you can travel or not. We have seen the repeated failure, the repeated failure of this type of testing strategy across the country including in washington, d. C. A negative test cannot be an excuse to put yourself or others at risk. Remember, please remember, that people who test negative can still harbor the virus if they are early in their infection. That is why when people are exposed to the virus, they must quarantine for 14 days regardless of their test results. San francisco, once again, we simply must double down or triple down and do everything we can to stop the spread of the virus. We cannot be reckless or complacent and take everything precaution to protect ourselves, our family and the community. The choices we, the choices you, the choices i make in the next two weeks will determine the remainder of the Holiday Season<\/a>. We have the ability to bead back the third surge in other parts of the country. And we can choose by the actions we take this week and the upcoming week. The safest way to celebrate is to to not expose and i strongly recommend against it and strongly recommend against it keep it to no more than six people and keep the masks on, period. The best way is to give your friends and family the gift of good health. As we have learned, the past months is we have learned that together we can beat it back. So we have done it twice and we can do it again. I know that everyone is tired and fatigued. And i know i can sound like a broken record. But covid 19 is not resting. And neither can we. Remember, we know how to sol slow the spread of the virus. Limit gatherings and wear your mask and lets be cautious, diligent and safe. Lets make sure that we and our loved ones are here for that vaccine so that we can really celebrate big next year. Thank you. Thank you. Thank you, dr. Colfax.
