The gement agreement will also incorporate Historic PreservationCommission Based on the staff report provided by Shannon Ferguson and i want to thank shaner for her work putting together the report and recommendations. Considering this agreement i like to request the Historic Preservation commission continue the item to a date certain in november so my office and the property own ers can continue to draft the Development Agreement together and present to you the information before you make the decision and recommendation on landmarking historic features for the theater. Sucray or mrs. Ferguson want to address that, but i want to bring that up. Another thing, we did receive a number of comments and i hoping that the people who did take the time to submit comments can be further informed about process and procedure for landmark designation because it seemed there was misinformation. We consider the property category a for ceqa so any potential projects at the site have to undergo the department ceqa review. As reminder and for the public awareness, review of exterior changes to locally designated buildings falls within one of three tiers. A small number of scopes codified as exempt from entitlement provided they meet standards. Those delegated staff for departmentp level entitlement and review before the commission for anything else. As noted in the packet, staff processed over 1200 staff level entitlements in the last decade. At the last update was thorough and little proposed to be changed. Ill be brief with no grand presentation. There are 3 new scopes, tempary art instillation, exterior lieutilities such as gas meters and signage unless exempt from articles 10 and 11. One other change there is no required update, we will update the delegation at the call of either this body or Department Staff as needed. And lastly, i like to read into the record a miner revision to scope 24 pertaining to signage for simulated neon signs. Department staff Shannon Ferguson here to present the Department Recommendation regarding landmark designation on fell, fill nor and oak street in the Western Addition neighborhood. The sacred heart nob naib prepared by [indiscernible] the parish complex consist of the church, constructed in 1898 and 1909. The rectory constructed in 1891 and enlarged in 1906. The school constructed in 1926 and convent in 1936. Sacred heart is significant for association with the Western Addition and catholic religious institutions in San Francisco in the late 19 and early 20 century and also significant for the association with father boil pastor of the church from 1968 to 1972. Father boil was a prominent inflelsh civil rights activist in the 60s and 70s. Involved in the black Civil Rights Movement, vietnam war, urben renewal and farm labor Worker Movement in San Francisco. Embodies the romanesque revival style. Also significant for the association with architect welsh. Staff recommends two periods of significance. 1891 to 1936. And 1968 to 1972. The first period incompass the full development of component buildings in the parish complex and the second the tenure of father boil. This recommend aishz does differ from the designation report which has a long period of significance of 1891 to 1972. Two periods of significance better encompass the parish complex association with events persons and architecture. In a effort to provide clarity, staff refined the character defining features from those listed in the landmark designation rorlt and also removed two items from the list of character defining features. The first is the wood connector between the choir loft and rectory in the top right photo. It is unknown exactly when it was constructed and are there no Building Permit for it, and doesnt appear to have been planned as the original part. The second item is in the interior after consulting with the Property Owner of the church, the Department Recommends including only exterior character defining features in the land mark designation to retain the Property Owner flexibility to pursue adaptive reuse of the building. Exteefier character defining features remain the same as proposed during a initiation for the church. I did want to note there is a typo on page 5 of the ordinance. I would like to strike lines 24 and 25 as it refers to the connector bridge. And there is no known public or neighborhood opposition to designate of the Sacred Heart Parish complex. Received many supports of landmark designationed included in your packet and emailed to you. Ill provide additional correspondence received after submittal in the Historic Preservation commission. The department believes the building meets the established eligibility requirements and landmark status is warranted.
