And for us, this is exciting stuff. 2 years ago we were here in the pandemic and shock our city and globe. And we started on the infrastructure that you see here. We said then when it locked rough we would not stop. We set the ground w to build the future neighborhood that San Francisco needed. And today we are excited that is Getting Started. Want to look back. [applause] it is good if you were here 12 years ago you would number the middle of a former power pleasant and about to build another there brave people said, you know may be we dont need another power plant here that leadership starred with former supervisor so far maxwell, we honor here today. [applause]. Other leaders like joe possess. Lets reimagine the future if they have were successful in putting another power pleasant this land would have been closed for another jeneration. We got a Beautiful Day and beautiful site this is wonderful opportunity for optimism. The worlds not optimistic about San Francisco now. I am. Because i than every time people say San Francisco is over and that happens every 20 years here we come become better, resilient and invest and invent the idea this is change the westerlied. We are a funny place. 110 thousand of the worlds population the things we do here change the westerlied we have an ininfluence on the planet. Gave worsts the blue jeans. Slot machine. Television, juke box. A Couple Community renovations. And social changes. We were the first to recycle and the first city to give major equality and we are not done yet. This city has been a place of pioneers. And what we brought here and how we been this world is how we build the housing. So in San Francisco. I cant think of a way to start this project then and there with 100 Affordable Housing. The building we are embarking on today will be very special. Will be built for a population whom housing is riverly built crucial workers that make our city thrive. Teachers, first responders, nurses and the people we want in San Francisco to keep it moving im excited that is the way we are Getting Started the way we do it is unique i thank eric shaw who gave us idea. At the time i was not on the board of supervisors but Sophie Maxwell when she ran for the board of supervisors one of the things she said was the main reasons why she ran had other everythingth everythings do do with closing the power pleasant that was polluting the community she was a part of and followed through on her commitment and med it happen. Fact that we are here today to break ground on the first project 100 affordable that is named for her. It is irrelevant just the locality we can do to honor what she has done that will create a new community in an area that has not been open and available to the public for more than 150 years. You did this, supervisor maxwell. You made this happen were honored for your presence and grateful for your leadership and advocacy and this project will be an Extraordinary Part of your legacy in San Francisco. Thank you very much. [applause] what do we have here . When we are didnt this project. We will have 2600 units. 30 , alcohol be affordable. We will have a library. Community space. So much. We are creating a now neighborhood in San Francisco. As enrique said tried to count San Francisco out. But they dont remember the history of San Francisco. They dont know that we have been through very challenging times before and we have e merged strategier. Places like the power plant. As well as dog patch and pier 70. Those were not things that were locked at to be develop in the new neighborhood and look when we are making happen. This entire project was under project labor agreement. The fact that leadership on enric competence tina came together they worked with labor and community and worked with the city. Brought people together this is how we need to do projects in San Francisco to get the job done. There is nothing bert than that. We may know funding is difficult. Enter rates throughout roof am expense are through the roof am San Francisco have 50,000 units approve and not able to move them forward the fact we have a creative financing too long to do this project one that will will be used for the next 43,000 units that could qualify, will help us get on our way in meeting our goals of the state Housing Element to build over kwo,000 units in the next 8 years. We have to get out of the way. Im grateful that the governor signed major housing legislation including redevelopment financing this well be able to use for replace am housing the promises Redevelopment Agency med they did not honor in terms of their commitments to make sure that there is replace am housing. The financing tools will help us improve our process, and our financing for getting the projects doneful getting people housed in the city of San Francisco. Im excited and grateful for the opportunity to lead those efforts. And the other thing that makes me proud. Is the fact that we fought when i was on the board of supervisors the able to make sure when we builted the projects, the people who live in the communities have right of first refusal. And 40 of the units this will be built here today. Are going to people who live in and around this community. Upon i know that was another reason why supervisor walton was excited and enthusiastic about this project and i appreciate his leadership and working with us hand in hand to deliver this for the folks of the city but especially of the dog patch neighborhood and hill and bayview this will be i game changer of a project. And again enrique, i appreciate your leadership in wing with lbes here as well so many hire locals to work on the project. All of you who work with the city and w with our lbe and work in the Development Field and construction field to make sure that we have projects like this. This is one of those projects where like the mayor said every box was checked. It went through planning. Every commission and every committee unanimously. And that is because it is public to have responsible development when you have people near committed to the work. It did not guilty start that way. I remember when i first met with enrique and i had got elected but we had done w to make sure that all the projects on the southeastern water front would be possible. When i met him i tooktd mayor with me and did that for a couple reasons. One i wanted him to know we meant business and this you were going to listen to the community if you were going to build here. 2, i wanted him to know this we had leaders in the city nacare and concerned even when they may not be part of the civic doubt to do so and after that meeting, and enric embegone to talk to the community about what the plans were at the power station. When we wanted see. What was going to be developed would he listen to communities. Made a lot of changes on design. A lot of changes on the height of buildings and when we would see thats because he listened to community i say thank you to enrique being responsible develop theyre listens to community. And then as we continue to push Affordable Housing and that percentage of higher through conversations and the commitment to community, we thought about now we have the building that will be built. And who are we going to name this building after . Tell be a building represents the w force in San Francisco. And here in the community and i building represents dog patch. And building live here in San Francisco still have the opportunity and then building so immediately enrique supervisor maxwell excited that we get to see flours while you are with us. We had another way of doing, no the state will never allow this. Closing 2 power pleasants these were some of the among the oldest power pleasant in california. The most polluting power plant in california. The people in the crowd behind me were mother and fathers the pick their children up early. Buzz they had asthma mothers like me who child died and i always blame it on the power plants and these were the people we had no chase to have a vision and determination. Thats when we had. And with that. Anything can be done. I just was reminiscing with my colleague and my heartthrob aaron peckin the City Attorneys dragged us to the puc to testify. We were thinking what in the world but it worked, obviously. But there we were and many people went to the preponderance iso. And sacramento we were on a mission. We went through 3 mayors did in the matter who was mir and not mir we were here the potrero boosters. Ledge was here. Sage was here. Dog patch association we were all still here. Thats what made the difference. You see here this is so appropriate to be Affordable Housing who will live in our city. Is it the food and are we going to be diverse in population. It is that diverse population. Are we just going to important middle class or going to build and credit middle class. That is when cities do. Thats what cities do. And i want to thank our mayor. I want to thank for a number of reasons i will say have introduced my grandson. I call him now a grownup machine i kent do this my grand son and his family. When they got red to have a family they moved to oak land. Last week i got a call and saturday. Grand mother are you in the city because we are over here. I am so happy and you dont know because thats what it is b. Thats when all in about generations of people who care and love and live in our city. [music] [applause] [music] San Francisco<\/a> developing programs specific low to increase the amount of Affordable Housing<\/a> throughout the city. The Affordable Housing<\/a> Bonus Program<\/a> provides developers to include more housing for i have low, low, moderate and middle income households. This program does not rely on public subsidies but private developers who include it part of their project. Under california density bonus law. Housing prejudices that include affordable on site may be request a density bonus. It is an increase in the number of Housing Units<\/a> allowed under zoning laws and based on affordable units being provided. However, the state law does not address all of San Francisco<\/a> needs does not incentivize middle income housing. Associating the city is proposing an Affordable Housing<\/a> Bonus Program<\/a> for higher levels of Development Including<\/a> middle income u firsts providing a stream lined application review and approval process. How does the program work in it applies to mixed use corridors in San Francisco<\/a>. And offers incentives to developers who provide 30 of affordable in projects. To reach 30 , 12 of the units must be affordable to low income household and 18 per minute nap to middle income households. In exchange developers will will build more and up to additional 2 stories beyond current zoning regulations. 1 huh human affordable will be offered up to 3 additional stories beyond current regulations. Each building will be required conform to guidelines ensuring meets with the character of the area and commercial corridors. This program is an opportunity to double the amount of Affordable Housing<\/a> and directly address the goals established by twenty 14 hosing element and prospect k paddled by voters last year. Pacificly, prop circumstance established a goal that 33 of all new housing permanent to low and moderate incomes this program will be the first to prosecute void permanent affordable projects that include middle income households. [cheers and applause] man, i dont think i have ever signed a piece of legislation supporting housing that has made me happier than the one im about to sign today. You know, president peskin, i want to take us back a tad bit because when you came back to the board of supervisors, the work that we did together by providing the opportunity for the board of supervisors to make legislative decisions instead of leaving it in the charter, understanding that it is so important that we do Economic Feasibility<\/a> studies to ensure that the decisions that get made around our requirements for housing, dont impact our ability to build. We know a lot of things for housing are not within our control. The cost of materials and the economy and setting Interest Rates<\/a> is a whole but there are things here locally that are within our control. I want to take this opportunity to really appreciate so many people who came together with the technical advisory committee, who worked day in and day out to ensure that we really dug deep, that we fulfill a process that we made to the people of San Francisco<\/a>. That when we make decisions about inclusionary numbers, if the economy changes in anyway, we will reevaluate those numbers to determine if they should be either raised or lowered, and we will not play politics with the needs to do everything we can to build more housing in San Francisco<\/a>. And today, fulfills such a promise. No, it is not everything we need to do to get to the 80,000 units that San Francisco<\/a> needs to build in order to fulfill our housing commitment for the element, but its an incredible start. What does this mean . This means we have come together with stakeholders. I want to appreciate board president peskin and those in my office for the work and the various tac members did to get us to this point. I even said at this point when anne was in my office, what did you do for president peskin to get him to be so cooperative. Im not used to this. I dont know what kind of magic she did or worked this committee in the way that she and president peskin did to make this happen, but what i appreciate most is it shows the power of collaboration. It shows what can happen for the greater good of our city when we are willing to come together and to negotiate and to compromise, and to do what is in the best interest of San Francisco<\/a>. So, what does this do . Well, this unlocks thousands of units that are now possible because they can get the financing necessary to get these projects done. What does this do . It creates a number of various layers of commitments that we are making to not just wait years to make adjustments to inclusionary numbers, but to look at inflation, to have built in mechanisms to be sure that we dont wait around for policies to pass or change but able to move forward now with projects that are being approved and already been approved so we can unlock housing in San Francisco<\/a>, so that we can break ground and build more all over San Francisco<\/a> including downtown. What does that mean . It means we are building housing but we are creating jobs. So i want to really thank all of the various labor organizations from the plumbers to the carpenters, to the electricians, all people that are responsible for building housing in San Francisco<\/a>. More housing means more Job Opportunities<\/a> and we want to make sure that we are building so much housing that we can barely find the workforce to do it. That is our goal, but more importantly, and i know, go ahead, clap labor. They are excited about that. [ applause ] but more importantly, affordability is a real challenge and we want to be sure that our san franciscans of various areas of labor and our bus drivers and workforce in San Francisco<\/a> and others and to those who are struggling to make ends meet. We want to make sure that we have as much housing as possible to ensure affordablity for different layers for jobs that exist all over San Francisco<\/a>. We have a lot of work to get there but this is our very very first step. We know that we have to do so much more. We have to be more aggressive than ever before if we are going to meet our goal. San francisco already has 50,000 units. Do you know what that could mean for the city of San Francisco<\/a> . What that could mean for what is happening right now with new technologies that is emerging in every part of San Francisco<\/a>, and not just right now but pier 70 and dog pound and we are the leading company in the world here in San Francisco<\/a> and more to come. So we have to make sure that we are building the housing necessary to meet the needs, to meet the demand. That we are doing Everything Possible<\/a> in this legislation that i am about to sign today is a significant step in the right direction. So im looking forward to breaking ground here in those 500 units as well as other parts of our city. Lets get to financing, lets get the job going, lets make magic happen for the city and county of francisco. [ applause ] and before we sign the legislation, i want to take the opportunity because this doesnt just happen because we want it to happen. This happens because people come together and they do the hard work to make it happen. As i said, president of the board of supervisors, aaron peskin, ben rosen field, our controller, the director of the planning department, sarah phillips, oewp, and who worked her magic, conrad who was a part of this team as well from the city side. I want to thank all of the members of the tac who came together to fight it out on the inside and merged together on the outside, and i want to thank the consultants and want to thank the developers estrada, matthew, thank you for the work you do. First step in the right direction. And before we sign this legislation, i would like to introduce supervisor president of the board of supervisors aaron peskin. [ applause ] supervisor aaron peskin thank you, mayor breed. The mayor got it just right. This is government working at its best, collaboratively based on actual data and i have to say, the meetings that weve had over the period of months were actually very pleasant, they were not contentious, they were informed by experts. All of them i was going to thank, but the mayor has thanked each and every one of them. I will say that the office of economic and Workforce Development<\/a> were splendid. I think we named him excel spreadsheet conrad. 22 years ago, San Francisco<\/a> was at the leading edge of creating Affordable Housing<\/a> in new market rate development. That legislation was carried by my then colleague supervisor mark, who worked very closely with erickson and we created one of the first onsite inclusionary Affordable Housing<\/a> laws in the United States<\/a> of america that has been copied by cities all across the country. But it was never meant to be static. We enjoyed robust times and that ten percent initial number crept up to 15 and eventually 20 . But when times are tough, that number has to be adjusted in a way that allows new housing start to happen. The mayor understood that, the entire board of supervisors are almost the entire board of supervisors understood that and that is what led to this process. Mayor breed referred to the fact that unfortunately in a number of time, the number got put in the charter at 12 and nobody could bring it down and we took that charter and we made that promise saying we will revisit this every few years and adjust the inclusionary rate number accordingly and we kept our word and that is exactly what happened. Now, our job is not done, because as these significant reductions in the requirements for onsite affordablity has gone down, this city has the obligation to build 80,000 units of housing, the majority that need to be affordable and we have to find a way to do those. We have had that conversation and that is part of this conversation and that is what the mayor and i are also collaborating on and realizing the Affordable Housing<\/a> bond will be the opportunity to vote on this march, march of 2024, in the amount of 300 million. We mentioned that this week and working to get that passed. With that, it is my pleasure to witness this signing. It truly has been a collaboration and i will close by saying it is one of many collaborations. It is the kind of collaboration that we had relative to adaptively reusing vacant buildings in the Downtown Core<\/a> that we cleaned up and passed and along with corroboration with supervisor melgar and her work and in the city and county in San Francisco<\/a>. Our work is not done. I look forward to more collaborations going forward. Thank you, mayor breed. Good afternoon, my name is Michael Cohen<\/a> from strata. Thank you all for coming today. Its really fantastic to have you all on this humble parking lot which we are advancing plans to build this incredibly gorgeous 500 units, residential building. I have to say those plans are much brighter today because of this legislation. Indeed this legislation is the most impactful that has come out in a decade and its so important because it addresses the single barriers which is affecting housing to do and that is affordablity. And there are things that are outside of this citys control, but by significantly reducing this bill, we will be able to build housing and will not happen over night but over the next years, it will have a huge impact. In addition to what it says, this bill says a lot. One, it directly acknowledges that we could not hope to build additional housing without decreasing the rate to market. And shows when the stakes are the highest, leadership in the state and San Francisco<\/a> can come together to work on pragmatic solutions. I have to say the mayor and supervisors and everyone else, its remarkable because you did something really important, really well, really quickly with no drama. For that, i will say thank you, and god bless. [ applause ] i think rebecca is going to come up. Hi, everyone. Nice to see you. I am rebecca foster, and i had the honor of being in that inside closed door site on the tac, not really, it was pretty low drama. And i am also the ceo of the Housing Accelerator Fund<\/a>. Those things are really connected. We launched the Housing Accelerator Fund<\/a> in 2017 as a publicprivate partnership, really to turbo charge the city and Affordable Housing<\/a> developers to be able to preserve more housing more officially and since then, we build millions of dollars for San Francisco<\/a> projects and made over 400 million in investments and supporting those around the city. We love this fund. And we have build more units around the city that help residents stay in their long time homes to amazing beautiful buildings like just down on howard street, the new 200 unit building unit on howard that will welcome 200 families next income to Affordable Housing<\/a> in San Francisco<\/a>. Clearly, i dont need to tell anyone here that getting Affordable Housing<\/a>, getting any housing built in San Francisco<\/a> is complicated. Its hard. It takes a lot of grit, and for us, its full of way too many negotiations with a lot of cattle raising and with spreadsheets, and like on the tac, we spend a lot of time looking at the maps of what it takes to make projects work while trying to balance the critical importance of delivering homes faster. This year starting construction, not seven years from starting construction, and getting the systems and policies right so we can massively scale the overall delivery of housing in our city to hit that 82,000 necessary homes for future generations and for people who live here now. We all keep up this hard Work Together<\/a> because we know how important each and incremental win is to building homes on this parking lot and that is for our neighborhoods. Serving on the tac with my great partners and working with the incredible city staff that the mayor mentioned, was really an honor and an extension of all this work. It was an incredibly collaborative crew and i did not go inspecting this collaboration and i dont think anybody did because this is San Francisco<\/a>. We just spent our time deep in the weeds and really focusing on the imperative of kick starting the delivery of more housing as soon as possible with all kinds of head wind line the mayor mentioned and that we have the ability to build the Affordable Housing<\/a> that the city desperately needs. Thank you for serving on the tac and im super excited for this legislation and the affordable bond that supervisor peskin mentioned. It is one of the first steps families and step to secure their future and provide a sense of stability for them and their loved ones. Your home, it is something that could be passed down to your children and grandchildren. A asset that offers a pathway to build wealth from one generation to the next. And you need to complete estate plan to protect the asisets. Your home, small business, air looms and more. You and so many communities, black, indigenous, latino and asian worked so hard to make yours but estate plans could be costly and conversations complex proud to partner to bring free and low cost estate plans to san franciscans. By providing estate plans we are able to keep the assets whole for our families, prevent displacement, address disparities and Home Ownership<\/a> and strengthen the cultural integrity of the city. Working with local non profit organizations and neighborhood groups bringing the serveess to you and community, to workshops focused on Estate Planning<\/a> and why its important. Im 86 years old and you do need a trustee. You need a will and put who ever you want in charge of it. Thats why i wanted to be here today. That is why one of the first steps i took when become assessor recorder is make sure we have a partnership to get foundational funding to provide these resources to community. But even more important is our connection to you and your homes and making sure we know how to help you and how to protect them. If you dont have a living trust you have to go through probate and that cost money and depending on the cost of the home is associated the cost you have to pay. That could be 40 thousand for a home at that level. I dont know about you, but i dont 40 thousand to give up. indiscernible important workshop to the community so we can stop the loss of generational wealth and equity and maintain a indiscernible why are estate plans important . We were just talking before we started the program, 70 percent of black americans do not scr a will in place. As mentioning being in community we had a conversation with a woman who paid 2700, 2700 just for revocable trust. What we are talking about today are free or low cost estate plans that are value between 3,000 to 3500. Free or low cost meaning free, or 400 if you make above 104 thousand a year, and capped larger then that amount. Because we want to focus on black and brown households, because thats whether the need is, not only in San Francisco<\/a>, not only the bay area but the region as well. And, i was excitesed to see the turn out from the Western Addition<\/a> and bayview and want to make sure we cover all the different steps from buying a home to making sure homes stay within the family. Work with staff attorneys to receive these free and low cost complete estate plans that include a living trust, will, financial power of attorney, and health directive. Thats why it is so important to make these resources and this information accessible. So we can make sure we are serving you and your families and your generations and your dreams. We have central heating, and i like the new countertops they put in. Up to date oh, and we have venetian blinds. We never had venetian blinds before, and its just cozy for me. It meant a lot to me because i didnt drive, and i wanted to be in the area where i can do my shopping, go to work, take the kids to school. I like the way they introduced the movein. I went to quite a bit of the meetings. They showed us blueprints of the materials that they were going to use in here, and they gave us the opportunity to choose where we would like to stay while they was renovating. It means a lot. Its just that ive been here so long. Most people that enjoyed their life would love to always retain that life and keep that lifestyle, so it was a peaceful neighborhood. The park was always peaceful, and i dont know. I just loved it. I wanted to be here, and i stayed.
