I also want to highlight three last week dbi team dealt with the City Attorneys Office to file and lawsuit against the Property Ownership group with the three occupancy those conditions in the sros are not good and the landlord have been taking this is not a step were taking lightly and after the housing inspection spent years communicating with the sros and bringing them into compliance wear deeply appreciative of the City Attorney david chewing to make sure that the tenant of those buildings have a safe clean and code compliant code. Last week, i participated in a press Conference Announcing the lawsuit i hope the Media Coverage citizens a strong message to other landlord that fail to meet their obligates do theyre tenant frankly were not stand for that and make sure the rights are protected. And todays agenda have in important updates to share you may have heard Property Owners are having a were hard time meeting their deadlines and fortunately, no legislation this is the board of supervisors have a deadline and give the Business Owners a little bit more time that will be hearing a presentation regarding this legislation. Good morning, commissioners the following slides are intended to highlight the volume and evaluation of projects costing 5 million or more filed and issued or completed in the past month and provide a profile in terms of either attracts to housing and community access. With a value of 5 million railroad filed with dbi. One was for a new 95 unit affordable senior Housing Community and on 67 Mission Street evaluated at 51 million and on Market Street that recent valued at 9 million. The last month, we issued one high value are permit with 53 million this permit was for a one hundred and 46 unit union square at 1633. And lastly dbi had a renovation of after sros building at 55 Mission Street valuation was 12 million and the rehabilitation of 10 Public Housing at 1026 at 5 million. Thank you. Thank you. Next we have item d c update on dbis finances. Good morning alex and Deputy Director of the administration. I have this months regular finance update. Um, no more news own the fee study and um, items for discussion regarding the cbo grants were been 25 percent of the way throat year. Our major charge for services is 23 percent recovered were pretty close the first two months didnt include the fee increases the 15 kroobld came effective september 28th we expect to be behind and hoping to catch up the rest of the year it is on track and well continue to monitor. Next slide, please. Here are the revenues details the most important one of the first line the charge for services how much we have he received for last year and too soon to project revenues for the end of the year. Next slide, please. For expenditures we are um, the most happened to line up exactly with the pay period we are 25 percent the way through the year and 25 percent of the pay period have been paid out we are fully staffed and spending all the labor budget that is by far you are largest expense. And again, the second latter is work orders services from oat departments that is hard to project those on the City Attorneys Office we i dont know how much Workers Compensation so hoping see some savings but wont know until the end of the year. Next slide, please. Permit this is similar to last month, we continue to see higher overall permits, however, the evaluation is less. Next slide, please. And again, the largest projects really can swing the evaluation to one big project comes in and historically changes but the increase in lower evaluation permits is notable and has remained constant throughout the first three months of the year we will continue to monitor. And. Next slide, please. So thats it for the regular finance presentation were working with the consultant on the fee study and sent them all the data and coagulated and prep their draft report and they will anytime that in november so likely be duis in the december meeting but if theyre done earlier well discuss next mow and finally, i want to discuss the cbo grants there is um, an email was sent out by the mayors budget director complaining the citys financial position difficult and have asked all general Fund Departments to propose three percent expenditure reductions for this fiscal year. And the mayors offers will take in all the recommendations in november and see where they are and see which ones we want to implement. The only general fund support for dbi is the cbo grants the Mayors Office has told you our three percent reduction is 150,000 if that were to be implemented, there would be to ways to do it. Would be reducing promoterly from each organization or reducing all from one properal like better if this was to happen will range from a 5 to 30,000 reduction from the various service providers. Important for everyone to be aware and one had the comment in the two Public Comments are one time major of the funding the city has a two year budget we visit this budget each year so not year two is not fixed that can change, however, what was approved in the last budget was an ongoing expenditure for the cbo expenses and ongoing transfer from the general fund so at that point it is approved as an ongoing expenditure but the budget is revisited every year and changes can be made ill be happy to answer any questions you may have. At the end at the end of e so but maybe this is a little bit different you are right we do Public Comment at the end so you can do your questions to the director now. Any remote Public Comment on this item . Okay. Come back first. Just one question did we determine what fees were allowed to use um, in order to support the cbo program . I believe that is possible to use the agreement license fees for that program. Commissioner shaddix. Alex thank you for your report. Question and add backs so if one hundred and 60,000 comes from the cbo some opportunity along this route to add that to have the supervisors put that back in the budget to make that whole, of course, that will not happen. The ad back is part of a process so the budget is done for fiscal year 24 the add back for 25 and 26. Thank you. clearing throat there were two commenters who referenced landlord fees and raising the landlord fees could you provide some context or some background on those specific fees and the history you since 2005 on the landlord fees . Sure so there was a fee study in around 2005 and then in 2015. The last in 2015 when things were you moving was a corporatively fee increase of 7 percent and then i believe the fees westbound implemented in the last fee change in 2008, i believe. And that was in an increase so since 20159 dbi increase is thirty percent ill have to look at 2005 and maybe more and no context the Apartment Hotel apartment fees the revenue last year was about 7 million. So if we were to fund the cbo through a fee there there need to raise additional 5 so that is about 70 percent rough increase to those fees is what it takes to support that program. Um, im going to start off with my disclosure i previously worked with the cb the City Grant Program and maintain a friendship. Um, were not talking about that but a line item. Last meeting commissioner neumann ask the fees been and the could be used it key fund that City Grant Program will that be in the fee study . Currently is not. The general fund is funding it so those expenditures are out of pool but i think the analysis was simple. We can conduct a separate one basically what i stated this is the eligible fee this is how much will be multiple voices . Im feeling confused i thought last month last month i thought you said, yes commissioner neumann request is in the study im feeling confused by the fee studies if it is in that or not can only have a commission maybe yes or no and we have to have the real information so i would like to have at the end of the week a clear yes or no thats in the fee study how we can get that information. Um, i do not think that is appropriate for the commission to weigh in on the study that is the department and the Mayors Office so im going to not comment on that and i dont think the commission has to weigh in on that item. Next, we have item 4 d for the update on the proposed or recently enacted state and local legislation. Ill carl what the legislation is combaukt the department and ill cover the presentation comes up the first is changing how the fees and collected impact fees and the Building Code to allow the referral until the issuance of the first certificate of occupancy and our it and collection staff have been working to implement those and tracking system where they are assessed and a november one launch on this program and other ordinance that went into effect a business sign fee waiver with a Small Business awning fee waiver for the it waiver and a fee waiver for the new things in addition to the fee waiver for awning replacement but the business fee waiver and the new awning fee waiver is retrofit for may 24th where the awning replacement fee waiver about last perpetuity or until the board of supervisors removes this. Next slide, please. Now the next two ordinances introduced by either tabled or will be substituted and ordinance for the electrical code to allow the certifications for Electrical Work legislation has been tabled but we or working with supervisor changing to clarify the requirements for Electrical Work and in the code to allow dbi to waive the rental fee for the storefront and will be substituted by the mayors legislation so will come to you as a presentation at a further meeting and ill stop because items 66 5 and 6 and 7 will be covered in more detail the next gavin newsom signed ab 1114 the bill offered by matt haney from San Francisco which will require dbi to determine whether the Building Permit for housing projection is completed with the department receiving this application and tugging did the plan review for dbi and other agencies will have time limitations for either determining the project is code compliment or has a revision and on the screen one thing i do want to mention today is that once dbi and other agency determine that project it kvment will be required to go through other hearings. Next slide, please. A few other state bills signed by gavin newsom ab for the fire sprinklers and with fewer sleeping cabins to be temporary housing for people experiencing homelessness and ab 1122 is a cap for residential and Accelerator Energy the cap is in place and dbi has three cap but set to expire in january fire chief and that cap to ab 548 requires the local agencies to have a policies and procedures for multi unit building when the inspector sees that violation of the housing code and effects other units in the building and doifks complies with the requirements of the new state law and one more not on the slide that requires that the city voep program for preapproved accessory dwelling units plans dbi will work with the Planning Department and puc to have three in place by january 25th. Good morning, commissioners im matthew acting Deputy Director for the services and happy to provide an update of the performance Inspection Services division. First slide. Thank you. Um, in september of 2023 the mrifrm u Plumbing Division had many inspectors were conducted within two Business Days requested by the customers meeting the target of 20 percent in the same month 800 plus inspections with one hundred plus of multifamily housing. Next slide, please. The building electrical and plumbing received 4 hundred and 16 complaints and respond to 95 well beyond the responses and our kvment sent 75 to the sdroshgz and lastly, received three hundred and 58 nonhazard complaints and respond within three days and have housing has received 18 and respond to 78 percent in one day and the Housing Service abated 4 hundred plus and sent three three cases im available for questions.
