Here are details the audits completed in the soak quarter in november the Technology Services division applied the fiscal year 2023, 2024 intersecurity ordinance this is an annual assessment required by the Controllers Office to make sure the dignity and associated data this audit is in no longer with the financial institution. Concert framework and the National Institute of standards and in december the Controllers Office released the social Partnership Program audit followup report in the coastal requirement and changes and balances for fiscal year 20, 21 and 2022. All right. And then so have we decided maybe mother to open up bidding during the holidays is that something maybe yes. Thats one good Lesson Learned in the future definitely will bid after the holidays. And have any of the contractors working for us already . One of the contractors that didnt bid after the award of one of the original local ground Water Projects so it is just a matter of choosing which project fits theyre also the priorities they have on their company. Is there any concern that because we only had one bidder that the price goes up and still competitive weve gotten the jerks estimate 6 million and the lowest bid the single bid is less than 7 million so weve building that the estimate for the proposal received in the bidder is prior at that time and no change orders will bring it up. We dont anticipate but because um, part the soak is absolutely excavating leaving the roads so we will never know if we have investigation and included in our there are salesmens activities you dont know theyre captured during the investigation those are the unforeseen conditions but the same thing will be change orders. The project will offset close to 100 percent groundwater use with the recycled water and use that water out of the ground Water Project and i will say 12 used by the zoo is, you know, one of the fewer views for the recycled water tripped were part of here. Well construct a pipeline for the highway and take over the groundwater infrastructure and which use for back up for the recycled water San Francisco rec and Park Department will continue to own and operate and maintain the reservoir and highway system. And just to make sure youre aware the zoo rec and Park Department that is why the pow is with the rec and Park Department. Um, we will reimburse the rec and Park Department for the expenses from and fund a staff position for the water recycled will be the biggest yours of the kr50irgd water in this to make sure that we stay connected with all the projects and well compensate them for the well and pipeline and then well charge the recycled water for the rec and Park Department as the cost is equal to the historic cost of groundwater and theyll be responsible to implement the great are highway. This the highway in the center lane for recycled water on the left will be the zoo area the solid purple line alongside that will be the existing pipeline we constructed for the recycled water and delivered up to Golden Gate Park and the dashed line there will be the recycled waterline to the pipeline and the purple areas on the map show where it will be used clearing throat excuse me and that green arrow on the left to the upper arrow where water will be taken up and actually and fairly syrup water for the recycled water so with that, we recommend the option for the anyhow and ill be happy to answer any questions you may have. At the west side project you heard discussed earlier trying to get through problems that includes ultimately um, reverse osmosis that is removing the salt it is highly treated wastewater more than the middle wastewater for irrigation of the farmland for example. I just had a question hesitate happening in the lower grade highways are there pipelines three we are connecting to or have to lay pipelines for that irrigation system. I dont think we need to lay pipelines and a big no, if staff the retrofits are for the suitable recycled water the delivery so that area is recycled or gaited portal water to the extent that is or gated and shifting to the recycled water not a big yours right on the ocean. Yeah. And it seems to me there are a few policies that the puc is pursuing are the project and with the park that were putting up groundwater. Uhhuh. And valuable in other context in a way not just about this is the water for the park and zoo but thinking about the system and how the groundwater how that water. Absolute; correct for the parks that water is suitable for purposes we take those irrigations uses, you know, pools with kr50irgd water is really a great example of the appropriate Water Quality appropriate use so lesser we can use the entire policy groundwater for drinking purposes. Im sure theyll love it again, this is not suitable for human but a lot of the research in the last, you know, decade or so to make sure the water is safe for animal usage. The water itself animals will do a lot of things to the water. Yeah. I dont mean their water im wondering about the process. Um, you know, if multiple voices . The recycling do we end up with a bunch of at the end of the day, when it goes out because i mean multiple voices . The recycled water process at the west side includes reverse osmosis that concentrates as part of that project will be discharged through the wastewater out flow along with the secondary treated water with the plant. Good morning, commissioners im chung north Wastewater Treatment the sfpuc and the psychos join me in milpitas the supply up to 40 million gallons or water when supplemented water is needed this has been operational since 2020 the Maintenance Agreement allows to us do the in practice the district has been the sole operator the operation of enterprise could impact the system unless theyre the ones operating it and was a 5 year period if not to 2012 but the District Service when we were in the thick of implementing if this was done there the First Amendment and in 2014 maintenance with the enterprise come back to us making us the party. And starting july and Going Forward we want to once again december national a district. And we want to do there the Second Amendment to the o m agreement and two main reasons one that given the for the most part the staff is very busy operating and maintaining the system added. The second reason is that more efficient for the staff to work on the enterprise because located closer to the enterprise versus our staff. The district is fine being the party Going Forward but want to commit to this in perpetuity we agree well jointly review that ever 5 years and included in the Second Amendment with that, im available for any questions that you may have. Im here today to request approval of an amended and restated memorandum of understanding with um, the Treasure Island Development Authority is responsible for the caregiver duties on the former navy station is Treasure Island. Your your bun with the repair of navys system have been providing services and the operation and maintenance for the navy system and the delivering of utilities to the island this includes not just electricity but stormwater agent and the infrastructure on the island is transferred in the navy through tida does not meet courage sfpuc standards the infrastructure on island is the outdated infrastructure creates a condition of a risk of failure. So the sfpuc has been working with tida on the plans for the development and transfer to the city as the new utility system sfpuc standards and allows sfpuc to provide the same level of service to the island without putting the sfpuc rate payers at risk for the failure of the navy infrastructure. The first transfer of some new pipes in a month through the board of supervisors and will be effect next month. The process will continue with some new pump station and, of course, the commission of the brand new Wastewater Treatment is on Treasure Island. Meantime sfpuc continues to maintain and operate as a contractor not as the utility procedure and continues to make recommendations to tida on the improvements. The current my expired on june 30th operating as if under old terms the primary role of anyhow is to insure that the liability stays between the parties for the equipment and that tida reimburses the pub for the cost of services. So we dont make a lot this anyhow is different the other ones were one year in the construction 2340sh9 and not a lot changes this one is a twoyear term with the ability to continue for up to 6 years extension over the utilities to carry this forward and to maintain the amendments we have to do and other small changes for example, um, tida had a reimbursement obligation that is past due note that is getting repeated and now described in the past tense the primary difference we are going two from one year to two and tida we are asking for your approval. Um, my name is clara are and with the Financial Planning team and today presenting on the spend request for the California Program a program to a water and wastewater customers this program will be abbreviated in the slide. Um, the program was established on september 26th, 2021, by the American Rescue plan act of 2021 as part of the covid with 985 million appointed to water and wastewater system approved in the pandemic and the control board about administer the guidelines and instead of the utilities will apply for the grants for the eligible customers the covid release period was 22 and all customer types residential and commercial and others were eligible to receive the benefits and in addition eligible for funding the customers were eligible and those given to the puc for the covid discount programs for residential and commercial nonprofit customers and our regular discount through the Customers Assistance Program for the local household. The first year and oil is applicant received the full amount of funding requests from the 20212022 program the puc received roughly 16 million plus governor gavin newsom extent the program for the remaining 600 million. And in the program fiesta ration the series was extended march and the snapshot of 2023 program and in december 2023 the puc applied the program and today bringing this request to the commission ahead of program per the guidelines and utilities 60 days for the fund for eligible customers from the day we received the check and we expect to receive another check in march the estimation is in may and were 2k3w5r9 adoption for the board of supervisors. And the last step return any unspent fund and submit a close out report. And this slide is the breakdown of requested funds so the funding requested in the application is based on the data of eligible customers were billed in the june june 16, 2021, to december 31, 2022, and for water we requested roughly 9. 6 million and wastewater request 14. 5 million and requested a reference coverage for related it is 200,000. And i also want to note that from the time we pulled to the data to the time we receive the fund a credit changes to eligibility and customers will continue to pay off the debts in the in the meantime, that is why well need to return any unused fund and the delay for the funds is the request for this item today and this slide highlights the impact of the funding will have on the and i. From water our past due is like 8 million we can cut this down to 7 point plus and 3 million in current. Rentals the puc will start to collect and do so in a manner that will thank you for listening. Do you mean how is the program fund will affect the customer assistance and yeah are those the people that basically youre helping and. Yeah yes, so the funds we applied for from this program go to various Discount Services so comes not only for the customers in cap current enrolled but other programs so um, not all discounts and applications that we included are for people with rolling caps and not all caps have debt not a complete overlap. Those people that are not in cap programs are people not and they are eligible for this program . Yes. And how do you look at their accounts how do you know theyre not paying. The data we used for our application coughing pulled from the customers accounts show eligible discounts coughing and those are past due balances beyond 90 days that that makes them eligible. Okay. Morgan chase for the cleanpowersf program and note both of those are part of fiscal year 2024 plan first item today is the item for the 150 million Credit Facilities for wastewater. As the commission knows we have a 75 million interim program for the Water Capital Improvement Program the interim program is 5 series that allows for up to 675 million for the paper and also consists of one 75 resolving line of credit and highlighted here is the commercial paper and the program applied for the Capital Improvement and todays rate three hundred 5 percent and there is that higher in recent years this is lower than the long term and that is series a14 rad and 60 million that is expiring and the letter of credit expires march 7th and the facilities for prequalified providers and sumitomo Mitsui Banking corporation is lowest, responsive, responsible bidder and todays action to approve the facility with the executed as a part time to the document. This is the concerns of the facility and slides are ill note that is slightly lower than the facility. The commission and was approved in january of private currently approved for the general manager sf program up, up to 150 million and in march cleanpowersf entered is into a 5year agreement for 75 million and this agreement was substantially extended for one year and amended to 20 million and expires in march of this year. This past december the Commission Approved the proposed amendment that extends with additional 10 years and no change to the maximum agreement authorize up to 150 million that was approved by the full board february 6th and as i said by the mayor and thats the authorization which were relying on for today. Why has the support needed . The agreement as primarily use for the stand by for credit for the green cleanpowersf and credits has been issued to save the bills required for accelerator agreement with pg e and finally this agreement is reinvolving line of credit and join the cleanpowersf this agreement has not been used for todays agreement. And key terms of 75 million agreement again increasing the agreement from 2 million back to the original 75 appeals with an extension of an additional two years. And the amendment will allow for the same purposes this for today well mention weighing increasing that to 75 in anticipation of provision for the california rr1 cpas to post financial in the vent of a massive term of customers i believe were waiting today for this presentation on the operation and other key terms of amendments are the fee of 45 base points lower than the one hundred and fifty credit fees and 1. 5 percent versus right now the rage of one. 40. 4 percent and revisions to working capital draws today, we have used those but overall the terms are favorable. It is based on Market Conditions but um, each bank had their own internal rate of return and provides different grades for different entities like ourselves based on the credit model and so could be many factors. And some of the letters say if we dont do this the democracy as we know that will disappear off the earth that being said, i cant wait until we get that i wanted to let people know where im at and next commissioner stacy. Weve gotten really critical written communications from people also which is helpful but i do think that the puc is probably more like the retirement board in it interested people are scattered not all in San Francisco it is difficult to get here and testify in inperson i prefer the testimony inperson i feel more meaningful to me perching and have the ability to follow up with questions. Im supportive of spending remote Public Comment it is something we got used to in covid for the years but i think it does allow better participation and an Important Role for the commission to play to hear in the pc public. Allow people from the public to comment on all actions in the system and especially the water system and the Energy Enterprise has effects throughout the state the wastewater system cant operate in isolation and all kinds of wastewater utilize that and people are affected by what we do id like to have the opportunity to hear from. I have always been in love with ice cream since i have memories. I know when i feel when i eat it is unique so i than there are a lot of people this feel like that way and i always made ice cream at home. And then i wanted share this passion with more people. So it is Nothing Better then and there doing San Francisco this is an exhibition across departments highlighting different artworks from our collection. Gender is an important part of the dialogue. In many ways, this exhibition is contemporary. All of this artwork is from the 9th century and spans all the way to the 21st century. The exhibition is organized into seven different groupings or themes such as activities, symbolism, transformation and others. Its not by culture or time period, but different affinities between the artwork. Activities, for example, looks at the role of gender and how certain activities are placed as feminine or masculine. We have a print by uharo that looks at different activities that derisionly performed by men. Its looking at the theme of music. We have three women playing traditional japanese instruments that would otherwise be played by men at that time. We have pairings so that is looking within the context of gender in relationships. Also with how people are questioning the whole idea of pairing in the first place. We have three from three different cultures, tibet, china and japan. This is sell vanity stot relevar has been fluid in different time periods in cultures. Sometimes being female in china but often male and evoking features associated with gender binaries and sometimes in between. Its a lovely way of tying all the themes together in this collection. Gender and sexuality, speaking from my culture specifically, is something at that hasnt been recently widely discussed. This exhibition shows that its gender and sexuality are actually have been considered and complicated by dialogue through the work of artists and thinking specifically, a sculpture we have of the hindu deities because its half pee male and half male. It turns into a different theme in a way and is a beautiful representation of how gender hasnt been seen as one thing or a binary. We see that it isnt a modest concept. In a way, i feel we have a lot of historical references and touch points throughout all the ages and in asian cultures. I believe San Francisco has close to 40 asian. Its a huge representation here in the bay area. Its important that we awk abouk about this and open up the discussion around gender. What weve learned from organizing this exhibition at the museum is that gender has been something that has come up in all of these cultures through all the time periods as something that is important and relevant. Especially here in the San Francisco bay area we feel that its relevant to the conversations that people are having today. We hope that people can carry that outside of the museum into their daily lives. 24. The meeting is being called to order at 4 37 p. M.
