Public comment is closed. Great. Move on then great. Move on then to item item item item item signage, whose estimated Construction Costs are under 1 million; 2 million; 2 million; 2 million; 2 million; 2 staff to update the civic Design Review guidelines consistent with the above and return to a future cdr meeting for approval of such updated guidelines. For presentation now we will have dr. Chou and Ralph Remington, director of cultural affairs. Thank you. Commissioner schnair and mary chou, director of public art and civic art collection. Will not be the doing the presentation a change but youll thank you, everyone for your patience with that. Also to thank extraordinary for accepting this her new assign time and the new staff liaison was sarah so thank you, sarah for stepping both youre new really about this possible motion in an effort to expedite the delivery of the the Municipal Building and reduce the timeline to the costs mayor london breed introduced legislation at the board of supervisors to have the procurement for public projects under 5 million in addition the mayor has called been the Arts Commission to simplify the project and accordingly on todays agenda this is the embodies it considering to streamline approval so thats what that is about the mayor once the process is streamlined take a look at it and um, along with our staff rec and park staff and dbw and weighed in on how we can best Work Together to expedite our processes and moving ahead to with that, we hope to get a motion today. Great. Thank you. Director Ralph Remington any comments or questions from the commissioners . clearing throat did he we have a sense you do not i dont keep track of dollar fingers are there examples that. Yeah. I would say that things like fences and electrical box multiple voices . And things under 5 hundred square feet multiple voices . Will be helpful for the public to understand that actual specific kinds of projects not just the dollars figures the financing in san bruno and. And i got it. Things and multiple voices . Sorry. Thank. Streetscapes. We thats the whole judges of Design Guidelines and any questions . Than director Ralph Remington will bring us and looked at it and decide who what to do none of that will go unless a complicated project go beyond a review and someone that is looked at many of those market value projects we had a long meeting with lots of stuff i for think understand and appreciate the expediting of this. I did think that the massing i can in the guidelines the cdc will give advise and the appropriateness and Small Projects can harm the public realm i hope the guidelines take care of that not coming before the cdc cdr. Several you have offered your comments few with the changes look at it and go over it to make sure that everything is covered and so there we have a easier way of going through the processes. Okay. So another question. For the guidelines one question i had were voting on a change clearing throat today but voting on the same change in the guidelines im totally understanding why we vote twice and will we then take up the Design Guidelines in full at a further meeting . You want to answer that. Sure the motion today is to literally change the way we do our, you know. Our procedures here and so thats what the motion is for. Right. Thats for the. multiple voices. sound were voting on the same feature. No, no we will vote on the guidelines as because of those changes multiple voices . Okay. Making changes to the guidelines so we will have to review that. Right. We cant do it before did motion passes about well review and bring that back for the cdr. This has this in that with that language within the guidelines and multiple voices . Currently go to. multiple voices. and go back and make those changes will adjust those guidelines to make. multiple voices . Okay. So thats right thats the other part to have the guidelines for those kinds of projects we can be expedited. Okay. All right. Any other questions. Or comments. Okay. Any Public Comment. Can we get motion. Oh, laughter . Can i have motion . So moved. Girls. Second. Vice president shiota now any Public Comment. Once youre called on, come to the podium. You will see a blank Public Comment card, you are required to fill out the card. Courage on item 3. Is almost up. For inperson, anyone like to make Public Comment on the current agenda item . Inperson anyone like to make a comment on the current agenda item . I see no requests for Public Comment. Public comment is closed. Great. Thank you. Id like to call a vote. All in favor, say aye. Aye. Any opposed . Motion passes unanimously great. Okay. We go on to item 4. 4. 11th and natoma park phase 1 and 2discussion and possible action. Team are you ready . Yes. Am i able to okay. Oh, yeah. Lets do this background noise. okay. Okay. Good afternoon you commissioners. My name is schuknecht, project manager, recreation and parks. And joined by brett desmarais, project designer, department of public works. Trying here. With public works and were happy to be here presenting natoma park in my heart of hearts in our backyard on 11th street and western selma and historic park for neighborhoods that is um, planted and received a lot more residential units and more families and young people in the coming years and decades. With that, i will start. This is where we are in the process and bret designed the development and planned to be out of the design phase by the end of year and well put the project out to bid and hoping to be open to the public by the end of 2026 or early 27 if all goes to plan a half acre on a size. And many of you know this ill go through this and get through the slides quickly. But were on 11th street the aerial street in western selma. And frontages on those streets more residential in character and quieter and from the beginning the main points of the goals of this project were to promote neighborhood connection do have a multiple Generation Community and connect people to nature by access to nature in the dense urban environment and for penthouse by creating park that is climatic and maintainable and longlasting and keep those goals in mind in the provision. Assuming out of bid as you can see this is where we are and western selma the smaller gray circle is a 10 minute walk shed and can mc on the screen this very few open spaces in the 10 minutes so sgoem in so macys where it fits in the landscape and zooming in more a sense of scale half acre makes a big difference in the level of density but also a size for example, Tennis Courts will not be appropriate this is the site as it exists day and in red demolished into an open space and to rhyme in yellow that building that stay a beautiful brick building mo joe a great partner for the park and also a nice sort of building to anchor the site a program adjacent to us and along the bottom as you can see images along natoma park the residential feel theyre smaller and narrower about how we got here early in the outreach presented the community with a range of opposite from passive too active and a Large Community was interested in a more passive green space so speaks to the need for respite in this area the city and color there was also very vocal minority wanted for programs and active space we arrived at we land the terrace was a mix between i go back between the comments and the garden were providing amenities where the Garden Terrace there 11th street on the bottom and the gardens terrace is located in the heart of the site where more of an opportunity to getstreets and the terrace holds the front youll have eyes on the park at all times and give the sense from the street of an active park all the time and the place has been certainly the back of the site children have a safe place to play. Note about other parallel processes on right now the public art is going on r f t for august out i think i believe that will close soon but this is a call for artists to design an art fence along the streets that will make a huge impact. Um, visually and then Community Park naming process ongoing this so ultimately not like likely natoma park will the future name of park and with that, im going to turn it over to bret. Good afternoon, commissioners. Alex schuknecht, project manager, recreation and parks. I heard this project i believe as lied designer presented in march of 2023 and in this meeting we received comments that we addressed ill show you in the presentation but the summarize is the comments were to look at the design of dog relief around on the corn of 11 and natoma park and a shed in the dead end space on the back of the street and addressed that and additional requests in the presentation sections and spot el vacationed for grading and smaller that were providing seasonal color in the pallet well cover that also and so to look at the site diaphragm the entertains to the park a off of mid block on 11th street and there is a large central pathway that organizes the space is dog relieve area has been moved inside the park to let dogs relieve themselves before entering the park and at the entrance multiple use court and if iness to cross that pact moving we have a plaza with terrace seating area working into together for Group Gatherings gives way to a picnic area and school age playground and with the top nature exploration and a larger guardian garden with a shady place for a quieter experience and at the back of the site where the path terminates we created picnic tables and swing benches a place to gather before there is a foensz contained secure zone for rec and park staff where theyre shipping container is so the site on the 11th street features the edge with the art fence and that process that alex mentioned for the art component of the proximately and along the tacoma street have a one hundred wire fence on the back adjacent to the properties the private property have a opaque fence for the privacy for the neighborhood and so this here this is a rendered view of the model showing you the character in the process the Community Identified the symbol of sun as culture element in the philadelphia Pen Community were reflecting this in the large net a solar shape this is the permit play element and playing off that theme showing you here our first pass as a Basketball Court design with the solar theme as well were working with natural colors as well as more inviting architectural tones and reds and oranges you the placement of the interests priority a mix oftion any and shady places the garden space is contained and separate from the rest of park with the designation for seating and the option to sit and just have space. And then you in terms of our furnishings we are lubbing for different experiences benches and picnic table and were calling cafe tables and seat for game tables we we have a pedestrian light and city standard and bottom filler to a shipping container for the storage needs and the shade street that is vertical in the back and then horizontal didnt stop rain or site lines through that. And those are the fencing i mention and the welted if he has a place holder for the art fence showing the kind of design can be custody misses and fabricated. For the central is the clinically net with a large organ with the large posts and then has other equipment below it as well and a hamet skinning developed with the playground manufacturers to take that making this assessable to a wide variety of children with physical doilts and for the fitness area we have a variety of machines chesz stretching and stationary bikes and cross training all complimenting each other and the spaces are bound by walls and spaces to a pause or stretch off to the side. With the material pallet were looking at a painted design for the courts an as fault and the permit and secondary paths are concrete looking at two types for that. That will have integral color and standard safety surfacing and turf mature and decomposed grant for the sidewalk and form finish for the seat walls have separately colors as well and wood bench topics for the seating and then nature using natural materials like stumps and logs and then woolen posts as well. To bring in natural elements for that space. With the planting pallet we are using low water plants primarily native and adaptive from california buckeye to toy on and california cherry silver leave oak and red oak for tree pallets and then have a variety of flowering plants showing here that were looking at things will be blooming throughout the year with the pallet to change with the seasons that is always in bloom and then the sections so show the character of site the top is being cut through that shady area showing retaining a gray behind it plus planting to feel separate in from the court and the garden space for benches and towards the back one of the swing benches there the fence and game tables in the back as well. The mingle on the bottom is there the courts looking at 11th street to the left and the art fence court and that transition to that garden area with terrace seating on the edge. Um, and then here we have own the top another section kit obligating from the Basketball Court for the left through the plaza space and a view towards the playground that large play structure in the back and a view of the playground this section on the bottom showing the planting edges around the site and the nature area and picnic tables clearing throat and this perspective is here is all see coming in the park from 11th street seeing the Court Entrance student left this to the right and then that play structure of the vocal and to bring you to the back where the play spaces are. And a showing this court and the openness of the site a site line for safety, and connectively throughout the park. And this view is really coming from the playground walking towards the nature area and on the left of the garden space kroonsz across the pathway with vocal point featuring the large canopy trees there the gardening space. And then inside of the garden space the way that is a large gathering area more quiet solitary space with a single bench. And then this last view of picnic area looking towards the swing benches and game spaces at the back where that path terminates. And i have materials samples as well of the fencing and aggregate if you want to see that. Will be helpful we can pass them around if you want. Sure coughing i have the fencing we have samples of wider fencing and others the look simple to the Southeast Center and the woods were using would be a aco y missing but that the same type of appearance as that wood. We have a couple of play surfaces sympathetic turf and important rubber were looking at the material a cork material for the fitness area. Were still looking at that with operations and maintenance to see if this will work. And in terms of grater for the concrete we are looking at the locality pebbles dusty but a golden care of of cover with the architect tone and in terms of chips those are the ones this is a gotten color and the orange like apply equipment and the posts on the stayed structure are colorcoded in that family. Great. Thank you. Okay. Do we um, lets see could do we have any questions or comments from commissioners go first im going to make this im glad there is a space for the dogs to relief themselves any possible for kids to have a bathroom or a restroom in the park . clearing throat yes, sir. This is brought up in the budget issue. Okay. And staffing. Just for the record i want to make, you know, i love parks and that great if families have places for the kids to go to the bathrooms. I appreciate that and was there any thought to put art on the buildings with mo joe for imposing on the other with the station around the art project along the fencing but those walls look like they can have art. multiple voices. and not really an option the project property. Right. It complicates matters the fence is pardon me but we know what weigh encounter. Right. A sticky process with the neighbors. Okay. And by fast artist opportunity. Im loving all the murals im seeing popping up. The last thing is maintenance costs i mean sounds like you guys are factoring that b in but the court repainlt a whole different well, you guys factor that in. We discuss the operations. Got it we do so it here got it but wanted to see that mentioned. Okay. However. By the way. multiple voices. and more coming great. Commissioner rothschild. So i summary a drinking fountains and i imagine we talked about this at the 11 foot fence how do we decide the community can have an opposite fence or something more. We went back and forth on the height of the fence a lot. I think it needs to be a certain height for operation and safety concerns but are you suggesting something taller. No laughter . I was i mean along feel along 11th street did i understand that correctly. Exactly. Very, very at all. I think were at 8 feet the rest of perimeter. The other fences are 8 feet and 11 feet for the the reason we landed specifically at 11 feet is that um, the fence were working with is it is by omega called theyre unique line and cost saving allows us to work and unique custom and prefabricated to allow you to cut out the pattern. Gotta were working with the mode you will they have that takes us to 11 feet if we went one lower it obtain too short. What was that . I want to say 6 feet it cuts in the half. So im sure that is chip is sale good a little bit unfortunate. It is opposing. Yes. But so they can the example was showed not quite as transplant as we expected it to be. And sideline into the park from 11th street and yeah. That would be great i know youre, you know, cant be bigger than 4 inches. Exactly. multiple voices . Yeah, but more transparent. If i can interject this is this is the fence that will be the art component yeah . So different, you know, will be like a feature. Oh, i understand multiple voices . Yeah. No, i understand. Yeah. Yeah. Yeah. People are understanding of. Yeah. The issue. Yeah. Yeah and. Okay. So, yeah maybe in the arts have a top i dont know and laughter . Up to the artists. Yeah. Okay. And then another small thing in terms of the play structure area is there any shade that sort of that is close to the play structure caregiver or any sort of president to sit, you know, in those seat walls but unless im missing i dont see any shape. Couple of things we have shade at the picnic tables as you can see. Uhhuh. And then also i think we might have that in the appendix. Okay. Whoops sorry. Lost if we had an appendix. Okay. That is not sunny the whole day. Okay. Shades it next door. multiple voices . We have okay. Okay. Okay. Good, good good okay. And then i think that the Basketball Court is important clearly planned from a bidders and is very beautiful im wondering what the conversation was where that energy would go . I mean, i gotta dynamic active area the dwrafkz represent that but any um, any discussion . About that maybe being less active visually in terms of being able to play . You know, and list dick tracking some into the circulation where i balanced that graphic entering will go. Sure that is on the court because that pave can take that paint whereas, we wouldnt be able to do that on the other concrete we have with x posed it works well on is asphalt to that court we looked hayes avenue storm drain projects Site Development permit valley a simple type of location but the design that is really a first pass were open to feedback on the coughing how that design comes together and working with the artists on the fence on 11 as well. They need to relate to each other. Yeah. Yeah. That sounds great interesting to see how that if i can enter jetting part of artist component. Clearing within the scope as the design team seems the court design we spoke for the art component about. multiple voices . With our project manager and with mary chiu. Yeah. Were very early in the design on the court and that rfp has not closed yet so when an artist i think we can explore it with the actor. Okay. It will definitely be coordinated. I was trying to make sure great. Thank you. Relate to the scope of work does it go to the city sidewalk or a Straight Line and not touching that and it is the property line. You pane the art or artist scope and i was wondering in the scope thought or in the process of constructing the park that your touching the city sidewalk in this and raping some of that that is an opportunity as people are driving we or walking have a transition with the sidewalk into the park and over the fence laughing. Thats all i have to say. And we are reply replacing the sidewalk. Will be interesting as part of the indoor not it in door but indoor outdoor from the public park. Similar concrete color or something. Yeah. Yeah. Yeah or the color or what have you in his gesture to the street. I agree. Absolutely yeah. Thank you very much is great project you. Thank you. Commissioner carney is lovely and needed in the neighborhood im excited about this project and thanks for doing the sections and spot elevations reis renderings are helpful. Um, you have the secluded and less private areas and then all the along the main path i like i because you have the quiet seating at the landscape island in front of it an area near there called garden planting im not sure when if it is makes me think of carrots and beats is that what you have in mind which is the garden planting . It is labeled on the plan. On the plan . clearing throat . Anyway, i didnt see in the plant choices maybe in the name. Or in the planting. Just the garden . Both of those plants will be so we havent done a planting plan other than trees yet so it will be something selected with under story that group of plants shown there we have the um, the red oak as canopy trees and some evergreen chair wieners between the court in that space and have buckeyes on the edges by under underneath likely a mix of strushz and other things that will have part shade conditions. I zoomed in on the Community Garden i thought like a vegetation. No at the last presentation you were not sure about the shade structure im glad that is in our budget that is important and the bench adds an old world feel the brick building on the site that is being retained i dont know what is there on the back of do you when everything is torn down over the Basketball Court im wondering if you can treat if existing building youre rending show it is it brick and the renderings is a nice brick who knows which is back there do you have anything in our budget to fix that wall maybe that you dont know what it is or that is red or brick and also contracting and legal question how we interact with that neighbor. Unless you believe something in front of that. Yeah. It is a surprise through the street you see throat accurate line and it is like a brick. Keep our fingers crossed. Miami beach and the fitness area is really a nice amenity for those lose me without the gym membership like cables can be vandalized is that something that staff raised that issue about maintenance. I think all of the that equipment is disclosure the cables youre merns. We havent that had that issue that we know of. With the equipment is in other parts. Okay. A or i like the gate place holder that place holder for the arts fence the vertical loverer will be an look. That is keeping the. The wire fence not so uniform for the residents along the alley and looking at the container grate for the equipment. Maybe you can plant something own that fence. That alleyway is nice i walked up and down and hope to be a entrance but for security reasons i see why you stuck the maintenance stuff in the corner but the neighbors walk by it have that fence and a container. So neighborhoods might precious that. I understand that seeing the examiner were trying to respond to the concern of security so that im on the street like a park patrol can see no one can hide behind the fence it makes the park patrol a lot more efficient if they see clearly straight through that is why would he land on the wire fence. I see im wondering how this k345ir7b will look to the neighbors. And anyway, thats a great comment. Screening for the container on that one side and i so what goes on in the labeled Community Plaza like the Speakers Corner or a small rally whatever people want up to the users you put that label own that. Sure do you want me to. From the beginning weve been thinking of a small gashtd practice for smaller groups can gather aside in the areas that can happen several small cafe tables you can bring our lunch and several schools nearby and park sf using this space a lot and for general spot for small groups classrooms to come and hang out and, imagine small concerts. Yeah. All of those are good answers. Thank you. And the also labels an all ages exploration area what will. That area will have mulch in the fitness area. Okay. Awesome. And the dog area by the entrance how will this smell how do i clean that up and they smell the dogs doing their business and that will be sympathetic turf that is designed for that condition the fill a neutralizing in fill. And can go on this. Any to go with that and then there will be an irrigation system with that one zone washes down that turf area and, program it to run but the kind of thing that runs every night and washes the entire zone down. Okay. That will help. Can i ask a question about that. Commissioner rothschild how did how do the dogs know this is a serious question a sign or i mean how does that work . Yes. A dog here or not somewhere else. Well need to Work Together with but we are putting boulders in there. Got it. Up to the dog owner to curve their dog to make that easy with boulders. I mean i remember last time on the corner the corner i mean, i dont know where the optimum place but further boat park relative to the things youre saying just to the north of where it is excuse me page north the other side of the Basketball Court is that i mean what do you all think im sure multiple voices . Nods that puts it closure to a seating area. That is why you kind of put it where it is all right. Right off. Yeah. Yeah. Okay. A spot for your dog. Fair enough. And commissioners, thank you for the questions i appreciate it and yeah, im a dog owner so is this off leash or no off leash. Dogs on leash yeah, and and this a matter at hand park or. Up to maintain and when we open it up but rarlgz and will be staffed in that way but in terms of. Yeah. One of the reasons we didnt determine not to have a bathroom cant afford permanent staff wouldnt be staffed in that way but will be a park presence. Yeah. Got it. Everyday. I think i interrupted dpirls i apologize please continue on. No problem im pretty much finished regarding the old faced picnic table will they last and budget to replace the benches after their stolen i hope they last ive seen picnic tables not bolted down. Theyre bolted into the concrete and then in terms of durability an aluminum frame and at tape portion is hd c kriermgd materials that matches the bench as well. Okay. And for the landscaping i know that commissioner raised about the colors so not be able a landscape i assume it is every season Something Special happens . Yeah. All right. And then the the fence i know that the Basketball Court thats why it was so long im wondering but anyway, a great opportunity so so looks great in general wonderful. Thank you. Great. Thank you. Okay. So the vague commissioner schnair of going laps everyone else asked most of questions thats two things you talk about the schoolaged children in the play area what toddlers and babies i didnt see swings how are you adjusting that . I wouldnt say that came up in the community process. Yeah. Not a lot of families in the area we need to i idea behind the r r conservatortion areas all ages and totes take up a lot of space theyre valuable for parents we couldnt fit them in your question is great. And the communities meetings not a lot of um, feedback on that. And not a lot of feedback no. And then my only other comment on the california buckeye that tree looks great for two months and lows its leave in the play area and um, im questioning that as opposed to another possible tree trying to get a little bit of commissioners psychiatricer Transportation Demand management it looks great for a little bit and then the leaves are full and everything is losing it leaves and have to wait until the next spring. Okay. I think thats it from it end and i have to ask a question. laughter. can i have motion. Commissioner brenzel so moved. Im sorry, i need to read it. Forgive me a motion to. Motion to approve phase 1 and phase 2 of natoma park do i have motion. Commissioner brenzel so moved. Do i have a second . Great. Now dpirls my Public Comment. For once youre called on, come to the podium. You will see a blank Public Comment card, you are required to fill out the card. On item 4 speak. You will receive a 30second warning when your time is almost up. Any participants who wish to speak, may listen for the next opportunity. For the next opportunity. 30second warning when your time is almost up. For inperson, anyone like to make Public Comment on the current agenda item . Inperson anyone on the current agenda item . I see no requests for Public Comment. Public comment is closed. Great. Okay. So i would like to call for a vote. All in favor, say aye. Aye. Any opposed . And the motion passes unanimously. Thank you and we look forward to. multiple voices. the final phasing from you guys. Thanks move to item 5. 5. Sfwd campus at 2000 marin phase 2discussion and possible action. We have a discussion and possible action to approve phase two of the to marine. 2000 marin rustling of papers . Okay. Good afternoon, commissioners. Good afternoon. Im shelby campbell, project manager, Public Utilities. And here with felicia the earth addition most of you were not here for phase one were going to go over the background and discuss the site and design goals and our response to cdr so who is cdc the distribution the San Francisco water depended they oversee the maintenance of the citys potable or not groundwater and maintain 12 hundred miles of water makes sense and replace 15 miles of our one hundred water makes sense and manager pump stations and a large our large water metering program for the city. So why we are we build a new campus because of the diversities i saw the workforce conditions is going work under with respect to safety and code compliant including um, fabricating pipes outside we have insufficient shops for fabrication and repairing large vehicles outside we dont have base size in the auto shops to fix large vehicles in the shops and having antiquated ventilation and overcrowded work spaces in addition in the photo that is in the corner is that the existing campus has the building have Strawberry Field throughout the campus and over working in silos and no sense of communities and mixing of vehicular pathways creating an unsafe tradition they existing campus. So we are moving in further the reason or revalued this due to the 24 7 operations requiring operations of campus in addition to the existing over krooud was virtually infeasible to rebuild in the existing locations the sfpuc acquitted 2000 marin and in good company the mta yard to the east and public works yard to the west will be creating a neighborhood city corporate yards and clous close up chevy chase and the railway on the eta and and supervisorial dead end electricity son the south and evans avenue on the west and this is just pulling out further from the site to see surrounding area an Industrial Area and as you can see the freeways on the east side. Those are a few views the first top lefthand turn view as chevy chase looking east towards the freeway and the bottom left is at chevy chase looking at east the tape chevy chase in front of this direct on the site i can see the freeway and a little bit of existing building to the west there will be removing and um, the bottom one at the agenda end of the dead street and with that, turn it over to to felicia to dive into the design. The gwen wright goals are being the same with a secure campus providing Community Gathering spaces and for other departments to mix and the design the campus to be the public space with an emphasis and the public art that benefits the surrounding neighborhood we want to show you how the project is developed and responded to the comments in cdr phase one the team has done significant work for the man and the strategy of the campus. And to progress the subsequent goals for the campus. Merging it is in the phase one presentation the difference the swapping of Fleet Parking that is located in the middle of campus with the industrial building that was previously along 2000 marin this moves the vegetables to the perimeter and creates safe free zone at the center the campus that larger plaza connects the building not just the fleet and the admin building. In addition to creating a safe and beautiful connection between the buildings the enar laggard silk a stormwater and the plazas has pavers we have is samples up here and the planter collect run off from the roof creating a garden at the heart of campus and as you can see p v panels to the roof and and in partnership with puc the paifrn has three times the code panels which which are visible from the surrounding areas. Heres a view looking at east at the stormwater garden as a amenity for all the employees on the campus and south lake we changed the form of roof from what in the phase one presentation to be lower at the plaza edge to provide more sun and human scale around the gardens. The roof sloped up towards the vehicle with the additional height to meet the program. The phase one comments on the architecture is clarification of the mechanical equipment and for definition at the administrative and to address the mechanical equipment our team most of those inside those and located the mechanical wells had to be needing exterior air open to the sky. This elevation is a comparison between um, the proposal with the mechanical equipment compared with the revised design for the exterior interior and mechanical wells. Heres an oath view arrested towards the p v and mechanical wells. One of the first ones we do was to work with the engineers optimize the structures for the building and is structural grid for the shop buildings was clarified and simplified they garage the collection of upturned and down turned frames was simplified to a series of concrete walls within the place connecting them a discipline for the admin building ill show in a minute. Heres another view in the south as you can see the Fleet Parking previously looked at in the mid was moved and covered with a p v canopy. We further developed the design of the you Administration Building the prior design present a canopy section above the roof and and dark base supporting a curtain wail this maintains the base that surrounds the building and the screen on the east and west facade with a lot ofer. Optimizing the valuable and the frames that become a depress there the current at an wall the same elevation search and seizure the louvers to help screen the mechanical equipment cannibis pulled back from the ends and screened with an additional closure. Heres the east and west facades providing screening and transparency the structure is visible through the glass curtain walls. Theres no sun shades on the north facade for the Emergency Energy component the materials for the administrative building is aluminum installed glazing metal pages with with a dark brick heres an example and provides durability at the ground level. The administration sample is the lower there. Heres additional views with the very well fences and sun shades protecting the south glass and mechanical closure. And the admin building as a twostory welcoming entry and gathering practice and visible between the field assignment where all the workers come in for their daily assignment and the managers on the second floor and the visual connection totes stormwater gardens and the shops across the plazas. All the break rooms and people orbited in the shop buildings located over the stormwater gardens to the other people on the campus and help foster that sense of shelter. And treatment and the shop amenities are compatible to others admin to provide inclusion and 100 percent all gender restrooms are provided. Those are elevations of auto shop for the Industrial Buildings the base is dark masonry and for Adult Protective Services required and calorie steroid windows and with air louvers with the mechanical units and as glaikz is used for the workers inside and simultaneously reducing glare with that metal panels. And the south facing windows have expressway screens as you can see the finishes on the upper boards. Sdoiment to the campus in the surrounding streets this is the campus im sorry thats the elevation sorry about that and those are materials that two with the samples boards right there. That is a view on to the campus in the east driveway this is um, a view from 2000 marin closer to evans and heres the view on the campus in the east driveway. This is a delivery and visitor and the only Public Function on the site this is a secure site with very few visitors and monthly other employees leaving the site with the exception of meter function that serves in the tiny concrete building that is the meter kiosk and that concrete building is integrated with the retaining wall that makes up the site. Thooers. Um, heres a view under chevy chase from the east end and the most prominent view of campus in chevy chase and evans identified at as the public art opportunities and the art is selected an image from the proposal we started dialogue with walter and look forward to the impact fill contributions to the campuses and neighborhoods at that point im going to turn it over to bill bulkley, landscape architect, department of public works. To present the landscaping design. Thank you felicia and good afternoon, commissioners bill bulkley, landscape architect, department of public works. From puc. Like to start with the overview of the site plan the landscape scope includes the streetscape with street trees that planting and also including concerns accessible path of travel on the sidewalks and fences and gates which youll see multiple vehicle and pedestrian gates around the perimeter. That is a 10 foot high security gate that is shown in the blue line. There is also the courtyard for social interaction and the community is about the parts of the cdr and the shops coming together in the spaces we have intimate spaces bhits stormwater blatantly we talked about but also larger open spaces ill so you show you in the minute with the departmentwide events and yeah. A variety of the street furnishings im moving felicia mentioned is stormwaters sorry messed me up thtsd enlargement of the planter of courtyard and that is youll, of course, this pedestrian only environment is space safe space for subcontractor and the bio shaped remembrance planters warm the areas and indicate the entrances to the building with an row of the trees along the parking garage on the west side of this plaza and this is also open um, to this larger space which is sort of between the parking garage were large events my tap and the section a a is there the more narrow area which is the looking towards the parking garage and section b through the large part of planter and go to the section now. That the section a at the top is bounded by the Shops Building that the smaller more intimate section of courtyard and the pumpkin by remediation planters and 6 visible interest and the precasts concrete elements and section presentation through the wider portion of the courtyard where the multipurpose Smaller Special events and the section cut through the seating element that is for everyday use but really good for special fwashth or meetings or events this we the puc might want to have. But lets see for its materials board we choosing roundabout materials. In warm graze to compliment the architecture but distinguish it as an exterior space the per yufs parts are warm gray look and the Precast Concrete elements will also be warm tones and some of the benches will have exposed aggregates and with backing all weathered to the warm gray a modified ash. The fence we reading with the um, puc security do come up with the best solution for the security needs and that is a omega map fence a wire mesh and it provides this security and transparency and the color will also be a warm gray to match the architectural elements and for planting starting at the top well have the street trees are both flowering and work with the bureau of urban forestry with the trees and the privilege rose trees on burns street an even green flowering trees boo are flowering and 90 kufrmd by utility poles are a large tree there on evans street much different condition we will have an oriental cherry tree smaller scales we are over head utilities and very areas at the top of the cliff and the oriental chair wieners do very well there and in the kwashgdz the one relocate tree were proposing the ever green the urban than an el gafrnt tree and form a my green edge and the pathway were proposing too trees both native one evergreen and one flowering one not island oak and the california buckeye so the favorite tree i want to say it is it is also has a beautiful white branching structure throughout the year and flowers and had groerg flowers and good contrast with the oak and buckeye for the remediation planter we are looking for oriental planting can take additional occasion flooding and will follow the puc guidelines for the i want to emphasize the puc having stormwater treatment one of the Main Missions of Public Utilities commission that all projects over 5 thousand square feet have to have a remedication and in the building and having people work out of that day to day is an expressive feature of this context. And a mix of native and climate adaptive flowering and low maintenance and low watering use plants and finally, a slide of the lighting scenario. There is multiple shifts happening they facility pier 52 will be coming in at dark were Work Together different designers dont have both intimate Lighting Options in the courtyard and grander more large scaled lighting for the perimeter more supervisorial areas but for high security. So um, that concludes my presentation. Thank you. Im to call for commissioner questions or comments but i think im the only one here for the first time this was brought before us coughing to give you a little bit of background. That from that point im not you hired architects and shelby. So public works took it there semi pacific avenue and for phase one and we kevin came on board we need to excluding industrial engineers. Thank you shelby but the on the other hand, excited and talked about the idea of doing the artwork along the parking garage the evans street does the public facing and had standard more the campus but we wanted it to happen and um, as a result we remembered forward with that and went through the Selection Process and one was selected and done a expect other than that, that was when you had the fence he understand you value engineered and the fence had to go i understand got it but it makes what difficult as that point the fact that you have, you know, the rest of campus nicely thoughtout and mark and your firm has done a great job i have notice problems but the park structure was for the included as part of that and so, you know, of your whole presentation that you just did nothing that the park structure where is that at and the reason were at the beginning of working with the actor to integrate the earth and one and Work Together to come up with a final solution we clear and looking forward to that. That turned out fabulous i know you understand that but also have to come back to this im happy to hear from the commissioners as well. But it is very hard to approve the whole campus who won part is not seen we i dont know what is happening with that you, you guys are too early id like to approve the whole thing but not to be doing at this point and were starting instruction to convert were going out to bid in june and this is, you know, a large project um, and um, that is the schedule. To maintain the budget otherwise will be more engineering if we dont get into construction the birth cost constraint is time thats the schedule and, you know, oftentimes really challenging to have an alignment felt artist collections at the time of the architecture and so we know. Has to be a process in which we Work Together to come up with a solution on that and um, you know, we can come back with an update on the garage component. This is Vice President shiota can we go to the slide i saw a slide with place holder images and looking at the phase one um, and i did see the phones i know. Was it this one . Yes. This is artist concept board that was presented as part of the Selection Process. This is actually approved and been approved there the whole process and walter has been waterway the contract i know or building added that point. This is the fence that is i guess ill confused this is not on fence that is on the. The proposal was done they went the fence were on the garage. Before there were engineers . multiple voices. and it didnt have the wall of the garage that were also presented as opportunities not an accurate depiction of architecture and panel were starting the process of that. Didnt look anything like that; is that correct . Correct. Thank you. And so, i mean i guess my question is um, because the when the artists did patrol didnt know what the architecture will look like so he submitted this; right . In 2021 but the fence was engineered out. So and where the artist process i mean can does art want to give the background on that. Key we. Talk about that. Because thats what confused me heres the proposal coughing . Im taller. Hi commissioner jackie project manager and the project manager for this project. Um, so we reconvened with the society to review the updated design unthe progressive from the dp w and on the parking garage so those that was the design that was shared with the artist proposals for this particular project so walter integrated hits panel into the existing design of the garage facade that included the fence. Im so after walter was awarded the commission was approved at the visual Arts Committee last month, we are invited because of engineering happening for the large project that is fence will be removed from the building. So were at a point having conversations and the first meeting last week to talk with walter to talk about the concept into the garage without the fence being part that it thats where were at right now. Um, can i ask you do you have any sense of how long it will take before this is figured out . Thats a great question. We or working with a willing team. We want to come to a solution and compromise we feel like the artwork is not doing the job of architecture to think how quickly we can integrate but a process this is the an address scope to work though that problem hes obviously doing a different Site Condition and wants the original proposal. Thank you jag any any other questions for jack any. Yeah. So i when are you due to start youre date you threw out for starting the property. Were starting construction september 1st. September 1st okay. Thank you. So id like to separate your project; right . Because i love the building and solar central garden like that redesign amazing and it building the building envelope like the materiality california take artwork the artwork will go somewhere; right . But resigning that will that change the cost or budget of artwork . Can we take the project into places and take that separate you came back with a design and we take this as a different piece of project and let the rest of it go forward no idea i understand there breathing they have to bid on a project have to look at are you guys going to do do project all of that. multiple voices. the foundation and ground um, up and coming what im saying had are you bidding out first. We have had multiple voices . This it seems to me permit aspect of this we could have a meeting just on this so many more than a simple pe presenting opportunity with respect to the materials that the actor is proposing and ricks or requirements for having convenience last of garage and significant widen loads from the west and the panels can be closer to the garage beneficial and said glass panels. Theyre have a significant load. Um, so, you know, yes. Theres challenges but opportunities. And i felt when we had our first meeting that everyone came together with acknowledging that. Um, and needs to be an opportunity to Work Together. Absolutely. To get to that end. The fence were not a function didnt serve and functional purpose the design came busy with the proposed art and more to it layers. Oh, complete thats what im saying i understand multiple voices . And not possible to know. multiple voices. i think because of Design Development on both sides and great collaboration between the commission um, project managers and this not your first rodeo we understand the iteration the budget process there is two willing partners no doubt about that but the hesitation it approving the totality of the project. Respect. With that my question to everyone it can we separate but not hold i up for our bidding process the building footprint will not change. Of that was a fence significant changes to the art. My question to both can we separate it multiple voices . A caveat. Thats the change with integrated art putting the cart before the horse and it really is you can Work Together with the optimal solution so, yeah i mean just part of the process and we, you know, were working on that. I do and let me just enter jetting we went belowmarketrate with the Bus Maintenance facility the potero yard sorry a different email at disabilityaccess marincounty. Org at least four work days in advance. Copies of Bus Maintenance facility they wanted for us to approve with the housing that was going to be multiple voices . Right and it was very difficult to do that they didnt know when it was going to happen and how it was a private Public Partnership it was how will 2 work and very context so we finally had to do just to proof the above terminal aspects not the whole thing here this is different a full campus okay. The bus terminal what the whole that campus. Okay. I see that as the type of thing where you have to approve the full campus i joe just dont feel comfortable by approving the whole thing i wish we dont make that happen simultaneously but i also feel we have to do our Juris Prudence and find that i think the design is great i have no problems i have a few the questions thats the way it is i applaud the stain and upstairs that failure engineers but not comfortable without that piece in place as well. I understand that point and could stand here from the project manager perspective and say time is money ill put this back on and well do that but not an honest answer. I dont know this is the best solution for the proposed art. multiple voices. a catch 22 but need to stay on schedule because im responsible to the rate payers. This is a very large project and the costs associated with delay us significant it is catch 22. Um, because i want to proceed with construction so i could say well keep the fence ill lose money not doing the fence. But, you know. I mean, if this is what you want to hear multiple voices . By thats the solution. Right. Were not asking for that we understand the situation and i agree a catch 22 were were 24 7 and rock and hard place commissioners have anything else to throw into the pot . laughter commissioner carney under the designed goals one counts first ones is public space of the Water Department and unfortunately, the public space is the garage. So this is what you see to corner of evans and chevy chase so this really is as as an earth you delay that that is a problem but the way it is drawn here you dont think so i dont know if you meet that at way the tall skinny bans have and have is the fence from bottom to top keeps is simple and strong to maintain that the you dont know that an unknown at this point this project met your goal of the public phase and mentioned in the visibility of mission also comes through the building. Through the public space of that corner. Um, the rest of projects um, i think all of that is fine and a few things like the North Elevation along caesar cesar chavez i have a north facing payment until mid september have to pull the blinds because the sun is there the north the public space chevy chase i know your budget is instances with rg9d light or one might want to pull their blinds we dont need solar. The phones go across the roof. And just on the edges. multiple voices . Not going across the whole thing interfere with mechanical equipment. I thought you could cut something there and another. multiple voices. good idea. If that would work serving a purpose on that building. Another very public space is caltrans and small triangle site i dont think so who controls that but the billing maybe address somehow landscaping the highest on the high speed rail theyre coming up and going by, you know, some very unseemly looking things it would be nice had oasis back to the site plan. Our wish list to get it triangle. Oh. multiple voices . laughter but were going see where that good samaritan. Okay. What is important to know that unfortunately, we have a 45 foot setback a nonbuildable 45 setback on that ends. So whats the machinery. That is storage im on the right hand youre talking about. The blank. That is storage the only thing we can put on that lands is thing we can move off of that if pg e wants assess phone number building no structures or anything that cant it is not mobile on their easement. All right. So no lands for sun screening. As is fenced on the property line. Yeah. So people going by an caltrans. They have the full easement pg e and oh, do they where the cars are pardoning and the multiple voices . This plan is showing. Yeah. We can only put things can be moved off so right parking for the fleet vehicles. It is unfortunately, to do multiple voices . If we can get that property that will change. Were out of time so next. Jessica did you want to Say Something quickly. Yes. Commissioner rothschild so if youre under construction september 1st, what are you in the drawing multiple voices . Yeah. Yeah. In construction documents. Yeah. Yeah. And were doing the as Caesar Chavez is great if we could make that Caesar Chavez and the on one hand this is gray and black perhaps has passed as well but more colors somehow, you know, aforesaid like steve in the color of brick is it chosen or pattern that is beautiful idea for the inside gardens looked at the babying pattern is small with the gray so, thank you. If i can comment being if cdr youre asking for phase two. We finished and what we kicked off we come at the end of Design Development for phase two. Somebody. A couple of times people mentioned this is not a pubically accessible space so when you say events events for the workforce . Yeah. Okay. Great i want to classifying so none of that beautiful interior about see public multiple voices . Right and the public will multiple voices . For the 4 hundred people. Gotta. Is is the parking garage for the available to the public arrest multiple voices . Fleet and workforce. Fleet of the building the building we have had not seen the one that has the art parking for employees. The fleet is is a large fleet multiple voices . That is also in the parking. 4 hundred plumbers go out identified. Thank you, thank you yeah. Have a lot of cars and trucks. Great. Thank you. This is jaeven really quick what is your 2ur7b time if cdr and 100 percent like what will you do drawing wise the reason i ask this question because that were delayed by thirty days; right . And having hard time but delayed by thirty days in past because of parking garage and you came back in thirty days, you know, usually a city multiple voices . Three week. Contracted not seeing anything different in thirty days. Okay. Okay. Thats what i would like to know. And when were up hoping to get packages out. Were start they end of june and july been the demo site work and utilities to get utilities trenched before the raining rainy season thats the schedule. So this is site. multiple voices. this is what i want to ask because i totally understand youre timeline and understand the cost delay of going of stopping bidding would be more than it might be and actually impact everything; right . If um, theres delays; right . So i mean the question is um, because youre. multiple voices. going out to bid like demos theyre phasing the baird. Bidding we dont have time to review; is that correct . Correct. multiple voices . Im not sure i understand. If i can take it from that point this is what id like to propose that we table this right now. However, what we can do is if you can come back to us with something on the parking garage didnt have to be totally finished. Okay. Because because we know things will change with working with the artists and stuff but if you can come back with something youll be at 50 a come back with something that shows see parking garage and how with works with the context we can approve that we can do that and do that next month and get it done and you can be on your way that is what i want to propose to the commission. multiple voices . Under contract yet i dont see us able to deputy that design with the artists in thirty days im not asking to. multiple voices. and i mean. Okay. Jackie go ahead laughter were expediting going under a contract with the artists for design only were doing everything we can to get under contract with the City Attorney and under contract really soon and working in good faith to center as many meetings as were able to and staff can meet. Okay. So when im trying to is if there is a way that you guys can gives something to work with didnt interest or have to be totally finished by another we can approve the whole campus thats what im trying to get to we, approve it next month and you can still be okay thats what im to be able to do and about put that before the commission i need to asking are you for a response. I propose we built what is in the picture. A i dont know. Do want to. Yeah. Explain and i mean reversing not having the fence build what you see in the picture in the best interest given the cost mroemgsz. Yeah. We can i think we can go along with that. Yeah. Okay. All right. Um, are we. Yeah. Any other questions or discussion at that point. No, because listen we understand your sidewalks. We dont want to an if we want you to go out to bid and keep the detected and like what is proposed and then you guys figure out what will work structurally as well as financially; right . Which i know there things to do but and i have sort of a new by question it is phase two if we approve that as phase two had will phase three approval be if we have been in demolition. What is phase three. multiple voices . That is the cdr confirm weve designed. So. multiple voices. so right okay. Im yeah. Okay and the check and balances. Im new at that so asking. Can i ask jackie are you comfortable with that . What was the question. Are you and mary xhoofbl with that proposal to go back to the original design what the fence. And as proposed by walter and approved by the commission and happy to move forward. Okay. Can i make a motion. Here. Okay. Well, at this point i need to ask for motion that we approve phase two sfwd campus 2000 marin with the parking garage the design as it shown in the adoption with the fence and walters proposal . Yeah . All right. I thought that was without the fence he thought as no multiple voices . It is with the fence. With the fence. As originally presented. As originally presented and approved. Okay. So in the budget had not been hadnt a Virginia National guard engineering and no Budgeting Issues would have gone through as is; correct . True. Thats what were going to approve. We are working on the details thats the motion on the table do i have motion . So moved. Vice president shiota second. Commissioner brenzel great now any calls for Public Comment. Once youre called on, come to the podium. You will see a blank Public Comment card, you are required to fill out the card. Card. Item speak. You will receive a 30second warning when your time is almost up. Any participants who wish to speak, may listen for the next opportunity. 30second warning when your time is almost up. For inperson, anyone like to make Public Comment on the current agenda item . I see no requests for Public Comment. Public comment is closed. Great. Okay. Im now asking for a final motion. All in favor, say aye. Aye. Any opposed . Passes unanimously. Thank you. Okay. Moving on to item number 6. 6. Treasure island water Resource Recovery facility phase 3 discussion and possible action. Team are you ready . rustling of papers coughing . Team are reminder 10 minutes to present. Okay. Thank you. Good afternoon, commissioners calvin huey, project designer, sf water. And were pleased to be here with jamie beckman, landscape architect, merril morros. And barb berastegui and elizabeth navarro, architects, stantec. Who is our earth and here to present our phase three construction document. Our agenda we quickly give you a review of the project were going though the comments how we addressed the phase two and go into the Architectural Design and move on to the Landscape Architecture and move on to the Perimeter Security closure and the grafblg the project team is here with the three of us presenting. Um, at the as a get rid of Treasure Island used to be the former u. S. Navy base before the city and county of San Francisco. The Treasure Island for the development of the property and also responsible for the operation and maintenance of all utilities and have contracted with 19puc for the operation and utility work and developer is responsible for the final funding and building of the infrastructure. Um, that plants will be replaced. Our project to address the construction also to sure the Regulatory Compliance to to met the wastewater and recycled water needs of Treasure Island. Yerba buena and now im going to turn it over to my clean air act. Quickly the overall site plan has changed and it is most of focus at pines and is Administration Building and pass offer to barb and come back. Yeah. Thing jamie and calvin and commissioners nice to see you. Im the Design Architecture and hard to read on this the core building concept is the same a machine in the park. And the importance of this project cant be under stated as as success Treasure Island. And the result of the function is the beauty and the landscaping and the wildlife in the park like setting the building are part of this setting being full yet uncomplicated with that names focuses on the south and east of Administration Building the represent breakdown the facade and reflect the landscaping and provide views into the florida interworking from the folks working inside of the facility back in december youre permit comments stwrrd around the large glass panels and the consideration of the bird safety we did our research that consists of guidelines and came up with several options. After reviewing those wopgz our built partner we 2ke6r78d the best path forward for the aesthetics and adhering to the bird safety ordinances to use the less reflective glass but slightly intended and that incorporated a White Nationalist doted pattern as you can see the pattern is noticeable when look at it closed but intended to despair from a distance. We also focused our attention on two minimizing the appearance of any horizontal. In the renderings of close up view of main lobby that the somewhat visible when youre viewing them through the glamorous some of more construction details of glazing on the righthand side these wall sections show how were achieving this aesthetic the glass is white heavy we have are supporting is a concrete curb from below built out from the building wall and those curve will be con seated a short curve we had not paying attention to the top of the building at all we want it to sort of disappear and go through up to the sky and to infinity. We wanted to building to speak to the transition between day and night between reflecting the landscape during the day to presenting those views to the interior function of facility. And then the selection of artist is in the process. With the still with the intention the highlighted areas as shown on the renderings are the quote unquote blank campuses a smooth concrete finish that will receive the artwork. And we included some two dimensional evaluations if we need to reference those later. Im going to turn it over to jamie. Thank you barb back to the phase one on the other hand, phase two from 12riker how were handling the passing of the wildlife through the wetlands fence we worked with the mesh and various size of wildlife can crawl through the fence or crawl under the fence and if there is the wildlife short enough will climb over that as raccoon will climb into a trash can and it will keep the out the human wildlife from where theyre not proposed to be be laughter and moving to the pallet we showed in phase two california nature local natives especially drought therefrom our drought plan we talked about a bay of formulated and shrubs and grass in the beginning from day one. And moving to our security and fences here presented previously in the visible wall again, very transparent were proceeding with the manufacturers and details from the fence and for the sliding gait. And then finstein and end with the identification signage with the cast in place with the letters in bronze will match the architectural piece of barb and her team are doing. Thank you very much. It is what it is thats it and any commissioners, comments or questions here. Patrick you want to start new. Okay. Commissioner carney. Is it possible to go back to the other project the one we just went through it applies it is still on the screen. What are you talking about. The Water Department project theyre garage is similar because the vertical from bottom to top we wanted to simpler box it is elegant and the area the artwork from bottom to top like the glass youre breath into bottom to top. That that support multiple voices . Ground to par get and excuse me we cant go back to a project once it is processes so we can talk about with a whatever. 2002 was a visual on that. But lets in the. Continue from ground to top on that garage. Will fit that is what we talked about in december they render if went from vertical glass the speculators between the arts. multiple voices . I got it. Thats what we were thinking of in december. Jamie is getting a lot of press. Im sorry jackie youre jamie. There are now selecting the actor so oh, are they are. Not integrated into the construction of a nor was that to be that is in a separate way the other one so you know, we move to a project we dont you cant go back at all. Okay. Thats not what i was doing. multiple voices . Got it. If you can go back to the renderings with the Little Design in the left hand corner. multiple voices. and this is what we talked about green before so the void between the glass from landscape to parapet you have at brackets. How were going to support the artwork on the concrete wall. We dont know what the artwork is. We know. But i dont want to multiple voices . Want to conceal all the hardware were to work with them to make sure if look two right 23i9s but. multiple voices. the way you depend on in the blue im hoping the artwork will fill up the entire area and i hope so two. From ground to parapet simplifies and the art and skins and the art so have the glass and the art and glass and art vertical expressions. Yeah. The same what theyve shown before and great. And the gate hoizontal. So the center ban and right. Do you need it. Speak into the mic. Thats multiple voices . The mechanism. The gate slides on that. The drawing on the right didnt have that i mean the photo okay on the right. It is just hard to see in the photo. All right. multiple voices . Has the details. As for your fence i think all of that is fine the animals can still get through. Thank you. Im not sure what people been im not sure if the dots will be. multiple voices. or look up to the outside with that it is very helpful [off mic. ] yep. unintelligible . I think you have to hold it i think were about really the public is 20 feet away from the building. And physicals going through the landscape will not be near it. Just the raccoons. Yeah. laughter thats fine though. Okay. Thank you. Great. Okay. Anyone else comments . On a . I dont see any comments. Great. So um, ask for Public Comment oh, motion sorry. laughter. possible motion to approve phase three of the Treasure Island water Resource Recovery facility d. C. Commissioner brenzel so moved. Second. Okay. Great um, now Public Comment . Once youre called on, come to the podium. You will see a blank Public Comment card, you are required to fill out the card. On item is almost up. For inperson, anyone like to make Public Comment on the current agenda item . Inperson anyone like to make a Public Comment on the currents agenda item . I see no requests for Public Comment. Public comment is closed. So i will ask the final motion. All in favor, say aye. Aye. Yes. Any opposed . Nay. No and medical care and really looking forward to this. multiple voices. as we have watched this through the whole process and im so pleased the way things are at a great project so congratulations. Thank you. [off mic. ] thanks. Call on item 7. 7. Japantown peace plaza renovation postphase 3discussion and possible action. Team are you ready. Someone from delay oh. Is this i wonder if thats from oh. What the unintelligible . Thats us. Oh, okay. Great. You have 10 minutes to present. Okay. Great. Well, good afternoon commissioners. Good afternoon hello. laughter. um, so thank you for meeting with us again, the last time was last march and were excited to be here may im j. Marien coss, project manager, recreation and parks i and here with my colleague yesterday afternoon copper i want to start with that you, we already received phase three approval last march and it is under construction right this minute so excellent. Yeah. Were really excited took a long time to get here and so this project oernltd has been drive by by the community i think over 70 Public Meetings weve had with the over the course of a lifetime and even right now we meet twice a month once with the um, executive committee of japantown and then with the Peace Plaza Committee if you want to come on the fourth tuesday of the month and have supported design changes youve see today though too of us presenting the result of a huge family that is compromised of i dont know a dozen a little bit more than a dozen professionals architecture and electrical engineers and Historic Preservation commission and Water Proofing bloefts garage and Structural Engineers and others interpreters to this is a result of all of that you see here the just us two now to the pretty pictures. Just orientation this is an overview of the Japantown Japantown peace plaza and on the bottom is post street and on the top the west dbas and bottom is the plazas that plaza in the center. The 5 goals of the Community Set forth are these ill read the top part to make post street visually open and inviting and make japantown peace plaza and um, this one is were going to focus on create an inviting visual geary boulevard edge it draws people into the plaza and meets the level of noise thats the changes the 5 one is incorporate School District are culture elements if you want to see those we have those in the appendix. So just to set the framework youre looking at peas plaza and on the rights is the west maul on the left is the east mall and then too levels there is an upper plaza and then a lower plaza. And on the right excuse me the left side is steps that will face into that and somewhat of a smaller stage that is created front mass and see the landscaping around the cherry trees are significant feature other peoples money background and for ground a large planted areas with inmate seating for the plazas and festivals; right . The festivals and the plazas but in larger planters. And new im going to turn it over to Jennifer Cooper will come up and finish off. Thank you miriam were to focus on today i dont see the pointer. Doesnt work on the screen for for whatever reason. Thats okay were to focus on the entry into geary boulevard was important about the plaza is making it inviting for both sides it is easier on polk street a significant gated change offer of on geary were going focusing on the stairs and the side poles today as you can see the top is the current plan and little bottom is our proposed change from the top as you can see one stair couple of so that makes circulation awkward dont see stair us have to make a uturn and the wall is at all that is intended to block the noise if geary boulevard and the side poles on the rights have are make the a va to the ramp congested and on the become more of a grand formal entry scaling down the walls it is steps not just one large wall and moving the flag poles for the raise your right hand of the image to the Center Giving them the paramount and noted did currently element we wanted to bring those front and center in the dental. And as you can see the wall as youre looking at it in the plaza as you can see on the top the existing wall steps back of it and on the bottom it cameron smith, director, dcbs becomes one continuous new surface of flag poles in the top incidental are moved to the center a symmetrical relationship to geary boulevards and on the other hand, terminal flame are in the same places and here we go in the current plan on the left and the proposed on the right ill zoom in and here the single stair on the top and the side poles on the rights as you can see where you have to squeeze within the flag poles to the ramp difficult to the wheelchairs and my reloigs makes a better entrance and ada access and the double stair how it is symmetrical this if space and all the localities come together on the proposed change to the entry at geary boulevard and heres the entire plaza as you can see the new wall at the far end on the geary assess and as you can see how the flag poles relate more to the plaza especially at night i love how theyre lit up before they were a bit more off to the side didnt feel theyre part of the composition yep thats the main presentation well take questions now. Thats from let me say i think that is a great solution so much better than before personally congratulate you i usually wait to make any comments but let you know that right now right now so commissioners any questions or comments can you confirm where the range is i think we do but. This is the best images for the flag on the right hand. The range to the right. multiple voices. and long ramp. To the sidewalks at geary. Thanks yep. Anyone else. Vice president shiota this is really great i love the imagery and the flag moves and anything that helped geary street the curve appeal so sad that will be a really nice improvement and really features a beautiful featured in the park that is hidden for one million years and whats that thing . So, thank you. laughter. great. Thank you. Commissioner carney i live nearby and use is handicap ram it is much better a grander entrance and the flag people are see them. Yeah. Yep the whole thing. Thank you. Uhhuh. laughter. when will she stop leaning this is commissioner rothschild and wondering if you, go back to the plan the enlarged plan. Oh, yeah. I mean, i really appreciate the 13450k9 arc on the interior and wondering that is and then on the exterior the sidewalk that jog i was wondering you looked at creating and smooth arc on the geary side as well. On the second level wall . Yeah. If you go back to the elevation. Right there yeah. See how it jogs for no reason fill that in a thought it seems to me more in keeping with the smooth arc. To clarify is that the lower level wall or the lower level and to have to mirror the curve multiple voices . We can look at that. With an if filling in. Not making that bigger. multiple voices . Moving that the corner were people urinate. I wouldnt to make sure the pointer didnt work; right . We see flag poles on the lower level and wall behind it; right . And in front of that looking at the signage that is where youre talking about maybe curving that one . Yeah. That with an right there on the sidewalk. multiple voices . Where the little girl is walking on the sidewalk where she was referring to what you look at see both the walls the inside of garage. Oh. Yeah. So actually changing the shape of that has to do with with the structure but potentially impact phases one the garage. I i mean a small point i know a lot of perimeters i wasnt saying for like filling it in that instead of a setback one can file it in or crow shall is it, if you will. I have no idea. Can we talk about that. Right now it is benevolent bevel. multiple voices . We have it on our screen too. Point it to them. We want to make sure we understand. I see visually contiguous out a little bit. It has to be think record. Can you reiterate what. I believe so. So were looking at on either side of the well, actually on both of them there is a column that is that square and yeah. Okay. And the edge of where the existing stairs where we move into. I got it into the rightofway we already. Have to figure out were going radio to ask for an encroachment permit. Got it. The new stairs are wider and the new stairs were making them to code; right . Thats one of the reasons we are restricted to profile. Thank you and i of the serious when i said we had a lot of people looking at the aspects of that. Yeah. multiple voices. and it is an exciting project like a 3d puzzle. How about the only thing into the plaza will too much wind go into it in go up the stairs. At the portal were more or less keeping it the way in terms of the width we have right now we know that works. A. multiple voices. the snapshot. Not at the snapshot it is be a little bit different if you see underneath the proposed that is where is the entrance right now. And then if you go to the lower column and it is underneath the word plan to the bottom. Got it. Thats the wicket is the same. It is the same as we know that you, you know, to make sure that um, entrance and geary boulevard is inviting thank you, shame mitigate sound try to have a wail and welcoming as well. You come up with a very good solution i think were just i think theyre being architects. I appreciated that im an architects any another comments ill ask for a motion to approve post phase three japantown peace plaza. Commissioner brenzel so moved. And okay. Id like to call for Public Comment now. Theres no members of the public here we can skip Public Comment. Great. Okay. All right. All right. All in favor, say aye. Aye. Yeah. Any opposed .
