For presentation now we will have dr. Chou and Ralph Remington, director of cultural affairs. Thank you. Commissioner schnair and mary chou, director of public art and civic art collection. Will not be the doing the presentation a change but youll thank you, everyone for your patience with that. Also to thank extraordinary for accepting this her new assign time and the new staff liaison was sarah so thank you, sarah for stepping both youre new really about this possible motion in an effort to expedite the delivery of the the Municipal Building and reduce the timeline to the costs mayor london breed introduced legislation at the board of supervisors to have the procurement for public projects under 5 million in addition the mayor has called been the Arts Commission to simplify the project and accordingly on todays agenda this is the embodies it considering to streamline approval so thats what that is about the mayor once the process is streamlined take a look at it and um, along with our staff rec and park staff and dbw and weighed in on how we can best Work Together to expedite our processes and moving ahead to with that, we hope to get a motion today. Great. Thank you. Director Ralph Remington any comments or questions from the commissioners . clearing throat did he we have a sense you do not i dont keep track of dollar fingers are there examples that. Yeah. I would say that things like fences and electrical box multiple voices . And things under 5 hundred square feet multiple voices . Will be helpful for the public to understand that actual specific kinds of projects not just the dollars figures the financing in san bruno and. And i got it. Things and multiple voices . Sorry. Thank. Streetscapes. We thats the whole judges of Design Guidelines and any questions . Than director Ralph Remington will bring us and looked at it and decide who what to do none of that will go unless a complicated project go beyond a review and someone that is looked at many of those market value projects we had a long meeting with lots of stuff i for think understand and appreciate the expediting of this. I did think that the massing i can in the guidelines the cdc will give advise and the appropriateness and Small Projects can harm the public realm i hope the guidelines take care of that not coming before the cdc cdr. Several you have offered your comments few with the changes look at it and go over it to make sure that everything is covered and so there we have a easier way of going through the processes. Okay. So another question. For the guidelines one question i had were voting on a change clearing throat today but voting on the same change in the guidelines im totally understanding why we vote twice and will we then take up the Design Guidelines in full at a further meeting . You want to answer that. Sure the motion today is to literally change the way we do our, you know. Our procedures here and so thats what the motion is for. Right. Thats for the. multiple voices. sound were voting on the same feature. No, no we will vote on the guidelines as because of those changes multiple voices . Okay. Making changes to the guidelines so we will have to review that. Right. We cant do it before did motion passes about well review and bring that back for the cdr. This has this in that with that language within the guidelines and multiple voices . Currently go to. multiple voices. and go back and make those changes will adjust those guidelines to make. multiple voices . Okay. So thats right thats the other part to have the guidelines for those kinds of projects we can be expedited. Okay. All right. Any other questions. Or comments. Okay. Any Public Comment. Can we get motion. Oh, laughter . Can i have motion . So moved. Girls. Second. Vice president shiota now any Public Comment. Once youre called on, come to the podium. You will see a blank Public Comment card, you are required to fill out the card. Courage on item 3. Is almost up. For inperson, anyone like to make Public Comment on the current agenda item . Inperson anyone like to make a comment on the current agenda item . I see no requests for Public Comment. Public comment is closed. Great. Thank you. Id like to call a vote. All in favor, say aye. Aye. Any opposed . Motion passes unanimously great. Okay. We go on to item 4. 4. 11th and natoma park phase 1 and 2discussion and possible action. Team are you ready . Yes. Am i able to okay. Oh, yeah. Lets do this background noise. okay. Okay. Good afternoon you commissioners. My name is schuknecht, project manager, recreation and parks. And joined by brett desmarais, project designer, department of public works. Trying here. With public works and were happy to be here presenting natoma park in my heart of hearts in our backyard on 11th street and western selma and historic park for neighborhoods that is um, planted and received a lot more residential units and more families and young people in the coming years and decades. With that, i will start. This is where we are in the process and bret designed the development and planned to be out of the design phase by the end of year and well put the project out to bid and hoping to be open to the public by the end of 2026 or early 27 if all goes to plan a half acre on a size. And many of you know this ill go through this and get through the slides quickly. But were on 11th street the aerial street in western selma. And frontages on those streets more residential in character and quieter and from the beginning the main points of the goals of this project were to promote neighborhood connection do have a multiple Generation Community and connect people to nature by access to nature in the dense urban environment and for penthouse by creating park that is climatic and maintainable and longlasting and keep those goals in mind in the provision. Assuming out of bid as you can see this is where we are and western selma the smaller gray circle is a 10 minute walk shed and can mc on the screen this very few open spaces in the 10 minutes so sgoem in so macys where it fits in the landscape and zooming in more a sense of scale half acre makes a big difference in the level of density but also a size for example, Tennis Courts will not be appropriate this is the site as it exists day and in red demolished into an open space and to rhyme in yellow that building that stay a beautiful brick building mo joe a great partner for the park and also a nice sort of building to anchor the site a program adjacent to us and along the bottom as you can see images along natoma park the residential feel theyre smaller and narrower about how we got here early in the outreach presented the community with a range of opposite from passive too active and a Large Community was interested in a more passive green space so speaks to the need for respite in this area the city and color there was also very vocal minority wanted for programs and active space we arrived at we land the terrace was a mix between i go back between the comments and the garden were providing amenities where the Garden Terrace there 11th street on the bottom and the gardens terrace is located in the heart of the site where more of an opportunity to getstreets and the terrace holds the front youll have eyes on the park at all times and give the sense from the street of an active park all the time and the place has been certainly the back of the site children have a safe place to play. Note about other parallel processes on right now the public art is going on r f t for august out i think i believe that will close soon but this is a call for artists to design an art fence along the streets that will make a huge impact. Um, visually and then Community Park naming process ongoing this so ultimately not like likely natoma park will the future name of park and with that, im going to turn it over to bret. Good afternoon, commissioners. Alex schuknecht, project manager, recreation and parks. I heard this project i believe as lied designer presented in march of 2023 and in this meeting we received comments that we addressed ill show you in the presentation but the summarize is the comments were to look at the design of dog relief around on the corn of 11 and natoma park and a shed in the dead end space on the back of the street and addressed that and additional requests in the presentation sections and spot el vacationed for grading and smaller that were providing seasonal color in the pallet well cover that also and so to look at the site diaphragm the entertains to the park a off of mid block on 11th street and there is a large central pathway that organizes the space is dog relieve area has been moved inside the park to let dogs relieve themselves before entering the park and at the entrance multiple use court and if iness to cross that pact moving we have a plaza with terrace seating area working into together for Group Gatherings gives way to a picnic area and school age playground and with the top nature exploration and a larger guardian garden with a shady place for a quieter experience and at the back of the site where the path terminates we created picnic tables and swing benches a place to gather before there is a foensz contained secure zone for rec and park staff where theyre shipping container is so the site on the 11th street features the edge with the art fence and that process that alex mentioned for the art component of the proximately and along the tacoma street have a one hundred wire fence on the back adjacent to the properties the private property have a opaque fence for the privacy for the neighborhood and so this here this is a rendered view of the model showing you the character in the process the Community Identified the symbol of sun as culture element in the philadelphia Pen Community were reflecting this in the large net a solar shape this is the permit play element and playing off that theme showing you here our first pass as a Basketball Court design with the solar theme as well were working with natural colors as well as more inviting architectural tones and reds and oranges you the placement of the interests priority a mix oftion any and shady places the garden space is contained and separate from the rest of park with the designation for seating and the option to sit and just have space. And then you in terms of our furnishings we are lubbing for different experiences benches and picnic table and were calling cafe tables and seat for game tables we we have a pedestrian light and city standard and bottom filler to a shipping container for the storage needs and the shade street that is vertical in the back and then horizontal didnt stop rain or site lines through that. And those are the fencing i mention and the welted if he has a place holder for the art fence showing the kind of design can be custody misses and fabricated. For the central is the clinically net with a large organ with the large posts and then has other equipment below it as well and a hamet skinning developed with the playground manufacturers to take that making this assessable to a wide variety of children with physical doilts and for the fitness area we have a variety of machines chesz stretching and stationary bikes and cross training all complimenting each other and the spaces are bound by walls and spaces to a pause or stretch off to the side. With the material pallet were looking at a painted design for the courts an as fault and the permit and secondary paths are concrete looking at two types for that. That will have integral color and standard safety surfacing and turf mature and decomposed grant for the sidewalk and form finish for the seat walls have separately colors as well and wood bench topics for the seating and then nature using natural materials like stumps and logs and then woolen posts as well. To bring in natural elements for that space. With the planting pallet we are using low water plants primarily native and adaptive from california buckeye to toy on and california cherry silver leave oak and red oak for tree pallets and then have a variety of flowering plants showing here that were looking at things will be blooming throughout the year with the pallet to change with the seasons that is always in bloom and then the sections so show the character of site the top is being cut through that shady area showing retaining a gray behind it plus planting to feel separate in from the court and the garden space for benches and towards the back one of the swing benches there the fence and game tables in the back as well. The mingle on the bottom is there the courts looking at 11th street to the left and the art fence court and that transition to that garden area with terrace seating on the edge. Um, and then here we have own the top another section kit obligating from the Basketball Court for the left through the plaza space and a view towards the playground that large play structure in the back and a view of the playground this section on the bottom showing the planting edges around the site and the nature area and picnic tables clearing throat and this perspective is here is all see coming in the park from 11th street seeing the Court Entrance student left this to the right and then that play structure of the vocal and to bring you to the back where the play spaces are. And a showing this court and the openness of the site a site line for safety, and connectively th
