Credit: Spell Family A Baltimore City Police officer whose 1974 death led to the requirement that all officers wear bulletproof vests will be among the honorees at this week's "Fallen Heroes Day" Ceremony at Dulaney Valley Memorial Gardens. Officer Milton Spell was shot and killed on August 15, 1974, as he stopped a suspected drunk driver. At the time, police officers in Baltimore City were not required to wear bulletproof vests. After the shooting then Police Commissioner Donald Pomerleau ordered a feasibility study to determine if officers should wear bulletproof vests.
