RISING SUNÂ â Snow continues to fall over Cecil County, in waves. A Winter Storm Warning issued by the National Weather Service is now downgraded to a Winter Storm Watch until 9 a.m. Tuesday. The Snow Emergency Plan remains in effect. Forecasters with the Northern Maryland Weather Buffs expect when this storm system finally ends Tuesday snowfall totals will range from 7- to 10-inches; possibly more closest to the Mason-Dixon line. As much as 4 inches of snow fell Sunday in the first of phase of the storm that Kurtis Eller said would be a one-two punch. Snow that fell Sunday was followed overnight with a glaze of ice that greeted folks trying to clean cars, steps and sidewalks.
