Technical Discussion: Blue skies, cooler than normal, and w

NOON UPDATE: 
Well it's sunny out there, that's for sure,  but it's cool and windy on this 26th day of April. As a matter of fact, the temps at this hour (11:30am) were only in the mid to upper 40s, and that wind, that pesky wind, is making it feel even cooler.  For instance, the temp in Torrington is 42 degrees, but with the wind it feels like it's 37 degrees. That's winter coat weather folks!  Now, we are expecting those numbers to move into the mid and upper 50s this afternoon, some towns will get to 60 today.  Just remember that wind will make it feel a little cooler today.
