Low traffic neighbourhoods have become a front line in the battle between those urging radical lifestyle changes to combat climate change and those who regard driving as a fundamental right. Transport secretary Grant Shapps has expressed an ambition for 50% of travel in towns and cities to be walked or cycled by 2030, and although LTNs have been associated with cities, they may need to be extended to smaller towns if the target is to be hit. In an LGC survey of 236 council respondents, 36% said they had at least partially rolled out LTNs, a further 16% said they were likely to do so and 19% were unlikely to do so, with the rest unsure.
