Its obvious that when there is going to be a military strike, if it isnt credible then it is not effective, then i think it is quite significant that france has repeated on wednesday, that they are still determined to punish syria if syria doesnt comply, keeping the pressure on syria at this important stage. The draft resolution is already one draft of it thats been written by french diplomates. We know they have been lee crazing very closely with their colleagues from the u. And the u. K. On this. N. , but in the coming hours there will be more meetings on the text, also, i suspect, russia will be having meetings with other countries as well. About the russian plan on the way forward. I think they are getting everything in place, but as barnaby said, i think that big next step is the meeting taking place in geneva. It is worth remembering those two men have a good relationship, there may be a very tense relationship with president obama and president putin, and maybe some tense problems around the Security Council table, but we know that kerry and lavrov get on well. They have known each other fur a long time, and i think people are looking closely to see if those two men can do business together, and then after its been in geneva, after we find out what has happened it will come back here. If this idea is doing to go anywhere, the idea of hander over syrias chemical weapons it does have to be a formal mechanism, and that needs to be a Security Council resolution. Its just not clear what form that resolution would take, and if they can agree on a form for the resolution. Here are some of the findings. It says. Government forces have murdered, tortures, rapes while trying to cap thursday territory. It also says that antigovernment armed pruitts also committed crimes including murder, torture, and hostage taking. That concludes theres no military solution to the conflict, so that war criminals must be proud to justice. James, a comprehensive and detailed report, but difficult to see what will come out of and it who will be held responsible. Yeah, this new report, i read it, and the shocking thing is when you read the detail in it. Of the offenses that are violations the breeches of international law, that are listed in this report. It is a grim catalog to read this, this covered just a three month period, these reports come out pretty regularly, they are saying that they should be a resort to international justice, but again, we get back to the Security Council and the divisions around the Security Council table. I think this report is important, at a time when we have all this discussion about diplomacy, about doing something about chemical weapons in congress, you hear all the talk there should america go to war in syria, this report reminds everyone, the war is already going on in syria, it is raging in syria, and the levels of brutality are getting worse and worse. Only a third of them are getting any formal education. The school year has just started for syrian children the second largest refugee camp in the world. And although the school is full, fewer than half of the School Age Children are actually attending school. Many children here have to work to support their families. And in some rural areas of syria, it was already common especially for boys over the age of 14, to drop out of school to work. But some students still value getting an education, even while in exile. Education is important because we are going back to our country one day, and no one is going to rebuild syria but us. We are the generation that will hopefully rebuild syria. Three official schools here teaching the jordanian curriculum, but has more registered students than seats. Over the summer, a back to School Campaign based on the efforts of School Children and aid agencies encouraged more families to send their children to school. Some children are afraid of getting lost on the war to school, because the scamp is so big. And some families dont send their children to school because that gives them a sense of permanency in the catch, that they dont want to feel. But more funding is needed to provide more syrian children with access to education, education is the least funded sector and the camp schools can only accommodate less than half of the number of School Age Children living here. The most pressing need now is for 11 million to Fund Urgently needed school supplies, build new schools and train teachers. In some cases there might be donor fatigue, for now we have seen a very good donor response. But we are definitely worried for next year, for instance, we are not sure how the level of funding will be. The plight of these Syrian Refugees could be one that dragged on for a while. Thats why aid agencies feel funding education is important, to prevent the loss of a generation of young syrians.
