Americans who forget the meaning of the words volatility and correction are getting a refresher course big time. Today, the Dow Jones Industrial average fell. 7 of 1 wiping out owl its gains for one year and the tech heavy nasdaq falling 2 while the s p 500 fell 1. 2 . Its rooted in questions about the health of the global economy, and that has the potential to affect all of pups well talk more about that in a moment, but first, lets talk volatility. The s p 500 holding retirement plans has moved six times so far in october, including today. That is a lot of ups and downs and it is in sharp contrast to the nearly two months without a move that big that ended in july. Some people have headaches and whiplash. Lets put this in perspective. The s p 500 up 3 this year and it is up 78 in the last five years. It hasnt had a decline of 10 . Thats whats known as a correction, since 2011. That has some market pros saying were due for another one. One stock market sector thats taken a beating lately is energy. Theres no mystery why. The price of oil has been dropping. In fact, its gone beyond a correction and this week fell into bare market territory, meaning its declined 20 from its peak in june. The reasons for that is complicated, one is good, americas Oil Production is surging, thanks to the fracking boom, but the other reason oil prices are falling is theyre slowing Global Demand for the commodify, adding to fears that the weak Economic Growth outside the u. S. May hurt america in the long run. We have the story. From berlin to beijing, big economies are hitting the brakes. This week evidence surfaced a europes powerhouse, germany, maybe skidding toward a recession with factory output and exports posting their biggest monthly drop since the depths of the financial crisis in 2009. Europes stutter echos the experience of japan, which has been stuck in a deplaguesry track for nearly two decades and where the economy contracted more than expected in the Second Quarter of this year. Growth in emerging markets is also deaccelerating. China saw monthly electricity output a bell weather for Economic Activity fall for the first time in more than four years, while its Monthly Industrial production slowed to its lowest level in nearly six years, part of a steady slow down that dampened chinas demand for commodities from countries like brazil, which slipped into recession earlier this year. The slowdown prompted the i. N. S. To downgrade its look for global growth. The United States is expected to remain a relative bright spot. This Slower Growth in the rest of the world slow our growth somewhat, yes, it does, but does it cause a recession in the United States, the answer is probably not. Thats not to say there are no risks to the u. S. Economy, a growing concern among Federal Reserve policy makers is that as the dollar strengthens against currencies from struggling economies, it could hurt u. S. Expirates, making them for expensive. Aljazeera. U. B. S. Chief economist said not to worry, dont expect economic weakness overseas to weigh much on americas recovery. He joins me now. Welcome top dont worry too much . We look at everything happening, everything in the story, you think how can we stay strong here, how is that possible . First of all, compared at a the rest of the world, we dont trade as much, so that trade is a smaller part of our economy. More importantly, theres some strengths that we have domestically that are very important. I think the younger generation, millennials are going to spend money. Theres a lot of pent up demand for basic things like marriage, having babies, buying cars, buying houses, theres plenty of pent up demand out there. Capacity utilization in the United States is getting back to normal, a pick up in Capital Spending is seen. In this recent international letdown, what has happened is that those Lower Oil Prices are putting money back in the pockets of american consumers. With the oil prices, then that goes to gas prices, so you have a lower price at the pump, less of your income has to go to fill your car. Are people really going to spend that extra income, are they not going to save it . Do you think the discretionary money gets put back in . The people strapped for money are going to spend it. Do you think that will help retail seals, retail spending will get a boost . I think its good for public confidence. As you said earlier, only about half the public is involved in stock market, but just about everybodys involved with gasoline. What you are strapped for cash, it has something to do with the stagnant wage growth weve seen month after month. Do you see that ending soon . Do you think that the slack that we have now in the labor market diminished enough that we can actually see wage growth . I expect to see better wage growth, wages are what economists call a lagging indicator, unemployment go down first, then wages pick up. We are seeing recently a big pick up in job openings, meaning the demand for waiver is outrunning the supply. Were very near a period where the wages do start to accelerate. When you look at everything happening, you think that were ok here, that we are in better shape, going to remain strong. What would you if you saw that, that would be a red flag to you . Well one of the things that we track very closely are exports. We think theyre going to slow down. We dont think theyre going to crash. For the most part, the United States isnt that dependent on trade. At some point, the rest of the world could because weak enough and through the export channel, that would have more of an impact on our manufacturing. It looks like weve got Slower Growth in asia, china excuse me, japan going back to stagnating again, europe stagnating, but this extinguished between stagnating, not going anyplace and really going downhill. I think were in a world where we had hoped to have growth and were seeing some stagnation, but were not really seeing recessionfine weakness in asia or europe. Is there anything that the that you can see from the fed that could be concerning you with earnings, because were coming into that, as well, so just want to preview those. Earnings still should do pretty well. We will see wages pick up and see squeeze on profit margins, but it didnt happen over the summer. Thank you so much for coming in. Coming up, the men and women on the front lines of the ebola crisis, sending workers to places youd probably never go. Citizens take a stand against fracking for oil and gas in the last place you might expect. That story and more as real money continues. Keep it here. I lived that character a hollywood icon Forest Whitaker my interest in acting was always to continue to explore how it connected to other people making a difference what is occurring in other places, is affecting so many different ways. Only on Al Jazeera America. The death toll from the Ebola Outbreak continues to degree. The World Health Organization says more than 4,000 people have died from the disease. All but nine were in the three worst affected countries, liberia, sierra leone and again knee. The United Nations special envoy said the number of cases is probably doubling every three to four weeks and the response needs to be 20 times greater than what it was at the beginning. Here in the u. S. , details are emerging on how a dallas hospital treated a liberian man who died of ebola this week. We are live from the Dallas Fort WorthInternational Airport where a home land security meeting took mace today. Duncan had a high fever and still turned away. Was that the case and if so, why . Thats right. According to some medical records obtained by the associated press, duncan had a fever of 103 degrees and was in severe pain when he went to the hospital emergency room on september 25. He told the nurse that he was from liberia. They put him through a battery of tests, cat scans and despite that sent him home with a predescription for antibiotics and advice to take tylenol. It seems incredible in retrospect now. What do you think about duncans family and how theyre doing . Of course its a very differ time for them especially because they are still in quarantine. This is duncans fiancee. Her son and two others who live in the home are mourning this loss in isolation. They did speak through a spokesperson today, who said the family is finding some comfort in knowing that duncans death has brought greater awareness of ebola around the world, and notably that its motivated the United States to send more aid to west africa. Today, congress put a final stamp of approval on 750 million of aid going to those three west african countries. Youre at the airport and Homeland Security had a meeting on ebola there. Can you tell us more about what happened . There were two Major Concerns that were brought up at this hearing. First, when it comes to hospital preparedness, representative out of houston Sheila Jackson lee brought up a disturbing is your way in which 80 of nurses across the country said their hospitals have not communicated to them procedures about admitting potential ebola patients. Obviously that is of concern to the c. D. C. The second point they brought up is that these airport screenings that will begin starting tomorrow in five airports across the country, they say thats not enough. It doesnt cover the place where we are right now, dull less Fort Worth International where duncan landed. Committee members say these screenings should be more widespread. Talking about duncan and the fever and the fact that he was turned away, what are you hearing now from the hospital on this and any changes that could be in place. It seems shocking that a fever could be that high, that he would and tell them he was from liberia. They are saying changes have been taking place, exactly, for someone from west africa, the hole zone. The hospital released another statement saying they have made some changes in the admission procedures but didnt share those changes. Its very difficult to get answers out of them, because they have changed the story twice when asked for explanations why duncan was turned away. They first said he hadnt shared his travel history, which was false, he did tell a nurse that. The hospital said it was the medical records system that didnt communicate this information to the doctor and then finally, where we kind of leave all this this was left off, the hospital said the medical records system was working. Since then, they have said theyre investigating. Thank you so much. The case of Thomas Duncan brought home the need for hospitals around the nation to be prepared to handle the ebola virus. Robert ray shows us how some Health Professionals are getting ready. The passing of the first ebola patient diagnosed in america is a wake up call for hospitals and state Health Care Systems across the country. We are hearing from different clinical groups this week that they dont really feel prepared. They have more questions. They have concerns. For months, the c. D. C. Has been sending flow charts outlining ebola symptoms to 5,000 hospitals nationwide. Doctor, are you guys prepared for an ebola patient here in your hospital . Yes, absolutely. Atlantas grady hospital is just a few miles from the busy effort airport in the world, one of just a handful where passengers from west africa entered the u. S. The doctor says the hospital has been prepping for an ebola infected patient since early august, updating their Electronic Medical records system, so communication between staff is spoton. The doctor and hospital fully expect someone with ebola symptoms to walk through the doors any moment. We ask if they have symptoms that are concerning for ebola. Regardless of whether they have the symptoms, we will move them immediately to an isolation room. The screening process that intensified since Thomas Eric Duncan was sent home with just antibiotics after his first have it to that dallas hospital, exposing gaps in the communication process there. We just dont know enough about how the infection can be treated, number one, how best it can be supported. I dont think that theres anything that could be said about an earlier intervention that may have made the difference. When people hear that a patient went to the hospital in dallas and they knew he was from liberia and they sent him home with antbitation and it turned out he was infected with that its hard not to panic. Thats true. It release on the hospitals and emergency democrats and colleagues in Infectious Disease to have things ready he. The Ebola Response goes beyond the confines of emergency rooms. First responders in the field are a key component in communications. The triage operators are also trained in the right questions to ask so they can alert the crews, the paramedics and the e. M. S. Crews that arrive. This week, the c. D. C. Conducted specialized training for Health Workers on their way to the hot zones in west africa. This training may be expanded for domestic doctors and nurses in smaller Health Care Systems with less coordination in the coming months. Aljazeera, atlanta. A key line of defense are hazmat teams hired to decontaminate sites. These teams are often private contractors that generally hold insurance that covers workers should they become infected. Because it is a poorly understood virus, Insurance Companies are having a tough time assessing financial risk. Chief Safety Officer at boy yo recovery operation said the company cannot get covering for assignments involving ebola. First of all, what kind of have any assignments come up yet . Have you been engaged in any way to deal with ebola . We have been training for this type of issue that we could ever, weve done the anthrax in 2001. Were trained, right now were having an issue with insurance. What is the issue . Weve been insured since the founders started the company back in the early 1990s and always had insurance the entire time. During the anthrax, we obviously had to work with our policy and speak with our carrier. This time, they didnt want to hear anything about it, it was uninsurable. We went to several hundred carriers and nobody had what they called and appetite for this covering. Not a lot of appetite for ebola. Have you turned jobs down because you havent been able to get . Yes, not because we couldnt get insurance, but we could get it, but the cost wasnt there. It was decontinating an airport. The insurance carriers talking to us, the one were speaking to overseas in london and one in hong kong, both talking over 250,000 for the policy over a 24 hour period. To do a 10,000 job would cost a quarter million dollars. Probably not the best financial move for us to do. Got it. So you walked away from that one. We talked to brad smith, who runs the cleaning guys in dallas and dallas has been the site of a lot of whats been going on. They were the company doing some decontamination work in dallas. They said it has affected them in their work a little bit, because they did go and do this cleanup that existing clients dont want to work with them, because they have now been in an ebola site, but that insurance hasnt been a problem for them. Heres what he had to say. Our insurance is well aware what we do. The ebola obviously is new to us as far as our policy stating its ok to clean up ebola. You know, thats for us to work out with the insurance, but were covered from start to finish. Is that a different kind of insurance that theyre talking about, not specific on ebola . Its like saying you have insurance, yes, i have consider insurance. If you have a heart attack in your home, i have insurance, but it doesnt cover that. They have a policy most likely its a general liability with mostly 500,000 or limited liability. What you need to cover this is far exceeding that and outside the standard underwriting that you originally went through at the start. Got it. How you are going to get around this . We looked up according to government figures, hazmat cleanup workers earn an average of 18 an hour. I imagine to go and work at an ebola site, youre going to have to pay a lot more than that and probably have to sign a lot of waivers. About 25 waivers. 25. Ok. It is a process to get the volunteers in our organization to work on it. We have to put it, everyone goes in together and decides if they want to be a part of the situation or not. Once they sign the documents with counsel, they have to get their own representation. Once thats all done, if they choose to do it its a simple process if youre wearing the right equipment, its not a problem. Lets get to that. You brought the
